InspireNOLASchoolsseeksproposalsfromqualifiedrespondentsinterestedinprovidingstudenttransportationservicesasdescribedinthisRequestforProposals(RFP).ThepurposeforthisRequestismulti-faceted.WhiletheProposer’scostisofgreatimportance,proposingthelowestpricewillnotassureawardoftheservice.InspireNOLAwilldemandsafe,reliable,andefficientservice;failuretoaddressInspireNOLA’sconcernsand/orrequirementsforanysuchmatterwilldisqualifytheProposerfromconsideration.InspireNOLAwillrequirethecontractortoprovideprofessionaltransportationmanagementandadequateworkforceandservicesupervision,suchthatInspireNOLAisnotburdenedwithfacilitatingthedaytodayoperationsandcustomerservicerequirements.InspireNOLASchoolisseekingproposalsforstudenttransportationservicesforoneormoreofthefollowingtransportationcategories.

A. Service

1. ThisdatawillbeprovidedtotheInspireNOLAbythe10thofeachmonth.Thecontractorwillbedeemedtobeinnon-complianceifthefollowingeventsoccur:• Thisdataisnotreported(noreport)fortwo(2)consecutivemonths• Thisdataisreportedlatefor(4)consecutivemonths• Anyonevariableisbelowminimumlevelsfortwo(2)consecutivemonths

Ifanon-compliancesituationoccurs,thecontractorisautomaticallyonnoticeofnon-compliance–withorwithoutformalnoticefromthenetwork.Anon-complianceconditionmustbecuredwithin60daysofitsinitialoccurrence.

HealthyBusinessPractices:TheProposerisresponsiblefordeliveringconsistent,high-qualityservicethatmeetstheexpectationsoutlinedinthissection.InspireNOLASchoolsexpectstheProposertooperateabusinessingoodstanding,whichincludesbutisnotlimitedto,healthyfinancialrecords,accident-freeoperations,competentstaffwithlowturnover,andindustry-leadingroutingsolutions.InspireNOLASchoolsseesaddedvalue(andwillevaluateaccordingly)inProposerswhoprovideevidenceofNewOrleans-basedoperations,communityinvolvement,diversity&inclusioninitiatives,andoverallbestpractices.

3. HighQualityBuses:TheProposerisresponsibleforprovidingafleetofhigh-qualitybusestoensureconsistentandreliableoperations.InspireNOLASchoolsexpectsthatallbusesmeetthefollowingrequirements:workingairconditioning,firstaidkits,fireextinguishers,functionalandunobstructedemergencyexitdoors,two-wayradios,lightedstoparms,andanup-to-dateinspectionsticker.Additionally,theProposerisresponsibleforprovidingaworkingthree-pointcamerasystemoneverybus(seebelowforadditionalrequirements).InspireNOLASchoolsexpectsallbuses/vehiclesarecompliantwithallapplicablelawsandregulations.Allbusesshouldhaveanaverageageofnomorethanten(10)yearsold.Busageshallbedeterminedbyusingthedateofmanufacturepostedontheinteriorbusbody.AnybusattainingitsmaximumageafterDecember1stofeachoperatingyearmaycontinueinservicefortheremainderofthatoperatingyear.AnybusreachingitsmaximumagepriortoDecember1stshallbereplacedpriortothebeginningofthatoperatingyear.

4. FleetMaintenance&Cleaning:TheProposerisresponsibleforallplannedand

unplannedmaintenanceofbusesandvehiclesusedduringthecontractperiodatitsowncost.TheProposerisresponsibleforprovidingsufficientvehiclesand/orbusesduringperiodsofmaintenanceandbusbreakdowns.TheProposershallkeepcompletedinspectionsheetsonfileandwillsubmitcopiestoInspireNOLAuponrequest.

TheProposershallperformdailypre-tripinspectionsandpromptlyremovethebusorvehiclefromserviceifanydeficienciesarediscovered.Undernoconditionmaystudentsbetransportedonanunsafebusorvehicle.

TheProposerisresponsiblefordailyinteriorcleaningofallbusesand/orvehiclesusedtotransportstudents,includingbackupandfieldtripbuses.Exteriorcleaningwillbedoneatleastmonthly.InspireNOLASchoolsexpectsallwindowsanddoorstoremaincleanandclear.TheProposerisresponsibleforanydamageorvandalismtobusesorvehicles.

5. FleetStorage:TheProposerisresponsibleforprovidingsufficientstoragespaceforallbusesandvehicles.TheProposershallallowadequatetransportationtime—includingtrafficanddelays—fromthestoragefacilitytoschoollocations.

