GENERAL INFORMATION

The University came into being in 1975 and started providingaccommodation to the students in rented buildings in Gulgashat Colony,Multan. The University shifted to New Campus in 1980 and decided to provideproper Hostel accommodation to the students at the New Campus. It wasdecided to construct Boys Hostels at New Campus and name them after the fourCALIPHS of Islam in the hope that the students will draw inspiration from thenames of the Hostel and imbibe in themselves the true spirit of Islam. First of thefour proposed Hostels, was completed in December, 1980 andstarted providing accommodation to the students in January 1981. There are250 furnished cubical rooms in Abu Bakar Hall. The Hall contains all possiblefacilities with special emphasis on cleanliness, good quality of food anddiscipline. Mess and Hostel accounts of the residents are maintained by theHostel Office with a Assistant Senior Clerk, a Junior Clerk, Store Keeper and aNaib Quasid who work under the guidance of the HostelAdministrations.

With the opening of new departments, as the number of students increasedsubstantially, Abu Bakar Hall proved inadequate in meeting the increaseddemand. To overcome the shortage of accommodation of the students, an othernew Hostel, was completed in September, 1984. The Hall has 254cubical rooms and contains almost all the facilities provided in the Abu BakarHall. The Office of the Warden and the Superintendent are also located in thisHostel. This Hall has however, a special feature that it contains some reservedrooms for University Guests and delegates of Conferences/Sports.

The third Boys Hostel, namely is under construction but itshalf portion containing 125 cubical rooms was completed in 1989. The Hostelcontains all the facilities as provided in the other Hostels. Hopefully, its

will be completed during the current financial year, i.e. 2007-8.

The fourth boys hostel was completed in 2003 in half portion forthe boys of engineers which consist Department of Civil Engineering, ElectricalEngineering, Computer Engineering, Architectural Engineering, MechanicalEngineering and Textile Engineering. The second portion is completed in thisyear for allotment to the Engineering students. Now it consist 256 cubical rooms.

The fifth boys hostel is providing residing facilities to thestudents of Agriculture and Agriculture Engineering. Its half portion wascompleted 1994 and other half portion completed in September 1997. It consist254 cubical rooms.

Separate mosque facilities have beenprovided in all the hostels where Imamleads prayers five times a day. Also anAlam-I-Din has been appointed for Jummaprayer. A central Jamia Mosque has alsobeen constructed in front of Umar Hall.

Separate mess in each hostel is being run bythe resident students under the supervisionof the HostelAdministration. In each hostelthere are two/three deep freezers to meetthe necessity of the dinning halls. A specialemphasis is given on the quality of food andthe cleanliness of the premises. To providethe economical and better food quality tothe resident students from the academicyear 2007, the mess of some selectedhostels have been privatized onexperimental bases. If the contractorsfulfilled the demands and satisfied theresidents, this practice will be observed inall hostels.

A computer lab. service for higherstudies/research is provided in each boyshostels with atleast 10 computers and alatest printer. The service is being providedto the students after proper class timings.This service is connected with local areanetwork (LAN) for resident students of theUniversity.

Separate colored television facilities havebeen provided in each of the boys hostels.

Internet facility will also be provided innear future to the residents students in allhostel rooms for research and up date theknowledge/information.

The common rooms of the hostels provide numerous indoor game facilities, suchas table tennis, carom board, chess, snooker and billiard.

The reading rooms in the hostels provide a variety of reading material to theresidents. These include Time, Reader’s Digest, Asia Week, Newsweek,Cricketer, Urdu Digest andAkhbar-e-Jahan, etc.

A large number of English and UrduNewspapers are provided in each of theboys hostels. These include Jung, TheNews , Dawn, Nawa- I -Waqa t ,Khabrain and Pakistan etc.The Warden/Superintendent isauthorized to increase/decrease thenumber of Newspapers.

Well-furnished guest rooms are provided in all the hostels which provide timelycomfort to the students visitors.

Telephone extensions from the mainexchange of the University havingtelephone numbers 9210071-74 areavailable in the hostels. In addition toit, independent incoming numbers9210061, 9210062, 9210063, 9200392and 9200064 are available in AbuBakar Hall, Umar Hall and UsmanHall, Ali Hall and Hamzah Hallrespectively.

World call and Tele cards telephone booths service is also available in all thehostels. More booths will be available in each boys hostels in near future.

