The purpose of this report is to seek Committee approval for Councillor Kevin Louey to travel to India (Mumbai and New Delhi) to lead a civic and business mission for the period 7 to 13 May 2017 (refer Attachment 2 for program outline). 2. Council’s Melbourne Doing Business Globally (approved November 2014) recommends that Council host inbound business delegates from India to profile Melbourne’s key industry capabilities. Two inbound missions (2015 and 2016) profiled Melbourne’s business capabilities in urban design, liveability, sustainability and water in response to the Indian Government’s Smart Cities Mission initiative. The 2016 mission, profiled 15 Melbourne businesses to the delegates during roundtables, tailored business meetings and sites visits. 3. The 2016 participants advised that to maximise opportunities for Melbourne businesses it was important to have a prompt follow up business/civic mission, to consolidate the connections established. Such a mission would position Melbourne’s expertise and capability in the minds of key decision makers. Austrade (New Delhi and Mumbai) and the Victorian Government Business Office (VGBO) India, advised participation at the Smart Cities Expo, 10 to 12 May 2017 (New Delhi) as an excellent opportunity from both a business and civic point of view to pursue opportunities with an urban infrastructure focus. 4. In addition to facilitating business interactions, Councillor Louey will undertake high level city-to-city meetings to ascertain potential at the government level in partnering with the City of Melbourne (as a “liveability” knowledge partner). Key issues 5. Participants from the 2016 inbound mission have offered their assistance to secure a strong program of business and civic meetings, in New Delhi and Mumbai. There are considered to be strong leads for a number of Melbourne based companies and opportunities for discussions with others companies. Initial discussions with Melbourne businesses indicate they are keen to participate in a council lead mission to India. 6. Austrade will be engaged on a fee for service basis for the development and delivery of on-ground support for the business mission and civic program developed in consultation with the VGBO. A portion of this cost will be recovered through a fee for service basis for business delegates who join. This model has been used for all previous City of Melbourne led missions to Japan and China (most recently 2016) for program development and on-ground costs. Past participants indicate this model provides good value for money and meets business expectations. 7. It is proposed that a City of Melbourne subject matter expert in city design and planning, join the mission to make presentations on Melbourne’s liveability capabilities to critical influencers. It is proposed that a member of the International and Civic Services Branch accompany Councillor Louey to provide high level support to achieve optimal business and civic outcomes during the program. Recommendation from management 8. That the Future Melbourne Committee: 8.1. Approves Councillor Kevin Louey to undertake travel to India to lead a business and civic delegation for the period 7 to13 May 2017. 8.2. Approves an amount of $9751.50 to cover the travel costs of airfares, accommodation and incidental expenses. 8.3. Finance

1. The estimated cost of the proposed travel to India for Councillor Louey would be $9751.50, including airfares $7158, accommodation $1680 and incidental expenses (meals, visas) $913.50. These costs will be met from within the approved 2016–17 overseas travel budget.

Conflict of interest

2. No member of Council staff, or other person engaged under a contract, involved in advising on or preparing this report has declared a direct or indirect interest in relation to the matter of the report.

Relation to Council policy

3. The Director, City Economy and Activation, has confirmed that the travel proposal accords with the requirements of the travel guidelines outlined in the Councillor Expenses and Resources Guidelines.

4. Council Plan Goal Three ‘A prosperous city’ seeks to achieve a sustainable and resilient municipal economy that is globally connected. Melbourne: Doing Business Globally’ (approved November 2014) guides Council’s international activities to deliver business development activities that increase exports and inward investment.

Environmental sustainability

5. International air travel will increase consumption/generation of energy and greenhouse gases, however to mitigate carbon emissions from flights, carbon offsets will be purchased. Presentation during the mission and meetings with key civic representatives in Mumbai and Delhi, will profile the capabilities of Melbourne’s businesses to provide a range of environmental services. Attendance at the Smart City India Summit will be an important opportunity to exchange views with government counterparts on issues of urban sustainability.
