Pursuant to a request from the City of South Portland Purchasing Department, Building Envelope Specialists, Inc. For 40 years, owner Scott R. Whitaker, has personally provided envelope consulting services on hundreds of historic and non-historic buildings along

the eastern sea-board. This is the foundation of the company.

As you will see from the information provided, BES is extremely qualified and strategically located to provide cost effective and efficient services with our office located in South Portland, Maine. Many projects have required the preparation of applications for Planning Board Approval, Municipal permitting, Federal regulation and Historic Preservation tax credits. BUILDING ENVELOPE SURVEYS

➢ The building survey uncovers deficiencies

and weakness in a building’s exterior. Our

professionals conduct investigations utilizing

equipment that will identify and quantify the

problems with any building envelope

assembly. Our staff uses infrared imaging,

material analysis, water spray tests and

destructive investigation tools to conclusively

uncover problems.

CONDITIONS ASSESSMENT REPORTS

➢ This method tests masonry absorbency to

diagnose rate of rain penetration.

➢ This equipment tests the resistance of rain

and snow to exterior windows, skylights, and

THERMAL IMAGERY SCANNING

➢ Thermal Imagery will identify areas of

thermal loss within wall and roof assemblies.

It will also indicate the presence of thermal

bridging in structural elements and the

presence of air leaks.

DRONE INSPECTIONS

➢ Used for building envelope surveys. This

provides up close images without the need of

an aerial man lift.

MOISTURE METER MONITORING

➢ Used to measure material moisture content.

FORENSIC INVESTIGATIONS

➢ BES uses destructive techniques to uncover

forensic evidence. This type of investigation

uncovers critical data that leads to the cause

of an envelope deficiency.

DATA LOGGER MONITORING

➢ Used to measure and track building

temperature, humidity, and dew point over

an extended period.

BUILDING PERFORMANCE COMPUTER

SOFTWARE ASSESSMENT

➢ Used to determine a wall assembly’s R-

Value, point of condensation and

psychrometric properties. This program is

also used to measure Stack Effect and to

compute air leakage.

MORTAR TESTING AND ANALYSIS

➢ Used to accurately determine mortar

properties. This test is critical to establish a

correct mortar recipe.

ENVESCAN SURVEY

➢ Your 1st line of defense against surprise

maintenance costs. EnveScan is a result

focused, scientific approach to understand

and manage building envelopes that

underperform. This technology uses the

latest in building evaluation equipment such

as infrared imagers and wall penetrating

radar to record data from the building. Once

the information is recorded and documented,

our team of experts examine the data and

diagnose the cause of the envelope

deficiencies. The end product produces a

“maintenance scheduler” that provides our

clients a planning document to address the

deficiencies in a strategic manner.

AVAILABILITY OF OUR TEAM

BES has the capacity to provide $35,000.00 of in-house consulting services per week. Our current work load and the projected work load of key personnel is such that any reasonable time schedule which may be

established for a project can be met. Since each of our personnel are trained in several different service categories, availability of personnel is assured, and schedules are maintained. EXPERIENCE

Scott R. Whitaker has specialized in understanding the performance of building envelopes as complete systems 40 years. He has built his reputation as a leading building envelope consultant working with and guiding tradesman, facility managers, engineers, architects, and owners through the stages of analyzing, understanding, repairing and maintaining building envelopes of all types. He specializes in

masonry facades and roofing systems. His experience has gained him the reputation for solving complicated design flaws or installation problems that impact the performance of a building envelope system. Additional experience includes the application of specialized engineered masonry products, building assessments, forensic investigations, dimensional stone detailing and anchor design, cost estimating, project management, product development, and professional service sales. Prior to starting Building Envelope Specialists, he gained experience in the architectural design field as VP of Masonry Operations for a local architectural company, designer and estimator in the structural steel industry, and a chief draftsman in the miscellaneous metals industry. With this experience, he has authored guidelines and procedures for the refurbishing and maintenance of masonry buildings. Scott has consulted on projects throughout the United States and the Caribbean. He has provided expert testimony and litigation support services on various buildings. He has also been featured in the March 2002 issue of Stone Magazine and in the November 2014 issue of Facilities Magazine as well as recognized by a past United States President for consulting excellence.