Electric Water Coolers have been installed at various points in all the hostels forprovision of filtered chilled water.

Sui gas heaters have been installed in the T.V. rooms, Dinning Halls, ReadingRoom and Mosques of each boys hostels to keep the internal environment warm

during the winter season. Air coolers are also provided to the hostels in the commonrooms, T.V. Rooms, Reading Room and in the Mosque in summer. Further, gaslamps have been installed in the corridors for lighting in case of power break.

A system of hot water supply has been provided in each boys hostels during thewinter season in the washrooms and kitchen.

Awell-equipped badminton court with lighting facilities is located in each of theboys hostels to create a healthy atmosphere.

The residents of the hostels can alsoavail the facility of dispensary locatednear / back of Abu Bakar Hall, with afull time qualified dispenser and aMedical Officer who pays visits on theevening and is available during theworking hours at the UniversityDispensary near Head Office. Anemergency ambulance service isavailable for 24 hours for the residentpatients to take them to the Hospital.

A shopping center is located between the Abu Bakar Hall and Umar Hall. Thisconsists of a super store, a barber shop, fruit shop and photocopying shop. Onefruit shop is also located between Umar Hall and Usman Hall Canteens in theindividual hostels are also established which provide the catering services till lateat night.

University Cafeteria is located in frontof Umar Hall, which comprehensivelymeets the catering needs of the hostels.

The necessary material for bodybuilding, boxing, volleyball, weight lifting andother light exercises is available in a separate building adjacent to Abu BakarHall.

The facility of outdoor games with adequate playgrounds is available near thehostels. These games include basketball, cricket, football, volleyball,lawntennis, shot put, javelin throw, hammer throw, racing, kabbadi and rasakashi etc.

Since the Campus is about tenkilometers away from the City, theUniversity has its own arrangement fortraveling to the city and back. A fleet oftwenty buses and two coasters plybetween the Campus and the Cityaccording to the schedule announcedfrom time to time by the TransportCommittee. The working/operation ofthe Transport Section is looked after bythe Transport Officer and Chairman,Transport Committee. A private bus

service, KB., also has a frequent service between campus and the city.

Even after University timings, regular shuttle bus service plies between thehostels/Campus and the City till 10.30 P.M.

Twenty-four hours running water is available in the hostels from the mainreservoir, which operates both on electric motors, as well as on diesel engine (incase electricity fails). In addition to that, in emergency, we have deep well,donkey pumps and hand pumps available in the each hostels.

A separate Hostel Laundry facilitieshave been provided in each Hostels.

Electrical and Plumbing maintenances facilities are also provided in each boyshostel.All complaints regarding electrical / plumbing default are responded verycarefully by the hostel technicians regularly.

The residents of the hostels have organized different committees separately forself-discipline and welfare of the students. The committees comprise of residentsunder the supervision of HostelsAdministration. Some of these are as follows: -

The function of the Mess Committee is to run the mess on no profit no loss basisunder the supervision of the Hostels Administration. The Committee isreconstituted after every two/three months. The University also helps theresidents by providing some other facilities concerning the mess.

This committee looks after the affairs relating to the purchases, donations andissuance of Islamic books in the MOSQUE of each hostel with assistance of thehostel clerk. The Mosque library is properly maintained in each boy’s hostel.

This committee works for the overall welfare of the residents and the hostel withthe collaboration of the HostelsAdministration.

DifferentAnnual programmes are arranged under the following two categories:-

Hostels arrange annual sports,Normally, in the month of December orJanuary. Only indoor games, e.g. tabletennis, carom board, chess and luddo,etc. are included.

Annual Dinner is normally arranged inthe month of April. It is also coupledwith the prize distribution ceremonyfor the position holders in sports andother competitions to the students aswell as staff of the hostels.

SHORT TITLE AND COMMENCEMENT

DEFINITIONS

These Regulations may be called "Hostels Admission and ResidenceRegulations. They shall come into force with immediate effect.

For the purpose of Regulations various terms shall be defined as under:1. Means anAuthority of the Bahauddin Zakariya University.2. means the Vice-Chancellor of the B. Z. University.3. means the campus of the B. Z. University.4. means Academic session being after admission and

ending with the examination each year or as notified by the B. Z.University.

5. means a Department under the administrative control of theB. Z. University.

6. means an includes a University's ConstituentColleges, a Postgraduate Department, a Centre and all academicInstitutions working under the Administrative control of the B. Z.University.

