NATIONAL GOVERNMENT STATE DEPARTMENT OF INTERIOR DIRECTOR OF ADMINISTRATION - Job Group ‘S’ – FIFTEEN (15) Posts - V/No.51/2015 Basic Salary Scale: Kshs.120,270 p.m – 180,660 p.m For appointment to this grade, a candidate must have: (i) served in the grade of Senior Deputy County Commissioner/Senior Deputy

Secretary, Job Group ‘R’ for at least three (3) years in the Civil Service;

(ii) a Masters Degree or Post Graduate Diploma in any Social Science from recognized

Institution;

Duties and Responsibilities

Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. (Job Group ‘R’)

For appointment to this grade, a candidate must have:

(i) served in the grade of Deputy County Commissioner I/Deputy Secretary, Job

Group ‘Q’, for at least two (2) years in the Public Service;

(ii) a Bachelors Degree in any Social Science or its equivalent qualification from a

university recognized in Kenya;

(iii) attended a Strategic Leadership Development Programme in a recognized

institution;

(iv) a clear understanding of the National Development Goals, Vision 2030,

Millennium Development Goals and the ability to relate them to Public

Administration function; and

Duties and Responsibilities

An officer at this level will be deployed to Head a Sub-County with highly complex

development activities and diverse social-economic and political background. The officer

will be responsible for the efficient management and co-ordination of Government

functions in the Sub-County where work will involve general administration and co-

ordination of development activities such as:

(i) leading disaster management and emergency response activities;

(ii) mobilizing resources for development;

(iii) promoting peace and security;

leadership in the department. Specific duties and responsibilities include:

(i) formulation, implementation and reviewing refugee strategy, policy and program;

(ii) providing facilities and services for the protection of refugees and asylum seekers;

(iii) promoting durable solutions for refugees granted asylum in Kenya;

(iv) implementing the decisions of the Refugee Affairs Committee;

of Assistant Director of National Registration (Fingerprints), Job Group ‘P’;

(ii) a Bachelors degree in any of the following disciplines:- Forensic Science,

Criminology, Security and Disaster Management, Information Science or

Information Communication Technology from a university recognized in Kenya;

(iii) a Masters degree in any of the following fields:- Forensic Science, Criminology

Security, Conflict and Disaster Management, Armed Conflict and Peace Studies,

Duties and Responsibilities

An officer at this level will be answerable to the Director, Registration of Persons for

effective and efficient management of Fingerprint Identification Services. Specific duties

and responsibilities will include:

(i) implementing and reviewing strategies, policies and programmes relating to

fingerprint services;

(ii) interpreting, administering and enforcing the provision of the fingerprint services

as stipulated in the Registration of Persons Act (Cap 107) of the Laws of Kenya and

other related to authentication of national identity cards;

(iii) providing guidance to analysis and comparison of fingerprint marks for individual

identification;

(iv) providing expert advice relating to fingerprints in courts of law and to other

stakeholders; and

(v) overseeing the formulation and implementation of fingerprint programs.

SENIOR ASSISTANT DIRECTOR, NATIONAL REGISTRATION (FINGERPRINTS) –

ONE (1) POST - V/NO.56/2015

Basic Salary Scale: Kshs.89,748 p.m – 120,270 p.m - (Job Group ‘Q’)

For appointment to this grade, a candidate must have:

(i) initiating, formulating and implementing strategic plans and fingerprints

operational procedures;

(ii) overseeing cross referencing of detected double, multiple and illegal registration of

national identity cards;

(iii) combating and controlling illegal entry of persons into the country in collaboration

with security agencies and other stakeholders;

(iv) planning, designing, implementing, monitoring and evaluating training

programmes for fingerprints personnel in collaboration with relevant training

institutions/stakeholders;

(v) initiating the adoption of new technologies in the provision of fingerprint services;

and

(vi) designing public outreach programmes in fingerprint.

(i) served in the grade of Senior Assistant Director of Immigration Services, Job

Group ‘Q’ for a minimum period of three (3) years or in an equivalent and

providing strategic leadership in the department. Specific duties and responsibilities

include:

(i) guiding the implementation and review of immigration policies and strategies;

(ii) providing advise on matters relating to issuance of documents, border management,

law enforcement and citizenship;

(iii) coordinating consular services relating to immigration matters abroad;

(iv) recommending the declaration and removal of prohibited immigrants to the

prohibited Immigrants Committee; and

Duties and Responsibilities

An officer at this level will be responsible to the Director General of Education for

providing leadership and strategic direction in the department. Specific duties and

responsibilities include:

(i) formulating, implementing and reviewing policies relating to adult and continuing

education;

(ii) developing of regulatory frameworks and standards;

(iii) undertaking research and innovation in Adult and Continuing Education;

(iv) promoting Adult and Continuing Education (ACE) programmes and projects;

(v) promoting community education and empowerment programmes and special

programmes for adults and youth;

(vi) facilitating the development and review of curricular for ACE in liaison with the

Kenya Institute of Curriculum Development;

(vii) coordinating the creation and maintenance of a Management Information System

(MIS) on ACE; and

(viii) establishing and maintaining partnerships and collaboration with local and

international agencies for the promotion of ACE activities.

