1.0 INTRODUCTION 

Williamson County is listed as one of the fastest growing counties in the United States. The fast growth rate is due in large part to its location immediately north of Austin coupled with Austin's rapid expansion northward. Austin's city limits cross into Williamson County making Austin the largest city in Williamson County. Most of the growth has been residential but also large employers, such as Dell's international headquarters, have changed Williamson County from just a bedroom community into a more vibrant community where its citizens can live and work in the same general vicinity. This has transformed Williamson County over recent years into a dynamic self-sustaining community with less dependency on Austin. Major retail and commercial developments began appearing from 1999 to present, including the Rivery in Georgetown, and the Premium Outlet Mall, the IKEA-area retail, the La Frontera mixed-use center in Round Rock. Health care and Higher Education have both become major factors in the growth of Williamson County as well. Two new colleges and two new hospitals have opened within the last five years. Another very significant factor has been the opening in of the North Loop 1 toll road and Texas State Highway 45 toll road which have made a major difference regarding the accessibility of Williamson County to and from Austin.

Williamson County, an Affirmative Action and Equal Opportunity Employer, proposes to design and construct an addition to the Williamson County Regional Animal Shelter located at 1855 SE Inner Loop, Georgetown, TX 78626. The project will include reconstruction and expansion of an existing facility. Funding for this project is from the Williamson County Budget adopted by the Williamson County Commissioners Court. All work will be performed on behalf of Williamson County and will be in compliance with all of the County’s standards, procedures, and protocols. The Williamson County Regional Animal Shelter (WCRAS) is located on approximately five acres on the Inner Loop in Georgetown, Texas, just to the east of the entrance to the county’s Juvenile Services building. The shelter is a collaborative effort between the county and participating cities of Round Rock, Cedar Park, Leander and Hutto. The purpose of this RFQ is to solicit submission of qualifications from experienced and interested Architectural and/or Engineering Firms that have successfully completed similar projects for reconstruction and/or expansion of an animal shelter facility. The successful firm will be expected to provide these professional services in two phases. Phase 1 of the two phase process will be a review of the Programming Study through Schematic Design Services for the Animal Shelter project. It is additionally expected that the result of the Phase 1 process will provide the Williamson County Regional Animal Shelter Board and the Williamson County Commissioners Court a reasonable estimate of the cost to complete the reconstruction and expansion of the Regional Animal Shelter facility. Phase 2 of the project is broken down to include the Design Development, Construction Documentation, Bidding, and Construction Administration services. It is the intent of the Williamson County Regional Animal Shelter Board and the Williamson County Commissioners Court to place primary emphasis on the functional aspects of the animal shelter that provides the most useful and efficient long term solution. Secondary interest will be the aesthetic aspects of the completed project facility. Information relative to functional needs and historical/projected data as identified by the Animal Shelter staff and the WCRAS Board is included with this RFQ as Attachment 1.

 

2.0 INVITATION  

Subject to having experience relevant to the noted scope of work, Williamson County invites Architectural and Engineering firms to submit information that best illustrates their respective qualifications. All interested firms must have at least one office located within Texas. It is expected that the prime consultant or members of their team have significant experience in county building projects. Interested respondents should take special note of the Mandatory dates and times listed in this RFQ and which is additionally provided in Sections 3.0 and 4.0 directly below.

3.0 MANDATORY MEETING

There is a Mandatory Pre-RFQ meeting that will be held on Wednesday May 16th, 2014. The Pre-RFQ meeting is structured in two phases. Phase 1 begins at 1:00 pm at the Williamson County Regional Animal Shelter facility with a ‘Walk Thru’ of the facility. Phase 1 is optional. Though optional, it is strongly recommended that interested participants make every effort to attend and learn as much as possible about the current facility. Phase 2 begins at 2:00 pm. Phase 2 IS MANDATORY and in this phase participants will meet with the Animal Shelter Board and Animal Shelter Staff. The Mandatory Phase 2 requirement may be met by attending in person or by conference call participation. The conference call information will be posted to the Williamson County Purchasing website prior to the designated date and time for the meeting. ALL participants will be expected to arrive or call on or before the 2:00 pm start time. Participants not participating in at least 50% of the Phase 2 Pre-RFQ meeting will not be considered as having met the attendance requirement. 4.0 SUBMISSION DEADLINE

The site for this project is located at: 1855 SE Inner Loop, Georgetown, TX 78626. A location map is provided on page 14 of this RFQ.