EXPERIENCE

CPT Jones spent 4 years in the US Army and 7 years in the Army National Guard as a Field Artillery Officer. He held field and staff leadership positions. His experience includes assignments as a Fire Direction Officer at both the battery and battalion level, a battalion Survey Officer; and a battalion Personnel Officer in charge of 450

soldiers. Mr. Jones screened and managed the security clearances of officers and senior NCO’s for a nuclear capable artillery battalion. Mr.

Jones has worked in sales, sales management and business development for over 20 years. Since 2013, Mr. Jones has been a critical part of Building Envelope Specialists, aiding the company to grow within new markets. Analyzing market needs and adapting the company’s marketing

message to highlight client return on investment is a specialty of Mr. Jones. As project executive, Mr. Jones has effectively managed complex building envelope restoration and repair construction. His strengths include a demonstrated ability to set clear expectations while preserving tight control over construction budgets with the capacity to lead multi-disciplined construction teams. Additionally, Mr. Jones has experience in managing construction projects with hazardous waste abatement complications. Cumberland Cold Storage – Pierce Atwood Building, Portland, Maine

Building Envelope Specialists, Inc. was a critical member of the project’s design team. Tasked with

documenting voids, cavities and openings within the masonry assembly through non-destructive means, BES developed cost saving revisions to the original envelope repair package to allow the developer to maximize construction dollars. Masonry consolidation methods such as Cellular Foam Grouting and installing helical wall ties replaced the expensive method of rebuilding large sections of the facade. By implementing these procedures, cost savings were realized by the developer as well as a reduction in the overall construction schedule.

Norwood Town Office – Norwood, MA

Building Envelope Specialists, Inc. partnered with Gienapp Design to offer critical post-construction envelope consulting services as part of a moisture infiltration investigation. After completion of masonry repairs to the building tower and other isolated areas of the façade, there was still water infiltration in a specific area of the building, and only during driving winds from the north. BES was tasked with a design document review and to perform testing to determine the cause. BES documented the quality of the masonry façade repairs and compared them to the original construction documents. BES ultimately worked with Gienapp Design to install moisture tracking devices and chart against local weather conditions.

Boxford Town Hall – Boxford, MA

Building Envelope Specialists, Inc. was contracted by the City of Boxford to conduct peer review services on the Boxford Town Hall. The town had issued an RFP and had awarded the contract to another firm and stated BES was a “Close Second” After reviewing the information

from the winning firm, the Town felt it was in their best interest to go back and hire BES. Scope of Work

As consultants we are excited to solve problems. Thus, we understand every project is unique and change is the only constant with any project. Our staff members are adept at identifying the changes that occur

throughout the project and understand the importance of effectively communicating the resulting impact with our clients. Since change can impact schedule and budget, timely and effective communication with all involved parties is necessary. Weekly reporting is performed throughout all projects in addition to our regular and frequent check-ins via phone or e-mail. Throughout the process, our goal is to identify as many unknowns as possible in order to decrease and hopefully eliminate change orders.

OUTLINE OF THE FIRMS APPROACH AND EXPERIENCE PROVIDING AND

DELIVERING SCOPE OF WORK

Below are two examples of a “typical project approach” Please bear in mind, every building is unique, and an appropriate approach will be customized per business/building owners’ needs.

EXAMPLE #1

• Task 1: Kick-off Meeting: BES will Attend a kick-off meeting to establish the Town’s

expectations and concerns for the project. Meet with building stewards to develop the program of needs. At this meeting BES will develop an understanding of the buildings’

current maintenance abilities and funding schedule. BES will take the opportunity to observe each building at the kickoff meeting to gain a preliminary understanding of each building condition.

• Task 2: Review Relevant Documentation: Following a kickoff meeting to establish the expectations and concerns, BES will conduct a thorough document review of the existing building information furnished by the town/building owner. The project team will mark-up the documents with red-line comments that represent suggested deficiencies in the envelope design and blue-line comments that represent critical envelope assembly features prior to proceeding to Task #3. These comments will provide a base-line of our preliminary site observations.

