Finance (hereinafter called “Funds”) toward the cost of design of drainage and sewerage system of PDA . The Procuring Entity intends to apply a portion of the funds to eligible payments under the

contract for which this Request for Proposals is issued.

day in which the Personnel shall be absent from the home office and, as

applicable, outside the Client’s country for purposes of the Services;

(2) cost of necessary travel, including transportation of the Personnel by the

most appropriate means of transport and the most direct practicable route;

(3) cost of office accommodation, investigations and surveys;

(4) cost of applicable international or local communications such as the use

of telephone and facsimile required for the purpose of the Services;

(5) cost, rental and freight of any instruments or equipment required to be

provided by the Consultants for the purposes of the Services;

(6) cost of printing and dispatching of the reports to be produced for the

Services;

(7) Cost of such further items required for purposes of the Services not

covered in the foregoing.

3.7 (1) Amounts payable by the Client to the Consultant under the contract to

be subject to local taxation: Yes

(a) the Client will reimburse the Consultant for any such taxes paid by the

Consultant as detailed below:

1. The personnel of Consultant/Sub-Consultant personnel (National and

International Resident staff) shall be subject to income tax. The

remuneration quoted shall include income tax and other personnel taxes

as applicable in Afghanistan or outside Afghanistan. Income tax and any

other personnel taxes if quoted separately shall be added for evaluation.

If not quoted specifically, then it shall be deemed to have been included

as part of remuneration. It shall not be included during contract

negotiations. Non-resident foreign personnel [as defined in Afghanistan

Income Tax Law] shall be identified in the Financial proposal. If not

identified in the financial proposal, all foreign personnel shall be

deemed to be treated as resident foreign personnel.

2. The Financial proposal shall not include local taxes (Business Receipt

Tax (BRT), and Income-tax on non-Resident Foreign Personnel (as

defined in Afghanistan Income Tax Law). These taxes shall not be

included for evaluation. Only these taxes shall be discussed during

contract negotiations and included.

To facilitate the understanding and compliance with tax laws, consultants

should refer to Ministry of Finance’s web site www.mof.gov.af/tax.

3.7 (2) Subject to Afghan income tax under the ITL (2005),

[CONSULTANT] must comply with the laws of Afghanistan including

those relating to income tax and customs duties. [CONSULTANT] is

responsible for :

Determining and paying [his/her/its] tax liability and applicable customs

duty under the laws of Afghanistan.

3.7 (3) Subject to Afghan income tax under ITL (2005),

[CONSULTANT] is responsible for determining and paying [his/her/its] tax

liability and applicable customs duty under the laws of Afghanistan.

Notwithstanding the foregoing, [MINISTRY] agrees to reimburse

[CONSULTANT] for local taxes (Business Receipt Tax (BRT), and Income-

tax on non-Resident Foreign Personnel) as mentioned in 3.7 (1) (a)

Complete Design of Drainage and Sewerage Network Mains for Phase-1 Development Area (PDA) of Kabul New City (KNC)

Background: The estimated population of the Kabul City is now over 4 million and has almost doubled from 1999. The rapid growth of population is likely to continue for the next decade and would reach about 6.5 million by year 2025. The provision of infrastructure in the Kabul City does not cope with the rapid expansion of the population, thus creating serious environmental problems like water shortage, contamination of groundwater, traffic congestion, and air pollution. Returnees and inflow of population from the rural areas are causing further increase of low-income population in Kabul City which creates negative effect on the economic growth. In 2006, the President of Afghanistan established an Independent Board for the development of a new city in the Dehsabz and Barikab areas of Kabul. The Board consists of Senior Economic Advisor of the President, Minister of Urban Development, Minister of Agriculture, Irrigation and Livestock, Kabul

