1. Introduction

1.1 The BioVill project

BioVill is a three years project supported by the European Union's Horizon 2020 research and innovation programme with a budget of around 1.99 Mio EUR. The project started in March 2016 and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with 8 partners from the BioVill target partner countries Croatia, Macedonia, Romania, Serbia and Slovenia, as well as from Germany and Austria. Many South East European countries have high biomass potentials, but they are often not or only inefficiently used for local energy supply and regional economic development. Thus, the overall objective of the BioVill project is to support the development of regional bioenergy concepts and the establishment of bioenergy villages in Croatia, Macedonia, Romania, Serbia and Slovenia. This will be achieved by identifying suitable biomass value chains according to local and regional needs and transferring existing experiences in Austria, Germany and other European countries to the South-Eastern European partners. Thereby the market uptake of domestic bioenergy supply chains will be increased and the role of locally produced biomass as a main source of energy supply and added value for the local and regional economy will be strengthened. Core activities of the BioVill project include national and local framework analyses, technological and economic assessments of local bioenergy value chains, development of the institutional set-up and energy management concepts for the potential Bioenergy villages as well as capacity building on financing schemes and business models. As a key factor of success, the BioVill project uses a multi stakeholder approach fostering the involvement and active participation of the citizens and all relevant stakeholders in the planning and implementation process. Major results of the BioVill project will be the initiation of at least five bioenergy villages in the target partner countries up to the investment stage for physical infrastructure, the raise of public acceptance and awareness of a sustainable bioenergy production and its commercial opportunities as well as increased capacities of users and key actors in business and legislation to sustainably manage bioenergy villages and to enact national and EU legislation. Altogether the BioVill project will contribute to the expansion and sustainability of the bioenergy markets in Europe and the European Union.

1.2 Scope of the task/deliverable

In order to present the BioVill project and its results to a wider public all partners committed themselves to issue publications and/or interviews to local, national or European technical magazines and/or public media. The BioVill partners have collected their publications and sent them to GIZ in order to compile this report, which highlights some of these publications and documents all relevant press clippings and other media coverages as well as peer-reviewed scientific papers promoting the BioVill project. Details about the publications can be found in the annexes to this report. Furthermore, the media clippings and further links to the media coverages, such as Facebook pages of partners, are also available on the BioVill website, as far as this is not inflicting with any third parties copyright. Over the entire project duration, the consortium and its partners have promoted the BioVill project and its results in more than 500 communication and dissemination activities via the media, such as publications in technical magazines, public & social media, YouTube channels, TV and radio broadcasts as well as presentations in international and national conferences, seminars and workshops (see also D7.5). These activities have reached more than 1.6 million people. And it can be assumed that the BioVill project has achieved an even wider outreach due to re-posts and forwarding of information by network partners, consumers and/or participants in BioVill dissemination activities, which cannot be monitored by the project. Another overview of the communication and dissemination measures carried out in various BioVill tasks is presented in the Final Report and can be further accessed via the BioVill website www.biovill.eu.

2. The BioVill project promoted in technical magazines, the public media and newsletters

2.1 Austria

AEA handed in a publication on “The Techno-Economic Assessment and the Bioenergy Projects in the Target Villages” to Biobased Future in 2018. Biobased Future is a professional magazine focusing on interdisciplinary research and development, national and international networking as well as the dissemination of research and development results and the demonstration of innovative technologies. In addition, it presents latest developments from the IEA Bioenergy Task, event notes and information on publications. The AEA used the medium to publish the bioenergy projects in the target villages. Specific information and results regarding the BioVill project were further published by AEA via ResearchGate to the scientific community. ResearchGate is a network focusing on scientists and researchers for sharing papers, publications, posters and any other expert information and for facilitating cooperation. This platform has been used to publish a poster, presentation and information on the planned bioenergy projects in the target villages (WP4) as well as on the outcomes of the final international conference of the BioVill project in November 2018 in Brussels.

