our sincerest thanks and gratitude to the Philippine Red Cross- Pangasinan

Chapter for choosing our school as one of the beneficiaries of their project

entitled “Empowering the Philippine Red Cross (PRC) and their

Chapters, Communities and Government Institutions to Consolidate and

Replicate Inclusive School - Based Disaster Risk Reduction in Five

Provinces in the Philippines.”

It was a timely opportunity for our school to be part of this kind of

project wherein we will be able to stand alone when a disaster or calamity

arises.

The project provides the teachers trainings and seminars as well they gave

souvenir items for our pupils who participated in the activities . A medical kit

for first aid, DRRM equipment which we can used during our drills, and a

lot more were given which are very useful when calamities attacks .

I. SCHOOL PROFILE

History:

In 1968 the primary school was established in only three grades and as time goes on, it is now called as Pogo Elementary School were professionals has been successfully graduated on the administration of Barangay Captain Clemente Suniga,

Barangay Pogo was once a sitio of Barangay Nandacan.It derived its name from the

native bird widely known through the country as ‘’ Pogo’’ or Quial. This specie of bird had been found in the sitio in abundance so that the inhabitants of the area called the community ‘’ POGO’’. For this matter although the Barangay Became independent local government unit on November 9, 1968, the name of barangay was never altered by the first leader. However, during those times, the barangay had always suffered from the rampaging flood ways (flood waters) every time flood occurred and the place had always been devastated by the delivial calamity. Today, we could find pogo to have risen from poverty and aspiring to become one of the most progressive in the whole town.

Topography: Flat terrain of alcala Bautista a boundary of the progressive having slope Barangay in the municipality .Known as home ranging from 0% – 3% potentials.

II. BACKGROUND OF VCA FIELD ACTIVITY SESSION

A. Objective

To be able to increase the awareness of the people in the community regarding

Disaster Risk Reduction Management at the end of 3 days.

General:

Specific : The specific objectives of this activity are that: at the end of the VCA Activity

The disaster risk awareness of the teachers was increased.

The capacity of the teachers and pupils to prepare and respond to disasters was

improved.

B. Methodology & Tools Used

Vulnerability-Capacity Assessment (VCA) is a method of investigation into the risks

that people face in their locality, their vulnerability to those risks and their capacity

to cope with and recover from disasters. Its purpose is to increase community

members’ awareness of risk and help them to plan activities for reducing

vulnerability and increasing capacity before a disaster.

With the cooperation from the Pogo Elementary School and participation of the

community members, the Philippine Red Cross in cooperation with German Red

Cross (GRC) and German Ministry of Economic Cooperation and Development (BMZ)

through its Community-based Disaster Risk Reduction Management (DRRM) Project

entitled “Empowering the Philippine Red Cross (PRC) and their chapters, communities

and government Institutions to consolidate and replicate inclusive community based

disaster risk reduction in five provinces in the Philippines.”

The following steps were conducted in the implementation of the actual

Vulnerability and Capacity Assessment in the Barangay from November 16 to 17 ,

2017:

a) Coordination to the Local Government Unit of Bautista on November 12, 2017

b) Coordination and meeting to the Barangay Officials on November 11 2017.

c) Actual field data gathering using different tools on November 16 – 17, 2017

d) Validation from the field and related LGU offices on May 28, 2018

e) Presentation of the findings and planning to the community on May 29, 2018

The following tools were used during the conduct of this VCA:

a. Secondary Data

Gathering secondary data from the Barangay Profile, existing community maps or

Geographical Information Systems (GIS), and DRRM related- Barangay Plans.

b. Direct Observation and Transect Walk Map.

The team together with the Barangay members conducted a ‘Transect Walk’ to

observe the physical features of the Barangay looking into the following elements:

Type of ground/ land conditions within the particular sector of analysis

Land-use within the particular sector

Livelihood within the particular sector

Main hazards and risks within the particular sector

Conditions that increases vulnerability within the particular sector

Beliefs and practices within the particular sector

Capacities and capabilities within the particular sector

Natural environment within the particular sector

c. Community Maps.