 7.0 SCOPE OF WORK

 The work to be performed will include all architectural and engineering services required for the reconstruction and addition to the facility. The scope of work will be separated into two contractual phases:

  PHASE I- Programming Review and Schematic Design

  PHASE II- Design Development, Construction Documents, Bidding, and Construction

Administration.  

The following is a description of the proposed project and an outline of work tasks. These will include but not be limited to the following activities:

PHASE I:  

A. PROGRAMMING: review of completed study documents  

1. The selected firm will assess current and projected needs of the Williamson County Regional Animal Shelter. This assessment will include space needs, functional relationship and priorities for the project, with interior spaces and exterior spaces such as outdoor kennels and dog runs as a component part. Space needs are defined as the room requirements, size and function.

 2. The selected firm will lead the meetings and organize information between the team

members assigned to this project.  

3. The selected firm is to review and conduct visits to the site and to include that as part of the dialogue and final analysis.

 4. The selected firm will provide professional services that will take the information as

determined and provide the Williamson County Regional Animal Shelter Board and the Williamson County Commissioners Court with a cost estimate to develop an expanded modern animal care facility that will meet current and projected county needs.

 B. SCHEMATIC DESIGN:

 1. The selected firm is to lead meeting(s) with the staff to confirm the Program

requirements previously established by the county study. The firm will then ascertain and/or verify the accuracy of the current needs for the facility and exterior spaces. The meetings are expected to involve intense study/review processes with all individuals/groups assigned to this project.

 2. Develop Schematic Design Documents and possibly multiple conceptual options and

alternatives based on the programming study, user group meetings and budget. The firm shall prepare drawings and other documents which depict several alternative concepts which satisfy program, schedule and budget requirements, and will make a recommendation to the County as to the most appropriate alternative and/or a ranking of alternatives.

 3. Evaluate conceptual options and alternatives relative to original anticipated requirements

and funding.  

4. Site analysis, program and design including access to neighboring roads and trails. The firm will assist in geotechnical services and survey work.

 5. Determine if a phased implementation plan will be necessary and define the best first

costs in a phasing plan.  

6. Preliminary costs estimates will be established and provided to the Williamson County Regional Animal Shelter Board.

 7. The Schematic Design phase will also include renderings of the final selected concept

plan(s). The renderings will be used by the County and auxiliary organizations for presentations on the proposed facility.

8. The selected firm may be requested to provide presentations to County Staff, County Commissioners Court, auxiliary groups, and the public to provide an appropriate

summary of the project.  

PHASE II:  

C. DESIGN DEVELOPMENT:  

1. Development Documents consisting of drawings and other documents to fix and describe the size and character of the Project, as to the architectural, structural electrical, civil and mechanical systems. These documents will also include information on materials and other such elements as may be appropriate.

 2. Design Development will also involve compiling a comprehensive equipment list and

specifications.  

3. The consultant will work with the Owner in the Design Development Phase to organize and coordinate information from internal County and external entities.

 4. The firm shall advise the Owner of any adjustments to the preliminary estimate of

Construction Costs.

D. CONSTRUCTION DOCUMENTS:  

1. Based on approval of the Design Development Documents, the firm shall prepare Construction Documents consisting of Drawings and Specifications setting forth detail in the requirements for the construction of the Project.

 2. The firm shall assist the Owner in the preparation of necessary bidding information

and contractual documentation.  

3. The firm shall assist the Owner in the Owner’s responsibilities for filing documents required for the approval of governmental authorities having jurisdiction over the project.

 4. All regulatory requirements including Health and Safety, the State of Texas, OSHA and

Controlled Product Standards and any other applicable codes/bylaws must be met.  

5. The firm shall advise the owner of any adjustments to previous preliminary estimates of Construction Costs indicated in changes in requirements or general market conditions. This final construction estimate will be established prior to Bidding.

 E. BIDDING AND NEGOTIATION:

 1. The firm shall assist the County in preparation of bid documents and be present and

conduct the pre-bid meeting, answer questions formally and review and analyze the bid documents and make a formal recommendation to the Regional Board and the County Commissioners Court.

