Dear Members of the Conservation Commission: On behalf of the Boston Planning & Development Agency (BPDA), Pare Corporation (Pare) is submitting a Request for Amendment to the Order of Conditions Intent for the Pier 4 Culvert and Sinkhole Repairs project in the Charlestown Navy Yard in Charlestown (DEP File No. 006-1644, issued July 11, 2019). Included for your review are the following materials:
One (1) copy of the revised page 4 of WPA Form 3 for the above-referenced project; and One (1) 11 x 17" set of Project Plans, revised July 2020.
Please note that abutters are being notified via Certificate of Mailing as provided for under 310 CMR 10.05(4)(a). A copy of the stamped Certificate of Mailing and signed Affidavit of Service will be supplied prior to the public hearing. BPDA currently proposes additional repairs to Pier 4 beyond the scope of work permitted under the existing OOC to address additional critical deficiencies that were recently identified at Pier 4. The five (5) existing 8-inch steel beams supporting the concrete slab at Pier 4 (as shown on the attached revised Project Plans) have failed and require replacement. The proposed repairs are critical for the safe operation of this section of the pier. This section of the pier cannot be opened to the public until this repair work has been completed. The work will require the removal of the existing precast concrete deck within the limits shown on the Project Plans, removal and replacement of the five (5) each 8-inch pile caps with new, galvanized 12 inch pile caps, and replacement of the precast deck and concrete topping. All of the additional work is located above the MHW elevation. The currently proposed work is to be completed concurrently with the approved scope of work at Pier 4 and will occur in the following sequence:
1. Mobilization of Equipment 2. Shoring of inside precast planks (if any) 3. Temporary relocation of existing electrical services.

4. Demolition and salvage for re-use the existing handrail and precast concrete planks and curbing, It is assumed that the concrete topping over the precast will be removed, or cut square.
5. Removal and disposal of the existing five (5) deteriorated 8 x 31” cap beams and fastening bolts/clips. The existing tie down weldments will be salvaged to the extent possible.
6. Cut the existing timber support piles approximately 4 inches to allow for installation of the new cap to meet existing grades.
7. Provide and install a galvanized 12 x 53” grade 50 steel pile cap, fastened to the existing piles using the existing tie down weldments.
8. 1 ¼” galvanized anchor bolts will be used to fasten the cap and weldments to the piles. 9. Interior clip angles fastening the cap to the concrete wall shall be L8 x 8 x 3/8” using tow (2) at ¾”
epoxy anchor bolts, with 8” embedment. 10. Following the installation of the cap to existing u/s of concrete elevations, replace the precast concrete
cap slabs and topping, resulting in a smooth, even surface without imperfections. 11. Re-install handrail and electrical service, with touch up painting as required. 12. Scope includes all other miscellaneous work required to perform the cap replacement complete, to the
satisfaction of BPDA. Resource area impacts resulting from the currently proposed work are limited to approximately 945 square feet of Land Subject to Costal Storm Flowage (LSCSF) associated with Boston Harbor. The work is limited to replacement of existing structures and will not result in any decrease to the flood storage capacity of the site. There are no regulatory performance standards associated with LSCFS. Page 4 of WPA Form 3 has been updated to reflect the additional LSCSF impacts. The work will not result in any additional permanent or temporary impacts to coastal resource areas beyond those approved under the existing OOC. BOSTON CONSERVATION COMMISSION
In accordance with the Massachusetts Wetlands Protection Act, Massachusetts General Laws Chapter
131, Section 40, and the Boston Wetlands Ordinance, you are hereby notified as an abutter to a project
filed with the Boston Conservation Commission.
A. Boston Planning & Development Agency has filed a Request for an Amendment to an Order of
Conditions with the Boston Conservation Commission seeking permission to alter an Area Subject to
Protection under the Wetlands Protection Act (General Laws Chapter 131, section 40) and Boston
Wetlands Ordinance.
B. The address of the lot where the activity is proposed is Pier 4 at the Charlestown Navy Yard – parcel
ID 0203505000, Charlestown MA.
C. The project involves Repairs to Pier 4 beyond the scope of the existing Order of Conditions (DEP File
No 006‐1644). The additional repairs include replacement of five (5) pile caps and replacement of the
pre‐cast deck and concrete topping.
D. Copies of the Notice of Intent may be obtained by contacting the Boston Conservation Commission at
