Project Overview
JSI Construction Group (“JSI”) is seeking a Special Use Permit for the continued use of two (2) temporary
construction trailers. The trailers have placed on property owned by Intermountain Rural Electric Association,
under lease by Victory Solar LLC, located on parcel number 018151610002. Currently, the placement and use of
the temporary construction trailers is permitted under Adams County Temporary Use Permit No. TVM2016‐00015.
This application is intended to allow for the continued use of the temporary trailers after the expiration of the
current Temporary Use Permit, until completion of construction, anticipated to be around 12/31/2016.
The structure identified on the site plan as “Temporary job site trailer” is an approximately 12’x56’ modular office
space to be used by the applicant’s on‐site staff during the construction of the solar facility. The structure
identified on the site plan as “Temporary security checkpoint” is an approximately 8’x20’ mobile unit used as
security checkpoint to be managed by applicant’s contracted site security personnel.
Both units will be placed and removed at the same time and will be used only during the construction phase of the
solar facility.

Proof of water, sewer and trash services
Water, sewer, well and/or septic service are not required for this facility, as it will be unoccupied on a day‐to‐day
basis once fully operational. Sewage disposal during construction is provided by S & B Porta‐Bowl for on‐site
portable toilets with routine off‐site disposal, the service contract for this effort is attached and incorporated
herein. Applicant will provide adequate and portable potable water, construction water and sanitary facilities
during on‐site construction activities. Applicant will be using trash services that are contracted though one of
applicant’s subcontractors with D & D Water Service, an email confirming service is attached hereto.

Health Department Review
Tri‐County Health has already reviewed the project for this purpose, and provided approval of the sanitary and
trash service for the project and the use of the temporary trailers. Applicant requests prior approval to be
incorporated in this application.
