Financial Performance of NSDC Projects.

Dear Sir/ Madam,
National Skill Development Corporation (NSDC) intends to enter into an arrangement for the provision of
services outlined in the Terms of Reference (ToR) through a competitive bidding process. In this respect,
NSDC would like to invite your organization to submit a technical and financial proposal as outlined in this
RFP.
Any questions regarding the RFP must be received in writing (e‐mail) as mentioned in this RFP. Thereafter,
no request for information will be considered.
The proposal (technical and financial) should be submitted in a sealed envelope latest by the date and
time mentioned in this RFP. Any proposals received after the stipulated date and time shall not be
considered.

Instruction to bidders
This section outlines the format for submission of proposals and criteria for evaluation of proposals
1. Format for submission of proposals
The pre‐qualification, technical and financial proposals should be submitted in the format attached
in Annexure I, II and III respectively. Submission of proposals in the wrong format may result in
invalidation of such proposals. Changes to the proposals shall not be permitted once they have been
submitted to the NSDC.
2. Tenure of the Appointment
The Central Monitoring Agency (“CMA”) that this RFP seeks to appoint will be appointed for 2 years.
3. Important details for submission of proposals
The bidder is advised to study this RFP document carefully before submitting its proposal.
Submission of a proposal in response to this RFP shall be deemed to have been done after
careful study and examination of this document with full understanding of its terms,
conditions and implications. In order to facilitate the evaluation by the NSDC and to ensure
each proposal receives full consideration, the bidder must adhere to the following
guidelines:
The bidder should submit the Pre-qualification, Technical and the Financial Proposals in three separate sealed envelopes as given below:
1. The first envelope marked “Pre‐qualification Proposal” shall contain one hard copy
of the Pre-qualification proposal. 2. The second envelope marked “Technical Proposal” shall contain one hard copy of the
Technical Proposal. 3. The third envelope marked “Financial Proposal” shall contain one hard copy of the
Financial Proposal.
All these three envelopes shall indicate the name and address of the bidder. The bidder shall seal all three envelopes containing the Pre-qualification, Technical and Financial proposals in one envelope. This outer envelope indicating name and address of the bidder shall be marked clearly: “PROPOSAL FOR: APPOINTMENT OF CENTRAL MANAGEMENT AGENCY FOR MONITORING OF TECHNICAL AND FINANCIAL PERFORMANCE OF NSDC PROJECTS (RFP/MONITORING/2016/0006)” and addressed to:

5. Proposal Preparation Cost
The Proposer shall bear all costs associated with the preparation and submission of its proposal,
and NSDC will in no case be responsible or liable for those costs, regardless of the conduct or
outcome of the proposal process.
6. Right To Termination/Cancellation/Revision/Amendment
Notwithstanding anything contained in this RFP, NSDC, reserves the right to cancel/terminate the
proposal process without assigning any reason whatsoever, at any time prior to signing the contract
and NSDC shall have no liability for above‐mentioned actions. NSDC can also decide to not to go
ahead with the proposal in case NSDC feels there is any conflict of interest given various project
undertaken by NSDC directly or indirectly.
Further, NSDC reserves its right to revise or amend this RFP any time for any reason in which case
an addendum will be hosted on the NSDC web-site.

