Research and participatory planning for improving activities of artisan fisheries throu gh

the systemic and prospective sustainability analysi s in the Marine National Park Zone of Al Hoceima

Introduction :

Although it is one of the poorest parts of the northern Morocco, the

National Park of Al Hoceima hosts one of the most astonishing coastal

biodiversity clusters of all the Mediterranean. The almost forty

kilometres of steep rocky cliffs dropping into the sea are home to

hundreds of pairs of endangered bird species, and create an

unbelievable submarine landscape hosting hundreds of species from

the smallest invertebrates to the rare Monk Seal recently (extinct).

Présentation du Parc : • Le Parc National d’Al Hoceima « PNAH » présente une

façade montagneuse abrupte en grande partie constituée par un Massif

• Le Parc d’Al-Hoceima est situé sur la façade méditerranéenne du Maroc, à 150 Km environ à l’Est du détroit de Gibraltar, à proximité de la ville d’Al-Hoceima. Ce Parc côtier de 48.000 ha est l’unique en méditerrané qui comporte une partie marine de « 19.600 ha ».

Problématiques :

Due to the weak protection status and the lack of proper monitoring,

the access of damaging bottom trawlers and the use of explosives for

fishing is not prevented. Garbage dumps from the villages on the

mountains tops along the coast is also causing problems through

pollution, run-off etc.

Objectives of the programme : • Finding the state of conservation of natural resources, • To enable the zoning of the marine ZMPNAH • To set priorities and strategic actions • To implement a priority action plan • To reach changes through a maximum measurable results • To coordinate and ensure resource management • METHODOLOGY We are working in a systemic approach to address this complex set of problems with a large research and participatory planning program organized by AGIR an environmental Moroccan NGO , traditional fishermen have been able to contribute , alongside supervising bodies, to a participatory action plan that led to redefined zoning of the marine protected area . • Analysis Systemic and Prospective Sustainability "ASDP" • Local Approach • Systemic approach: • Sustainability Indicators, key indicators and balance Band: • Matrix structural analysis of indicators • Amoeba or diagram and Radar • Method of Scenarios

Multidisciplinary training for artisanal fishermen

• Contribute to improving the living conditions of artisanal fishers and their families the training was aimed.

• the development and implementation of a program of training and support for creation of income-generating activities

The program has involved more than 1,200 direct beneficiaries mostly artisanal, among them about 189 women in the western Mediterranean area over a period of 18 months.

Fishermen have become aware that they must themselves have

the benefit of ecosystem services. Their conservation efforts in

ZMPNAH should no longer benefit to actors of non responsible

fishing and intermediate sellers.

Proposed Priority Actions:

The action plan recommends the eradication of all non-

responsible fishing activities. The plan will be co-managed

with the supervising bodies, but the real challenge is the

development of the tools required to take economic

advantage from their conservation effort.