7. means a Constituent Colleges of the B. Z. University as definedin the UniversityAct.

8. means a student enrolled as a full-time student in a constituentinstitution/department of the B. Z. University for a degree programme.

9. means the Chairman of the HallCouncil, Warden, Superintendent and Assistant Superintendent of thehostel.

10. means any hostel established and administered by the B. Z.University.

11. means regulations as enumerated hereinafter.12. means a regular and full time student of the B. Z. University

allowed under the regulations to reside in a hostel.13. means a team of senior and impartial students appointed by the

Warden on the recommendation of the Superintendent.14. means ministerial and supportive staff of the

hostel.

PART C

RULES AND REGULATIONS RELATINGTO THE HOSTELS

ADMISSION

These Regulations may be called "Hostels Admission and ResidenceRegulations. They shall come into force with immediate effect.

1. Admission in the hostels cannot be claimed as a matter of right even if thecandidate is a bonafide student of this University.

2. Admission in the hostel will be strictly on merit basis.3. The accommodation will be offered to the eligible applicants subject to the

availability.4. Since accommodation in hostel is limited, the University Authority may

not be able to provide accommodation to all the applicants.5. Failed students or students who re-join after having done their M.A/M.Sc.

are not eligible for allotment of seats in the hostels.6. At the beginning of each academic year, a resident shall be required to

produce a certificate on the prescribed form from the Head of the concerneddepartment to the effect that he is on the rolls of the department concernedin order to get the allotment of his seat renewed.

7. The grant of admission to a programmed of study in the B. Z. Universitywould not ensure allotment of hostel accommodation.

8. Only those students who are on the regular rolls of the B. Z. University andare enrolled for a degree programmed as a full-time student may be allowedadmission in the hostel.

9. Priority will be given to those newly admitted students, in a degreeprogram, who have not previously availed the hostel facility at the samedegree level.

10. Those students, whose hotel admission has been cancelled because ofmisbehavior/misconduct, violation of hostel rules, involvement inundesirable activities and misrepresentation shall not be eligible for hosteladmission/allotment.

11. After admission to a hostel the students shall come under the directsupervision of the Hostel Administration for the purposes of residence andits discipline.

13. All resident shall produce a clearance certificate from the Superintendentthrough the Warden before appearing in the examination failing which theywill not be issued their examination roll number/rules card/degree etc.

22.In case of a resident student studying M.A/M.Sc. course, he will have topass all the papers of Part-I in the one and the same academic session, i.e. ifhe fails in the third chance of examination, he will not eligible / entitled tostay in the hostel.

14. All the hostel dues at the time of admission shall be deposited, in the HabibBank limited, New Campus Branch within one week of the allotment of aseat in the Hostel and through the bank challan supplied and duly signed bythe hostel office, failing which the allotment shall be cancelled. TheWarden is empowered to relax the period upto one month in case ofemergency.

15. All whole time regular students admitted directly to the Universityteaching departments for a regular course of study will be eligible to applyfor the accommodation in the University Hostels, provided that the WorthyVice-Chancellor may, at his discretion, permit a student from abroad, whojoins the University class for a Diploma / Certificate course to reside in aUniversity Hostel.

16. Applications in quadruplicate for allotment of seats in the UniversityHostels shall be submitted to the Chairmen/Directors /Principals of theconcerned departments. While recommending the names, the Head of theconcerned department shall forward all the application forms to the Warden/ Superintendent of the hostel. In case, the seat is allotted to a candidate, theSuperintendent shall send one application form to the Accounts Branch ofthe University, the second shall be kept by the Superintendent of the hostel,the third form shall be sent to the Warden hostel whereas, the fourth formshall be sent to the concerned Department.

17. Students admitted in the hostel should pay all the dues of six months inadvance through Bank Challan in HBLNew Campus only.

18. After admission, fee paid will neither be refunded nor transferred to someother head.

19. The monthly hostel dues shall be paid by the 10 of each month. If they are

not paid till 15 of each month, the room will be double locked. The seatsof the residents, who fail to pay their dues by the end of the month, may becancelled.

20. The Superintendent shall report to the Warden, the names of the residents,

who have not paid their dues in the 3 week of each month. The defaultersshall have to leave the hostel. The Warden / Superintendent may, however,allow a further period of grace in exceptional cases.

21. Hostel / Electric and Mess Securities must be refunded within the Calendaryear after cancellation / completion of the session.