7. Corrupt Or Fraudulent Practice
In the event of the Proposer engaging in any corrupt or fraudulent practices, as per the judgment
of NSDC, the proposal will be rejected by NSDC at anytime. Any decision by NSDC in this regard will
be final and binding on the Proposer.
For the purpose of this clause: “Corrupt Practice” includes but not limited to the offering, giving,
receiving or soliciting of anything of value to influence the action of NSDC in the selection process.
It also includes bringing undue influence through any quarter or interfering directly or indirectly in
the selection process to affect its outcome.
“Fraudulent Practice” includes but not limited to a misrepresentation of facts in order to influence
selection process to the detriment of NSDC.
8. Indemnity
The successful bidder upon award of the contract shall be liable for and indemnify, defend, hold
harmless and keep indemnified NSDC, its associates, partners or its directors or its employees from
and against any claim or loss including without limitation, fines, penalties, fees, damages, costs
(including legal fees and expenses), liability (whether criminal or civil) suffered and/or incurred by
NSDC, its affiliates or its directors or its employees arising from or in connection with the
performance of the services by the successful bidder or due to any breach of the terms and
condition of the contract including any covenants, obligations and representations and warranties
of the successful bidder, or breach of applicable laws and regulations governing the performance of
the services by the successful bidder.
9. Late Proposals
Any proposal received by NSDC after the deadline for submission of proposals prescribed in RFP will
be summarily rejected.
10. Evaluation of proposals
The proposals will be selected by a NSDC committee based on the pre‐qualification, technical and
financial details submitted by the bidder. Financial and Technical Qualifications will be opened only
for bidders who qualify in the pre-qualification stage. Financial and Technical qualifications will have
a weightage of 30:70 respectively.
In case the bidder is presently associated or was associated any time in the past with NSDC, bidder’s
past performance shall be considered while evaluating the proposal.
The successful bidder shall submit a copy of a valid Professional Indemnity Insurance Policy with an
endorsement in favour of NSDC before the execution of the contract.
Bid should be submitted by an individual entity and not in consortium.

11. Questions/Inquiries
1. The point of contact regarding this Request for Proposal (RFP) is Mr. Neelabh Sangal - NSDC. 2. All Questions/Inquiries must be submitted in writing and must be received not later than
October 18th, 2016 (Tuesday).
3. All Questions / Inquiries will be accepted by email at [email protected] quoting the RFP No. “RFP/MONITORING/2016/0006” in the subject.
12.1. Pre- Qualification Criteria
NSDC will first open only the pre‐qualification proposals which shall be evaluated as per the criteria
specified below:
Any entity which has been barred by the Central Government, any State Government, any
statutory authority or any public sector undertaking, as the case may be, from participating in any
scheme/project, and the bar subsists as on the date of the Proposal submission, would not be
eligible.

2 The bidder shall have valid Service Tax Registration and PAN number allotted by the respective authorities.

The bidder should neither have been Debarred and / or Blacklisted and / or Suspended by any Central / State Government Department in the last three years. (FY 2013 – 2014, 2014 – 2015, 2015 – 2016).
The bidder shall furnish an undertaking duly attested by notary on a non-judicial stamp paper of value Rs. 100/- (Rupees One Hundred Only) regarding bidder’s nonblacklisting / non debarring/ non suspension in any of the government department and public sector undertaking /enterprise in India during the last three financial years.
4 Bidder should have an annual turnover of at least Rs. 15 Crore for each of the last three financial years; FY 2013-2014, 2014-2015, 2015-2016.
Audited financial statements should be attached for the relevant three years.

The bidder shall have minimum manpower strength of 100 persons on the rolls of the bidder.
Certificate from Head (HR) or company secretary for number of technically Qualified by professionals employed the bidder and appropriate supporting documents.
Note: In case audited financial statements of FY 2015 – 2016 are not available, provisional financial
statements of FY 2015 – 2016 are allowed.
12.2. Technical Proposal and Criteria
The Technical Proposal of only those bidders, who qualify in the Pre‐Qualification stage, shall be opened.
The Technical Evaluation criteria for selection of Proposer are given in the table below:

3.2. The bidder shall provide CVs of personnel for key roles required to be staffed at the CMA. At least 75% of the proposed team should join the actual Project Management Team, unless in case of resignation by the team member(s) in which case supporting documents shall be submitted by the bidder for the same. The project manager proposed for the team should mandatorily join the CMA. Any change should be approved by NSDC. Further, no change in number or composition of the team as proposed by the bidder in the proposal shall be made at the time of actual execution of the contract except with the prior written consent of the NSDC. The structure and the number of team members should be proposed by the bidder depending on the understanding of the requirement mentioned in the RFP. The qualification and experience of team members should be in sync with the profile they will handle.