• Task 3: On-site Survey: BES’ project team will perform a visual assessment of each

building façade. We will document existing conditions of the roof, walls, and foundation

of each structure. We will map observed envelope deficiencies, record conditions with photographs and collect data to create work items for Task #4. Depending on FAA approval, BES may utilize one of two UAV’s (Drone) to assist in the building assessment. If appropriate, BES will remove a sample of the existing mortar to identify composition on masonry buildings.

• Task 4: Conditions Assessment and Report: With the information gathered during Task #3, BES will correlate all building data to create an understanding of the building assembly. With this information and the data gathered in the field, BES will formulate a report which will include the following:

• Executive Summary • Observations • Documentation, and mapping of existing conditions, illustrated with photographs • Evaluations stating BES’ opinion as to the cause or causes of identified problematic

conditions • Recommendations setting forth the opinion of advisable corrective action to protect

the buildings from further deterioration and/or develop a full restoration plan. • Statement of opinion for the best preservation approach for each building within the

parameters of timeline and budget.

• Task 5: - Preservation Plan, Final Design Specs and Bidding: BES will prepare final design materials based on the selected preservation approach. Bid specifications will be created and submitted for historic preservation approval.

EXAMPLE #2

Phase 1: Design

Week 1 (5 Days) Task#1: Existing Conditions

• Design Phase: With the information gathered in the field and office, BES will create a

set of masonry envelope repair documents to include; areas of repointing, areas of rebuild, areas of repair for masonry units, mortar recipes, specifications and project notes. During this phase BES will identify any required permitting and other authorizations that may be needed to complete construction e.g., Planning Review, building codes, safety codes, health, fire, survey, and other issues that are related to design and construction. Conduct outreach to appropriate organizations in order to understand and include in the Masonry Repointing and Construction Oversite any project implications associated with needed permitting.

Phase 2: Bidding & Award

Weeks 6-9 (15 Days) Task #1 & Task#2: Bidding; Award & Pre-Construction

• Bidding Phase: BES will provide bidding support services such as; pre-bid meetings, answering RFI’s, bid scope reviews and recommendations for contract award.

Phase 3: Construction & Closeout

Weeks 10-21 (55 Days) Task #1: Construction Services

• Construction Administration Phase: BES will provide construction administration

support services such as; site visits as required to support the construction activity. (Minimum every 7-10 days during construction.) Conduct site meetings with contractor to review project progress (schedule), RFI’s change orders, payment applications and site memos. Issue to Town, as required, change orders and payment applications reviews and recommendations.

Weeks 22-23 (10 Days) Task #2: Closeout Services

• Project Closeout Services: BES will provide project closeout support services to

include: Issue substantial completion letter to contractor, Issue closeout requirements. i.e. testing reports, as-built drawings, warranty (manufacturers & contractors), etc., Review closeout submission, Issue final acceptance letter.

A Sample Subcontractor Management Plan

1.0 INTRODUCTION 1.1 Identification

This is the Subcontractor Management Plan, document number xxxx, for the xxxx project.

1.2 Purpose The Subcontractor Management Plan outlines the relationship between the XYZ (The Client) in the xxxx project and the methods by which Building Envelope Specialists here on known as BES or Company ABC, as the prime contractor, will assure the production of quality deliverables from each of its subcontractors and assure the development of long-term business relationships between the Companies.

1.3 Scope This document is applicable to all phases of the xxx project. BES and all subcontractors to BES will adhere to the approach outlined in this document.