Mayor, leading private sector representatives, urban planning specialists and an urban economist. As a national priority, the Board formed the Dehsabz City Development Authority (DCDA) in late 2006 as its financial and implementing body. The DCDA was tasked to pave the way, through mostly private sector-led activities, for the administration, design, documentation, marketing, implementation and maintenance of the new economic hub for Afghanistan and the region. Japan International Cooperation Agency (JICA) prepared the Master Plan Study on Kabul Metropolitan Area Development in 2009. JICA is also supporting the capacity development (CD) to DCDA and Kabul Municipality under the Technical Cooperation Project on Promotion of the Kabul Metropolitan Area Development. As an output of CD the Structure Plan of the Phase 1 Development Area (PDA) was prepared and is approved by the government of Afghanistan. As the next phase, JICA appointed a Japanese consultant team to develop the outline design of the Major Arterial, Arterial and Secondary Arterial Roads and water transmission main facilities in the Phase 1 of the Kabul New City (KNC). The Master Plan of Dehsabz New City (43800 hectares “438 KM2” developable urban area) has already been endorsed by the Afghan cabinet. DCDA is currently working on the implementation procedures of the approved plan. Based on the Master Plan this city has three basic sub-centers. The master plan also includes the Barikab Agro-industrial area, with total development area of 17500 hectares. The master plan shall be implemented in the following three phases over 15 years: Phase-1: 2010-2015 Phase-2: 2016-2020 Phase-3: 2021-2025 The PDA (target area) will contain 80, 000 housing units to accommodate 400, 000 people in Dehsabz south. The structure plan for this area is already completed which is shown Figure-1.

Brief Description of the project:

Dehsabz-Barikab City Development Authority (DCDA), (hereinafter referred to as the Client) intends to outsource the Outline Design& Detail Design for Sewerage and Drainage Water Main Network for Phase-1 Development Area (PDA) which is one of the components of the development of Kabul New City (KNC). The target area is approximately 4928ha. The total length of the primary and secondary roads to be developed in PDA iss about 146.902 Km length which is described as below.

PDA is further divided in 11 Parcels and JICA will develop the primary and secondary roads of Parcel-1 area which will cover about 26.38 Km road. Ducting system is planned for all the infrastructure facilities along the road. Telecommunication cables, power supply cables, water supply pipelines, sewer pipes and the remaining facilities will be in ducting system along the major roads, which will have the right of way equal or greater than 43 m. The main objective of the assignment is to prepare Drainage and Sewerage system Strategy and its outline and detail design for PDA, encompassing storm water, sludge, drainage and wastewater disposal and management. This task entails identifying the worst affected areas and the cause of flooding, poor wastewater disposal, and evaluating options for mitigation.

General: Storm Water Drainage: The design of the storm water drainage should be adequately provided for the drainage of each lot and all roadways and parking areas. The desired location of the storm water inlet drains is at the edge of the roadway pavement and between the lot boundaries. The location of drain inlets must be shown on the design drawings along with the size and location of all existing drainage lines. Sewage System: The sewage system shall be designed in accordance with the Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC), National Environment Protection Agency (NEPA) and other international standards requirements used in Afghanistan. Pumping stations may have to be provided to facilitate the flow of sewage from the development to the public systems. All proposed and existing sewer mains and manholes shall be included in the design drawings. The main pipes for the sewerage system will be passed through the common duct.

SCOPE OF WORK The scope of work covers all design services required to prepare design plans, specifications, and other supporting documents necessary to build economical, safe and efficient drainage and sewerage network for Phase-1 Development Area (PDA) of Kabul New City (KNC) situated in Dehsabz South. A complete design shall be developed for the project including, but not limited to:

1. Carefully study the contents of the Master Plan of Kabul Metropolitan Area Development, the Structure Plan and a land development plan of Phase 1 Development Area, and other relevant documents prepared by DCDA and JICA in order to understand the planning concepts and conditions of the Kabul New City (KNC).

2. The planning concept, methodology, detailed work plan shall be incorporated in the Inception Report for discussion with DCDA. The comments from DCDA shall be taken in account as the conditions allow.

3. Close communication with relevant DCDA staff and JICA consultant teams engaged for other Sub-Projects are expected so that the design will be fully correspond to the design of the roads

and water supply of Phase 1 and to the Structure Plan. 4. Consultant shall prepare design technical specifications including design criteria and before

applying it, they have to take DCDA’s approval. 5. Using the Structure Plan and housing plan, a rough estimation on generated sewerage water

shall be done. The estimated sewerage water volume shall be subject to approval of DCDA. The Consultants shall propose and agree with DCDA on methodology for sewerage water forecast including any software to be used.

