TERRITORIAL APPROACH

The territorial approach starts from the recognition of differential factors that characterize each

municipality in the country based on variables that condition the reopening:

POPULATION DENSITY: Expressed in inhabitants per square kilometer, it is an indicator linked to POPULATION DENSITY: Expressed in inhabitants per square kilometer, it is an indicator linked to

the risk of contagion due to the existence of concentrations of people who inhabit and circulate,

even under the confinement parameters established by the government.

PREPARATORY ACTION PLAN

PHASE 0

It is established the need to launch a Preparatory Plan that meets a series of conditions to strengthen the Capacity

for Medical Care at the municipal level. A period of 10 days is established for compliance with these conditions,

which are described below:

1. Ensure the provision of Temporary Protective Equipment in the First and Second Level of Care, for all health and support

employees who intervene in the medical care process in favor of the population, placing special emphasis on Regions 2 and 3,

where there is positive evidence of COVID Cases19;

2. Distribution of Outpatient and Hospital Treatments in the COVID19 Care Centers nationwide, giving priority to delivery in Regions 2

and 3;

3. Carry out a Rapid Test Screening, duly approved by the Ministry of Health, in the 18 departmental capitals of the country, in order

to validate the behavior of the Pandemic at that level of political division;

4. Ensure access to the database of the SESAL Health Surveillance System to the Epidemiology Unit of SINAGER in order to be able

to form a baseline at the time of the start of the Economic Reopening

5. Consolidate and assign financial resources to the SESAL for the hiring of a person to attend to the needs of RELEVO due to

retirement conditions, health conditions or prolonged periods of service.

6. Establish a minimum of 10% of periodic tests to be carried out in work centers, under the coordination of the Honduran Social

Security Institute (IHSS)
