    Whereas, the Constitution of the American University Student Government offers little directionfor the Class and School Councils; and,Whereas, the proposed Bylaws of all constituencies will promote unity, direction, and efficientgovernance; and,Whereas, the College of Arts and Sciences Council has drafted its own set of Bylaws andsubmitted them to the Senate for approval.Therefore, be it resolved that the Undergraduate Senate hereby ratifies the Bylaws of the Collegeof Arts and Sciences for the 201 I-20I2 year.

    By-Laws of the CoIIege of Arts and Sciences CouncilAmerican University Student GovernmentAs a constituent of the American University Student Governntent (AtlSG), we, theCollege of Arts and Sciences Council, are fixated on representing our student bodyto the universit-v, in order to ensure that aII of our students are given theopportunities that concur with their potential. As v,e aye one of the largest schoolswithin American University, we have the ability to offer a variety of opportunitiesacross the board, establishing equality amongst all departments within the Collegeof ,4rts and Sciences.

    ARTICLE I. PURPOSESection I. ' The College of Arts and Sciences Council shall be governed bythe guidelines put forth in these By-Laws of the CAS Counciland the governing documents of the Student Government.Section If. The CAS Council shall be responsible for advocating issues andestablishing programming of concern to their constituencies.Section III. The CAS Council shall serve as a liaison between the students ofthe College of Arts and Sciences and the University in order toachieve a well'represented student body within the school. It

    shall advocate for student needs to the University, as well as theUndergraduate Senate, in order to gain a strong support basefrom the Student Government.OFFICERSOffice of the PresidentThere shall be elected a President, to serve as the ChiefExecutive Officer and spokesperson for the Council to theUniversity, and to appropriate Departments therein.The President shall be responsible for programming and servingas a liaison between that Council and the Student GovernmentVice President. The President shall provide a written report tothe Undergraduate Senate at the end of each semester detailingthe Council's progress and shall report to the UndergraduateSenate in person to give the report.The President sha1l call and organize aIL council meetings andshall oversee all programming and committees established bythe CAS Council.The President shall be required to attend Student Activities 101and Finance 101. The President shall also be responsible fortraining his or her successor of the duties required of the office.The President shall ensure a strong communication basebetween the Council and the other branches of StudentGovernment, through continual meetings with the CASSenators, appearance in meetings of the Undergraduate Senate,as well as submitting progress reports to the Office of the VicePresident.The President shall be required to draft the meeting's agendaunless he/she is not the presiding officer. In that case, thepresiding officer must draft the agenda.OfIice of the Vice PresidentThere shall be elected a Vice President who shall assist thePresident in his or her duties. The Vice President shall assumethe President's responsibilities for as long as the position isvacant.The Vice President shall be responsible for all communicationand outreach between the CAS Council and students of theCollege of Arts and Sciences. This includes, but is not limited to,the official CAS Council Website, emails, new media (Facebook,Twitter, etc.), and posted bulletins or flyers. All documentationis to be approved by the President before public display"The Vice President shall be required to attend Student Activities101 during his or her term. The Vice President shall be

    responsible for training his or her successor of the dutiesrequired of the office.Office of the TreasurerThere shall be elected a Treasurer who shall be charged with themanagement and oversight of all fi.nancial resources of thecouncil. The Treasurer shall be responsible for creating abudget, due at a date agreed upon by the Council, for the councilwithin the amount allocated by the Undergladuate Senate. TheBoard of Representatives, with a majority vote, must approvethe proposal of budget allocation within the CAS Council, issuedby the Treasurer. The President has the right to veto theapproved proposal, resulting in the need of a two thirds (2/3)vote by the Board of Representatives.The Treasurer must keep accurate financial records for theCouncil in accordance with the procedure set forth by StudentActivities.The Treasurer shall be responsible for creating a final report ofexpenditures to be submitted to the Undergraduate Senate withthe Council President at the end of each semester.The Treasurer shall be required to attend Finance 101 duringhis or her term. The Treasurer shall be responsible for traininghis or her successor of the duties required of the office.The Treasurer should be responsible for holding all receiptsthroughout the academic year, after which they will be turnedover for public record.Office of the SecretaryThere shall be elected a Secretary who shall be responsible forrecording minutes and attendance at all meetings and makingthese available to the public. This includes, but is not limited to,posting the minutes on the CAS Council Website.The Secretary shall be responsible for any printed materials ofthe council. This includes, but is not limited to, any mailings,posters or flyers. The Secretary shall also manage anycorrespondence with outside organizations.The Secretary shall be required to attend Student Activities 101during his or her term. The secretary shall also be responsiblefor training his or her successor of the duties required of theoffice.Line of SuccessionThe line of succession within the Council shall be the VicePresident, followed by the Treasurer, and then Secretary.

