EXECUTIVE ORDER NO. ql SERIES OF 2014

"AN EXECUTIVE ORDER CREATING AND CONSTITUTING THE MEMBERSHIP OF THE PROJECT MONITORING COMMITTEE (PMC) FOR THE PROJECT: "SA PAARALAN KO, PWEDE NANG MAGPAREHISTRO"AND FOR OTHER PURPOSES.

WHEREAS, pursuant to Section 479 paragraph b of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the City Civil Registrar is responsible in the implementation of civil registration programs in the local government unit in accordance with the provisions of the Civil Registry Law (Act 3753), the New Family Code of the Philippines (E.O. 209) and other pertinent laws, rules and regulations;

WHEREAS, it is also the mandate of the City Civil Registrar to develop plans and strategies and implement the same upon the approval of the City Mayor, particularly those that which have to do with civil registry programs and projects which the City Mayor is empowered to implement as provided under Section 479 par. c of RA 7160;

WHEREAS, the Office of the City Civil Registrar in coordination with the Office of the Division Superintendent of the Department of Education in Davao has developed a school based civil registration system that will ensure that all enrollees and even out of school youths may be accorded immediate assistance in addressing civil registry concerns;

WHEREAS, on February 24, 2011, a MEMORANDUM OF AGREEMENT was entered into by and between the City Government of Davao and the Department of Education through the Office of the Division Superintendent in Davao City to implement the project entitled: SA PAARALAN KO, PWEDE NANG MAGPAREHISTRO" involving public schools in Davao City as identified by the Office of the Schools Division Superintendent;

WHEREAS, to date, there are thirty (30) public schools enrolled in the project with thirty (30) public school teachers designated as SCHOOL CIVIL REGISTRATION AGENTS (SCRA. for brevity) stationed in each school and ten (10) public school teachers involved in Alternative Learning System designated as MOBILE CIVIL REGISTRATIN AGENTS (MRA);

WHEREAS, there is a need to organize and constitute the membership of the PROJECT MONITORING COMMITTEE that will oversee the implementation of the said project in Davao City;

NOW, THEREFORE, I, RODRIGO R. DUTERTE, by virtue of the powers vested upon me by law as Mayor of Davao City, do hereby organize and constitute the membership of the PROJECT MONITORING COMMITTEE of the project: SA PAARALAN KO, PWEDE NANG MAGPAREHISTRO, as follows:

Section 1. The PROJECT MONITORING COMMITTEE for the project "SA PAARALAN KO, PWEDE NANG MAGPAREHISTRO" is hereby created and

constituted as follows:

The Chairman is hereby authorized to appoint additional members of the PMC and or SECRETARIAT subject to the concurrence of the members of the PMC;

Section 2. The PROJECT MONITORING COMMITTEE shall have the

following duties and responsibilities:

1. Supervise and monitor the implementation of the project SA PAARALAN KO PWEDE NANG MAGPAREHISTRO;

2. Evaluate the performance of the School Civil Registration Agents, Mobile Registration Agents and all other personnel involved in the project and make appropriate recommendations to the Office of the City Mayor (for

personnel of the City Government of Davao) or the Office of the Schools Division Superintendent (for public school teachers);

3. Provide technical assistance to SCRA. and MRA in the discharge of their respective functions;

4. Conduct workshops, trainings and other capability building activities to enrich the knowledge and enhance the skills of the SCRA and MRA. in the conduct of civil registration services;

Section 3. The PMC shall be assisted by a SECRETARIAT which shall be responsible in providing technical the administrative support to the PMC. The SECRETARIAT shall be composed of the following personnel of the CCRO:

Section 4. The members of the PMC and Secretariat shall be entitled to receive reasonable incentives and/or honoraria subject to the usual auditing and accounting rules and regulations.

Section 5. BUDGETARY REQUIREMENTS. The administrative and operational budgetary requirements including the corresponding honoraria for the members of the PMC and SECRETARIAT shall be charged to the funds allotted for the project SA PAARALAN KO PWEDE NANG MAGPAREHISTRO.

Section 6. Effectivity. This Executive Order shall take effect immediately upon its approval.