6. The Consultants shall adopt design standards and criteria used by AUWSSC and will take the approval of DCDA. The design software to be used shall be proposed and discussed with DCDA.

7. The sewerage water volume shall be estimated based on the Structure Plan and housing plan, while the maximum supply volume shall be identified from the discussion with the Japanese consultants working on the Feasibility Study on Urgent Water Resources Development and Supply for Kabul Metropolitan Area. Estimated demand and supply volume is subjected to the approval of DCDA.

8. A statement of the planning principles and assumptions 9. A statement of design standards, including standards for minimum sewer sizes and slopes. 10. A recommended approach to combining or separating different types of flow 11. A recommended approach to attenuating flows so as to minimize the size of drains and sewers

required. Consideration should also be given to the options for minimizing the need for pumping.

12. Recommendations as to quality standards for wastewater discharged to watercourses and used for crop irrigation, together with an indication of how those standards might be achieved and the land management and financial implications of different treatment options. When considering wastewater treatment options, preference should be given to low maintenance and efficient options such as waste stabilization ponds, constructed wetlands and other required feasible treatment facilities.

13. An overall drainage plan, showing existing and proposed main drain and sewer routes, catchment boundaries and pumping station and treatment works site.

14. Based on the foregoing, identify priority projects and provide preliminary details and cost estimates for those projects.

15. Outline management proposals for proposed facilities. 16. Assessment of future population to be served, on the basis of master plan and structural plan. 17. Based on estimated population figures and projected per-capita water consumption, estimate

likely domestic sewage flows. 18. Based on information of the location and types of industries and other institutions, the

wastewater that they generate, estimate probable industrial and institutional wastewater flows. 19. Assessment of likely storm run-off, based on catchment area, estimated storm intensity and

estimated run-off coefficient. Based on the above, estimation of design flow for each length of main sewer/drain.

20. Based on the above, for all proposed major sewers and drains, determine invert elevation and minimum recommended cross-sectional flow area for each section of drain duly considering existing culverts. (Taking account of the need to maintain minimum self-cleansing velocities).

21. Provide full calculations, detailed design drawings, specifications and contract documents, sufficient to allow construction of priority schemes after carrying out any further topographical, ground and other surveys required to finalize the schemes.

22. When calculating design flows, rainfall-intensity curves should be used to calculate storm flows, if available. As a general rule, open drains should be designed for a fairly low return period, typically 1 or 2 years but a longer return period should be used if there is a danger that overtopping of drains will lead to flooding of houses and/or prolonged flooding of road surfaces. Culverts and other openings should be designed to carry higher flows, typically those resulting from a 1 in 10 year return period storm.

23. In the event that rainfall intensity-duration curves are not available, the Consultant shall clearly

set out the basis on which he has completed his design and explain the reasons for adopting the parameters used.

24. When estimating drain sizes to carry storm flows, care should be taken in using the rational method, which makes no allowance for storage and so can result in overestimates of required drain sizes. Return periods also need to be seriously considered to ensure economic drain sizes and variations from those suggested earlier in this ToR can be put forward if sufficient justification can be provided.

25. The private developer will be responsible for the drainage and sewerage water collection of their development area. It includes design of water collection branch lines as well as branch line network. The Consultants must clearly indicate the division point of the sewerage main line (to be constructed by DCDA) and the private developer.

26. The Consultant shall conduct calculations on sewerage and drainage main network in line with the network design. Branching points to waste water branch lines and plan of sub-zones for sewerage and drainage shall be designated by the consultant, considering water consumption, flooding and developing plan of the private developers.

27. Where drainage systems extend beyond Phase-1 area, the impact of any flow from outside Phase-1 on conditions within the town should be considered. Investigations should also cover what happens to wastewater flows after they have left the town itself. Questions such as: (i) What watercourses do they discharge to and are they used directly or indirectly (after transport through an agricultural drain or canal) for crop irrigation; (ii) What are the implications of current and probable future disposal and/or reuse arrangements and how will they affect the wastewater disposal strategy must be addressed.

28. Proper site location for the collection, disposal and treatment plants has to be selected according to the land development and structural plan of KNC.