F. CONSTRUCTION ADMINISTRATION:

1. The firm shall provide administration of the Contract for Construction as set forth in the AIA Document A201, General Conditions of the Contract for Construction, current as the date of the Consultant/Owner agreement.

 2. Costs and schedule control are to be reviewed and monitored by the firm throughout the

process; any deviations from approved cost and schedule must be immediately addressed. The firm will tract all project costs, including soft costs, and other project charges

as provided by the County, to ensure that overall budget guidelines are followed.  

3. The firm shall provide Record Drawings.  8.0 DESIGN TEAM SUBMITTAL OF RFQ RESPONSE

 

One (1) original RFQ response and five (5) copies should be submitted. The responses should be marked “original” and “copy”. One (1) PDF electronic copy of the entire RFQ should be submitted on a CD in the sealed envelope with the original hard copy of the RFQ response. All copies should have the same attachments as the original. Please incorporate the least possible amount of plastic/laminate or other non- recyclable binding materials.

 Qualifications are to be submitted in a sealed envelope clearly marked “Architectural and Engineering Services for the Williamson County Regional Animal Shelter – RFQ #14RFQ00110”. If an overnight delivery service is used, the RFQ name and number should be clearly marked on the outside of the delivery service envelope. RFQ responses are to be addressed to:

Responses are due in the Purchasing Office at or before 2pm Wednesday June 4th, 2014.

By submitting the RFQ, the firm certifies that he/she has fully read and understands the request for qualifications and has knowledge of the scope and quality of the services to be furnished and intends to adhere to the provisions described herein. Respondent understands and agrees that this RFQ is issued predicated on anticipated requirements for the County and that the County has made no representation, written or oral, that any such requirement be furnished under a Contract arising from this RFQ. Furthermore, Respondent recognizes and understands that any cost borne by the Respondent which arises from Respondent’s performance hereunder shall be at the sole risk and responsibility of Respondent. To standardize responses and to simplify the comparisons and evaluations of responses, all statements must be organized and labeled in the manner set forth below. All information and material requested shall be provided in the proposal under a single cover. All submitted length shall be limited to a maximum of 30 single-sided pages, not including dividers and covers. Minimum font size shall be ten (10) point.

 General Firm Profile- A general description of the firm is required. Describe the general nature of services provided by the firm, the location of main and branch offices, and the number of years the firm has provided services similar to those requested by this RFP. Any sub-consultants who are proposed to be a part of the design team must be identified. Multiple Firms - For proposals that involve multiple firms submitting as a single project team, provide a

summary of the roles each firm will play and the project management approach that will be used to provide seamless delivery of the end product. List any and all companies that the Primary Firm will be subcontracting consulting work, such as structural, architectural, electrical, and include percentage of involvement in the proposed project.

 Key Personnel - Provide the names of the key personnel to be involved in the project, along with a brief summary of their areas of expertise, their intended role in the project and years of relevant experience with firm (and previous employers). Resumes and CVs may be included as part of the supplemental information but cannot substitute for the required summary page. Please indicate the persons possessing the licenses and certifications necessary to perform the type of work being requested.

 Additionally, a one-page organizational chart for this project should be provided, indicating the key personnel, their relationship to the overall project and their position within the firm. It is a requirement of Williamson County that the key personnel identified during the consultant selection process will participate in and execute the project. Substitution of key personnel after an award of contract will require approval by the County as project lead professionals are considered essential.

 Experience-Your design team and this team’s experience with planning and designing Animal Care facilities should be identified in a statement of relevant experience. Projects should be listed where similar reconstruction and/or additions to existing Animal Care facilities work was completed. List a minimum of three references of projects of similar type and scale that the proposed project manager from the design team has been the direct lead. Include client contact information.

 Particular emphasis should be placed on innovative, sustainable and cost-effective solutions. Indicate which members being proposed for the project team were involved in the reference projects and what their particular role in the referenced projects. Provide contact information for the project owners, the nature of the firm’s scope of work on the project and the date the contract started and ended. Each project listing should be no longer than two pages in length.

