INTRODUCTION
Microwave based Perimeter Intrusion Detection System
Microwave Based PIDs is volumetric perimeter detection system for fence lines, open areas, gates, entryways, walls and rooftop applications. Advanced Digital Signal Processing (DSP) discriminates between intrusion attempts and environmental disturbances, mitigating risk of site compromise while preventing nuisance alarms. The system’s polling capabilities enable continuous monitoring of alarm and tamper status. The Perimeter Intrusion Detection (PIDs) consists of Microwave Antenna for Tx and Rx. Microwave Transmitter-Receiver (T/R) Link utilizes state-of-the-art technology to provide superior detection capability with simple installation and alignment. The Transmitter is powered from a common power supply located at the control panel or other convenient location.

SYSTEM REQUIREMENTS The main requirements of a PID System are listed below. • Rapid and easy deployment and installation In many situations, time to install a security system is limited. Hence, light and wireless sensors that don’t need cables to operate are strongly preferred. • Simple operation The system should not place many requirements on the type of operator (like training or special skills) and present clear information to the operator. • Robustness The system should be reliable and robust, in the sense that the system is still operational if some components do not function properly (graceful degradation). • Easy transportation The system should be easily transportable. This puts constraints on the size and weight of the system components. • Low occupancy of personnel The workload of the personnel should be minimal. This implies that the system has to operate partly autonomously. • Self configuration The system must be capable of configuring itself, for example if a node is no longer active, an alternative routing path must be found. Ideally, the sensor nodes possess self-localization capabilities to provide position information to the rest of the network. • Low false alarm rate The applicability of a surveillance system depends on its detection reliability. If there are many false alarms, personnel will not trust the system any more. Furthermore, false alarms demand a lot of effort from personnel. Of course, reduction of the false alarm rate may never be at the expense of reliability of the system. • Object discrimination and classification The system should be able to report the presence of people and vehicles, but ignore small animals. Therefore, discrimination between different objects is required. •Scalability The system must be scalable, i.e. it must be extendable with additional sensor nodes without much reconfiguration effort. In the ideal case, new devices automatically join the network. • Long (device) life-time Long lifetime is required in order to prevent the need for replacing batteries during operation. Low-power electronics and algorithms will help to realize this. • Stealthiness Stealthiness is an important feature in order to prevent the opponent to detect and manipulate the surveillance system. Stealthiness of the physical components can be realized by applying specific housing. The detection of the transmitted signals is more difficult to prevent. Encryption needs to be used to avoid intrusion from hackers. • 24 hour surveillance Besides the need for long battery endurance, fulltime operation (24 hour) requires that the security system stays operational during the replacement of modules that are defective or have run out of batteries. • Compatibility with existing systems The system should be integrated with existing surveillance equipment. Existing CCTV camera should be integrated with PIDS and the camera should focus the point of intrusion. • Verification of alerts. By applying existing surveillance equipment like (IR) cameras, an alert can be verified before taking actions.

SCOPE OF WORK
The Vendor shall quote for all the required Hardware and Software, system components as per the requirements
and specification given in the document. Vendor shall provide data sheets/catalogues comprising the specification
for all the quoted items.
The scope of work includes Detailed Engineering, Training at manufacturer’s site, Supply of the items, Installation
and commissioning of the system at department site, training at department site, Site Acceptance Test
(SAT),integration with existing Access control & CCTV system and warranty for 5 years after completion of
installation. After the end of 5 years warranty, Vendor shall provide comprehensive AMC for minimum period of 5
years. The party has to submit AMC charges along with the quotation. Party has to be present at site and attend
the problem in case of failure of equipments & provide all spare equipments for replacement. Existing CCTV
camera has to be interfaced with PIDs and the suitable software has to be developed by the party which can be
used for tracking the intrusion through existing CCTV Camera. All signal cables and Power cables have to be
installed & routed separately and all the signal cables connected to central server which is installed at security
control room. Party has to build concrete footer as per the document for every single antenna poles and junction
boxes. The installation of PIDs for first phase is 20 sets of Transmitter and Receiver near the compound wall of
IPRC along NH & ILHP area and in future may the system expandable to 20 Km along the perimeter without
affecting the existing system.
DETAILED ENGINEERING
The detailed engineering of Microwave Intrusion detection system shall be done on the basis of system
configuration as specified in the Purchase Order. Detailed Engineering shall be carried out by the Supplier along
with the Department, which involves the following activities.
Preparation of Final detailed configuration diagram for all Tx/Rx intrusion detection system.
Finalization of specifications of components
Power budgeting of modules as per the approved configuration diagram
Interface of Microwave intrusion detection system with existing CCTV system
Communication with central server.
Preparation of entire perimeter of IPRC and ILHP diagram & wiring diagram
Preparation of Bill of Materials to be supplied along with the specification of hardware and software
Finalization of SAT Procedures