1.4 Approach The approach to managing the subcontractors is based on the following guiding principles:

a) Project Office will be established to effectively support the needs of the subcontractors, b) effective channels of communications will be clearly defined and established, c) a Statement of Work will be developed jointly by the team with each subcontractor taking responsibility for the deliverables and services outlined in its areas of responsibility,

d) each subcontractor will have its responsibilities and authorities clearly defined in the Statement of Work, e) each subcontractor will have its deliverables identified and required content clearly specified in the Statement of Work, f) each subcontractor will have the services it is responsible for providing clearly identified and described in the Statement of Work, g) all constraints imposed on the subcontractor will be clearly identified in the Statement of Work, including schedule and budget constraints, h) each subcontractor will have requirements for quality clearly identified to it in the Statement of Work, including the requirement to allow independent quality inspections of materials and processes, i) all products and services provided by the subcontractor will be subject to the acceptance of BES, j) each subcontract will contain appropriate terms and conditions, k) adequate facilities will be provided to meet the needs of the subcontractors, and l) the prime contractor will support subcontractors in processing invoices and

payments, subject to the invoices being delivered to BES in an acceptable format for consolidation and remittance to XYZ. To this end, BES will establish format requirements for invoices.

2.0 ORGANIZATION

2.1 Contract Organization Chart XYZ (The client) has entered into a business partnership with BES, Subcontractor-A, Subcontractor-B and Subcontractor-C, to jointly plan, develop, implement and support an integrated solution for the xxxx Project. XYZ has also let a contract with Subcontractor-D to provide Independent Verification and Validation services. These various terms will be used to refer to various groupings of corporations throughout this document: Subcontractors This grouping includes Subcontractor-A, Subcontractor-B, and Subcontractor-C. XYZ Partners This group includes the Subcontractors plus BES, the prime contractor. XYZ Team This group includes the XYZ Partners plus XYZ, the customer. The major elements that comprise the xxxx project are presented in 2.0. These functional elements are mapped to the individual corporate elements in Section 2.2.

2.2 Roles and Responsibilities

In this particular business partnership, the customer organization assumes overall management of the project. XYZ provides the Project Director, who oversees the project and represents XYZ in negotiations and product reviews. Other XYZ employees participate in the project as members of the team defining required functionality, designing and developing the automated portions of the xxxx project solution, and providing administrative support. XYZ reviews and approves project products.

2.2.2 BES Roles and Responsibilities BES is the prime contractor for the xxxx project. They are responsible for four major functional elements of the xxxx project:

a. day-to-day project management including subcontract management, b. information technology, c. training, and d. quality assurance.

Project Management. The BES team has overall responsibility for coordinating the day-to-day efforts of the XYZ Partners. To this end, Company ABC provides senior and intermediate management staff. They also provide project support services through the Project Office. Quality Assurance. BES provides the project discipline functions through the Quality Assurance organization. These functions include:

a) providing quality assurance and quality control services, b) providing configuration management services, c) providing risk management services, and d) coordinating the establishment of project standards and procedures.

2.2.3 Subcontractor- Roles and Responsibilities

Subcontractor-A provides a large percentage of the early efforts on the xxx project. As the project progresses from defining the requirements through construction and

implementation, the efforts of Subcontractor-A will be refocused. There are three principal areas of responsibility for Subcontractor-A:

3.0 METHODS FOR SUCCESSFUL SUBCONTRACTOR MANAGEMENT 3.1 Management Practices

Successful projects that involve subcontractors all exhibit similar characteristics. a) They all have clear and unambiguous subcontracts established that include a

Statement of Work. b) The efforts of all subcontractors are integrated into a cohesive project plan with all

subcontractors understanding where their efforts fit into the overall picture. c) The formal and informal interfaces between the prime contractor and the

subcontractors, as well as among the subcontractors, are documented. d) Before starting specific work, the subcontractors are granted authorization to proceed.

This authorization is given, in writing, via a Work Authorization form e) A formal team building process is established and implemented. These practices all

contribute to reducing the risk of misunderstandings or isolationism.

1.1.1 Establishing Clear, Unambiguous Subcontracts Each subcontractor will have a legally binding, written contract that defines the following items.

a) The legal names of the parties involved in the contract will be specified. b) The scope of the contracted work (contained in an attached Statement of Work), will be described in terms of:

1. the responsibilities and authorities of each party to the contract, 2. a clear definition of the deliverables and minimum content to be provided by the subcontractor, 3. a clear definition of the services to be provided by the subcontractor, 4. any and all constraints imposed on the subcontractor by the prime contractor, such as schedule constraints, budget constraints, specific tools to be used, and 5. a clear statement of requirements for quality of deliverables and services including the requirement to allow independent quality inspections of materials and processes.

c) Appropriate terms and conditions which will be imposed on both the prime contractor and the subcontractor will be identified. d) The acceptance process will be clearly identified.