 

Design Approach – A description of the anticipated project approach including technical and management factors that will lead to a quality design and operation shall be included. Respondents are encouraged to use this section of the submittal to address potential improvements to the scope of services requirements outlined above. Competitive advantages or special capabilities of project teams should be highlighted in this section as well as the intended methods to ensure:

Project design performance and product reliability Cost effectiveness Ability to meet budgets and schedules Effective project management Environmental soundness and neighborhood compatibility Quality control

Phase 1 Timeline – Respondents are expected to provide a timeline for completion of Phase 1 services with clear detail regarding start dates and completion dates. Phase 2 Timeline including Project Schedule - Provide a preliminary project schedule that includes projected durations for the tasks outlined in the scope of services for Phase 2. The schedule shall also include project milestones and deliverables.

 Supplemental Information - Firms are encouraged to submit any additional or supplemental information that may be considered by the selection team when narrowing the list of firms invited to participate in formal interviews. Firms should discuss any critical assumptions, extenuating circumstances, or other factors that may be critical to understanding the submitted qualifications. There is no page limit for the supplemental information. Supplemental information will not count toward the 30-page submittal and shall be bound

separate from the required submittal.  

NOTE: Firms participating in the selection process will be responsible for all costs incurred to respond to this RFP.

9.0 SELECTION & AWARD  

Evaluation Criteria The services being solicited by this Request for Qualifications are professional services exempt by action of the Williamson County Commissioners Court under Texas Local Government Code §262.024 (a)(4). All Request for Qualifications received will be evaluated according to the following criteria and weighted values:

Criteria Points The experience of the firm in successfully providing Architectural/Engineering Services 20% for reconstruction and/or additions to Animal Care facilities.

The experience of the firm staff in successfully providing Architectural/Engineering 80% Services for reconstruction and/or additions to Animal Care facilities. Finalist firms will be determined and ranked based upon the highest scores obtained during the initial evaluation process. Interviews may be conducted with finalists as part of the selection process. Williamson County may require clarification from applicants to assist in making its evaluation. The County reserves the right to either select the team that in its view constitutes the best fit for the County or to not select any team.

 The responses and accompanying documentation submitted by Firms become the property of Williamson County and will not be returned.

 The Firm is obliged to inform Williamson County, in a timely manner, of any changes to key personnel, ownership, financial position or any other information related to this project.

 Williamson County reserves the right to contact owners, owner’s representatives and/or consultants on any construction projects that have been carried out by the respondent, as well as the references provided in this Statement.

 It is the intent of Williamson County to enter into a contract or a signed proposal with the selected team. Williamson County reserves the right to conduct negotiations in the areas of scope of work and the identified deliverables, with the selected team. It is not the intent of the County to negotiate lower pricing nor is it the intent of the County to allow for new or significant altered proposals, but rather to ensure the County has the flexibility it needs to arrive at a mutually agreeable final contract.

  PHASE II: Contract Negotiations for Phase II will only be undertaken if the Animal Center Facility Schematic Design and budget is approved by the Regional Board and the County Commissioners Court.

 The County reserves the right to solicit proposals for Phase II from other professional service firms as it believes it is in the best interest of the County.

The last time and date to submit a written request or question to the County is 5:00 p.m. on Wednesday, May 28th, 2014. The last date that information, answers to questions and/or updates will be posted on the Williamson County Purchasing Department website will be Friday May 30th, 2014.

 11.0 REQUEST FOR QUALIFICATION DEADLINE  

Five copies of the proposal should be submitted to the County. One copy must be an original and should be clearly marked as such. No portion of a submittal may be submitted by FAX or e-mail. Qualification submittals must be submitted before: 2:00 p.m. - Wednesday June 4th, 2014.

13.0 WILLIAMSON COUNTY CONFLICT OF INTEREST STATEMENT

On Tuesday, November 6, 2007, the Williamson County Commissioners Court approved the following: All bids, proposals and requests for qualifications under consideration by the County for contract award shall contain a signed affidavit acknowledging the responder’s awareness of Section 176.006 of the Texas Local Government Code as it relates to conflicts of interest. A blank copy of this affidavit, Williamson County Conflict of Interest Statement, can be found on Page 12 of this RFQ package. Respondents should complete this form and submit it as a part of their response to this RFQ.