Total Points 100
Score calculations:
Only those bids with a technical score of >=70 (or the top three scores) shall be considered for financial
evaluation or as decided by the NSDC Evaluation committee. Quality and cost based selection (QCBS)
method shall be adopted for selection of the Proposer. Bidder with the lowest evaluated Financial
Proposal (Fm) will be given the maximum financial score (Sf) of 100 points. The formula for
determining the financial scores is the following: Sf = 100 x Fm/F, in which Sf is the financial score, Fm
is the lowest price and F is the price of the proposal under consideration.
The technical score (St) shall be as per the points scored as per table given in clause 12.2 above
Proposals will be ranked according to their combined technical (St) and financial (Sf) scores using the
weights (Wt = the weight given to the Technical Proposal; Wf = the weight given to the Financial
Proposal; Wt + Wf = 1) indicated below. The combined score (S) will be calculated as follows: S = (St x
Wt) + (Sf x Wf).
The weights given to the Technical and Financial Proposals are:
Wt = 70% Wf = 30%
Evaluation committee reserves the right to tweak and change the process and also to get into a final
round of commercial negotiations with the 3 best shortlisted bidders.
12.3. Negotiation Phase
NSDC will submit questions to each Provider seeking clarification of any element of their
proposal, if needed.
Negotiations will be undertaken in accordance with the timetable in Clause 4 of this RFP.
Negotiations may include face-to-face sessions. Bidders are responsible for their own expenses
associated therewith.
NSDC reserves the right to solicit a best and final offer from each remaining bidder

12.4. Other Terms and Conditions
Intellectual Property Rights: All work performed by the Provider shall be “work for hire” and the
Provider shall obtain no rights there from. All rights belong to the NSDC.
This RFP is not an agreement or an offer. The purpose of this RFP is to provide interested bidders
with information that may be useful to them in the formulation of their Proposals pursuant to this
RFP. This RFP includes statements, which reflect various assumptions and assessments arrived in
relation to the Work. The assumptions, assessments etc. contained in this RFP, may not be
complete, accurate, adequate or correct. Each Bidder should, therefore, conduct its own
investigations and analysis and should check their accuracy, adequacy, correctness, reliability and
completeness. NSDC, its employees and advisers make no representation or warranty and shall
have no liability to any person including any bidder under any law, statute, rules or regulations or
tort, principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or
expense which may arise from or be incurred or suffered on account of anything contained in this
RFP or otherwise, including the accuracy, adequacy, correctness, reliability or completeness of
the RFP and any assessment, assumption, statement or information contained therein or deemed
to form part of this RFP or arising in any way in this Selection Process.

Terms of Reference
1. Introduction of NSDC
National Skill Development Corporation (NSDC) is a Public‐Private Partnership (PPP) initiative focused on
promoting development and upgrading of skills, especially in the unorganized sector, by fostering private
sector participation and investment. NSDC was set up in 2008‐09, as part of the National Skill
Development Mission, to meet the need for skilled workforce in a growing economy as well as to reduce
the existing gap between demand and supply of skilled manpower. NSDC has obtained license under
Section 25 of the Companies Act, 1956 and falls under the purview of the Ministry of Skill Development
and Entrepreneurship.
NSDC supports skill development by identifying skill gaps in the workforce, funding skill training &
development programs, creating vocational institutions and developing accreditation norms. Currently,
NSDC provides support to multiple sectors with critical skill gap by:
Financing and incentivizing select private sector players.
Facilitating support services to skill development institutes such as training curriculum, faculty,
technology platforms, student placement mechanisms and accreditation systems.
Developing viable models for skill development and encouraging large scale private participation for
reducing skill gap.
Establishing Sector Skills Councils for conducting research, improving delivery mechanism and building
quality assurance.
The objective of NSDC is to contribute to Skilling India through initiatives that foster private sector
involvement in skill development programs. For this purpose, it supports initiatives that have a
“multiplier” effect on skill development and target sectors/ segments with huge unmet needs.
2. Setting the context
In the above context, NSDC provides funding to the private sector enterprises, training & skill
development organizations, industry bodies/ associations, social entrepreneurs and NGOs (hereinafter
referred to as “Partners”) for building scalable & for‐profit vocational/ skills training initiatives and
promoting innovative models in the skill development space. The financing initiatives provide viability gap
funding to private players through:
Loans
Equity
Grants
NSDC invites proposals from private organizations/ NGOs for funding their skill development initiatives
and training programs in the multiple sectors identified by it. The proposals are evaluated on the following
criteria and final selection is subject to clearance from the NSDC Board:
Sustainability of the business model in the medium to long term
Partnerships with prospective employers, state governments, ITI/ ITC and financial institutions
Employer’s view of demand for the specific skills Alignment with the NSDC's mission

