REQUEST FOR PROPOSAL (Individual Consultant)
1. The Philippine Institute for Development Studies (PIDS) invites all eligible consultants to submit proposals for
the provision of consultancy services entitled Co-Principal Investigator/Sector Expert for the “Assessment of the Credit Demand of Small Farmers and Fisherfolk”
2. The study aims to analyze the demand for agricultural credit of small farmers and fisherfolk, and determine
the key factors that influence their demand for credit; develop a methodology for estimating and updating the credit demand of small farmers and fishers, including validation of previously used techniques in credit demand gap estimation; estimate the annual demand for loan of small farmers and fishers for the 5-year period (2018-2022) and for major commodities; and recommend policy measures to enhance small farmers and fisherfolk’s demand for agricultural credit. Details of the project are contained in the attached Terms of Reference.
3. The approved budget for the abovementioned requirement is PhP450,000.00 and will be implemented until May 30, 2020.
4. To be registered and eligible to be included in the PIDS’ database of consultants, interested proponents must
submit the following documents: a) Curriculum Vitae; b) Technical and Financial proposals using the PIDS-prescribed form; c) PhilGEPS registration number; d) Income/Business Tax Returns (for approved budget above PhP500,000.00); e) Filled-up registration form, which includes information on completed contracts and all on-going
government and project contracts, including contracts awarded but not yet started; f) Filled-up Data Privacy Notice and Personal Data Protection Form;
The following may be submitted prior to the issuance of Notice of Award: g) Notarized Omnibus Sworn Statement in accordance with Section 25.3 of the 2016 Revised
Implementing Rules and Regulations of the Republic Act No. 9184 IRR; and h) BIR Certificate of Registration.

6. The Institute shall adopt the Quality-Based Evaluation Procedure in the selection of consultants.

8. PIDS reserves the right to reject any or all the proposals, or declare a failure of bidding, or not award the
contract, if there is evidence of collusion including any act which restricts, suppresses or nullifies competition, or if there is a failure to follow the prescribed bidding procedures. PIDS also reserves the right to waive any required formality in the proposals received, and select the proposal which it determines to be the most advantageous to PIDS.

TERMS OF REFERENCE
Co-Principal Investigator/Sector Expert for the Assessment of the Credit Demand of Small Farmers and Fisherfolk
1. Background and Rationale The Agricultural Credit Policy Council (ACPC) is collaborating with the Institute for the Assessment of the Credit Demand of Small Farmers and Fisherfolks. The study is necessary to analyze the demand of small farmers and fisherfolk for agricultural credit; develop a methodology for estimating and updating the credit demand of small farmers and fishers; estimate the annual demand for loans of small farmers and fishers; and recommend policy measures and strategies that will increase and sustain the flow of credit to agriculture and fisheries, improve the viability of farmers and fisherfolk, and support agriculture modernization, food security and poverty alleviation. An approach to pursuing this study is revisiting and updating the previous project PIDS and ACPC on construction of a forecasting model of demand and supply of agricultural credit to the small farmers and fisherfolks. In 1995, the PIDS study team, with the support of ACPC, developed forecasting system for estimating demand for and supply of agricultural credit particularly to the small farmers and fisherfolks, which is crucial for bridging the credit gap resulting from insufficient available credit extended to agriculture. The project resulted in the following outputs, namely (a) Module 1. Estimating Gross Value Added Using an Agricultural Submodel; (b) Module 2. Forecasting the Demand for Credit by Small-Scale Farmers and Fishermen; and (c) Module 3. Forecasting the Supply of Agricultural Credit. 2. Objectives
The study aims to:
1. Analyze the demand for agricultural credit of small farmers and fisherfolk, and determine the key factors that influence their demand for credit;
2. Develop a methodology for estimating and updating the credit demand of small farmers and fishers, including validation of previously used techniques in credit demand gap estimation;
3. Estimate the annual demand for loans of small farmers and fishers for the 5-year
period (2018-2022) and for major commodities (such as rice, corn, high value commercial crops, livestock and poultry); and

4. Recommend policy measures to enhance small farmers and fisherfolk’s demand for agricultural credit.
3. Scope of Work, Deliverables and Schedule of Payment Releases
PIDS will engage the services of a Consultant with expertise in applied economic modeling, agriculture or related disciplines. Under the guidance and technical oversight of a PIDS Senior Research Fellow who serves as Project Director, the Consultant is expected to work with the Project Team and provide technical assistance in the conduct of the following tasks:
a. Prepare required instruments for data collection (focus group discussions and key informant interviews) and other tools needed in the estimation;
b. Examine compiled secondary data; c. Co-write with the Project Director the report, including at least one Policy Notes
and one Discussion Paper as required of the Project; d. Conduct one research seminar at PIDS in order to present the results of the study
and get feedback; e. Coordinate with all units at PIDS on Project activities, including the management
and documentation of all data collection activities for the efficient
implementation of the project; and
f. Train PIDS staff on the methodology developed for updating credit demand.
g. In collaboration with the Project Director and support from PIDS staff, conduct
capacity building/training workshops on the methodology employed to equip
ACPC staff with the ability to update credit demand.
h. Other related tasks that may be assigned by the Project Director.
The Consultant will prepare the following outputs based on the schedule below:

4. Qualifications of the Consultant
The Consultant should have the following qualifications: - Ph.D. in Economics or Development Economics or Social Sciences or
related discipline - At least 5 years of relevant experience - Desirable Qualifications: with research experience in applied
econometrics, applied economic modelling, agriculture and other development issues, and good track record of delivering high quality products
5. Project Duration
The engagement is six (6) man-months, from the issuance of the Notice to Proceed until May 31, 2020, on a part-time basis. The Consultant’s work must be completed by May 30, 2020 at the latest, and no man days will be chargeable after this date.
6. Project Cost
The estimated cost of this consulting service is Four hundred fifty thousand pesos (Php450,000), depending on qualifications. This does not include the cost of field visits, which will be shouldered by PIDS.

7. Evaluation Criteria Consultants will be evaluated based on the following criteria: Consultant’s Qualifications:
