82. License Plate Reader

I. Purpose: The purpose of this policy is to provide members with guidance on the application and use of The Village of Rhjnebeck Police Departmenfs License Plate Reader (LPR), management of LPR data, and maintenance of LPR equipment

II. Policy: LPR is available for use in a marked patrol unit. The LPR unit should be assigned to a trained officer each shift, if manpower allows. The LPR should be used in marked units on special details, including Buckle Up New York, Selective Traffic Enforcement Program, STOP DWI details and in cases where an Amber Alert is issued for areas in and around the Village of Rhinebeck. The Village of Rhinebeck Police Department will make an effort to assist other area agencies by allowing use of the LPR when requested.

Ul. Procedure: A. Only trained officers are to be assigned to the LPR system. B. The LPR will only be used as a tool for gaining police information. All

infotmation gained from the LPR will be verified by the £-Justice NY Integrated Justice Portal. Officers operating the LPR system will do so in full compliance with all established E-Justice NY Integrated Portal Policies and Procedures.

C. The LPR will be immediately deployed if there is an AMBER ALERT in the Village/Town of Rhinebeck.

D. All issues concerning installation, operation. and training are to be directed to the Officer in Charge.

RE: License Plate Reader

The Division of Criminal Justice Services currently has a license plate reader available, and has offered it to the Village of Rhinebeck Police Department free of charge. This technology normally costs approximately $17,000. We would only be responsible for the cost of installation and a 2 year warranty totaling $2,200.

License plate readers can enhance law enforcement' s ability to detect violations of law, recover stolen property, apprehend fugitives, assist in investigations and more.

Obtaining this technology would be a great opportunity for the police department to better our community.