1.1.2 Work Effort Integration The work of all subcontractors will be coordinated by the prime contractor to assure that the efforts of all parties are integrated into a cohesive whole through the processes of concurrent engineering and top-down project control. A Project Master Schedule will be developed that establishes schedule constraints and identifies contractual and significant internal milestones. Intermediate schedules will be established that clearly show key project interfaces and the interdependencies of the work efforts. Concurrent meetings will be conducted on a regular basis to provide

visibility into work being performed and provide an opportunity for discussion among the XYZ Partners.

1.1.3 Interfaces Between Prime Contractor and Subcontractors Each subcontractor organization will have a single point of contact with the prime contractor for contractual matters. The subcontractors are expected to identify their own single point of contact for contractual matters. On a day-to-day basis, all subcontractor personnel will be free to interact with any prime contractor personnel as needed to fulfil the subcontract.

1.1.4 Interfaces Among the Subcontractors Each subcontractor organization will identify the responsibilities and authorities of the xxxx project staff. This information will be published in a project contact sheet. Informal, mutually beneficial contact is encouraged. However, to avoid schedule slippage, the interdependencies of subcontractor efforts will be identified on the intermediate schedules described in Paragraph 3.1.2. These intermediate schedules will make the formal interfaces visible.

1.1.5 Work Authorization Before starting to bill time against a Cost Account, the subcontractor must first receive a Work Authorization Form, duly signed by the Deputy Project Director. The Work Authorization Form will authorize the start of work, will identify the deliverable(s) of the Cost Account, will identify budget and schedule constraints, will identify the responsible manager, and will identify the reviewers and acceptors of the products or services. When the authorized work is complete, the Work Authorization Form will be closed, and the authorization withdrawn.

1.2 Progress Reporting The prime contractor must be kept aware of the overall progress of the project. This includes the progress of each subcontractor. The subcontractors will report progress at the Cost Account level on a weekly basis. Based on the information contained in the weekly Cost Account Level Progress Reports, the prime contractor will prepare a monthly progress report.

1.2.1 Weekly Cost Account Level Progress Reporting Each week, the subcontractor organization will prepare and deliver to the xxxx Project Office a weekly progress report for each Cost Account for which an open Work Authorization Form exists. A single report may be produced provided the information for each Cost Account is clearly identified. The report is to be delivered by noon on Fridays. The report will identify:

a) authorized work that was scheduled to be performed during the week (activities within the Cost Account),

b) progress made against that authorized work presented as: 1. a textual description of progress, 2. a list of internal milestones attained, 3. an accounting of the hours billed against that Cost Account by all subcontractor personnel, and 4. an assessment of the time (in hours) remaining to complete the activities in the Cost Account (Estimate to Complete),

c) a list of unplanned, but authorized work that was conducted, identifying the number of hours spent,

d) authorized work that is scheduled to be performed during the next week, including any internal milestones expected to be reached, and e) a brief description of any problems encountered in performing the activities of the Cost Account or warnings of schedule slippage.

The weekly Cost Account Level Progress Reports will be reviewed by the prime contractor and the master project tracking system updated to reflect the progress.

1.2.2 Monthly WBS Level Progress Reporting Once a month, the prime contractor will prepare a Progress Report for submission to XYZ. A copy will be provided to the subcontractors. This report will present the progress expressed as a percentage complete and an indication of whether the work is ahead of or behind schedule.

1.3 Review Practices Clear points of visibility into the work that the subcontractors are doing is crucial to reducing the risk of inappropriate work being done resulting in unplanned, costly rework. These points of visibility are established at regular periodic intervals and at key project milestones.

