FOREWORD
This Carabao Situation Report presents the industry situation in terms of inventory by
farm type and age group, volume and value of production, supply and disposition,
number of heads slaughtered in slaughterhouses, volume and value of carabeef
imports, and monthly average farmgate prices.
The Livestock and Poultry Statistics Division (LPSD) of the Philippine Statistics
Authority (PSA) disseminates the Carabao Situation Report annually, every March,
covering the previous year (January to December) as the reference period. The
report is intended to serve as a ready reference for PSA’s various clients and
stakeholders in the agriculture sector.
The PSA would appreciate comments and suggestions from our data users and
readers for further improvement of this report.

TECHNICAL NOTES
The data in this report are collected by the Philippine Statistics Authority (PSA) through
the two (2) major surveys, namely:
1) Backyard Livestock and Poultry Survey (BLPS) which covers one (1) of the four (4) replicate samples of the Palay and Corn Production Survey (PCPS). It consists of 14,612 sample households in 1,079 sample barangays nationwide; and
2) Commercial Livestock and Poultry Survey (CLPS) which covers 151 independent farms as of January 2018. A carabao farm is considered commercial when it has a farm capacity of at least 21 heads of adult carabao.
Both surveys are conducted semi-annually (January and July) simultaneously in all
provinces.
Another activity that supplements the statistical requirements of the livestock and
poultry sub-sector is the Compilation of Data from Slaughterhouses and Poultry
Dressing Plants (CDSPDP). This covers around 1,272 Accredited (AAA and AA) and
Locally Registered Meat Establishments (LRMEs) nationwide and is undertaken in
coordination with the National Meat Inspection Service (NMIS).
Concepts and Definitions
Backyard Farm refers to any farm or household whether farming or non-farming tending at least one head of animal and does not qualify as a commercial farm. Commercial Farm refers to any livestock which satisfied at least one of the following conditions:
Tending at least 21 heads of adult and zero head of young
Tending at least 41 heads of young adult
Tending at least 10 heads of adult and 22 heads of young Deaths/Losses refer to the number of animals that died due to pests, diseases and calamities. Farmgate Price refers to the price received by livestock raisers for their produce at the location of farm. Thus, marketing costs such as transport and other marketing cost (if any) incurred in selling the produce are not included in the farmgate prices. Data are generated from the Farmgate Price Survey (FPS) conducted by Price Statistics Division (PSD) of PSA.

Value at Constant Price refers to the valuation of transactions, wherein the influence of price change from base year to the current year has been removed. Value at Current Price refers to the value based on prices during the reference year; nominal year. Inventory refers to the actual number of domesticated animals present in the farm as of a specific reference date. Imports refer to the number of live animals originating from foreign country i.e. live breeders and feeders recorded by the Bureau of Animal Industry – National Veterinary Quarantine Services (BAI-NVQS), while meat importation data are compiled by the Trade Statistics Division (TSD) of PSA from the copies of Import Entry and Internal Revenue Declaration collected from the Bureau of Customs (BOC). Locally Registered Meat Establishment (LRME) refers to the slaughterhouses, meat processing plants, meat cutting plants and cold storages that are allowed to operate by the city/municipal government but are not accredited by NMIS. Slaughterhouse (SH) refers to the premises that are approved and registered by the NMIS and LGUs in which food animals are slaughtered for human consumption. Slaughtered in Slaughterhouses refers to the number of animals slaughtered in accredited (AAA, AA, A) slaughterhouses including number of animals slaughtered in LRMEs.
Supply and Disposition refers to a framework that explains the population dynamics of animals in the farm which include born live, imports, deaths and losses, number of animals slaughtered in the farm/household and sold live for slaughter which serves as supporting information or indicators to the volume of production estimates.
Value of Production refers to the value of the animal with reference to its farmgate price. It is derived by multiplying the volume of production with its farmgate price. Volume of Production refers to the quantity of locally-raised animals disposed for slaughter which includes animals shipped-out for slaughter. This can be expressed in number of head, or in thousand metric tons, liveweight.