Community mapping offers an opportunity to identify detailed information about

vulnerabilities and capacities by noting living conditions, behavior and

environmental factors. It also provides greater awareness of the actual really on

the ground by means of plotting the following maps:

Spot Map: provides an overview of the main features of an area in relation

to space

Hazard/Risk: identifies hazards and risks in the community

Vulnerability Map: Identifies weak structures and houses with members

belonging to the vulnerable group category such as pregnant women,

persons with disability and older person.

Capacity/Resource Map: shows local resources and capacities as well

as gender differences, or variable land-use zones.

d. Venn Diagram

Identifying community organizations by means of outlining a Venn diagram as

part of the data collection is done to stimulate discussion which may lead to

understanding existing community organizations, their structures and regular

activities, as well as identifying possible ways to strengthen them, in order to

address the main problems encountered by the community

e. Historical Timeline

A historical profile of the community outlines significant historical hazard events

and explores changes in community responses and behavior. Significant events

can be drawn from different areas of interest, including hazards, such as typhoons;

land distribution; disease outbreaks; emigration; conflicts; political change; and

environmental change. This gives understanding of how things may continue to

change in the future, likewise serves as basis for discussions on future

programmes or projects within the community.

f. Seasonal Calendar

Seasonal calendars help explore what takes place in a community across a year,

which can be compared to what has changed in these events in the past. They can

be used to show weather patterns such as typhoons, floods or periods of drought;

social and economic conditions; public events like holidays and festivals; and

seasonal activities such as harvesting, and the times of the year that

these occur. The seasonal calendar made by the community shows the climate,

agricultural activities, fishing activities and significant religious, health, social and

economic activities in the Barangay 20 years ago and at the present.

g. Focus Group Discussions (FGD)

In FGD, facilitators introduce topics on Hazard, Health Status, Water and

Sanitation, Safety and Security, and Livelihood to get an idea of the way specific

groups of people think about a particular issue. In VCA, the team conducted FGD

in following sectors:

h. Semi-Structured Interviews

This data gathering tool is being done with a small group or individual interviews.

Getting information from the key informants is the main purpose of this tool guided

by the questions to acquire deeper understanding of the community’s issue. The

i. Pair Wise Ranking & Risk Ranking

The Pair-wise tool is practical in prioritizing the hazards/issues perceived by the

community. This tool allows the VCA team to have an overview of the scope and

impact of issues through comparison. It aims to prioritize the identified hazards

with community participation.

j. Problem Tree Analysis

The problem tree analysis is a tool that shows the underlying causes of risks and

its impact which also allows the analysis of community’s exposure and

vulnerability. Furthermore, this tool facilitates understanding of the community’s’

need to address the priority risk.

k. Objective Tree Analysis

The objective tree is the opposite of the problem tree; the tool aims to find solutions

to the root cause of the identified problem.

III. DATA GATHERING TOOLS

In this section the outputs of the different tools used in the barangay provided vital information that were utilized by the team in doing supporting the analysis that they have made together with some of the community leaders and members. Below are the data gathered through the different tools as follows:

3.1 Spot Mapping (Hazard and Resource Mapping)

In the Spot Map of Pogo Elementary the Dike is nearby the School campus wherein the School is located at the eastern part of the school a river is flowing when there is a Heavy rain the level of water in the river is rising that can cause flooding and damages to agricultural land, crops and infrastructure. Some of the classroom in the Pogo Elementary School are made of concrete materials wherein this is one of their capacity during the disaster. Some of their capacities is School Clinic that can be used for Emergency Situation they also have School Canteen, Library and Multi-Purpose Hall.