1.3.1 Progress Reviews On an as-needed basis, BES may request an informal review of subcontractor progress. This would involve discussions with the subcontractor's Functional Manager (Team Leader) or the subcontractor's point of contact for contractual matters. These reviews will be held at the request of the Deputy Project Director. These meetings exist to facilitate the project and to remove any roadblocks to success.

1.3.2 Milestone Reviews At key contractual milestones, a formal review will be conducted to provide visibility into the direction of the project to all parties. Topics covered depend on the milestone but could include such items as:

a) where we are in the overall project schedule, b) an overview presentation of the key points contained in the project deliverables that comprise that milestone, c) a briefing on the quality of work achieved to date, d) a briefing on the budget and schedule status with major variances clearly highlighted and plans for corrective action presented, and e) a briefing on the current configuration status (baseline status, status of approved baseline change requests, etc.).

4.0 ACCEPTANCE PROCESS 4.1 Acceptance by BES

All products and services provided by the subcontractors will be subject to approval by BES.

4.1.1 Quality Assurance Review BES Quality Assurance staff will review all subcontractor deliverables for adherence to content requirements and standards. The evaluation report prepared by the Quality Assurance staff will identify any significant deficiencies that would preclude the acceptance of the deliverable. Each identified deficiency must be addressed to the satisfaction of the Quality Assurance staff. The Quality Assurance staff will indicate their satisfaction in writing to the Deputy Project Director.

4.1.2 Deliverable Acceptance Form The subcontractor is to prepare a Deliverable Acceptance Form and submit it with the deliverable. When the deliverable is deemed to be acceptable by BES (including Quality Assurance staff), the Deliverable Acceptance Form will be signed by the Deputy Project Director. The deliverable and the Deliverable Acceptance Form will be submitted to XYZ for final customer acceptance.

4.2 Acceptance by XYZ All products and services provided by the subcontractors will be subject to approval by XYZ.

4.2.1 Customer Review XYZ staff will review project deliverables (including subcontractor deliverables). XYZ will coordinate review comments and identify any significant deficiencies that would preclude the acceptance of the deliverable. Identified deficiencies must be addressed to the satisfaction of XYZ.

4.2.2 Deliverable Acceptance Form When the deliverable is deemed to be acceptable by XYZ, the Deliverable Acceptance Form will be signed by the Project Director or his delegate.

4.3 Invoices and Payments Invoices from subcontractors to BES must be presented in a format suitable for consolidation and submission to XYZ.

4.3.1 Format of Invoices Subcontractor invoices must meet the format and content requirements for invoices as set out in the Terms and Conditions of the contract between BES and the subcontractor.

4.3.2 Payment Authorization Subcontractors will submit monthly invoices reflecting the hours worked on the xxx project. If no deliverables were included in the efforts for that invoice period, the payment will proceed. If a deliverable is included in the invoice period, payment of that invoice will be subject to the acceptance of the deliverable product by both BES and XYZ. When the Deliverable Acceptance Form has been signed by Deputy Project Director and the Project Director, payment of subcontractor invoices will be authorized.

REIMBURSABLE EXPENSES:

Out of pocket expenses related to the project will be billed at net cost. Typically, these include photography, reproduction, CAD plots, computer disks, reference materials, lab testing and express delivery. Travel by automobile will be billed at $0.545/mile plus tolls. Travel time will be billed portal to portal, per person. Travel, other than by automobile, will be billed as an out of pocket expense. Meals and Lodging – for all projects requiring an overnight stay, per diem expenses will be billed as an out of pocket expense. Project Insurance rate calculated at 5% of the invoice total will be added to all invoices. TERMS: Professional fees and expenses will be invoiced monthly. PER RFP: The Consultant’s bills for development review will come to the City and will be paid

out of the escrow. If additional funds are needed and authorized, the applicant will be sent a bill for replenishing the escrow account. If at the conclusion of the project there are unused funds in the escrow account, they will be returned to the applicant following the final Planning Board decision. Accounting: BES’s Highly qualified Director of Finance, will be responsible for keeping track of project review hours and corresponding escrow monies creating a smooth invoicing system that works cohesively with the city. This detailed process typically utilizes, QuickBooks, T-Sheets, Excel and other accounting software.
