A RESOLUTION RECOMMENDING TO THE HEAD OF THE PROCURING ENTITY

(HoPE) TO AWARD THE CONTRACT FOR LOT NO.2 FOR THE PROJECT, SUPPLY

AND DELIVERY OF VARIOUS BRAND NEW SERVICE MOTOR VEHICLES (RE-

BIDDING)

WHEREAS, it is the task of the Bids and Awards Committee (BAC) to ensure that

the Sugar Regulatory Administration (SRA) abides by the standards set forth in the

Republic Act 9184 and its Revised IRR, otherwise known as "The Government

Procurement Act," in all its procurement activities;

WHEREAS, during the pre-procurement conference held last December 19,

2019, it was mentioned that the project is included in the 2019 SRA Annual

Procurement Plan (APP) and the budgetary requirement for the said procurement

shall be charged against the 2019 COB Funds, and hereto attached as Annexes "A", "B",

and "C" are the 2019 SRA APP, Purchase Request and Certificate of Funding

Availability;

WHEREAS, SRA advertised/posted the Invitation to Bid for the Public Bidding

for the Supply and Delivery of Various Brand New Service Motor Vehicles (Re-

bidding) with an Approved Budget for the Contract (ABC) of Fourteen Million Eight

Hundred Fifty Thousand Pesos and 00/100 Only (Php14,850,000.00) in the

Philippine Government Electronic Procurement System (PhiIGEPS), SRA Website and

conspicuous places in the premises of SRA from December 20, 2019 up to the closing

date January 09, 2020;

WHEREAS, in compliance with the provision under Section 13 of the revised IRR

of RA 9184, observers from the Commission on Audit (COA) and private sectors were

also invited to observe and witness the conduct of the Pre-Bid conference and Public

Bidding as scheduled;

WHEREAS, in response to the said advertisement, four (4) prospective bidders

attended the pre-bidding conference conducted last December 27, 2019 namely,

Diamond Motor Corporation, Toyota North Edsa, Nissan Commonwealth and

Prince Motor Corporation;

WHEREAS, during the Public Bidding held last January 09, 2020, four (4)bidders arrived and submitted their bids in an envelope as prescribed under Section

25.1 of R.A. 9184 that contain the Eligibility & Technical Component (Envelope No. 1)

and the Financial Component of the bid (Envelope No. 2) namely, NissanCommonwealth Inc., Powertrac Incorporated, Prince Motor Corporation and

Toyota Balintawak Inc.;

WHEREAS, the BAC and Technical Working Group (TWG) members opened and

evaluated the first envelope of the four (4) bidders, following the pre-requisites ofsections 25.2a, 27 and 29 of RA 9184;

WHEREAS, after review and evaluation, the BAC Chairperson announced that

bidder no. 1 - Nissan Commonwealth Inc., bidder no. 2 - Powertrac Incorporated,

bidder no. 3 - Prince Motor Corporation and bidder no. 4 - Toyota Balintawak Inc.

passed the Eligibility and Technical Component of the bid;

WHEREAS, the BAC and TWG members opened and evaluated the second

envelope of bidder no. 1, bidder no. 2, bidder no. 3 and bidder no. 4, after reviewand evaluation, the BAC Chairperson announced that bidder no. 1, bidder no. 2,bidder no. 3 and bidder no. 4 passed the Financial Component of the bid. Below is the

bid price as read by the BAC Chairperson and hereto attached as Annex "D" is the

Abstract of Bids;

WHEREAS, having passed all the required components, the BAC Chairperson

declared the bid offer of bidder no.1 - Nissan Commonwealth Inc. as the LowestCalculated Bid (LCB) for Lot No.2 in the amount of Ten Million Two Thousand Two

Hundred Sixteen Pesos and 00/100 Only (PhplO,002,216.00);

WHEREAS, TWG Members Engr. Jay E. Dizon, Resty D. Realo and Marco D.

Soriano submitted their Post Qualification/Evaluation Report recommending Nissan

Commonwealth Inc. as the Lowest Calculated and Responsive Bid (LCRB) for Lot

No. 2 for the project, Supply and Delivery of Various Brand New Service Motor

Vehicles (Re-bidding), hereto attached as Annex "E" are their reports;

WHEREAS, on a BAC meeting held last February 03, 2020, having passed the

criteria for eligibility screening and having complied with the requirements in the post-

qualification evaluation, the BAC has concurred with the evaluation of the TWG

Members;

NOW, THEREFORE, We, the Chairperson and Members of the Bids And

Awards Committee, hereby RESOLVE as it is hereby RESOLVED to DECLARE Nissan

Commonwealth Inc. as the bidder with the Lowest Calculated and Responsive Bid

(LCRB) for Lot No. 2 in the amount of Ten Million Two Thousand Two Hundred

Sixteen Pesos and 00/100 Only (Php10,002,216.00);

RESOLVED FURTHER, to RECOMMEND to the Head of the Procuring Entity

(HoPE) to award the contract for the Project, Supply and Delivery of Various

Brand New Service Motor Vehicles (Re-bidding) for Lot No. 2 to Nissan

Commonwealth Inc. in the amount of Ten Million Two Thousand Two Hundred

Sixteen Pesos and 00/100 Only (Php10,002,216.00);
