1. TERMS OF REFERENCE (TOR)Rapid assessment of needs and market for vocational skills training with the most vulnerable and

excluded out-of-school adolescent girls and young women1

1. Background and Justification

Within the framework of the Nepal Country Office Strategic Note 2014-2017, in addition to its focus onwomen’s leadership, women’s participation in peace and security, disaster risk reduction andhumanitarian response, good governance, and violence against women and girls, UN Women continuesits efforts to empower women economically for their sustainable livelihood opportunities in Nepal. Oneof its strategies to women’s economic empowerment is the provision of vocational skills training to themost vulnerable and excluded women and girls.

Nepal has made a significant progress in school education and adult literacy. However, young womenand adolescent girls, particularly the most vulnerable and excluded, still face challenges to stay in schoolto accomplish their education. As a result, the retention rate of girls at Grade 8 is 77.2 per cent, while itis 38.9 per cent at Grade 102. In this context, the joint programme with UN Women, UNESCO and UNFPAwas designed to enhance access to quality and relevant education for adolescent girls and youngwomen in Nepal. Under the overall framework of the joint programme, UN Women plans to providevocational skills training along with necessary psychosocial support and facilitation of job placement tothe most vulnerable and excluded out-of-school adolescent girls and young women in order to increasetheir opportunities for wage-employment which can support those out-of-school adolescent girls andyoung women with more choices for their lives.

In order to design and deliver the above training, it is necessary for UN Women to identify needs of themost vulnerable and excluded out-of-school adolescent girls and young women for vocational skills aswell as needs for psychosocial support to participate in the vocational skills training, and to understandthe demand in the current local job market. For this purpose, UN Women is seeking services of aconsulting agency / institution that has experience of work and expertise in the area of carrying of needsassessments, markets surveys and situation analysis, particularly in the field of vocational education andskills training.

2. Objectives

The overall objective of the needs and market assessment in the three selected districts (provided in thefollowing section) is to identify and recommend the relevant, timely, cost-efficient and most demandedtrades for short-term vocational skills training to the most vulnerable and excluded out-of-schooladolescent girls and young women.

The specific focuses of this needs assessment are as follows: To identify specific needs of the most vulnerable and excluded out-of-school adolescent girls

and young women for short-term vocational skills training; To identify needs of the most vulnerable and excluded out-of-school adolescent girls and young

women for psychosocial support to participate in and complete vocational skills training; To identify the specific demand for vocational skills in the local job markets; To assess the relevance and marketability of vocational skill set to be identified; and To recommend the most relevant, timely, cost-efficient and most demanded vocational skills for

the short-term training to the most vulnerable and excluded out-of-school adolescent girls andyoung women.

3. Scope of activities

This assignment will focus on the implementation of the following activities in consultation with UNWomen.

1. Design tools and methodologies of needs and market assessment:The selected consulting agency (the agency) will collect the secondary information related to short-termvocational skills training, demands of labour in the local market and specific needs for psychosocialsupport to the most vulnerable and excluded women and girls, and review them to design the needsassessment. The agency will then design gender-responsive tools of a needs and market assessment andconfirm methodologies to be used. This will include a conceptual framework, detailed methodologiesand detailed check-lists/questionnaires for key informant interviews (KIIs) and focus group discussion(FGDs).

2. Conduct a needs assessment in three districts:The agency will carry out a rapid needs assessment among the most vulnerable and excluded out-of-school adolescent girls and young women in the three districts to identify their needs of short-termvocational skills training and psychosocial support to participate in and complete the training. Theproposed minimum sample size for KIIs and FGDs is 50 out-of-school adolescent girls and young womenwho are the most vulnerable and excluded, in each district.

The needs assessment will emphasize on the following areas but not limited to:- Current occupation / engagement of the most vulnerable and excluded out-of-school adolescent

girls and young women for daily livelihoods;- Interests / plans (if any) of the most vulnerable and excluded out-of-school adolescent girls and

young women on means of livelihoods;- Needs of psychosocial support with the most vulnerable and excluded out-of-school adolescent

girls and young women for successful completion and better utilization of vocational skillstraining.

3. Conduct a market assessment in three districts:The agency will carry out a market assessment in the three selected districts to identify the mostdemanded trades for vocational skills in the local job market of their proximity.