6. 3-PointCameraSystem:TheProposerisresponsibleforprovidingaworkingcamerasystemonallbusestoassistInspireNOLASchoolsleadersinholdingstudents

accountablefortheirbehavior.TheProposershallensureaworkingsystembyplanningforequipmentfailureormalfunction.Ifacameraortapeisnotfunctioningproperly,theProposershallrepairorreplacethesystemwithin48hoursunlessotherwisenotified.TheProposerwillcommunicatewithInspireNOLASchoolsleadersandoperationsmanagerstosetpoliciesforviewingatapeintheeventofstudentmisconduct.

7. RoutingServices:TheProposerisresponsibleforprovidingroutingservicesto

InspireNOLASchools,definedasbothbusroutesandstops.InspireNOLASchoolsexpectsroutesandstopstobeasconvenientaspossibleforstudentsandparents,andforroutestomaximizeefficiencytoreducecosts.

8. RouteTiering:InspireNOLAwouldliketomaximizealltieringoptionsforallsix

campuses.TheProposershallsubmittieringscenariostotakeadvantageoftheproximityofInspireNOLASchools’campuses.i.e.Harte,Karr,tierroutes&Wilson&McMaintierroutes.TheProposershouldbepreparedtodiscussthesepossiblescenariosatlength,inconjunctionwiththefinancialimplicationsoftiering.

B. Staffing

9. ManagementandSupportPersonnel:TheProposerisresponsibleforhiringand

trainingnecessarystafftoensureconsistent,reliable,andhigh-qualityservice.WhilespecificemployeesareatthediscretionoftheProposer,InspireNOLASchoolsexpectsexperiencedandqualifieddispatch,maintenance,training,andsupervisor-levelemployees.InadditiontoaGeneralManager,providershouldhaveadedicatedSupervisorandadedicatedDispatchersolelyforthepurposeofservicingInspireNOLA,nottobesharedwithothercustomersservicedbytheprovider

Inaccordancewithallfederal,state,andlocallaws,theProposeragreesnottodiscriminateagainstanyemployeeorapplicantonthebasisofrace,color,age,sex,religion,nationalorigin,disability,sexualorientation,genderidentity,maritalstatusandmilitaryorveteran’sstatus.

10. BusDrivers:TheProposerisresponsibleforhiring,training,assigning,andmanaging

qualified,certified,andexperiencedbusdrivers.TheProposershallensureadequatestaffinglevels,includingsubstitutedrivers,toensureareliableoperation.Driversshallbeassignedbusesandroutesasconsistentlyaspossibletoensurethedriverisfamiliar

withthestops,students,andfamilies.TheProposerisresponsiblefornewandrecurrentsafetyandcompliancetraining,whichissubjecttoauditbyInspireNOLASchoolsleadership.

11. BusMonitors:TheProposerisresponsibleforhiring,training,andmanagingbusmonitorstoassistInspireNOLASchoolsleadersinmaintainingorderlybehavioronbuses.TheProposerisresponsibleforprimarytrainingofbusmonitors.TheProposerwillworkwithInspireNOLASchools’leadersinsettingpoliciesandexpectationsforbusbehavior.

TheProposerwillworkwithInspireNOLASchools’leaderstodevelopandimplementsupplementaltrainingformonitorsonspecialneedsbuses.Supplementaltrainingwillinclude,butisnotlimitedto:

a.SeizureTrainingb.CPRtrainingc.FirstAidd.Administrationofmedication,includingdiabetes,Diastat,andinsulin

C.LegalandCompliance

12. Safety:TheProposerisresponsiblefordesigningandimplementingacomprehensivesafetymanagementpolicythatgoesaboveandbeyondthe“minimumstandards.”Theprogrammustincludetrainingfordriversaswellasrecurrenttrainingthatincludesroadsafety,emergencyexitdrills,childsafety.

13. Compliance:TheProposerisresponsibleforfulfillingobligationsincompliancewithallfederal,state,andlocallawsandregulations,includingtheOccupationalHealthandSafetyAct(OSHA).TheProposerisresponsibleforanydamagetoInspireNOLASchoolspropertyorharminflictedonInspireNOLASchoolsstaff.TheProposermustnotifyInspireNOLASchoolsofanypendinglitigationinvolvingtheProposeranditsaffiliates,subsidiaries,and/orparentcompanies.Bythefirstdayofschool,theproposerwillhaveallunitsservicingstudentscompliantwithallfederalstateandlocalregulations.

14. Insurance:TheProposerisresponsibleforprovidingproofofinsurancecoveragethatwillminimizeInspireNOLASchools’liabilityandexposureasoutlinebelow.Inaddition,itisunderstoodandagreedthatInspireNOLASchoolswillnotbeheldresponsiblefordamagetoprovider’sequipmentorvehicleregardlessofcause.

• Worker’sCompensation/Employer’sLiabilityinsurancetocoverintheamountofnotlessthan$1,000,000eachaccident/diseaseeachemployee/diseasepolicylimit;includingawaiverofsubrogationinfavorofInspireNOLASchools.

