BACKGROUND North Sydney Oval is a highly regarded and a well-loved community asset which holds strong social, sporting, historic and economic value for our community. It is one of North Sydney’s most historic and picturesque landmarks, with its distinctive architecture, picket fence and signature Moreton Bay Figtree casting a shadow over the northern end of the ground. The Oval is an important location for sporting endeavours, and a prime location for other large cultural and recreational events. From 1st October 2015, North Sydney Oval became its own business unit that encompasses the entire complex of North Sydney Oval that includes the Function Centre and the connecting commercial businesses within it. The purpose of creating this separate Business Unit is to ensure the Oval is not only kept up to contemporary venue standards but is also recognised as a first-class sporting event. A Business Plan was created which outlines the aim of achieving 200,000 attendees by 2020 and the capital works required to ensure the facilities meet all current and future requirements. CONSULTATION REQUIREMENTS No community engagement is required. SUSTAINABILITY STATEMENT The sustainability implications are of a minor nature and did not warrant a detailed assessment. DETAIL Since the creation of the Business Unit in 2015 there have been significant achievements including:

• Attainment of first ever Commonwealth Bank Women’s Ashes Series day-night test • Attainment of 12 first class fixtures and 1 international fixture including:

o NSW Rugby Union Shute Shield Grand Final (10,000 attendees) o 9 matches in WBBL Opening series (6,813 attendees) o 2 Day/night games for the Sydney Rays (2,897 attendees) o 2 International day/night cricket games with South Africa and Bangladesh o 9 WBBL T20 games for the Sydney Sixers women’s team

Further detail on the progress of actions within the Business Plan can be found in the attached Action Matrix. To ensure North Sydney Oval Business Unit achieves the aim of 200,000 attendees by 2020 the following is planned through the implementation of the Business Plan:

2. 200,000 attendees by 2020 – on track

Over the past few years the attendance at the oval has fluctuated. In 2014/15 90,000 people attended events and in 2015/16 72,634 people attended events. The reason for this fluctuation has been due to the significant amount of construction occurring over the last few years, including the capital works and building maintenance identified above. Although there will continue to be some disruption over the coming years so far on 2016/17 attendance is at 57,141 which is on track to reach 100,000 for this financial year.

3. 45 private bookings of the Function Centre not associated with sporting fixtures by 2020 – on track

In 2015/16 24 private bookings were held. This KPI not being met is due to the significant refurbishment that occurred at the Function Centre which put the venue out of action for 4-5 months. As at 30 December 2016 the number of private bookings are 14.

4. 30% increase in revenue for the Function Centre by 2020 – on track In 2015/16 a 19% increase in revenue was achieved despite the significant refurbishment. With continued implementation of the Business Plan this target is achievable by 2020. As at 30 December 2016 the revenue is at $426,307.00.

5. Income from North Sydney Oval meets or exceeds budget estimates – on track In 2015/16 the income from hire charges was 180% of the budget estimate and income from alcohol & catering is at 110% of budget estimate As at 30 December 2016 the income from hire charges is at 69.4% of budget estimate and income from alcohol & catering is at 99.4% of budget estimate. Economic Value

In 2014 Council engaged an independent consultant to conduct and economic impact projection for the North Sydney local economy and its businesses, when major events are held at North Sydney Oval. Interviews were held with attendees at events to get an understanding of the spending habits of people at the Oval for a major event. With over 90,0000 people attending 182 events at North Sydney Oval in the 2013/14 financial year the positive economic impact for the North Sydney community was estimated at $3.35M. The results of the consultants’ research indicated that Sydney siders that lived outside of the North Sydney Council area contributed 81% of the direct expenditure generated by staging events at North Sydney Oval. 44% of event attendees spent time in the NSC area prior to or post event and 8 out of 10 people said their experience had made them want to spend more time in the area.