The market assessment will focus on the following areas but not limited to:- Current demands and availability of job skills in the local job markets;

- Current demands and availability of locally-produced goods and services;- Minimum income earned with the vocational skills gained from short-term training; and- Prioritization of trades for short-term vocational skills training on the basis of minimum income.

4. Provide recommendationsThe agency will recommend relevant, timely, cost-effective and the most demanded trades for short-term vocational skills training by matching the needs of the most vulnerable and excluded out-of-schooladolescent girls and young women and demands of labour / locally-produced goods and services in thelocal market.

4. Expected deliverables

A final needs and market assessment report (not exceeding 15 pages long) including followingsections but not limited to:

o Introductiono Situation analysis of targeted groups (the most vulnerable and excluded out-of-school

adolescent girls and young women)o Needs assessment for vocational skillso Needs assessment for psychosocial support to participate in and complete the skills

trainingo Market assessment for vocational skillso Relevance and marketability of vocational skillso Recommendations

A field report (not exceeding 2 pages) from each of the selected districts including findings fromKey Informant Interviews (KIIs) and Focus Group Discussions (FGDs). If the agency proposesother assessment tools and methodologies, such as questionnaire surveys, findings from theadditional assessment should be included in the final report.

A set of high resolution photographs (8-10 from each districts) from the selected districts.

5. Methodology

This rapid assessment is time-bound with an urgent need to be completed within the given timeframe,so the applying agencies are encouraged to propose the most time efficient modality to carry out thisassignment on time.

Meanwhile, the agency must be able to mobilize three team members with necessary field assistants (ifrequired any) in three districts at the same time in order to collect the information from the field withinthe given timeline.

Applying time-efficient modality, the agency will review secondary information, KIIs and FGDs inconsultation with UN Women. Possible key informants include but not limited torepresentatives/leaders of community learning centers (CLCs), the most vulnerable and excluded out-of-school adolescent girls and young women, women entrepreneurs, community leaders, stakeholdersfrom private sector, and vocational skills training providers. There will be a minimum of four FGDs, withthe most vulnerable and excluded out-of-school adolescent girls and young women engaged in (CLCs)and a minimum two FGDs, with entrepreneurs, business owners, vocational skills training providers andrelevant stakeholders. There will be 10 – 12 participants in each FGD.

Within the given timeframe, the agency can also propose additional assessment tools andmethodologies such as questionnaire surveys, if appropriate.

6. Composition of the team

The agency MUST assign at least the following three members to a team with the necessary number offield assistants, if applicable:

- Team Leader with experience on market assessments/researches and consulting in areas ofvocational training,

- Labour Market Expert, and- Gender and Social Inclusion Expert

Other required number of field assistants can be proposed by the agency. The three team membersmust be able to lead the KIIs and FGDs simultaneously in three districts. The Team leader will overseethe needs assessment throughout the research period, put in place quality control mechanisms,maintain adherence to ethical research standards and liaise with UN Women.

7. Expected qualifications of team members

Qualification of the Team Leader: Master’s degree on relevant subjects and a minimum sevenyears of experience on market researches and consulting in areas of vocational education.

Qualification of the Labour Market Expert: Master’s degree on relevant subjects and aminimum of five years of experience on labour market and market surveys.

Qualification of the Gender and Social Inclusion Expert: Master’s degree on relevant subjectsand a minimum of five years of experience on gender equality, social inclusion and women’seconomic empowerment.

8. Time-frame

Tentatively 35 days: 1 November 2016 – 5 December 2016

Note:This assignment is highly time-bound and the end date cannot be postponed.

EVALUATION METHODOLOGY AND CRITERIA

1. Preliminary Evaluation

The preliminary evaluation is done to determine whether the offers meet the administrativerequirements of the RFP. The proposals are checked for compliance of the followingrequirements.

Submitting companies are not included among United Nations suspended companies;Offers are signed by an authorized party, including Power of Attorney if stipulated;The offer is valid;The offer is complete and eligible; Evidence of legal registration; Organization latest Audit Report (past 1 year); Latest tax clearance certificate; Organization Board of Directors/composition of management

2. Cumulative Analysis Methodology: A proposal is selected on the basis of cumulativeanalysis; the total score is obtained by combining technical and financial attributes.