29. Feasibility studies for different options of the treatment and disposal facilities for the sewerage system.

30. Proper detailed design of the treatment and disposal plant recycling effluents according to the standards required.

31. Design of Sewerage and Drainage System should be done taking into concern, the effect of Sewerage and Drainage System of Phase-2 and Phase-3.

32. The operation and maintenance plan of the sewerage and drainage system shall be proposed. This shall be done with close discussion with the DCDA and AUWSSC.

33. Cost estimate corresponding to the facilities planned under this design shall be made. 34. All specifications, drawings, design analysis, design calculations and other relevant documents

submitted shall be in English Language. 35. All specifications, drawings, design analysis, design calculations and other relevant documents

submitted shall be in metric unites (SI). Note: (a) Topographic survey of PDA on scale of 1/1000 will be provided to the consultant and the consultant shall be responsible for all other necessary surveys and Investigations for the design. (b) Consultant shall warranty all the work until the construction is completed. Warranty work shall include corrections and adjustments to the design as required for constructability.

Deliverables: During the assignment, a complete deliverable package from the consultant is including but not limited to the following: (i) Inception Report: detailing study methodology, providing a detailed work plan, outline information on later inputs and identifying any critical issues. (ii) Existing Situation Report, including a layout plan showing the existing topography and urban features, existing collector gullies and drains in the PDA, drainage area boundaries, the extent of areas served by sewers and drains respectively and highlighting the worst flood or pollution-affected areas. It also includes the annual average rainfall data and graphs for the past years of the area.

(iii) Monthly Progress Reports containing the records of all discussions and meetings with DCDA. The Consultant shall send records of all understandings, design analysis, engineering calculations and approvals. (iv) Sanitation, Drainage and Sewerage Strategy and Prioritized Action Plan: The Strategy and Action Plan shall be presented in a workshop given to the DCDA, AUWSSC and other relevant bodies. Before the workshop, the consultant should prepare and send a PowerPoint presentation to DCDA setting out the main features of the Strategy and the schemes to be included in the Action Plan. (v) Out line Design Documents and Report: including supporting calculations, drawings and justifications. In addition to 5 hard copies of the report, the consultant shall submit 3 sets of all the electronic data on CD-ROM. (vi) Detail Design Documents and Report: including supporting calculations, complete design drawings, design specification, construction specifications, Operation and maintenance plan of the drainage and sewerage system, Cost estimate, conditions of contracts, instructions to tenders and all the other documents necessary for construction.

Work Schedule The consultant shall submit their work schedule while submitting their proposal, after the proposed schedule is accepted by DCDA, the successful consultant will be required to adhere to the deliverable dates agreed on.

Staffing Following members are required. The consultants are allowed to propose combination or addition of staff as necessary.

1. Team Leader: Must have at least 15 year international experience in infrastructure planning and/or design.

2. Drainage and Sewerage System Planner: Must have at least 10 year international experience in drainage and sewerage system analysis and water collection planning.

3. Drainage and Sewerage Engineer: Must have at least 5 year international experience in drainage and sewerage system design.

4. Utilities Engineer: Must have at least 5 year international experience in utilities system design (ducting system).

5. Cost Estimator: Must have MBA or similar qualification. Experience in infrastructure development is preferred.

6. Administration/Liaison Staff: Must have a good communication skills and interpersonal skills to facilitate meetings and appointments.

7. Draftsman: Must have a good knowledge on working with topographical data, maps and other design data

8. Schedule of International Staff in Kabul: Consultant shall clearly include in their proposal the schedule of their International staff in Kabul.

Other Remarks 1. The Consultants are allowed to visit the site as necessary. Submission of the site visit schedule must

be on weekly basis. 2. The Consultants must, at its own expense, carry and maintain necessary insurance in accordance

with the terms and conditions necessary for the performance of the consultancy services and in accordance with provisions of the laws and/or regulations of the Government of Afghanistan and with prevailing practice in this country, with insurance company(ies) for the whole period of the performance of the Work.

3. The Consultants shall take all reasonable precautions for prevailing any unlawful, riotous or disorderly conduct which may be caused by the Consultant’s staff or may occur among them, and for the preservation of peace and the protection of persons and property in the targeted area and in the area adjacent thereto.