• ComprehensiveGeneralLiabilityinsuranceintheformofcomprehensive,contractualinsurance,personalinjury,broad-formpropertydamage,premisesoperationsandcompletedoperationsinanamountofnotlessthan$1,000,000peroccurrenceand$3,000,000aggregate;includingnamingInspireNOLASchoolsasadditionalinsuredandincludingawaiverofsubrogationinfavorofInspireNOLASchools.

• AutomobileLiabilityandPhysicalDamageinsuranceforanamountofnotlessthan$5,000,000foreachbodilyinjuryandpropertydamagecombined,singlelimits,andextensionsofcomprehensivecoverageforallleased,ownedandhiredvehicles;includingnamingInspireNOLASchoolsasadditionalinsuredandincludingawaiverofsubrogationinfavorofInspireNOLASchools.

• TheContractorwillsubmittoInspireNOLAuponrequest,namesandaddressesofallindividualswhowillbeperformingthework.InspireNOLArequiresbackgroundchecksforclearanceandinsistthatpersonnelwhoarenotapprovedforclearancebereplaced.TheContractorwillprovideevidencethatallemployeesengagedinperformingtheWorkarebonded.

• Ifawarded,Proposerisresponsibleforprovidinginsurancecertificatewithin5daysofaward.

D. PoliciesandExpectations15. TransitionPlan:TheProposermusthaveallbuses,staff,andproceduresreadybefore

regularservicebeginsonthefirstdayofschool.TheProposermustprovideadequatedocumentationtoshowreadinessandcapabilityofexpandedoperations.TheProposermustoutlineaplantoensureasmoothtransitionwithminimaldisruptionforInspireNOLASchoolsoperationsmanagers,leaders,students,andparents.InspireNOLASchoolsexpectsalltraining,maintenance,andpolicychangestobehandledbeforeregularserviceisscheduledtobegin.

16. DryRuns:PriortothestartofeachschoolyeartheProposershallconductanintroductoryorientationmeetingforallofitsdriversandmonitors.Thisorientationshall

includeathoroughinstructionprocessorientingdriversandmonitorsastoanyandallchangesforthecomingyear,networkpolicies,etc.TheorientationmeetingmaybeattendedbyInspireNOLAnetworkpersonnel

TheProposerwillperformatleastonerealtimedryrun(runningthebusesatthescheduledtimeswithoutthestudents)withinthefourteen(14)daysprecedingthefirstdayofschool.ThedryrunwillbescheduledandtheprocesswillbecoordinatedbytheChiefOperationsOfficerwhomaymonitortheprocesswithoutrestriction.TheChiefOperationsOfficerandcontractorwillmeetwithin24hourstoassesstheoutcomeofthedryrun.

17. CommunicationPlan:TheProposerwillworkwithInspireNOLASchoolsleaderstoidentify“pointperson”contactsforthefollowingneeds:operations-relatedcommunication,parentcommunication,andstudentconduct(busbehavior)communication.TheProposerwillworkwithInspireNOLASchoolsleadersandoperationsmanagerstosetformalpoliciesforcommunication,includingresponsetimesandaccountabilitymeasures.TheProposerisresponsibleforareliabledispatchandoperationsteamthatisbothaccessibleandcommunicativewithbothInspireNOLASchoolsoperationsmanagersandparents.InspireNOLASchoolsexpectsproactivecommunicationwithbothoperationsmanagersandparentsintheeventofdelays,accidents,orservicedisruptions;thisinclude,butisnotlimitedto,traffic,detours,severeweather,accidents,breakdowns,andunplannedmaintenance.

18. AccidentandEmergencyProcedures:TheProposerisresponsiblefordesigningaccidentandemergencyproceduresincompliancewithallfederal,state,andlocallawsandregulations,aswellasInspireNOLASchoolscommunicationstandards.Theemergencyproceduresaretoincludespecificproceduresforaccidents,busbreakdowns,andanyunforeseendisruptionofservicethatmaybeharmfultoInspireNOLASchoolsstudents.Emergencyproceduresaretoincludeplansforevacuations,fires,andsevereweather.

19. BusinessContinuityandPreparedness:TheProposerisresponsibleforprovidingabusinesscontinuityplanthathighlightsplannedoperationsintheeventofanaturaldisasterorsevereweatherthatforcestheProposertorelocate.Shouldschoolbecancelled,InspireNOLASchoolsexpectstohaveactivecommunicationwiththeProposer.

PricingMethodology:TheProposermaychoosetopresentpricingbyRUNand/orbyHOUR1. PricingbyRUN:definedasasingletripforabusfromaninitialstoptoaschoolorfroma

schooltoafinalstop:aregular(untiered)busthatcarrieschildrentooneschoolintheAMandthenbackhomefromthatschoolinthePMcompletestwo(2)RUNsperday.