3.2 Transect Walk There are eight (8) indicators: Type of Ground, Land use, Livelihood, Risk/ hazard, Condition that

increase Vulnerability, Beliefs and Values, Capability and Capabilities, and Natural Environment. The type of ground from Grade 1-3 is concreted but in Grade4- 6 the room is semi concreted. Next is land use, for school gardening. The main source of income of Pogo is The School Fund Generation. The Risk/Hazard in Pogo Elementary School. Conditions that increases vulnerability from Grade 1-6 Belief and values in Pogo Elementary is Honesty is the best policy. Education is what remains after one has forgotten what one has learn in school, We don’t stop going to school when we graduate, Life is a continuous learning process. And Next is the Pogo Natural Environment- the natural environment in Pogo Elementary School is river and agricultural farm.

3.4 Seasonal Calendar The Seasonal Calendar of Pogo Elementary School is composed of eight (8) indicators. First is the climate. In the month of January is light rain, February is Cold weather, March is sunny and cloudy, April is summer, May is also summer days, July is rainy days, September is where thunderstorm are violent, October is where thunderstorm is violent and November is sunny with rainy days, the climate from the past are the same to the present climate. However, the Month of June the climate from the past is rainy but in the present the climate is thunderstorm, August, the climate from the past is rainy and the climate from the present is rainy with sunny and December, the climate from the past is windy and the climate is sunny. They have different climate from past to the present. Second indicator is Hazard, in the month of January, from the Month of January, the hazard from the past to present is the same which is the Agricultural Pests Disease, from the Month of February the hazard from the past is the Agricultural Pest Disease and in the present is Dengue Mosquito is added to the list of hazards. In the Month of March, the hazard from the past and the present are the same which is Fire hazard. In the month of April, the hazard from the past are drought and earthquake but, in the present, the only hazard is drought. In the month of May, the hazard from the past is drought while in the present the hazards are earthquake and drought. In the month of June, the hazard of the past and the present are the same which is heavy rain. In the month of July, the hazard is also the same which is flooding. In the month of August, the hazard in the past is flooding, while in the present the hazard is heavy rain. In the month of September and October, the hazard from the past up to present is flooding. In the month of November, the hazard from past up to present is the same, which is heavy rain. In the month of December, the hazard from the past up to present is the same, which is Agricultural Pest Disease. The Third Indicator is Health Problems. In the month of January and February the health problem diagnosed from past to present is cough and colds. In the month of March, they have been experiencing Sore Eyes from the past to present. In the month of April, the health problem that they have experienced from past to present is Sore Eyes and Heart Attack. In the month of May, the health problem that they experience from the past until present is heart attack and in the month of June and July the Health problem from the past to present is lung disease. And in the month of August the main health problem that they experience from the past to present is fever. In the month of September, they experience Dengue from the past while in the present they experience fever only. In the month of October from the past to present they experience Diarrhea while in the month of November from the past they experience Cough and in the present the people in Brgy. Pogo experience Dengue. In the month of December, the health problem that they experience from the past and present is cough. The Fourth Indicator is the Livelihood Activities. In the month of January and February, the livelihood activities from the past to present is harvesting onion and corn. In the month of March, April, May and June, the livelihood activities were harvesting of tomato, mango, eggplant, sili, beans and amplaya. In the month of July, the livelihood activity is

planting palay and corn. In the month of August, the livelihood activities from past to present is selling rice grains. In the month of September, the livelihood activities from past to present is planting of corn in the field. In the month of October, the livelihood activities from past to present is planting season of onion and upo. In the month of November, the livelihood activities from past to present is planting season of onion. In the month of December, the livelihood activities from past to present is harvesting corn. The fifth indicator is Health Activities. In the month of January, the Health Activities from past to present is Immunization. In the month of February, the Health Activities from past to present is immunization and giving of Vitamins. In the month of March, the health activities from past to present is clean up activities and immunization. In the month of April, the health activities from past to present is Operation Tuli and Immunization. In the month of May and June, the health activities from past to present is Immunization. In the month of July, the health activities from past to present is brgy clean up and immunization. In the month of August, the health activities from past to present is immunization and feeding program. In the month of September, there is a Dengue Spray and Immunization. In the month of October, there is medical mission and clean up drive. In the month of November and December, the health activities from past to present is immunization. 3.5 Focus Group Discussion