Robustness of overall plan and operating model Ability to leverage partnerships

3. Introduction to NSDC Monitoring System
Till date, NSDC has approved over 274 projects across India including tier II & tier III cities and towns that
would skill approx. 90m people and create a peak training capacity of 15m in next 10 years. About 200
Partners have started their operations and others are likely to start soon. NSDC Partners are likely to train
approx. 20 lakh people this financial year, having currently more than 5,000 centers (including mobile
centers).
NSDC intends to engage an independent Central Monitoring Agency also referred to as ‘CMA’ to facilitate
overall i.e. social and financial monitoring and evaluation of the ongoing projects as “Project Monitor”.
The Agency shall upgrade/ create monitoring processes/ methodologies, improve/create base line
templates, identify, select& engage suitable regional and technical agencies, as required for implementing
the monitoring process (say physical validation), setup a data validation process, manage the call center
system ( as need be for data validation), bring in required IT tools/ systems for data analysis / prediction
and co-ordinate with its sub agencies / outsourced manpower and present the consolidated monitoring
&evaluation reports on time on a monthly , quarterly and annual basis. It shall bring in requisite tools and
infrastructure for project planning, evaluation, analysis and monitoring along with a dashboard for
collation and consolidation of information received from NSDC Partners (Training Partner as well as SSCs)
and presenting the information after needful business intelligence analysis to the management of NSDC
with their overall views and recommendations.
The agency is expected to provide a detailed critical analysis to the Board of NSDC which would enable
decision making. Financial sustainability of the Programs funded by NSDC is important for the success of
overall strategy for large scale skill development in the country. To achieve sustainability, it is essential
that the vocational training Programs funded by NSDC are developed, marketed, delivered and assessed
in accordance with current international best practice.
Specifically, NSDC has identified the following as key outcome areas for projects financed by it:
1. Relevance: Extent to which the courses offered, training methodology, standards & quality,
tools and approach remain relevant to the targeted stakeholders viz. trainees and industry
2. Portfolio Management: Hand-hold and guide the projects/investments to meet their
objectives as per their implementation plan and meet their overall objectives of NSDC.
3. Efficiency: Appropriateness of resources invested as compared to outputs
4. Impact: Extent to which the project is successful in creating sustainable employment,
livelihood, enhancing industry competitiveness, etc
5. Scalability and Sustainability: Whether the positive results are scalable and sustainable
The activity of monitoring needs to support the above organizational objectives of NSDC, specifically by
fulfilling the following objectives:

Tracking performance of projects/ programs through regular and close consultations with
Partners and independent research / diligence.
Identifying and resolving problems at an early stage, create early warning systems, further
create a detailed Risk Assessment Framework for the NSDC investment Portfolio, implement
and maintain the same.
Develop monitoring and evaluation framework for the projects under the scope of
monitoring.
Achievement of balance between quality / accuracy of monitoring(through mechanisms such
as statistically significant sampling of data) and cost effectiveness
Ensuring sustainability and quality with scale
Providing analytical report which is good enough for risk mitigation and also predictive in
nature
Proper contracts management and timely alerts
Ensure compliance to NSDC Quality parameters.
3.1. Scope of Work:
The overall scope of work for the Monitoring Team has been broadly summarized below, this is followed
by a section detailing the scope of work:
Understanding the model - Have in-depth understanding of the operational and financial
model of all Training Partners also called ‘TPs’ which shall include NSDC Debt
model/Innovation Partners, SSCs and Other Project Partners under the preview of CMA,
including their agreement with NSDC along with any subsequent amendments, e.g. sector
addition, proposal restructuring, etc.
Development of Detailed Process Manual for Monitoring of NSDC TPs and SSCs: Creating of
standard operating procedures (SoP) for various stages of the NSDC monitoring process, and
ensuring implementation of the same for TPs and SSCs. Have clear strategy and operations
manual to manage various Stakeholders in the eco-system.
Portfolio Management: Develop a deep understanding of the business and financial needs of
the TPs, provide timely guidance and hand-holding support in reaching their financial goals
and social goals as per the project approved.
Risk Management: Study the Risks in the NSDC system and develop a detailed Risk
Assessment Framework for the NSDC Training Partners with respect to their performance
and NSDC meeting its overall mandate through the TPs.
Training Partner Rating Framework: Develop and publish an annual rating of Training Partners
in the NSDC framework. Also implement and maintain the Training Center validation system
Recovery and Restructuring: Develop early warning mechanisms to track and recommend on
defaults in performance on both social parameters and financial parameters and develop
mechanisms to reduce defaults in future, incorporate suitable penalties and support with
subsequent legal action in case of defaults.
Legal Support: Provide necessary and relevant support to facilitate for legal requirements of
the CMA with defined turn-around time.

Data upload in SDMS – A good understanding of the Database and Data management ensure
strong coordination with the SDMS-IT team and facilitate resolution of any relevant queries
of Training Partners related to data upload in SDMS.
Data analysis - In-depth analysis of data for future projection, management feedback and
corrective action including timely escalation of risks and issues
Effective Data Collection: Develop strategies and implement effective methods for large level
Data Collection
Management Dashboards – develop a technology layer over the NSDC-SDMS database to
provide an internally hosted transparent dash boarding mechanism for Technical and
Financial performance of NSDC TPs and NSDC Projects and subsequent data-analysis. The
dashboard to be designed, developed and maintained by the CMA.
Fund disbursement - Providing inputs on performance of the Training Partners/SSCs to
facilitate NSDC to make decision on fund disbursement.
Evaluation - Performance evaluation of the Training Partners based on the progress reports
received from SDMS.
Site visit - Physical site/centre / HO visits based on the SMA evaluation of Training Partners
on a quarterly basis.
Management Audit - Coordinate with third party audit agency on behalf of NSDC for e.g. in
sourcing, appointing, scope finalization, collecting reports, collating and review, and following
up with Partners for closure.
Financial Analysis – Develop analysis of financials inclusive of Utilization certificates from all
Training Partners and SSCs on a quarterly basis, review the same and prepare a variance
statement vis‐à‐vis their commitments in the proposal and send feedback or clarification
emails to Training Partners/ SSCs for variance as noted.
Projections and necessary updates: Prepare Board presentation updates for necessary
approvals and also highlighting trend, deviations, risks, and recommending corrective
measures for improvement in performance of Partners.
3.2. Detailing of scope of work is mentioned here under:
1. A Detailed review of the current NSDC process and establishment of NSDC Processes for monitoring of NSDC Training Partners and SSCs
a. Review, update processes established for implementation of the Technical and Financial
Monitoring of NSDC TPs and SSCs.
b. Develop new processes, as required, to be adopted by all NSDC stakeholders:
a. Define standardized end‐to‐end Processes
b. Define primary ownership for Processes
c. Manage updates to the Process Manual with version control
d. Review and establish internal processes for Program Management Team