    The Board of RepresentativesThe Board of Representatives was founded on the principle ofrepresenting all seventeen (tZ) departments within the Collegeof Arts and Sciences to the Council, in order to ensure qualityamongst all departments. The Board will speak on behalf of thestudents within each department of the College of Arts andSciences, setting the seal on eradicating the possibility ofmisrepresentation, and/or underrepresentation of anydepartment within the school.The Board of Representatives BodyThere shall be appointed seventeen (17) representatives, onefrom each department within the College of Arts and Sciences(as of 20Il), by a collective decision by the CAS Council officers.An evenly divided decision by the four officers will result in anoverruling by the President.Once a student attains the position of a representative, thatstudent has the right to hold that position for two years, unlessdismissed by the CAS Council.A representative cannot hold the position for more than oneterm (i.e. two years) unless a replacement is not available. Therepresentative would then hold the position for as long as it isvacant.RoIe of the Board of RepresentativesThe Board ofRepresentatives serves as a student advocacy basewithin the CAS Council. Each representative is to submitcontinual reports to the President, for documentation purposes,giving feedback on the treatment of their department from theUniversity. The representatives are required to attend afortnightly meeting, in which they update the rest of the CASCouncil on their departments.The Board is to work collaboratively with the Council Offrcers inbuilding the agenda for the academic year, consisting of, but isnot limited to, events and fundraisers.The Board approves all proposals submitted by members of theCouncil by holding a plurality voting procedure. The Offi.cerseach have a vote within the Board. The President can veto theseprocedures, if he/she sees fit, resulting in the need of a twothirds (2/3) consensus by the Board.Once an item is passed through the Board, it is embedded to theCAS Council and does not need the ratification of theUndergraduate Senate, unless it is intertwined with otherbranches of the American University Student Government.

    MEETINGS AND PROCEDURESMeeting RequirementsThe CAS Council shall be required to have a fortnightlymeeting, with an agenda set prior to the meeting.Meetings shall be open to all students of the College of Arts andSciences unless otherwise noted. The time and place of themeeting shall be posted publicly. Atl CAS students have theright to speak at an open council meeting and time shall beallotted at the end of each meeting for public comment.A presiding officer shall be present at all CAS Council meetings.The line of succession shall be the President, followed by theVice President, Treasurer, and Secretary. No meeting can becalled or held without one or more of these officers present.Eemoval from OfficeShould any member of the Council fail to properly execute theduties of offi.ce, the Board of Representatives may remove thatindividual from office, by a two thirds (2/3) consensus. Once theBoard makes that decision, the member is to submit aresignation to the Office of the Vice President of the AmericanUniversity Student Government. If that member refuses tosubmit a resignation by a designated date by the Board, theUndergraduate Senate shall have the final word on removalfrom office and such action shall only be taken by a two thirds(2,3) vote.AMENDMENTS AND RATIFICATIONAny member of the CAS Council may propose amendments tothese By-Laws. The amendment must be passed with a two-third Qll maiority vote within Board of Representatives.These By-Laws shall be effective immediately upon ratificationby a two'thirds (2/3) vote in the CAS Council and subsequentapproval by the Undergraduate Senate.
