Incidents Update: During the reporting period, two new natural disaster incidents were
reported
North Region:
Sar-e-Pol Province (UPDATE): According to initial information obtained from ANDMA on 26
May, 350 families were reportedly affected by a landslide in Balkhab district on 18 May.
Following an initial assessment by the district authorities, an assessment team consisting of
SCI, ZOA, WFP, ARCS and ANDMA was mobilized to re-assess the affected area and found 66
houses destroyed and 70 houses damaged in Dahna Halka, Dahna Gaward and Gaward
villages. Islamic Relief committed to covering the food needs of all the affected families. Access
to the affected villages is a challenge due to the lack of paved roads. As such, ANDMA, the
Provincial Governor (PG) and the district authorities decided to distribute food and NFIs in the
more accessible Pay Ziarat area, located between the district center and the affected area.
Distribution of the committed assistance is pending due to the presidential election. A PDMC
meeting will be held next week to coordinate the continued response.
In a separate incident, a flash flood on 30 May reportedly affected Barghali, Adreng, Qalai
Sukhta, Laghaman, Alaf Safid, Yarganda, Shahr-e-Gaday, Setoot and Gulnazar villages in Sar-
e-Pol city. A joint assessment team consisting of ANDMA, DRRD, the Water Management
Department, ZOA and WFP conducted assessments in Barghali and Adreng villages. Sixty
three families were found to be affected (23 HH destroyed, 40 HH damaged) in Barghali village
and twenty two families were found affected (12 HH destroyed, 10 HH damaged) in Adreng
village. The assessment in the remaining villages was postponed due to security constraints
during the election period. Assessments will resume by next week and a response will be
coordinated once the assessments are concluded.
Balkh Province (UPDATE): The following districts were affected as the result of flash floods on
30 May:
1. Kishindi District: An unknown number of families were reportedly affected in several
villages. A joint assessment team consisting of PIN, WFP, DRRD and ANDMA carried
out an assessment on 1 June. The findings of the assessment indicate that 221 families
were affected (61 houses destroyed, 160 houses damaged) in twelve villages (Mirzayee,
Charkhab, Dehak, Khalifa, Safid Khaak, Andarab, Laark, Lar kochko, Mian Dehi,
Aqkupruk, Sarab and Lorband). In addition, one person was killed and 17 intakes, three
bridges and an estimated 31km of roads in different villages were damaged. The road

between the district center and Tunj village was totally destroyed. PIN, UNICEF and SCI
provided NFIs, while WFP covered food needs of the affected families.
2. Sholgara District: Following an assessment conducted by ARCS, seventy-five families
were found to be affected. CARE and UNICEF provided NFIs, while ANDMA covered
their food needs during the reporting period.
3. Chemtal District: Following an assessment conducted by ARCS, seventy-six families
were found to be affected. CARE and UNICEF provided NFIs, while ANDMA covered
the food needs of the affected families.
4. Chahar Bolak District: Following an assessment conducted by ARCS, eighty-six
families were found to be affected. CARE and UNICEF committed to providing NFIs,
while ANDMA will cover food needs. The distribution of relief items was postponed due
to the election.
Faryab Province (UPDATE): A landslide incident was reported in Nazir Abad/Kohi Khana
village of Maimana district on 29 May. Three families were affected (three houses together with
HH items completely destroyed). A joint assessment was conducted by IOM, ANDMA and SCI
in the presence of the ANDMA DG on the same day. ANDMA provided 15,000 AFN to each
family and will cover their food needs as well. SCI committed to providing NFIs, but at the
PDMC the ANDMA DG stated that the affected families can procure the needed NFIs through
the cash assistance that was provided to them. As such the SCI NFI assistance was not
needed.
Flash flooding on 30 May affected the following districts. According to the district governors and
CDC members, more than one thousand families were reportedly affected:
1. Pashtonkot District: According to initial information obtained from ANDMA and
district authorities, 1,077 families were reportedly affected, 166 animals killed,
numerous acres of agricultural land were washed away, bridges and roads were
destroyed and three people were killed in Halwakhor, Sayer, Jijigak, Mirshikar, Kulani,
Tokali and Ghalmori villages. A joint assessment team consisting of Islamic Relief,
CDC, ARCS and district local authorities was assigned to conduct an assessment and
share the findings with PDMC members. The assessment has been concluded and the
findings will be shared with PDMC members. Islamic Relief committed to providing
food early next week.
2. Qaysar District: According to initial information obtained from ANDMA and district
authorities, an unknown number of families were reportedly affected, 200 animals were
killed, acres of agriculture land was damaged, bridges and roads were destroyed and
three people were killed in Ghondasank, Korab, Jairaghal, Tashlak, Eity Salok, and
Tirailik villages. A joint assessment team comprised of ACTED, ARCS, WFP and
district local authorities were assigned to conduct an assessment and share the
findings with PDMC members. The assessment is still pending due to the elections,
and is planned for next week.
3. Belcheragh District: According to initial information obtained from ANDMA and
district authorities, an unknown number of families were affected by flooding in
Khorchi, Toghlamast, and Charmgary villages. The main road between Maymana and
Bilcheragh district is closed for traffic. A joint assessment team consisting of IOM,
CHA, SCI, WFP, NRC, ARCS and district local authorities was assigned to conduct an

