BACKGROUND OF RJS
• In the Middle Class Tax Relief and Job Creation Act, required Reemployment and Eligibility Assessments (REA)
services were to be provided to UI claimants.• In conjunction with Emergency Unemployment Compensation (EUC), the Missouri Division of Workforce
Development (DWD) and the Department of Labor and Industrial Relations (DOLIR) entered a joint effort to implement EUC in Missouri, in March of 2012.
• Due to the successful outcome of this program, UI claimants received enhanced services which allowed them to be better job candidates and return to work in a shorter time frame.
• DWD and DOLIR/DES in cooperation with the State’s WIB Directors decided to design a similar program known as RJS for UI claimants when they file an initial claim.
• RJS provides a defined set of required job services which provide UI claimants the opportunity to have the skills to compete for high-wage jobs in emerging industry sectors.
SUBSTANCE OF RJS
The following required services for RJS claimants include:
• Orientation to Job Center Services• Assessment of Individual Skills through use of Career Ready 101• Provision of Labor Market Information• Review of job search activities and training in the use of jobs.mo.gov• Creation of an online resume in the Mojobs system
Orientation to Job Center Services
□ Every RJS claimant should receive an orientation to the services available in the job center.□ The orientation to services can be one-on-one or in a group setting.□ A handout or flyer may be used to supplement the orientation to job center services.
Skills Assessment
□ Every RJS claimant should complete a Career Ready 101 “Initial”Assessment.□ If the RJS claimant has completed a Career Ready 101 “Initial”Assessment, the results should be reviewed
with them and a referral made for Career Ready online remediation, if appropriate. Labor Market Information
□ Claimants should be provided with the most current LMI. This should include a handout or flyer.□ MERIC provides LMI that is region specific in Missouri.
Career Resume in Mojobs
□ This is necessary to facilitate a match with employers looking for candidates in the employer search function.
Review of Job Search Activities/Career Information as Part of Job Center Orientation
□ Job Center Workshops□ Resume Development□ Staff Assisted Job Search activities

THINGS TO REMEMBER
• RJS is a Wagner-Peyser (WP) Program, so services will be on the WP Application. You must ensure the customer has a complete WP Application and is participating before you record attendance in the event.
From the Event under WP Status (Manage Attendees Link) RI=Registered Individual: P=Participation
From the Programs Folder
• You must add RJS as a Special Program on the Miscellaneous Information tab in the WP App• System automatically adds RJS Services and marks them completed when staff result the RJS event as attended• Customers reschedule themselves through DOLIR

9. Under the “Status” Column, click on the drop down and select “Attended”

1. “Manage” and “Assist the Individual” you are working with, if you haven’t already done so (Manage Individuals > Assist Individual)

4. In the “Action” column click on the “Programs Tab” link
NOTE: There is more than one way to access the Programs Tab, also the items in the action column could be different for you as these are customizable in the My Staff Account area.

5. Locate the Wagner-Peyser Program App and click the “Wizard Wand” to open the application
6. Click on the “Miscellaneous” link
7. In one of the blank “State Use” fields, choose “Required Job Services (RJS)”8. Click the “Next” button

VIEW COMPLETED RJS APPOINTMENT SERVICES
1. Navigate to the “Wagner-Peyser Program App” and click the “(+)” sign to expand the Program bars
2. Scroll down to the “Activities/Enrollments/ Services” folder and click the “(+)” to expand it
3. System automatically adds RJS Services and marks them “Successfully Completion” when Staff result the RJS event asattended