During the Vulnerability Capacity Assessment the topic that we discuss is about the main problem wherein the Pogo Elementary School was experienced. The main Hazard that they experienced is flooding during the heavy rain and the destruction of property cause by flood. almost of the people in the Pogo Elementary experience flooding. They also experienced that they are lacking in the disaster kits.

Hazard The main Hazard that they usually experience is Typhoon. Health Status The Health and Status of Pogo Elementary School are healthy some of the students are malnourish. Water and Sanitation The main source of water of the people from Barangay Pogo was rom Faucet and some houses have a deep well to get a water. The Pogo Elementary Used Toilet Bowls for defecation. Livelihood The main Livelihood of the people in barangay Pogo is Farming, Employment, Buy and Sell of Vegetables, and OFW. Safety and Security

The Barangay Officials and the Community Volunteer Officer (CVO) help in the safety of the people in barangay Pogo during the night time the CVO and Barangay Tanod make sure that the area is safe.

Venn Diagram The Organizations in Pogo Elementary compost of 8 Organizations namely. PTA’S, SSG, RCY, Science Club, Mathematics, Youth Task Force, DepEd and 4P’s The Closest and Biggest Circle Organization or Group to the Pogo Elementary School was

DepEd. The medium and next to the closest were PTA’s. The Third to the closest were and lastly the Farthest Organization in Pogo Elementary School is was the 4P’s group.

IV. DATA ANALYSIS

4.1 Hazard, Risk, Vulnerability and Capacity Matrix

Pogo Elementary School, Bautista, Pangasinan has two (2) hazard one (1) health problem. (2)Typhoon is the main hazard in Pogo Elementary School. The risks are Injuries, Destruction of Classrooms and Damages to Crops. The Elements at Risk are the Children and Teachers. The Components are the livelihood, well-being, self-protection, social protection and Governance. The Vulnerability during the typhoon in Pogo Elementary School the some of the classroom are Made of light materials and lastly the Capacity of Pogo Elementary is that they have, School Clinic, Training and Seminars regarding on Disaster Risk Reduction Management.

4.2 Pair-Wise Ranking The Main Problem of Pogo Elementary School is Flooding.

4.3 Risk Matrix

There are Three (3) risks present in Pogo Elementary School: Typhoon – Injuries, Damage to Properties, and Damaged to Crops The participants have been brainstorming on which on the three (3) risk have been the biggest impact on their daily living when there is a Typhoon. The Participants voted that the Damaged to Properties is the highest impact to the daily living, next is the Injuries that have been caused by the Typhoon and lastly is the Damaged to the crops.

4.4 Problem Tree Analysis The main problem of the Pogo Elementary School was flooding. 4.5 Objective Tree Analysis:

In order to lessen the risk during the flood Decided to Observe for a rapid increase and decrease in creek/ river as this may be an indication of an impending flashflood. They should also Activate the School based Disaster management team for assistance during monsoon and typhoon season.

V. VULNERABILITY AND CAPACITY ASSESSMENT FINDINGS

During the Vulnerability Capacity Assessment Finding Pogo Elementary was Identify Vulnerable to flooding during heavy/ prolonged rains.

Teachers ,Barangay Officials and residence must constantly monitor the integrity of the dike structure. Residents situated on the east of the dike structure must be relocated if possible. Observe for rapid increase/decrease in creek/river water levels. Possibly accompanied by increase turbidity (soil content) as this maybe an indication of impending flash flood. Activate the BDRRMC particularly during the rainy season. Activate School based Disaster Risk Reduction Management Team for assistance during Monsoon and Typhoon Season.