assessment and share the findings with PDMC members. The assessment is still
pending due to elections and is planned for next week.
4. Gurziwan District: Two villages (Qorchi, Toghlamast) were reportedly flooded, a joint
assessment team consisting of IOM, CHA, SCI, WFP, NRC, ARCS and district local
authorities was assigned to conduct an assessment and share the findings with PDMC
members. The assessment is still pending due to the elections and is planned for next
week.
5. In addition, 164 families were identified by district authorities and CDC as having been
affected by recent flooding in the Qarayee area of Almar district. The needs of the
affected families were referred to ANDMA for their intervention. ANDMA provided food
items last week. Separately, as a result of flooding 75 families were reportedly
displaced from Astana valley of Shirintagab district and have settled in Chaghatak
village of Dawlatabad district. A joint assessment team consisting of IOM, UNHCR,
NRC, UNICEF and OCHA will visit the area and share findings with PDMC members.
The assessment has been postponed due to security reasons, and will be picked up
after the elections.
Northeast Region:
Badakhshan Province: Based on the initial information obtained from the District Governor of
Baharak, several families were reportedly affected by flash flooding on 7 June in Payen Shahr
village of Baharak district. The flood also resulted in damages to agricultural land. An
assessment team consisting of IOM, ANDMA and representatives from the PG’s office carried
out a join assessment on 9 June. Seventeen houses belonging to thirty families were completely
destroyed, 200 acres of agricultural land were damaged and two km of irrigation canal was
blocked by mud. On 12 June, IOM assisted the affected families with the provision of 30 family
modules, 30 blanket modules and 30 emergency shelter kits, while ANDMA provided tents and
WFP covered food needs.
Baghlan Province: Massive flash floods on 6 June in Guzargah-e-Nur district affected the
villages of Yahya, Jeryan, Zeh Wali, Dahte Khasa, Mir Khel, Yahood, Dahnae Gharoo, Deh
Qandee, Koree Naw, Jar Ab, Dashte Khakaye Payeen, Khasaye Payeen. Initial reports
indicated that 800 houses were destroyed and more than 100 people were killed. The flooding
also washed away the road into Guzargah-e-Nur district. An extraordinary PDMC meeting was
convened to mobilize assessment teams to the affected district to assess the scale of disaster
and to verify the immediate needs of the affected families. Road access to Guzargah-e-Nur

district was impossible, delaying the assessment for two days. An assessment team comprised
of IOM, FOCUS, WFP, UNICEF, UNHCR, ANDMA and OCHA was able to reach the area on a
UNHAS helicopter. Three assessment teams were assigned to assess the damages in the
affected villages. The assessment commenced on 9 June and continued through 12 June. In
total, 789 families were found to have been affected (597 houses destroyed, 192 houses
damaged), and at least 86 people were killed in the abovementioned villages.
When the team returned back to the provincial center an OCT meeting was convened to
coordinate the response. The following commitments were made by humanitarian partners:
1. IOM will assist 400 families with the provision of 400 family modules, 400 blanket
modules, 400 emergency shelter kits and 400 solar lightening modules.
2. ARCS will distribute 200 NFI kits and 200 tents
3. UNICEF will distribute 189 NFI kits and 500 hygiene kits.
4. RRD will provide 10 tents.
5. FOCUS will distribute 50 tents
6. UNHCR will fill the gap for tents.
7. WFP committed to providing food packages to all 789 affected families
8. ANDMA committed to providing food and water during the election period.
A distribution committee consisting of WFP, IOM, FOCUS, ANDMA and ARCS was established
to jointly distribute the relief items. The committed assistance is on standby, to be transported to
the district once the road is reopened. As per the latest information obtained from the provincial
authorities, work is ongoing on both sides to reopen the road linking to Guzargah-e-Nur district.
The road is expected to reopen by 17 June, and the assistance convoy will be mobilized
immediately thereafter.
WFP has already dispatched one metric ton of high-energy biscuits by helicopter, which were
distributed to 238 flood-affected families. The ANDMA Baghlan office has distributed 1,500
pieces of bread, some biscuits and milk cream to the affected families. ANDMA has also
provided cash assistance (20,000 AFN/family) to 14 families for burial of their deceased.

West Region:
Ghor Province (UPDATE): According to initial information obtained from ANDMA on 18 May,
an unknown number of families were affected by flash floods in Shahrak, Dolaina and Dowlatyar
districts. The floods also damaged agricultural land. A joint assessment team consisting of ACF,
WFP, ARCS, ANDMA and district authorities was assigned to assess the affected areas in order
to verify the needs of the affected families. The assessment findings indicated that 61 families
were affected in Shahrak, 32 families in Dolaina and 33 families in Dowlatyar districts. ACF
assisted 32 families in Shahrak and 61 families in Dolaina districts with the provision of NFIs,
while WFP covered the food needs of the affected families. The affected families in Dowlatyar
remained unassisted.
In a separate incident reported by ANDMA on 20 May, flash floods in Saghar and Tolak districts
affected an unknown number of families. The flooding also resulted in damage to agricultural
land and reportedly killed four individuals. An assessment team consisting of ANDMA and
representatives from other humanitarian agencies was assigned to the affected areas. The
assessment findings indicate that 40 families were affected in Tolak and 67 families in Saghar
district. IOM committed to providing family revitalization kits to the affected families, while WFP
will cover their food needs. However, due to ongoing clashes in the vicinity of Saghar and Tolak
districts and related security threats, the distribution of the committed assistance has been
postponed.