A two-stage procedure will be utilized in evaluating the proposals; the technical proposal will beevaluated with a minimum pass requirement of [70%] of the obtainable [700] points assignedfor technical proposal. A proposal shall be rejected at this stage if it fails to achieve theminimum technical threshold of [70%] of the obtainable score of [490] points prior to any priceproposal being opened and compared. The financial proposal will be opened only for thoseentities whose technical proposal achieved the minimum technical threshold of [70%] of theobtainable score of [490] points and are determined to be compliant. Non-compliant proposalswill not be eligible for further consideration.

The total number of points (“maximum number of points”) which a firm/institution may obtainfor its proposal is as follows:

Evaluation of financial proposal: In this methodology, the maximum number of points assignedto the financial proposal is allocated to the lowest price proposal. All other price proposalsreceive points in inverse proportion.

Evaluation of technical proposal:

The technical proposal is evaluated and examined to determine its responsiveness andcompliancy with the requirements specified in this solicitation documents. The quality of eachtechnical proposal will be evaluated in accordance with the following technical evaluationcriteria and the associated weighting (total possible value of [700] points):

FORMAT OF FINANCIAL PROPOSAL

The financial proposal must be prepared as a separate PDF file from the rest of the RFPresponse as indicated in Clause 3.4.1 of the Instruction to Proposers. The componentscomprising the total price must provide sufficient detail to allow UN Women to determinecompliance of proposal with requirements as per TOR of this RFP. The proposer shall include acomplete breakdown of the cost elements associated with each line item and those costsassociated with any proposed subcontract/sub-awards (separate breakdown) for the durationof the contract. Provide separate figures for each functional grouping or category.

Estimates for cost-reimbursable items, if any, such as travel, and out-of-pocket expenses shouldbe listed separately.

In case of an equipment component to the service provided, the financial proposal shouldinclude figures for both purchase and lease/rent options. UN Women reserves the option toeither lease/rent or purchase outright the equipment through the contractor.

In addition, the financial proposal must include, but not necessarily be limited to, the followingdocuments:

1. A summary of the price in words and figures

i. Price breakdown: The price must cover all the services to be provided and must itemizethe following:

a. An all-inclusive fee rate per working day for each expert to be assigned to the team.The fee rate must include remuneration of each expert, all administrative costs ofemploying the expert and the margin covering the proposer’s overhead andbackstopping facilities.

b. An all-inclusive daily subsistence allowance (DSA) rate (otherwise known as a “perdiem rate”) for every day in which the experts shall be in the field for purposes of theassignment.

c. An all-inclusive amount for necessary international travel and related expenses by themost appropriate means of transport and the most direct economy class practicableroute. The breakdown shall indicate the number of round trips per team member.

d. An all-inclusive amount for local travel, if applicable.

e. If applicable, other costs required for purposes of the assignment not covered in theforegoing or beneath paragraphs such as communication, printing and dispatching ofreports to be produced during the assignment, rental and freight of any instruments or

equipment required to be provided by the proposer for the purposes of the services,office accommodation, investigations, surveys, etc.

f. Summary of total cost for the services proposed.

ii. Schedule of payments: Proposed schedule of payment might be expressed by theproposer, and payment will be made by UN Women in the currency of the proposal. Thepayment schedule must be linked to the delivery of the outputs specified in yourtechnical component.

All prices/rates quoted must be exclusive of all taxes, since the United Nations, including itssubsidiary organs, is exempt from taxes.

In case two (2) proposals are evaluated and found to be equal in terms of technical competencyand price, UN Women will award contract to the company that is either women-owned or haswomen in the majority in support of UN Women’s core mandate. In the case that bothcompanies are women-owned or have women in the majority, UN Women will request bestand final offer from both proposers and shall make a final comparison of the competingproposers.

PROPOSED MODEL FORM OF CONTRACT

1. CONTRACT DOCUMENTS

2. SCOPE

3. DURATION

This Contract shall take effect on the date of the latest signature (the “Effective Date”) and shall remain ineffect until 5 December 2016, unless earlier terminated (“Initial Term”). UN Women may withhold payment in respect of any invoice if it considers that the Contractor has notperformed in accordance with the terms and conditions of this Contract or has not provided sufficientdocumentation in support of the invoice. Where an invoice is disputed in part, UN Women shall pay theContractor any undisputed portion and the Parties shall consult in good faith to promptly resolveoutstanding issues. Once the dispute has been resolved, UN Women shall pay the Contractor the relevantamount within thirty (30) days. The Contractor shall not be entitled to interest on any late payment or anysums payable under this Contract or any accrued interest on payments withheld by UN Women inconnection with a dispute.