Coordinating Committee (NCCACC) in preparing for negotiations;

(ii) undertaking capacity building and reporting back to stakeholders on the

outcomes of international conferences;

provision of strategic direction and leadership of the Human Resource Management and

Development function in a Ministry/State Department. Specific duties and

responsibilities at this level entail:-

(i) providing guidance on human resource management and development policy

matters to Ministries/State Department and Agencies;

(ii) innovating,designing, reviewing and implementing human resource management

and development strategies ,policies and guidelines;

(iii) introducing systems and management practices that facilitate efficient and

effective management of the human resource management and development

function;

(iv) developing terms and conditions of service for the Public Service and Semi-

Autonomous Government Agencies (SAGAs);

(v) proposing performance improvement strategies that are adaptive to the changing

environment and technology;

(vi) researching on human resource best practices and development of human resource

management and development policies, standards and regulations;

(vii) initiating action on issues related to Collective Bargaining Agreements; negotiating

agreements with labour unions and monitoring their implementation;

(viii) ensuring compliance with labour laws; and monitoring implementation of pay and

benefits policy and suggesting areas of review;

(ix) advising on the exercise of delegated powers and ensuring that professional

human resource management and development standards are maintained;

(x) coordinating the preparation of personal Emoluments (PE) budgets;

SENIOR ASSISTANT DIRECTOR, HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT – TWENTY (20) POSTS – V/NO. V/NO. 119/2015 Basic Salary Scale: Kshs.89,748-120,270 p.m Job Group ‘Q’ For appointment to this grade, a candidate must have:

(i) served in the grade of Assistant Director, Human Resource management

Development (Job Group ‘P’) or equivalent position in the Civil Service for a

Duties and Responsibilities

The Senior Assistant Director, Human Resource Management and Development Services

will be responsible to the Director, Human Resource Management and Development

Services for provision of strategic direction and leadership of the Human Resource

Management and Development function in a Ministry/State Department. Specific duties

and responsibilities at this level entail:-

(i) developing, implementing and monitoring human resource management and

development policies and practices;

(ii) interpreting and advising on human resource management and development

policies, rules and regulations and analyzing their impact on staff;

(iii) proposing performance improvement strategies that are adaptive to the changing

environment and technology and institutionalization of performance management

including staff Performance Appraisal System;

DIRECTOR, COMPLIANCE AND QUALITY ASSURANCE – ONE (1) POST

Gross Salary: Ksh.420,865 – Ksh.561,153 p.m. - (PSC 8)

Terms of Service: Permanent or Contract

For appointment to this grade, a candidate must have:

(i) At least ten (10) years experience in Human Resource Audit, Compliance and

Quality Assurance or in a comparable and relevant position in the Public Service,

three (3) years of which should have been in a leadership/senior management

position;

(ii) A Bachelors degree in any of the following fields: Economics, Public/Business

Administration, Commerce, or any other relevant field from a university

recognized in Kenya;

(iii) A Masters degree any of the following fields: Economics , Business

Administration, Development Studies, , or any other relevant field from a

university recognized in Kenya;

(iv) Attended management/leadership course in a recognized institution;

Duties and Responsibilities

The Director, Compliance and Quality Assurance will be responsible to the

Secretary/CEO to undertake compliance audits, promotion of values and principles of

good governance, investigation, monitoring and evaluation of human resource practices

for efficient and effective public service. Specific duties and responsibilities include:

(i) formulating, implementing and reviewing of Compliance and Quality Assurance

Policies;

(ii) evaluating and preparing reports to the President and Parliament on Public Service

compliance with values and principles;

(iii) promoting national values and principles of governance under article 10, and

values and principles of Public Service under article 232 of the Constitution;

(iv) monitoring and evaluating the implementation of the Commissions’ delegated

functions;

(v) evaluating compliance with Service Regulations, policies and guidelines and

preparing management reports regarding their compliance;

(vi) carrying out investigations, monitoring and evaluation of the organization,

administration and personnel practices of the public service;

(vii) ensuring institutionalization of uniform Standards and Quality Control Procedures

in the public service; and

(viii) ensuring the Code of Conduct in the Public Service is observed kept under regular

review.

For appointment to this grade, a candidate must have:

(i) at least Fifteen (15) years experience in Public Communications or in a comparable

and relevant position in the civil or wider public service, three (3) of which should

have been in a leadership/senior management position;

(ii) a Bachelors degree in any of the following disciplines: Communication

Studies; Mass Communication; Journalism, Public Relations; Information

Science, Social Sciences or any other approved equivalent qualifications from a

university recognized in Kenya;

(iii) a Masters degree in any of the following disciplines: Communication

Studies; Mass Communication; Journalism, Public Relations; Information Science,

Social Sciences or any other relevant field from a university recognized in Kenya;

(iv) attended a management/leadership course in a recognized institution

Duties and Responsibilities

An Officer at this level will head the Public Communications Unit and will be responsible

to the Commission Secretary/CEO. Specific duties and responsibilities include:

(i) formulating, implementing and reviewing Public Communication policies and

strategies;

(ii) gathering information on policies, programmes, significant events and

projects can be propagated and promoted;

(vi) preparing media supplements, documentaries, press releases/media features,

planning publicity strategies and campaigns, writing and producing presentations

and press releases; and

(vii) providing clients and stakeholders with information about the Commission’s

activities.
