• Strengthening the role of civil society in shaping poverty-related policies and practice (4.5 mil. EUR; EU)

• Since 2003, UNDP worked on strengthening the role of civil society organisations in poverty reduction, with special attention devoted to civil society – public sector partnerships and fostering policy dialogue between the two sectors. The funding support has been provided through CARDS 2003, 2004 and 2005 Programme.  

• In this respect, the Programme used the knowledge / lessons learnt from the past work, and was designed around three pillars:

• Support the further decentralization of social services and public-civil society partnership (through Social Innovation Fund) in the provision of community – based social services

• Strengthen civil society engagement in poverty alleviation through supporting CSOs that are focused on burning poverty issues and building CSO capacity for monitoring and advocacy.

• Support gender mainstreaming in sectoral policies with primary focus on social policy area, whilst promoting the establishment of public - civil society dialogue on a more permanent basis as well as the appropriate involvement of the National Assembly in gender equality related debate.

•Municipal Improvement and Revival Programme – MIR phase II

Evolution:

1. LSED in SW Serbia and Northern Montenegro (700,000; Luxemburg) –sustainable development strategies in selected municipalities (3)

2. Local actors/PRSP and MDG (130,000; SNV/Global) –localizing MDGs in municipalities with developed strategies

PRO: Municipal Development in South West Serbia (4.7 mil.; Swiss/EU) – 8 municipalitiesa) Improve municipal capacity to plan and implement selected priority projects based on sustainable development plans and EU funding requirements b) Creation of inter-municipal and area based development partnerships for sustainable socio-economic growth and to better exploit future EU funding support in South West Serbia

The second phase of the programme will last until the end of 2009, and activities are primarily focused on the implementation of inter-municipal and regional infrastructure projects, as well as on the establishment of regional development agencies for the municipalities of Zlatiborski, Raška, and Moravički district. The significance of these agencies is exceptional as they will take a leading role in the development of regional projects. The agencies will be seeking support for different projects in various national and international funds, with a special focus on the European Union pre-accession assistance.

Municipal Improvement and Revival (MIR)- (6.5 mil EUR.; EAR)-combine employment generation activities and a grants programme for community enhancement projects managed by multi-ethnic municipal development committees
