Background of the City of Mt. Juliet, TN

The City of Mt. Juliet, TN is located in the Nashville, TN metropolitan area. The city had a

population of 24,548 according to the US decennial census of 2010 and is one of the fastest

growing cities in the State of Tennessee. The city has 4 elected commissioners and an elected

mayor, which comprise the governing body. The governing body hires a professional City

Manager as the chief administrative official. The City Manager is responsible for all city

personnel. The city currently provides public safety, building inspection and codes enforcement,

public works, parks and recreation, and administrative functions.

General Bid Information

Sealed proposals for Security Cameras will be received at the office of the City of Mt. Juliet

Finance Department at 2365 N. Mt. Juliet Rd, Mt. Juliet, Tennessee 37122, Attention: John

Rossmaier, on or before 2:00 PM on March 13, 2013, and immediately thereafter all bids will be

publicly opened and read aloud. Please contact John Rossmaier at 615-773-6255 should you

PROPOSAL FORMS

Two paper copies of the proposal are required; one electronic copy of proposal in PDF format is

preferred but not required unless the proposal exceeds 10 pages which may be on disk or flash

drive. All proposals must have the name of the proposal, and the proposal due date when

applicable on the outside of the envelope. Bid must be signed by authorized representative of

company/business placing bid at time bid is received by the City of Mt. Juliet.

SUBMISSION

It shall be the responsibility of the bidder to submit a bid response which complies with: the

conditions and specifications of the Request for Proposal (Quote); policies and procedures of the

City of Mt. Juliet and applicable laws of the State of Tennessee: and any other applicable laws,

regulations and requirements. Bidder will show evidence of license, expiration date and

classification if required and when applicable.

BID REJECTION

The City reserves the right to reject any or all quotes, combinations of items, or lot(s),

and to waive defects or minor informalities. The City is a member of certain coalitions and has

access to the pricing provided by state contracts. The published prices by the state or any of the

coalitions for RFQ items shall be considered a sealed bid which the City may accept. Any other

bid that is not sealed will “NOT” be accepted. Any bid received after time and date indicated will

be discarded.

Proposers may not restrict the rights of the City or otherwise qualify their proposals.

If a Proposer does so, the City may determine the proposal to be a nonresponsive counteroffer,

and the proposal may be rejected.

The City reserves the right, at its sole discretion, to waive variances in proposals provided

such action is in the best interest of the City. Where the City waives minor variances in

proposals, such waiver does not modify the RFP requirements or excuse the Proposer from full

compliance with the RFP. Notwithstanding any minor variance, the City may hold any Proposer

to strict compliance with the RFP. In the event of multiple line items or interchangeable items,

the city reserves the right to select items from multiple proposers.

Proposers must comply with all of the terms of this RFP and all applicable state laws and

regulations. The City may reject any proposal that does not comply with all of the terms,

conditions, and performance requirements of this RFP.

PAYMENT FOR CITY PURCHASES

Purchase orders will be issued after the RFP is reviewed and payment will be made by the City

of Mt. Juliet 30 days after commodities and/or services have been received, accepted, and

properly invoiced as indicated in the contract and/or purchase order. Invoices must bear the

purchase order number where applicable.

IDEMNIFICATION

The Contractor/Vendor shall indemnify, hold harmless, and defend the contracting agency from

and against any claim of, or liability for error, omission or negligent act of the

Contractor/Vendor under this agreement. The Contractor/Vendor shall not be required to

indemnify the contracting agency for a claim of, or liability for, the independent negligence of

the contracting agency. If there is a claim of, or liability for, the joint negligent error or omission

of the Contractor and the independent negligence of the Contracting agency, the indemnification

and hold harmless obligation shall be apportioned on a comparative fault basis. “Contractor” and

“Contracting agency”, as used within this and the following article, include the employees,

agents and other contractors who are directly responsible, respectively, to each. The term

“independent negligence” is negligence other than in the Contracting agency’s selection,

administration, monitoring, or controlling of the Contractor and in approving or accepting the

Contractor’s work. On-site vendors are required to provide proof of insurance (general liability,

workers comp, auto and excess). On-site vendor will add the City of Mt. Juliet as an additional

insurer if requested.

COMPLIANCE

In the performance of a contract that results from this RFP, the contractor must comply with all

applicable federal, state, and city regulations, codes, and laws; and be liable for all required

insurance, licenses, permits and bonds; and pay all applicable federal, state, and city taxes.

SUITABLE MATERIALS, ETC.

Unless otherwise specified, all materials, supplies or equipment offered by a bidder shall be

new, unused, and of the latest edition, version, model or crop and of recent manufacture. Unless

otherwise specified in the RFP, product brand names or model numbers are examples of the type

and of product quality required, and are not statements of preference. If the specifications

describing an item conflict with a brand name or model number with a description of the item,

the specifications govern. Reference to brand name or number does not preclude an offer of a

comparable or better product, if full specifications and descriptive literature are provided for the

product. For example, if the specifications call for 98 decibel alarm and the product offered has

only 95, the city reserves the right to consider the 95 decibel alarm offering as adequate. Failure

to provide such specifications and descriptive literature may be cause for rejection of the offer.