2.2 Croatia

During the whole project duration of the BioVill project, REGEA has been continuously working on the communication and dissemination of project activities and results at a local, regional and national level in order to raise the awareness among the citizens and policy makers and to increase the usage of bioenergy in Croatia. Social media posts on Facebook and Twitter frequently reaching over 3,000 followers, and press releases have been a substantial part of the promotion activities. In total, 4 articles about the BioVill project and the target villages Perušić and Lekenik were published in the REGEA newsletter, containing detailed information regarding the technical concepts to be implemented in the target villages. Furthermore, 40 press releases on different webpages were published. REGEA also used its newsletter to invite participants for the “training on financing, contracts and business models” and the “training on bioenergy projects for the financial sector”. The BioVill animation video was presented at trainings and during other events, like citizen information days and workshops. A summary of the trainings, including also the heat cost calculation tools used in the BioVill project, were published in the Croatian Magazine – Hrvatske šume.2. The magazine is freely available and is delivered to the employees of enterprises, schools, government institutions, municipalities, cities, companies and business partners via mail. Two press releases on local support schemes and incentives for small biomass heating systems were published in local and regional newspapers. The first press release referring to the village Perušić was published in the local newspaper “Lika press” in Dember 2016 and the second press release referring to village Lekenik was published in May 2018 in the local newspaper “Sisački tjednik”, No. 980. With both press releases, up to 4,000 people were reached including the inhabitants of the BioVill target villages Lekenik and Perušić. The BioVill project description and invitation to the 1st information day for citizens in Lekenik was published on the webpage of the municipality of Lekenik (http://lekenik.hr/poziv-na-informativni-dan-projekta-biovill/). Several articles about BioVill and its dissemination activities and implementation progresses were published in online journals with wide spectrum of interested public (e.g., Lika press online, GS press online, Leken, Cultural information Center Gospić). The Beta News Agency from Serbia published an online article and video with an interview of the deputy mayor of the municipality of Perušić, Mr. Mihael Kurteš, at the BioVill joint networking workshop in Belgrade, Serbia, held from 30th – 31st January 2018.

2.3 Germany

GIZ published three editions of the BioVill project newsletter, while a final 4th edition will be sent out after the project has finished in March 2019. The newsletter is spread to approximately 120 contacts that include GIZ staff, other EU-Horizon2020 project partners, energy agencies and local authorities related to the biomass and bioenergy sector. Further, the BioVill project and its results were presented in two editions of the internal GIZ Energy Newsletter, while a final third entry will be published in the April 2019 edition. The GIZ Energy newsletter is distributed among approximately 2,800 contacts of the GIZ energy sector worldwide. Besides the internal media channels, GIZ also positioned the BioVill project in one newsletter edition of the EU project ISABEL (www.isabel-project.eu) with 100 recipients of the scientific community and industry. ISABEL was about promoting, supporting and developing community biogas in Europe and ended in 2018. BioVill has registered at the “Joint Platform for Bioenergy”, a programme, which is financed by the European Commission (ENER/C2/SER/2016-486). The purpose of the Joint Platform for Bioenergy is to bring together the work and knowledge generated by bioenergy and biofuel projects supported by the EU and will be accessible in March 2019 as an online platform. As the BioVill project coordinator, GIZ continuously monitored the communication and dissemination activities of the BioVill consortium. GIZ encouraged the BioVill partners to promote the project via their social media channels, other technical, scientific and public media, to disseminate the implementation progress on national and international network events and conferences, and to continuously publish their activities on the BioVill website, both in English and national languages. GIZ and WIP, in cooperation with the partner consortium, submitted two scientific peer-reviewed papers and one poster to the conference proceedings of the European Biomass Conference and Exhibition (EUBCE) in 2017 and 2018. KEA published information on the BioVill project in three editions of the KEA newsletter, such as on the organization’s role in consulting the BioVill target villages throughout the implementation progress as well as on the BioVill final international conference in Brussels. The KEA newsletter addresses 1,080 persons; among others decision makers in municipalities, institutions, NGOs, engineering offices as well as politicians.

2.4 Macedonia

Information about the BioVill project in Macedonia has been published in various public media, such as newspapers, magazines and websites, throughout the project duration. On an international level, a scientific peer-reviewed paper titled “Techno-economic, social and environmental assessment of biomass based district heating in a bioenergy village” was published in the Book of Abstracts of the 1st Latin American SDEWES Conference in 2018, and in JSDEWES as an international scientific journal with impact factor, in 2019. On a national level, articles and interviews were published in the newspaper Nova Makedonija, the newsletter of the Association of the Units of Local Self-Government – ZELS, and of the Macedonian Centre for Energy Efficiency (MACEF). Further, information were published on the website of the Macedonian Information Agency, and of the Economic Chamber of Macedonia as well as on the websites klimatskipromeni.mk (in English and Macedonian language) and a1on.mk (on online TV). On a local level, information was issued in magazines and on websites of municipalities, e.g. Kichevo, Karposh and Delchevo.

2.5 Romania

GEA regularly published information and news about the activities of the Biovill project and promoted the concept of bioenergy villages in various media and communcation channels, like local and national newspapers, local and regional radio broadcasts as well as its social media platforms. In the annex are listed some of the relevant articles (35) and interviews (8) made during the lifespan of the project, reaching more than 22,600 people directly.