3. Data upload in SDMS by TPs
Coordinate with partners to ensure timely submission of monthly reports. The data received from partners might range from a few hundreds to lakhs of data records. These records are details about trainee, center, course, employer, geography, sector etc.
Preparation of the summary dashboard to give a snapshot of the performance by NSDC partners. Analysis of the overall performance of all NSDC partners and highlighting any major trends noticed during the process and also highlight specific challenges being faced by partners.
Facilitate the data validation through the call validation exercise through NSDC outsourced call centers for all the candidate data uploaded in SDMS.
4. Portfolio Management of NSDC TPs
Work closely with the senior management of TPs to ensure that TPs are clear on the financial and
social outcomes of their organization.

The CMA should have the depth and the understanding to manage organization with +100Cr
annual turn-over and NSDC’s equity investments.

5. Validation mechanism for Training Partner’s data and Progress on the ground.
Review the current system of data validation of NSDC and develop a system for validation of the data provided by the NSDC Training Partners into the SDMS.
The same needs to be validated on a random sampling basis by NSDC. Currently done on a quarterly basis, the CMA conducts a validation exercise through an outsourced Call Center of NSDC on a sampling basis.
The validation exercise needs to cover verification of training and employment details of the candidates and it further captures the feedback and satisfaction level of candidates trained and the employers.
Develop and operationalize a Training Centre level Validation system for NSDC Training Partners:
Develop a strategy for Training Centre level validation in discussion with NSDC.
Develop Standard Operating Processes for activating the system.
Implement the Training Centre validation process and maintain the same during the life-cycle of the project.
Develop a Training Partner Rating Framework:
o Develop a strategy to do rating of the Training Partners in discussion with NSDC.
o Identify the lead indicators to assess a training business based on Training Operations, Management Team, Financial Performance, and Risks in the business.
o The Framework shall analyze the performance of partners, based on the lead indicators identified and ensure implementation of the same for all NSDC TPs.
6. Develop Risk Assessment Framework
Study the Risks in the NSDC system and develop a detailed Risk Assessment Framework for the
NSDC Training Partners with respect to their performance and NSDC meeting its overall
mandate through the TPs:
o Assess the Social and Financial Performance of NSDC Training Partners
o Develop a Risk Assessment Framework and identify lead indicators for identification of
proposals/projects which are at high risk of failure/propose methods for timely
intervention.
o Publish on a monthly basis the performance of Training Partners as per the Risk
Assessment Framework developed.

o Develop Risk Mitigation mechanism for NSDC proposals/projects and activate the plan.

7. Monitoring of TP performance through site visits:
An important aspect of validation process will be “partner center visits”. Currently, every quarter the team prepares a plan for the forthcoming quarter’s site visits. The site visit schedule is prepared as per the framework defined for selection of centers for site visits.
You will have to analyze the current system of site visits, the formats for reporting of the site-visits and develop a detailed mechanism with clear indicators and parameters for the visits, expected outcome and closure reports.
Ensure maintenance of all site-visit reports under the proposal.
The Plan for the site visits has to be develop by the CMA to ensure that keeping the total annual sample size in mind, the site visits are planned each quarter with such that all states are covered at the end of year and where ever possible.
The site visit report and photographs need to indexed and uploaded on SDMS against the training partner account.
The site visit should be in-sync with the Training Center validation process developed by the CMA.
8. Training Partner Certificate Renewal
Annual partnership certificate is issued to all eligible training partners at the start of the every financial year with validity extending till the end of the respective financial year. All training partners who meet the eligibility criteria are issued a renewal certificate in the first week of April. NSDC’s Monitoring team evaluates and confirms if the training partner’s meet the eligibility criteria.
9. Nominee Directors support system
CMU shall track the work of Nominee directors that are assigned to various NSDC projects and shall work with NSDC to develop a system for identifying and selection of Nominee Directors to the Board/Organization under the partnership of NSDC.
The Monitoring team shares a monthly training partner performance update which includes:

10. Performance Notices to Training Partners

able to adhere to monitoring guidelines over the last quarter or have not submitted satisfactory responses on the clarifications requested by monitoring team on both operational and financial monitoring aspects.
CMA shall review the current system of issuance of Quarterly letters to Training Partners under NSDC and develop a time-based system of issuance of reminders, non-adherence to any compliance under the NSDC system.
11. Detailed Financial Analysis
Review the current system of monitoring of utilization of funds under NSDC project.
Financial Analysis including analyzing the current format used for Utilization Certificate and develop a comprehensive system for capturing the utilization of funds by NSDC TPs.
At the end of each quarter, post first disbursement of funds by NSDC, the training partners are required to submit an Audited Utilization Certificate in the template designed and shared by NSDC by the 15th of the first month post quarter end. The Utilization Certificate (UC) submitted by the training partner forms the basis of financial evaluation and analysis undertaken by the NSDC Monitoring. Hence it is of critical importance to ensure the correctness and completeness of the information provided in the Utilization Certificate.
o The monitoring team assesses the UC received for completeness and whether it is as per the template specified.
o Revenue, Operational Expenditure, Capital Expenditure and other financial parameters are being monitored and evaluated considering cumulative targets and compared quarterly with actual revenue and expenses in the Utilization Certificate submitted by the Training Partner.
o Any discrepancies are communicated to the training partner and subsequently followed up for closure.
12. Tracking of Interest and Principal repayment by Training Partners
NSDC has entered into partnership agreements with several partners, through which NSDC would fund training partners. Training Partners are repay the interest and principal on the loan as per the terms of loan agreement. Based on the guideline set by NSDC at the time of Agreement, most of the training partners are required to repay their interest and principal on a quarterly basis. CMA shall track the repayment of interest and principal by TPs and actuate necessary action for defaulters.
13. Annual Management Audits
Management Audit is undertaken through external auditors for Training Partners completing more than one year of operation.
The CMA shall have to review the current format for conducting the management Audit, have clear indicators developed which shall plug into the Risk Assessment Mechanism, TP Ranking Framework and help to reduce risks associated with the return on funds and the revenues.
Also one of the primary purpose of the audits are to ensure that funds disbursed by NSDC are used for the purpose intended in line with the approved proposals.

CMA shall management the audit process of the partners.
14. Providing inputs on performance of the partners to facilitate NSDC to make decision on fund disbursement
The Monitoring team shall evaluate and recommend to NSDC on the disbursement decision making by preparing a disbursement note on the partner performance.
o During fund disbursements, partners are evaluated thoroughly on all the parameters both financial and training related. The evaluation is done basis the approved disbursement matrix.
o CMU shall assess the current disbursement matrix and develop a revised matrix based upon the identified risks.
o Committed vs actual status on all parameters identified under the revised matrix to be submitted as per their proposal
o The Monitoring team needs to ensure that all the pre‐disbursement conditions mentioned in the agreement and any previous undertakings by the partner/SSC are duly considered while giving observations on their respective performance.
o The Monitoring team reviews the documents received from the partners and verifies that all the required documents have been received and are complete in all aspects.
o In case there are any discrepancies found in the documentation, the Monitoring team needs to highlight the same to NSDC and educate them on the requisite documentation.
o In case there are any major issues or discrepancies observed in the performance of the partner/SSC, the team will need to have meetings and discussions with the partner/SSC representatives to gain an insight into the challenges.
15. Stakeholder Management, Hand-Holding and query resolution:
Develop monitoring guidelines/framework to monitor various stakeholder and the processes
under the scheme
Develop a process to monitor Training Partners, Training Centers, Communication & Branding
guidelines, Training, Sector Skill Councils, Placement, Assessment Agencies and Assessors
