REQUEST FOR PROPOSAL
For: Solarize Rhode Island Marketing Consultant
The Rhode Island Commerce Corporation (the Corporation) is soliciting a Request for Proposal
from firm or firms qualified to provide marketing support, outreach management, facilitation, and
assistance for the Solarize Rhode Island program.
Project Overview
The aggregation of multiple small-scale solar PV installations within a municipality
provides opportunities to realize economies of scale for the solar PV Installer(s), reduce
customer acquisition costs, and, ultimately, generate cost savings for end-use customers.
Installation prices for small-scale solar PV installations are generally higher than for large-
scale installations, in part due to the extra cost of customer acquisition – including
marketing, advertising, and providing education to multiple customers. By educating and
engaging local municipalities, streamlining marketing efforts, and aggregating sales, the
2017 Solarize RI Program will help drive down the cost of PV projects to make them a more
accessible and affordable energy option for Rhode Island residents and business owners.
Background
Solarize Rhode Island aims to increase education and outreach regarding solar photovoltaic (PV)
technology, and to reduce the cost for residential and commercial customers to go solar. The
selected marketing consultant will partner with The Corporation and OER (Program Team) to
help design the upcoming rounds of the program, implement marketing strategies proposed by
selected municipalities participating in the program, and provide outreach and educational
services for the Solarize RI program.
The Program Team plans to select one (1) marketing consultant before the end of April 2017.
The Spring 2017 Solarize program will soon by underway. The main outreach for soliciting
municipalities to participate in the program is expected to begin in March 2017. It is anticipated
that the marketing consultant will be under contract before the sign up period for the Spring
round begins. In addition, the marketing consultant will also assist with program re-design for
the Fall round of Solarize Rhode Island. Please see the Project Timeline section, below, for the
timeline for the 2017 Solarize program.

The overall program goal is that marketing support from the selected Marketing Consultant and
Program Team, involvement of the Community in the customer acquisition process, and
competitive, tiered pricing from the Installer(s) will form a three-way partnership that reduces
costs and greatly accelerates the penetration of solar PV in the Community. The North
Smithfield Program Summary describes the results of the first round of Solarize Rhode Island
and details the process, results, and lessons learned.1
To help accomplish the program goals, the Program Team will assist the selected municipalities
and the selected Installer(s) to deploy an outreach and marketing strategy to enhance local
interest in solar PV technology, as well as alleviate some of the marketing and acquisition costs
associated with small scale solar PV installations. Each Community will receive customized
marketing materials, assistance in implementing the proposed marketing plan, and resources for
outreach to the Community. In addition, the Program Administrators will lead and host Solar
Workshops in the Community where various stakeholders, including the selected Installer(s),
will meet with residents to increase awareness of solar energy and its benefits. The general

Roles, Responsibilities, and Time Commitments
OER and The Corporation are in the process of selecting up to five (5) municipalities for the
Spring 2017 round of Solarize RI. Capitalizing on past lessons learned from previous rounds of
the program, the Program Team is seeking detailed marketing plans from municipalities which
identify both a dedicated municipal staff person as well as an identified lead volunteer, also
known as a Solar Ambassador This RFP will competitively select a Marketing Consultant to
collaborate with the selected municipalities and the Program Team to facilitate development of
outreach activities, to design a solar education curriculum specific to each selected municipality,
and to help identify and coordinate the responsibilities of the Solar Ambassador and volunteer
team. In addition, the marketing consultant will conduct outreach efforts, host educational
events, and create and monitor social media accounts including a Solarize RI website, the
Solarize RI Facebook and Twitter accounts.

The Marketing Consultant will assist the Program Team, the Solar Ambassador(s), selected
municipalities, and selected installers to develop and optimize their outreach plans, facilitate
implementation of the outreach plans in coordination with Installer input, and provide additional
capacity to the outreach team where needed. It is expected that the marketing consultant will,
once selected, become a member of the Program Team and as such, if the Marketing Consultant
is affiliated with a company, the company logo and company name will be present on outreach
materials, except when determined as not appropriate by OER and The Corporation. In addition,
all efforts conducted on behalf of the Program will reference the Solarize Rhode Island website,
display the trademarked Solarize Rhode Island logo, and include all logos for OER, The
Corporation, selected municipalities and installers as appropriate.
The following Table summarizes the various types of outreach assistance that will be required.
This list is not designed to be comprehensive and additional tasks may be requested by The
Corporation and OER.