Preparation of Detailed engineering documents (3 copies) with required specifications and drawing as Hard & Soft
Copies and submission to the Department for review and approval.
SITE ACCEPTANCE TEST (SAT)
The system shall be installed and commissioned at our site.
Integration to other systems like CCTV and Access control system.
Demonstrate the working of the system along with alarm and report log generation
TRAINING
The supplier shall provide adequate training to the Engineers at Department’s site after commissioning of the
system.
The training shall be so organized to provide a complete understanding of the functions of the system, overall
system concepts and routine operation for maintenance of the system.
Training is required for the following systems:
Installation, Commissioning and Maintenance of Microwave Antenna and software System
Hardware Installation and maintenance
Application software development
Addition of new hardware modules
Error diagnostics and Troubleshooting
Any other topic on mutually agreed basis

INSTALLATION AND COMMISSIONING
General Instructions
Installation & commissioning works shall be carried out strictly according to the detailed engineering
document & applicable standards/codes. Also it shall be carried out as per the instructions of the
Department’s representative.
Best engineering practices shall be followed to maintain high standard of workmanship & quality in a
neat and safe manner.
All equipments, instruments, tools & materials required to carry out the work shall be the
responsibility of the supplier.
Supplier’s responsibility at site shall include but not limited to the following activities necessary to be
performed to complete the job satisfactorily.
Transport of system from site stores to actual location/s
Unpacking the system and inspection of the same for damages.
The supplier shall be responsible for transportation and safe custody of the equipment until
completion of its installation and acceptance by Department.
All equipments shall be inspected thoroughly by vendor for completeness and proper functioning.
Vendor must initiate the remedial action to replace the faulty equipment or item (if any) with
intimation to the Department Engineer.
Copies of instructions/manuals shall be handed over to the Department’s Engineer.
Erection of field instruments
Wiring from the field instruments to the CCTV control room
Rack wiring and interface between systems
Installation of system as per given layout
Laying and termination of network cables and prefabricated system cables.
Laying and termination of all Protective Earth (PE) cables

Marking/Labeling
Each individual equipment (e.g. Transmitter & receiver antenna etc.) shall be identified by
part/model number and serial number. The documentation should reflect these identification marks.

Commissioning of Microwave antenna at Antenna Pole/ Structure:
The Microwave Antennas are to be aligned between transmitter and Receiver for getting specified
Receiving Level.
Line of sight should be maintained between Transmitter and Receiver.
Overlapping the coverage zones is an effective way to fill in the zone curtain “holes” that exist near the Rx
& Tx units.
Adjacent Tx and Rx should overlap each other for minimum 5m to maximum 10m to avoid blind zones.
The outdoor enclosure has to be IP 65 certified and mounted on the erected Antenna pole/structure using
appropriate fasteners.
The signal cable & power cable has to be connected to the Antenna from the control unit & UPS
respectively from the junction boxes mounted at the bottom of the pole/structure.
The cables have to be routed from the poles in the field using flexible metal hoses or Pipes. Suitable cable
glands are to be used for all the cables.
Software has to be installed in both the main servers and redundant servers and configured for operation
and checked for its functioning.
All Transmitters & Receivers integrated and interfaced to CISF Control room for display and monitoring of
Intrusion alarms.
The software should integrate the CCTV Cameras installed along with perimeter with Microwave PIDs for
tracking the intrusion.
The software should generate alarm when intrusion is detected and focus the CCTV camera to the spot of
intrusion & track the intruder through CCTV camera.
Suitable RCC pedestal structure has to been raised to a height of approximately 1400 mm above the
ground level with suitable size bolt embedded inside the RCC structure for Mounting the antenna pole
and junction boxes.
The structure has to withstand high gusting wind load of 100 KM/hour, hence suitable structure design
has to be made by the party.
Grounding earth pit has to be made near the pole as per the IS standards were ever required.
Cable entry hole has to be provided in the RCC pedestal for routing the cables to the antennas.
The RCC pedestal has to be properly plastered with cement and white washed.
10cm galvanized pipe should be used as pole and sunk into concrete base and protruding four feet (1.2m)
above ground for mounting microwave transmitter & Receiver.

The concrete footer can vary depending on frost line conditions. Please refer the figure below:
Power:
UPS Regulated supply is to be used to power the transmitters and receivers. Noise and transients should not
exceed 50mV and attention is to be paid to voltage drop in the connecting wires. All units should be powered
through a dedicated UPS with necessary battery capacity to support the system for at least 3 hours in case of
power failure.
Each receiver has to be individually configured for a specified threshold level determined as per the prevailing site
conditions beyond which it should generate alarm.
It has to be configured such that Nuisance and false alarms are eliminated due to rain or vibration due to Wind.
Receiver sensitivity has to be optimized to detect Human and large animals.

Pattern
The detection pattern width is field adjustable from approximately 0.6 to 12.2 m (height), 0.6 - 6.7 m

Terms and Conditions:
First party needs to design, develop and demonstrate the system with specified requirements. There will be Site Acceptance Test (SAT) at site (IPRC). SAT will be carried out for the system, once the complete system is qualified and meets all the indented requirements, the system will be accepted by the department and further clearance will be given.
The design and production of critical subsystems shall be as per the international quality certified realization process.
All electronic equipments, hardware needs to be tested for all environment (temp, vibration...etc) and EMI/EMC tests and certified as per international standards CE, FCC.
All Electronic components used shall be Industrial grade or better.
Details of the specification & configurations are given in the document. This is provided only to enable the parties for understanding the overall requirements.

20 sets of transmitter and receiver shall be installed initially at the perimeter along NH & ILHP area and in future it shall be expandable to entire perimeter of IPRC without affecting the existing system.
Linux Operating System is preferable
The milestone based payment will be made subject to successful completion of each milestone and due milestone completion certification from IPRC/ISRO Authority for the same.
Payment for final accepted product model against onsite delivery & successful installation and commissioning.
The vendor may comply with our payment terms/delivery schedule in their offer. The final payment terms will be finalized during technical negotiation before issue of purchase order to the qualified vendor.
The vendor may seek/request for any clarification, if required before the submission of the offer.
Validity of the offer shall be at least for 120 days from the date of opening of tender.
Vendor should arrange for all logistics requirements for Acceptance Test at IPRC/Mahendragiri.
Vendor shall go through all the sections of the RFP document and provide a point-by-point response for each technical and commercial matter in compliance matrix along with supportive documents.
The vendor should bid after carefully examining all the instructions, terms, conditions, requirements and specifications as mentioned in RFP and tender notice. The bid should be precise and complete in all respects as per the requirement of RFP/tender.
An Indemnity Bond in non-judicial stamp paper to be submitted towards Security Deposit and Performance Bank Guarantee for an amount equal to 10% of order value in the prescribed format.
Liquidated Damages (LD): Delivery date stipulated in the purchase order shall be the essence of the contract. Delivery must be completed within the delivery schedule. If fails to make the delivery within the time, LD at the rate of 0.5% per week of the order value and subject to a maximum of 10% of the total order value shall be deducted from the purchase order value.
The Perimeter intrusion detection system Integrate with the existing CCTV network at IPRC.
Party should provide execution report, which contains final circuit diagram and test results and
software source code.
All Taxes and Duties to Be Mentioned Separately In the Quotation.