1. Residents are expected to develop the habit of self -discipline. They shallnot conduct themselves in a manner, which may interfere with the studyand convenience of the fellow residents or injure their feelings. Nothingcan make social life truly pleasant except genuine courtesy and mutualconsideration.

2. Rooms must be kept clean and tidy. The glass pane above the entrance ofthe room shall remain uncovered. No resident is allowed to drive nails inthe walls or to disfigure them in any manner.

3. No dogs and other pets should be brought into the premises of the Hostel.4. All residents shall be in the Hostel at 10.30 P.M. The rooms shall be kept

open between 10.30 P.M. to 11.00 P.M. to enable the authorities to makeattendance.

A resident returning to the Hostel at night after 10.30 P.M. shall sign hisname in the Register kept with the Security Guard at the gate, giving thenumber of his room and the date and time of arrival. Entry into the hostelover the boundary is prohibited.

5. There shall be no disturbance or noise in the rooms or outside the roomswithin the hostel premises. No resident student shall entertain in his roomfellow resident or outsiders during the hours between 10.00 P.M. to 06.00A.M.

6. The residents must get permission of the Superintendent in written in casethey have to absent themselves from the hostel during the night. A fine ofRs. 50/- per night shall be levied for absence without permission. Aresident absenting himself from the hostel for a fortnight shall forfeit hishostel seat. The Superintendent in the presence of the Warden and theAssistant Superintendent will open the room allotted to him. TheSuperintendent shall take all articles found in the room into personalcustody.

7. No resident shall keep a transistor radio set or tape recorder without thepermission of the Superintendent and shall not use it in a way causinginconvenience to others.

8. Playing of loud musical instruments in the rooms is not permitted. Ifviolated, Rs. 200/- fine may be charged.

9. Residents are not allowed to keep with Electric Stoves/Heaters. Any suchappliance, found in the possession of a resident may be confiscated. Theuse of Heaters and Electric Stoves is strictly prohibited. Any residentfound infringing this rule may have to pay a fine. Rs. 200 for the first time,Rs. 500 for the second time and cancellation of seat for the third time.

10. The residents are advised not to keep large sums of money with them.These should be deposited in a Bank. The hostel authorities are notresponsible for any theft or loss of valuables left in a cubical or dormitoryroom.

11. A resident, indulging in the use of liquor or in gambling practices or foundin possession of fire arms or explosives shall be expelled from the hostel.

12. Complaints against the misbehavior of servants / sweepers may be made tothe Superintendent. Residents are not allowed to use abusive language orphysical force against them or any others.

13. A resident shall not change his room without the prior permission of theSuperintendent. If allowed one has to deposit the fee of Rs. 100/-

in the concerned Hostel’s Common RoomAccount.14. A resident intending to withdraw his name from the Hostel shall make an

application in written to the Superintendent who may permit him to leaveafter clearing the dues from him. The room so vacated shall be reported tothe Hostel Superintendent.

15. No resident is allowed to stay in the hostel after the completion of the regularUniversity Examination. The students, who have to complete their thesis/dissertations after the completion of the University examination, may be

permitted to continue their stay in the hostel on the recommendation of theChairman of the Department concerned for a period not exceeding onemonth. In case of more extension permission may be taken from the Vice-Chancellor.

16. The room must be vacated and the keys handed over to the Superintendentbefore leaving for the summer vacations or on completion of Universityexamination. Students who fail to comply with this rule will not be allowedhostel accommodation during the succeeding academic year.

17. All notices about the hostel be pasted on the hostel notice board and shall beconsidered as read by the residents. Failure to read a notice shall not beaccepted an excuse for non-compliance with such a notice.

18. Students are directed not to tear or remove the notices pasted by the HostelAdministrations, otherwise their hostel seat will be cancelled.

19. Before a notice or poster, etc. is displayed on the hostel notice board; theHostel Superintendent shall countersign it.

20. No meetings other than those of the recognized societies are permitted to beheld in the hostel, and no outsiders shall be invited even to the permissiblemeetings without the prior permission of the Warden / Superintendent.

21. If a resident is found guilty of breach of Hostel Rules or misbehavior, theSuperintendent may impose such fine on him, as he may deem appropriate.

22. All applications for remission of hostel fine shall be submitted to theWarden through the Superintendent who may pass such orders as he deemsfit.

23. Fine imposed on residents in connection with their residential life shall becharged and deposited in the account of the hostel.

24. Cases of serious voilation of discipline in the hostel will be reported by theSuperintendent to the Warden who in consultation with the HostelDisciplinary Committee (consisting of the Warden, the Superintendent andthe Assistant Superintendent) may remove a resident from the hostel ortake any other appropriate action.

25. If any resident creates trouble or disturbs the surrounding houses, he will beliable to loose hostel seat.

27. The hostel seat of any resident (student) may be cancelled at any time onviolation of rules.

28. Students are not allowed to take mess utensils to their rooms.29. Lady visitors are not allowed in the boy’s hostels.

1. Residents are responsible for the safe custody of the furniture allotted tothem. They are not permitted to remove the furniture from one room toanother or interchange the furniture.

2. The resident shall pay any damage done to the furniture supplied to him.3. Any one found guilty of causing damage to the University property will

not only have to make good the less but will also be liable to disciplinaryaction including expulsion from the hostel and / or from the University.

2. The hostel mess shall be managed by a Mess Committee consisting of theSuperintendent as Chairman and three representatives of the residentsnominated by the Warden. The Committee shall elect a student as its MessManager. The Superintendent / Assistant Superintendent shall be itsTreasurer.

3. The Mess Committee will submit a monthly statement to the

Superintendent showing the dues of every resident by the 5 of everymonth.

4. No resident is permitted to have private cooking arrangement in the livingrooms. If there is no Mess, they may use the kitchen with the permission ofthe superintendent.

5. Mess service will be available during the time fixed for each meal.Residents will not demand food after those hours.

6. Residents attending the Mess and other public places shall be in the properdress.

7. Residents must eat in the Mess, which is run on self-service basis. Anyperson found ordering his meal in a room without the permission of theSuperintendent, is liable to be fined.

8. Servants belonging to the Mess are under the direct control of theSuperintendent. Warden is empowered to appoint or dismiss them at hisdiscretion.

Important Note

1. No resident, except with the permission of the Superintendent / AssistantSuperintendent is allowed to keep a guest in the Hall during the night.

3 Lady visitors to Boys Hostels are not allowed.4. Every hall is provided with guest room where guests may be received and

Thiscommittee will frame rules for the use of the Common Room which will beSubject to the approval of the Warden.

b) The Hall Council so constituted may continue in office at the pleasure ofthe Vice-Chancellor for one year from the date of its constitution or till suchtime it is reconstituted, at his discretion.

Subject to Regulations and Rules, the Hall Council have the overall chargeof the University Halls / Hostels. It shall perform the following functions:1. To initiate Regulations relating to the University Halls for consideration by

the Syndicate.2. To lay down the procedure for the allotment of seats in the Halls.3. To propose duties of Wardens to the Syndicate.4. To settle all inter-hall problems / disputes.5. To take such action as it deems fit to maintain discipline and the proper

management to the Halls. If proposed action requires the approval of thecompetent authority, the Hall Council shall forward its recommendationsto the quarters concerned.

6. To look after the maintenance and overhauling of furniture, sanitary andelectric installation in the Halls and maintenance of the Hall buildings.

7. To arrange and supervise inter-hall sports and other cultural activities.

1. To adopt appropriate measures to improve theAdministration of the Hall.2. To settle disputes between the residents of different Halls and between the

residents and day scholars.

Note:I) For this purpose, the Hall Council shall appoint a sub-committee

consisting of three members (hereafter called the DisciplineCommittee) two of whom shall be Wardens of Halls.

II) The Disciplinary Committee shall co-opt the Superintendent orWarden of the Hall concerned whether the dispute is between residentstudents and the Director / Chairman / Principal of the concerneddepartment or dispute is between a day scholar and a resident student.

III) The Disciplinary Committee shall be competent to impose anyone ofthe punishments specified in regulations concerning the Hall /Hostels and its unanimous decision shall be final. In case ofdifference of opinion between the members, the matter shall bereferred to the Hall Council.

IV) If the Disciplinary Committee arrives at a unanimous decision thatthe gravity of the offense demands imposition of penalty provided inthe Regulations relating to rustication and expulsion, the decisionshall be referred to the Disciplinary Committee of the concerneddepartment.

3. To hear appeals from the students against the decision of the DisciplinaryCommittee.

4. To suggest structural changes in the buildings of the Halls to be constructedin the future.

5. To prepare priority lists of repairs including repairs of furniture inconsultation with the University Engineer.