In addition to showing how you will meet the requirements outlined above, Proposers should
also provide information regarding the following:
Travel and Administration: The Proposer should estimate travel to monthly Corporation
meetings (can be done virtually), communication and postage/shipping expenses
expected to incur during contract period. Travel and per diem expenses shall not exceed
rates authorized by the Corporation’s Travel and Expense Policy.
Qualifications
In this RFP, OER and The Corporation seeks to engage one (1) Marketing Consultant with
experience facilitating community awareness and education campaigns to provide services for
the 2017 Solarize Rhode Island Program. Entities who are also applying to be an Installer under
the 2017 Solarize Rhode Island Program are not eligible to apply for the marketing consultant
role.
The marketing consultant must:
Demonstrate familiarity with best practices for community outreach and educations
campaigns;
Demonstrate ability to take on outreach capacity for the Program Team;
Have knowledge of small-scale solar PV technology;
Understanding of common barriers to consumer adoption;
Submit a proposal that meets all of the threshold listed in the Evaluation Criteria below in
order to be considered complete; and
Proposers may be individuals, professional consultants or companies with multiple employees.

estimated timeline and dates are subject to change.

Budget
OER and The Corporation have a Memorandum of Understanding in place for the 2017 Solarize
Rhode Island program using Regional Greenhouse Gas Initiative funding provided by OER. The
Corporation anticipates contracting with the Marketing Consultant for no more than $75,000 per
round of the 2017 program. The contracted amount will not exceed $150,000. The Marketing
Consultant will be paid by the hour for time spent assisting the Program Team, and selected
municipalities and installers for implementing the Solarize RI program.
Activity Expected Budget

Budget should include account management fees, out-of-pocket expenses. Also, selected
consultant should provide hourly rates for service outside scope of work if requested.
Travel to and from the Corporation offices, and the costs associated with it, will be the
responsibility of the selected consultant. However, the Corporation reserves the right to adjust
both the budget and related services.
Criteria for Selection
All proposals must meet the Solarize Rhode Island program objectives and must be responsive to
the relevant scope of work and proposal requirements outlined above. Marketing consultant
proposals will be evaluated on the general criteria below:

Designated Corporation staff or selected advisors will evaluate the written proposals. The
Corporation may at any time during the evaluation process seek clarification from Proposers
regarding any information contained within their proposal. Final scores for each Proposer will
reflect a consensus of the evaluations.
Any attempt by a Proposer to contact a member of Corporation staff or selected advisors outside
the RFP process, in an attempt to gain knowledge or an advantage, may result in disqualification
of Proposer.
Upon selection, the Marketing Consultant will enter into a contract with The Corporation for
one (1) year with an option to extend annually; for an additional two (2) years. Approval of the
selected Marketing Consultant will need to be approved by The Corporation Board of
Directors.
Proposal Requirements
In order to be considered responsive, proposals must at a minimum contain the following:
1) Executive Summary: Proposers should provide a summary of their organization, their
qualifications, and their proposed approach for working with the Program Team, selected
municipalities and installers.
2) Statement of Qualifications: All responses must include a statement of qualifications,
experience, and description of the Proposer firm or individual and its/their history. The
response should specifically indicate the individual’s or firm’s current and historical
expertise in providing the required knowledge and insight to facilitate the Marketing
Consultant role.
3) Staff Qualifications: All responses must include resumes of each individual who will be
participating, and written descriptions of the individuals’ experience with the specified
eligibility criteria. The Corporation reserves the right to investigate and review the
background of any or all personnel assigned to work under an agreement for services, and
based on such investigations, to reject the use of any persons within The Corporation’s
discretion. Any changes to personnel require formal written approval by The Corporation,
and The Corporation reserves the right to terminate an agreement for services if changes are
not approved.
4) References: All responses must include references from at least 3 clients of the Proposer,
and preferably clients who have utilized the Proposer on matters related to the proposed
outreach services. The references must include a contact person, a full address, and a phone
number.
5) Outreach Assistance Strategy: All responses must include an overview of how the Proposer
organization or individual will assist the Program Team and selected municipalities and help
to facilitate education and outreach to the public about the Solarize RI Program.
6) Social Media and Website: All responses must include a plan for creating and maintaining a
website specific to the Solarize Rhode Island program. The website must have a capability
of receiving and forwarding leads generated by the program to the Program Team. In
addition, include a plan for creation, administration, and use of Solarize media for the
Solarize program.
7) Rate sheet submission: Please include a detailed budget, including information on hourly
rates of all team members working on this project.
8) Conflict of Interest: Acknowledgement that the individual(s) submitting this proposal will
not be eligible to participate in the 2017 Solarize Rhode Island program as an Installer. In
addition, the individual(s) may not have any business or contractual agreement with solar PV
installation companies that may be bidding on the Installer RFA in the 2017 Program. The
Proposer may be required to attest to this in the contract.
9) A completed RFP Response Certification Cover Form, included in this document.
Instructions and Notifications to Proposers
1) Potential agencies are advised to review all sections of this RFP carefully and to follow
instructions completely, as failure to make a complete submission as described elsewhere
herein may result in rejection of the proposal.
2) Alternative approaches and/or methodologies to accomplish the desired or intended
results of this procurement are solicited. However, proposals that depart from or
materially alter the terms, requirements, or scope of work defined by this RFP will be
rejected as being non-responsive.
3) All costs associated with developing or submitting a proposal in response to this RFP, or
to provide oral or written clarification of its content, shall be borne by the agency. The
Corporation assumes no responsibility for such costs.
4) Proposals are considered to be irrevocable for a period of not less than 120 days
following the date set for submission of agency proposals.
5) All pricing submitted will be considered to be firm and fixed unless otherwise indicated
herein.
6) Proposals misdirected to other locations, or that are otherwise not present at the Rhode
Island Commerce Corporation by the submission deadline for any cause will be
determined to be late and will not be considered. For the purposes of this requirement, the
official time and date shall be that of the time clock in the reception area of the Rhode
Island Commerce Corporation.
7) All proposals should identify the agency’s proposed team of professionals, including
those employed by subcontractors, if any, along with respective areas of expertise and
relevant credentials. Agencies should also provide a delineation of the portion of the
scope of work for which each of these professionals will be responsible.
8) All proposals should include the agency’s FEIN or Social Security number as
evidenced by a W9, downloadable from www.purchasing.ri.gov
9) The purchase of services under an award made pursuant to this RFP will be contingent on
the availability of funds and made at the discretion of the Corporation.
10) Awarding this RFP is based on the Evaluation Criteria set forth in this RFP. Vendors are
advised, however, that all materials and ideas submitted as part of this proposal and
during the performance of any award shall be the property of and owned by the
Corporation, which may use any such materials and ideas.
11) Interested parties are instructed to peruse the Corporation’s website
(www.commerceri.com) on a regular basis, as additional information relating to this
solicitation may be released in the form of an addendum to this RFP. Addenda will also
be posted to the Rhode Island State Division of Purchases’ website at
www.purchasing.ri.gov.

15) The Corporation reserves the right to award to one or more Proposers.

principals, directors, managers, officers, employees, or agents has in any way colluded, conspired, or agreed, directly or indirectly, with any other
Respondent or person to submit a collusive response to the solicitation or to refrain from submitting response to the solicitation, or has in any
manner, directly or indirectly, sought by agreement or collusion or other communication with any other Respondent or person to fix the price or
prices in the response or the response of any other Respondent, or to fix any overhead, profit, or cost component of the price in the response or
the response of any other Respondent, or to secure through any collusion, conspiracy, or unlawful agreement any advantage against the Rhode
Island Commerce Corporation or the State of Rhode Island or any person with an interest in the contract awarded pursuant to this solicitation.

engaging in investment activities in Iran described in § 37-2.5-2(b); and (ii) is not engaging in any such investment activities in Iran.
