What is ROSS?ROSS is designed to assistresidents of Publicand Indian housing make process towards self-sufficiency.

In the case of elderly/disabled residents, theService Coordinator links them to suppor9veservices which enables them to age/remain inplace.

Ineligible Use of Funds

Funds may notbe used for any ac9vi9es other thansalary/fringe of ROSS-SCs and related administra9ve,training/travel cost

Funds may notbe used to pay the salary of an FSSCoordinator

ROSS funds cannotbe used to hire or pay a ContractAdministrator

Administra9ve funds may only be used to supporttheROSS program. A grantee’s Central Office costmay notuse ROSS administra9ve funds to cover other grantee’scost.

Rental Assistance DemonstraAon

ROSS-SC grantees may notserve unitsthatreceived a CHAP Commitmentpriorto the FY18 ROSS applica9on deadline.

If families live in units thatreceived aCHAP commitmentamer the applica9ondeadline, the ROSS-SC may con9nue toserve those families.

However, if the units convertfrompublic housing to another form of rentalassistance prior to the startof the grantterm ( 3/18/2019), those residentscannotbe served.

Elderly/Disabled Service Coordinator (EDSC)

PHAs thatare currently eligible to receiveannual funding under the EDSC program willforgo eligibility for future EDSC funding if thegrantee applied to serve elderly/disabledthrough FY18 ROSS program.

Grant Term

The term of the FY18 ROSS grantis 36 months beginning on March18, 2019. This will notchange even if a grantee has a prior ROSS-SCgrant

The grantterm is the period during which HUD will review thegrantee’s performance repor9ng in the Standard for Success datacollec9on tool and other relevantinforma9on needed to evaluatethe grantee’s performance.

Grantees cannotexpend FY18 ROSS grants un9l they haveexhausted their prior ROSS-SC grantfunds (or requestedrecapture).

If the Grantee’s program has notimplemented the ROSS-SC grantwithin 60 days from the startof the grantterm the Grantee mustreportby leler to the appropriate HUD field office.

Match The required match is 25% of totalrequested ROSS funds.

The purpose of the match is to ensureyour ROSS program includescommiled partners who are able toaddress the needs of residents.

ContractAdministrators mustassure thatthe financial managementsystem and procurementprocedures fully comply with 2 CFRPart200.

ContractAdministrators mustalso assistgrantees in mee9ng HUD’srepor9ng requirements.

ROSS-SC grantfunds mustnotbe used to pay contractadministrators.

ContractAdministrators are expressly forbidden from accessingHUD’s Line of CreditControl System (LOCCS) and submiqng voucherson behalf of grantees.

1. HUD has received and approved any cer9fica9ons and disclosures

2. All pre-condi9ons listed in the No9ce of Award, GrantAgreement, the NOFA, or award leleris met.

3. The grantee has a user name and password from HUD in order to access grantsolu9ons toacceptthe award.

4. Grantees obtained access to LOCCS. If your agency does notcurrently have LOCCS access,we encourage you to begin the process as soon as possible. Should you notgetLOCCSapproval in sufficient9me, you could poten9ally face a lapse in availability funding.