As of 1 January 2019, the total inventory of carabao was estimated at 2.87 million heads. This was 0.32 percent lower than its previous year’s level of 2.88 million heads. Carabao stocks in backyard farms at 2.86 million heads declined by 0.30 percent from the 2.87 million heads recorded in 2018. Similarly, carabao stocks in commercial farms went down by 3.72 percent from the 10.75 thousand heads in 2017 to 10.35 thousand heads in 2018. (Table 1)
The reduction in carabao inventory in 2019 was due to the decreases in the inventory of carabull, caracow and yearling at 2.21 percent, 0.20 percent, and 0.04 percent, respectively. These three age classifications had a combined share of 84.52 percent to the total carabao inventory.
Inventory of caracow, as of 1 January 2019, was 1.2 million heads. Among all ages, caracow accounted for 40.85 percent of the total carabao stocks.
As of 1 January 2019, Bicol Region had the highest inventory, followed by Western Visayas and Central Luzon.

DISRIBUTION OF CARABAO INVENTORY BY REGION
As of 1 January 2019, the top three
regions in terms of inventory were Bicol Region, Western Visayas and Central Luzon. These regions contributed 29.40 percent to the country’s total carabao inventory. (Table 8)
Inventory of carabao in backyard
farms were highest in Bicol Region, Western Visayas and Central Luzon. These regions accounted for 29.38 percent of the total carabao inventory in backyard farms.
Carabao stocks in commecial farms were highest in Cagayan Valley, Central Luzon and Eastern Visayas. These three regions comprised more than half of the total carabao stocks in commercial farms.

VOLUME OF PRODUCTION
The total volume of carabao production in 2018 was estimated at 143.14 thousand metric tons. This was 0.88 percent lower than the 144.41 thousand metric tons output in 2017.(Table 2)
Decreases in production were noted in April to June and July to September of 2018, with respective decrements of 3.08 percent and 2.07 percent. Across all quarters, the highest production was noted in October to December at 43.40 thousand metric tons from the 43.09 thousand metric tons output in 2017.
In 2018, eight of the sixteen regions posted decline in carabao production. These regions were CAR, Ilocos Region, Cagayan Valley, MIMAROPA Region, Western Visayas, Davao Region, SOCCSKSARGEN, and Caraga. MIMAROPA Region with production of 5.65 thousand metric tons, posted the highest decline of 9.18 percent compared with its previous year’s level of 6.22 thousand metric tons. (Table 3)
The top three producing regions were Western Visayas, Davao Region, and Eastern Visayas. These regions had a combined share of 31.88 percent to the country’s total carabao production.

VALUE OF PRODUCTION
In 2018, the gross value of carabao production at current prices was PhP 13,658.86 million or 8.69 percent higher than the gross receipt of PhP 12,566.64 million recorded in 2017. On the other hand, the gross value of production at constant prices contracted by 0.87 percent from the 2017 level of PhP 5,409.61 million to PhP 5,362.64 million in 2018. (Table 4)
Gross value of production at current prices posted increases in all quarters of 2018. The gross receipts increased by 13.20 percent in the first quarter of 2018 compared with the value of PhP 2,566.44 million in the same period of 2017.
The gross value of carabao production at constant prices during second quarter and third quarter declined by 3.08 percent and 2.07 percent, respectively. Minimal growth, however, were observed in the first quarter at 0.89 percent, and fourth quarter at 0.74 percent.
SUPPLY AND DISPOSITION
In 2018, the total supply of live carabao was 3.37 million heads. It reduced by 0.33 percent from the 3.38 million heads recorded in 2017. This was a result of the decrease in born live by 2.38 percent. (Table 5)
Total disposition during the year was 499.08 thousand heads. It was 0.41 percent lower compared with the previous year’s level of 501.16 thousand heads. Deaths and losses significantly declined by 15.13 percent from the 2017 level of 37.15 thousand heads.

IMPORTS
The recorded importation of carabeef in 2018 was 43.22 thousand metric tons, or an increase of 5.30 percent from the previous year’s record of 41.04 thousand metric tons. Increases in carabeef imports were observed during the months of January to March and October to December at 10.10 percent and 19.07 percent, respectively. (Table 6)
The value of carabeef imports had increased over the last three years. In 2018, value of carabeef imports was US$ 126.06 million or 6.50 percent higher than the U$ 118.36 million gross receipt in 2017. The highest value of carabeef imports was reported during the period October to December, amounting to US$ 36.27 million.
PRICES
The annual average farmgate price of carabao for slaughter in 2018 was PhP 95.13 per kilogram, liveweight. This was 9.55 percent higher than the 2017 farmgate price of PhP 86.84 per kilogram, liveweight. (Table 7)
The highest farmgate price was recorded in October at PhP 98.68 per kilogram, liveweight, while the lowest was in January at PhP 91.64 per kilogram, liveweight.
