The 15th Annual HSE Workshop by Corporate HSE Department was organized on

January 28, 2015 at GAIL Jubilee Tower, Noida on the theme, “Safety Leadership”.

The workshop was attended by around 55 delegates comprising of OICs/WICs and F&S In-charges from the work centers. The workshop was inaugurated by Sh B. C.

Tripathi, Chairman and Managing Director through Video Conferencing from

Corporate Office. Shri M. Ravindran, Director (HR) was also present with the CMD

through videoconferencing. Dr. Ashutosh Karnatak, Director (Projects) was present

during the Inaugural Session.

Welcome Address by GM (HSE)

The workshop started with welcome address by Shri S P Garg, General Manager (HSE). A brief description on major activities carried out by HSE Department was

given to the attending delegates by GM (HSE). The highlights of the activities by

HSE being:

Formulation of HSE Signature of GAIL with respect to each of the element of

HSE i.e. Health, Safety and Environment; “Plantation of a Tree, Undergoing one Safety Training and Measurement of Body Mass Index (BMI) for good

health each year by every employee”

Behaviour Based Safety has been successfully rolled out at all the Process

plants, Petrochemical Complex and is in the last leg of roll-out at Pipelines,

Compressor Stations and Pumping Stations across the country. Revision of Incident Reporting System for GAIL incorporating all the

requirements of the ministry.

Re-issue of ‘Safety First’ bulletin of HSE.

Address by Director (HR)

Shri M. Ravindran, Director (HR) addressed the participating delegates through

videoconferencing from Corporate Office. Director (HR) appreciated the activities being done by Corporate HSE Department. He particularly lauded the initiative of

HSE Signature wherein HSE Signature of GAIL w.r.t. Health, Safety and

Environment has been framed and recently launched. He also opined that each and

every one of us should be a leader for practicing proper safety. He thanked all the

external faculties for agreeing to conduct interactive and learning sessions during this workshop.

Dr. Ashutosh Karnatak, Director (Projects) at the Inaugural Session

Inaugural Address by CMD

Chairman and Managing Director Sh. B. C. Tripathi addressed the gathering

through video conferencing from Corporate Office. CMD advised on according topmost priority to implementation of safety measures at all sites without any

deviation. CMD emphasized on the statement, "Production not at the cost of

safety". Further, it was advised that all pending OISD and M B Lal Committee

improvement points must be complied at the earliest. He mentioned that, safety

needs to be pursued with passion and not as ritual. Each one of us needs to be role model, demonstrating safety leadership. Safety leadership must play its role of

ensuring compliances to all Standard Operating Procedures at ground level. CMD

also accorded special attention to the fact that commissioning of no premises /

installations / pipelines should begin without obtaining all applicable statutory

approvals. Initiatives for obtaining the same must be started well in advance

considering different factors.

CMD also advised that all OICs, WICS and HODs should devote first half an hour of

the day on reviewing safety issues. It was also advised that all new GETs and other

officers who are posted at sites should be exposed to safety provisions, Safety

Management System etc. extensively right from the beginning.

Shri Arvind Namdeo, Dy. General Manager (HSE) thanked the Chairman and

Managing Director for always being the guiding force for new HSE Initiatives. The

Inaugural Session concluded with Vote of Thanks by Shri R K Singh, Chief Manager (HSE). He thanked all the dignitaries for sparing valuable time and gracing the

occasion.

Technical sessions:

Total three technical sessions were conducted during the 1-day workshop.

Technical Session-I

First Technical session had two presentations from Dr. Anil Bhaskar, Consultant,

DuPont Sustainable Solutions and Shri Hirak Dutta, Executive Director (OISD). The presentation by Dr. Anil Bhaskar was done in form of an interactive session prior to

the inaugural function. He insisted on creating a safety culture of the standard

where being self-insured remains the key and does away with requirement of any

kind of insurance. He also deliberated on the concept of Felt Leadership and

Operational Discipline.

Shri Hirak Dutta, Executive Director (OISD) passionately shared his experiences on

Leadership Challenges in Process Safety Management. He deliberated on the

Concept of Process Safety Management, Design Integrity, Operational Integrity,

Maintenance Integrity and Asset Integrity. He insisted on ‘Listening to Plant and Listening to People’ as precursor to the safe work culture at any operating

installation.

Technical Session-II

The second session was chaired by Shri P K Gupta, ED (Marketing-PC). This session consisted of in-house case study based presentations from Petrochemical and

Corporate O&M. Shri Joydip Paul, DGM (F&S) presented case studies on accidents

at Petrochemical Complex Pata and Shri Ragbhir Singh, CM (O&M-NCR) on Incident

at NCR. The presentations included the Root cause of the Incident, Learning from

the Incident, Recommendations and Remedial measures implemented. This year, in departure from the previous year trend, all the in-house presentations were done

on accident/incident instead of earlier practice of presentation on overall HSE

Management practices at sites.

Technical Session-III

The third session of the day was chaired by Shri Narendra Kumar, MD – IGL. This

session of the workshop had one external presentation followed by two in-house

presentations from Central and Southern Region. The external presentation was on

‘Disaster Management through Safety Leadership’ by Dr. Muzaffar Ahmad (Former Member of NDMA). He deliberated on roles of safety leadership in times of crisis in

containing and managing disasters. In-house incident case study based

presentations were made by Shri D K Sharma, DGM (F&S) from central region and

Shri G Senthil, CM (F&S) from Southern Region.

Valedictory Session

The valedictory session was chaired by Shri Narendra Kumar, MD – IGL. All the

participants of the workshop were given a Certificate of Participation for their active

interaction and discussion during various presentations.

The workshop concluded with summarizing the proceedings and Vote of Thanks by

Shri R K Singh, Chief Manager (HSE). On behalf of Corporate HSE Department and

on behalf of General Manager (HSE), he thanked all OICs & F&S heads for their

active participation, sharing of experiences and making 15th HSE Workshop a

success.