FIRM OFFER

For the purpose of award, offers made in accordance with this RFP must be good and firm for a

period of ninety (90) days from the date of quote opening or the date of complete delivery of the

order placed whichever is later. The city anticipates selection within 10 business days.

BID PREPARATION COSTS

The City is not liable for any costs incurred by the bidder in quote preparation.

CONFLICT OF INTEREST

An officer or employee of the City of Mount Juliet may not seek to acquire, be a party to, or

possess a financial interest in, this contract if (1) the officer or employee is an employee of the

administrative unit that supervises the award of this contract; or (2) the officer or employee has

the power to take or withhold official action so as to affect the award or execution of the

contract. Non-controlling ownership in stock of publicly held companies or ownership of mutual

funds shall not be considered as a financial interest.

DEFAULT

In case of default by the contractor/vendor, for any reason whatsoever, the City of Mount Juliet

may procure the goods or services from another source and hold the contractor/vendor

responsible for any resulting excess cost and may seek other remedies under law or equity.

CONTINUING OBLIGATION OF CONTRACTOR

Notwithstanding the expiration date of a contract resulting from this RFP, the contractor/vendor

is obligated to fulfill its responsibilities until warranty, guarantee, maintenance and parts

availability requirements have completely expired.

BILLING INSTRUCTIONS

Invoices must be billed to the Finance department at the address shown on the individual

Purchase Order, Contract Award or Delivery Order. Questions concerning payment should be

addressed to the Finance Department of the City of Mt. Juliet.

DISCRIMINATION CLAUSE

The City of Mt. Juliet is an equal opportunity entity and does not discriminate on the basis of

GENERAL

General Specifications of Actual Materials: The city reminds all bidders that the general

specifications may be satisfied with equivalents or near equivalents which the city deems as

acceptable. Bidders should note all exceptions to the specifications otherwise the city has the

right to expect equipment as specified.

Budget Restrictions

Bidders are reminded that the city has limited resources; therefore the city requires that the three

projects within this bid be quoted separately in order to allow the city to choose one or more

projects to complete while declining completion of those for which funding has been exhausted.

To that end, the City of Mt. Juliet reserves the right to award each project to a different bidder if

it appears in the best financial interest of the city.

Bids quoting only the three projects in the aggregate will be subject to discard as non-responsive.

PURPOSE

The City wants to add a modern IP Camera surveillance system to cover two city parks & an area

outside of Public Works. Specifically Charlie Daniels Park, Mundy Memorial Park and the

parking lot outside the Public Works building. The city wants to get detailed recognition of

subjects throughout the surveillance area when required with a goal of 40 pixels per foot.

SYSTEM DESCRIPTION The scope of work consists of three locations and may consist of the following or a subset of it: The Avigilon Video Surveillance system shall be CCTV contractor furnished / CCTV contractor installed. Primary monitoring for the Avigilon system including camera control and recording/playback shall be at City of Mt. Juliet Dispatch and or any PC designated as a viewing station/location. System shall be provided with a minimum number of licenses permitting monitoring of live and playback video at locations specified by customer. The system shall consist of existing video cameras, Avigilon 4-channel rack mounted video encoders, Avigilon network video servers/recorders, Avigilon Control Center (ACC) video management software, network POE switches, and wiring/infrastructure as necessary to provide a complete working system. Designated existing analog cameras shall be connected to Avigilon 4-channel rack mounted IP encoders to convert all analog video into TCP/IP digital video. Designated cameras will not be replaced. All encoders will be connected to PoE network switches installed in the same rack as the encoders. Location of NVRs will be at the direction of the City of Mt. Juliet Technology department. Avigilon NVR servers will be connected to network switches, so that any PC with Avigilon Control Center (ACC) management software installed will have access to remote viewing. The video management software can be downloaded on any PC at no cost to the owner and with no software update costs/fees, software maintenance agreements or license renewals. The Avigilon NVR Server(s) will carry all licenses for client connections and camera/device connections. Scope of Work – Park Installations Avigilon Network Video Recorder (s) will be installed in a location determined by the City of Mt. Juliet. All analog cameras will be connected to Avigilon 4-channel encoders, distributed throughout facility. All encoders will stream video over the video system LAN to server locations, server(s) will include a pre-determined amount of on-board storage that will provide a minimum of 30 days of storage and will allow a minimum number of devices to connect and record. The Avigilon Certified Partner shall provide all Avigilon PoE switches for CCTV network, and connect the NVRs to both the CCTV network and the owner’s LAN for remote viewing. Avigilon Certified Partner shall work in conjunction with the owner’s IT department to program the network information into the units and establish connectivity between devices and servers. Avigilon Certified Partner shall be responsible for complete commissioning of the system - this will include installing the cameras, installing ACC client software on designated PC’s supplied by owner, programming servers to record all cameras at pre-determined frame rates, etc. Contractor is responsible for field verification of all cabling and Avigilon device connections. Contractor shall be an Avigilon Certified Partner with trained & certified technicians.

Certification letter from the manufacturer or manufacturer’s representative must be included with the bid.

Training User training shall be provided for staff that will operate and maintain the system. Provide 4 hours of training for staff who will manage the system. Technical training shall be provided for the owner’s staff and shall include basic system trouble shooting, programming for NVR server, repairs, adjustments and required preventive maintenance. The 4 hours of training can be requested throughout the 1st year of operation. Computer Based Training Modules either on-line or soft copies must be provided for staff covering the operation of the ACC software.

Warranty Provide at a minimum a full system parts and labor warranty covering materials and workmanship for a period not less than one-year following system acceptance. Manufacturer’s warranty on Avigilon (or equal) parts warrants that the products will be free of defects in material and workmanship for a period of 3 years from date of purchase. The manufacturer’s liability hereunder is limited to replacement of the product, repair of the product or replacement of the product with repaired product at the discretion of the manufacturer. All systems and components shall have undergone a thoroughly documented quality assurance process by the manufacturer. The manufacturer’s warranty, extended warranty and replacement policies shall be included for each specified component. Documentation Operation manuals shall include a minimum of two copies of complete system manuals from the equipment manufacturer. A minimum of two hard copies and one soft copy (i.e. provided on CD disc) of as built drawings showing all devices and cable runs shall be provided and turned over to the owner. Provide at a minimum a full system warranty covering materials and workmanship.

GENERAL

All systems and components shall have undergone a thoroughly documented quality assurance process

by the manufacturer. The manufacturer’s warranty, extended warranty and replacement policies shall

be included for each specified component.

The Network Video Management Software, NVR Hardware and related components shall be installed

and commissioned by authorized integrators trained and certified by the manufacturer. Certification and

training for authorized integrators shall be available from the manufacturer.

The manufacturer shall have a dedicated professional services group providing Integrators and End

Users the following fee-based services including but not limited to: training, installation, commissioning,

remote diagnostics and integration with 3rd party software and hardware systems.

NETWORK VIDEO MANAGEMENT SOFTWARE (NVMS)

The Network Video Management Software (NVMS) shall be Avigilon Control Center (ACC) version 4.12

or later. The NVMS shall be available as a stand-alone software offering or pre-loaded on turn-key

workstations and servers running Microsoft Windows with configurable storage.

The Network Video Management Software (NVMS) shall be capable of upgrading to an enterprise level

software solution (below specification) that shall be scalable from one client, server, and camera to

hundreds of clients, servers, and cameras. For the City Parks project, the City of Mt. Juliet is requesting

quotes for the Standard version of ACC, with the understanding that there is a simple upgrade path to

transition from Standard to Enterprise.

The Network Video Management Software (NVMS)shall consist of server software applications and

client software applications.

The Network Video Management Software (NVMS)shall include a gateway software application that

connects mobile devices to the NVMS.

The Network Video Management Software (NVMS)shall be available in the following languages:

• Support for reducing the required client bandwidth and processing power by

only transmitting what is necessary to view the video stream at full quality

(e.g. if a user is viewing a 16MP camera in a 1MP window then a 1MP

representation of the 16MP image shall be transmitted).

resolution up to 29 MP (6576 x 4384).

The Network Video Management Software (NVMS) shall support the decompression of H.264 video

through the client graphics card instead of using the client processing power.

The Network Video Management Software (NVMS) shall require no proprietary recording hardware, no

hardware multiplexer or time-division technology for video and audio recording or monitoring.

The Network Video Management Software (NVMS) shall not limit the storage capacity and shall allow

for upgrades of recording capacity.

The Network Video Management Software (NVMS) shall digitally sign recorded video and audio using

256-bit encryption so video can be authenticated for evidentiary purposes.

The Network Video Management Software (NVMS) shall securely transmit all command and control data

via TCP/IP using cryptographic keys based on SSL to prevent eavesdropping or tampering.

and Core edition.

Commander Wnx v7.x platform for Electronic Access Control and Alarm Monitoring (Access System).

• Network Video Management Software (NVMS) will provide the mechanism by

which individual alarm(s) from the Access system can be pre-selected and

configured to be monitored and, in turn, trigger event driven video operations

• The Network Video Management Software shall support software level

integration (via the Wnx API) with GE Facility Commander for facilitating real-

time response to monitored events processed by Wnx v7.x. Alarm events. The

API integration should include:

• Bi-directional alarm event processing for monitoring and

acknowledgement

• Receiving card access activity events

• Receiving digital input events

• Receiving intrusion zone events

the Access System alarm monitor queue without further operator intervention.