2.6 Serbia

The daily newspaper “Danas” is one of the most respectable and influential printed media in Serbia regarding the topics it covers, but also regarding of the quality level of the journalists and publications. SKGO supported an article in “Danas” on 17th May 2018, which discussed topics like the introduction of small biomass-based heating systems, energy poverty and transition to biomass-based heating as a vehicle to cleaner and more friendly climate technologies as well as a booster of local economy. In this respect, BioVill is mentioned together with other currently implemented renewable energy projects in Serbia, like GIZ DKTI and UNDP. “Danas” reaches approximately 25,000 readers and is distributed nationwide. The daily newspaper “Vecernje Novosti” with a national wide coverage published two articles on the BioVill target village of Kostojevici, one on 27th May 2018 and the second on 26th June 2018. “Vecernje Novosti” is a newspaper with one of the largest circulation in Serbia with 80,000 copies per day. The first article focusses on potentials of renewable energy sources like wood or agriculture-based biomass and its organized use for heat production in small communities and villages across Serbia. It includes the example of the village of Sajkasi in Vojvodina, but also points out the case of Kostojevici as the first potential bio-energy village in Serbia. The focus of the second article is on the BioVill target village Kostojevići, which is a pioneer for the production of brandy a hundred years ago and nowadays as well as is the first village in Serbia that is undergoing an energy transition from fossil fuels to biomass as the main energy source for the heating in the village.

2.7 Slovenia

In Slovenia, GIS supported the publication of 3 news about the BioVill project on Slovenian Forestry Institute webpage and 3 in other national public media. 7 articles about the project were published in various journals, reaching more than 154,400 people. More details are presented in the Annex.

3. Social media activities

The consortium actively promoted the BioVill project via social media, including Facebook, Twitter and Instagram (YouTube posts are listed in chapter 5 of this report). The project partners launched more than 450 posts on their social media channels, which received more than 5,700 responses in terms of Likes, reads and actual comment responses, and reached about 23,600 followers directly. It can be assumed, that much more recipients were reached by these posts, since either they were further re-posted by the participants of the BioVill dissemination activities, such as citizen information days or trainings and workshops, or the participants as well as the BioVill partners in the target communities have posted own news and tweeds about the project and its activities and results. The statistics mentioned in the report only document the social media activities performed by the BioVill consortium itself.

4. Communication campaigns (e.g. Radio, TV, YouTube, newspaper interviews)

Besides publications in technical magazines and via social media, the BioVill project was further promoted by the consortium through radio & TV broadcasts, on different YouTube channels as well as by articles and interviews in national newspapers. Overall, the BioVill consortium carried out 38 communication campaigns. Selected highlights are outlined in the following chapters per BioVill partner country.

4.1 Croatia

The Biovill project was presented by local and regional TV & radio stations in the target villages Perušić and Lekenik. For instance, the TV channel Loki Independent Croatian portal reported over the radio and published news about the presentation of the BioVill village Perušić at the national conference in Zagreb held on 24th October 2018 (http://www.tvloki.com/opcina-perusic-na-zavrsnoj-konferenciji-projekta-coolheatingbiovill/) and about the final international conference in November 2018 in Brussels jointly organized with the EU Horizon2020 project CoolHeating (http://www.tvloki.com/opcina-perusic-u-bruxellesu-na-zavrsnoj-medunarodnoj-konferenciji-eu-projekata-horizon2020-biovill-i-coolheating/ ). Both reports together reached an audience of approximately 1,820 people.

4.2 Germany

The German newspaper Sueddeutsche Zeitung with a countrywide outreach of approximately 345,000 recipients conducted an interview with Ms. Renate Glaser, one of the bioenergy village experts from the Glonn community, regarding her role as an expert in the 3rd BioVill study tour to Germany organized by GIZ and WIP in May 2017 (https://www.sueddeutsche.de/muenchen/ebersberg/neue-attraktion-die-welt-zu-gast-in-glonn-1.3513081; 19th May 2017). In 2017, the BioVill animation video was designed as an important information tool (D7.3). It was an essential part of the BioVill standard presentation (D7.5) and hence, included in most of the project presentations by all partners throughout the project duration. Additionally, GIZ distributed the BioVill animation video via the GIZ YouTube

channel in November 2017 (https://www.youtube.com/user/GIZonlineTV/videos?disable_polymer=1). Here it was

accessed more than 130 times until the end of the project. On the regularly accessible YouToube channel (https://www.youtube.com/watch?v=v2YI6G63oXk ) the video was opened 490 times until end of February 2019. It was furthermore distributed via the social media channels of the BioVill partners.

4.3 Macedonia

Several communication campaigns regarding the BioVill project have been carried out through various Macedonian local TV stations across the country, covering different BioVill project events. In the target community Kichevo, 3 TV stations, i.e. GURRA, MEGA and USKANA, conveyed information on the BioVill objectives, messages and recommendations to their local viewers. Further, the TV station STAR in Kriva Palanka and a TV station in Delchevo (delcevo365.mk) contributed to promote the BioVill approach in the follower communities. Summarized, the following 9 TV campaigns are still available online in Macedonian and Albanian language, reaching so far up to 10,400 viewers:

4.5 Serbia

Local and national news covered several stories about the BioVill project implementation in Serbia. Thus, approximately 1.2 million viewers were reached by the broadcasts mentioned below. Furthermore, the reports were published online via YouTube and were viewed by about 8,650 people. The following clips are still available on YouTube:

The local TV Channel 5, which covers Western Serbia and operates from the City of Uzice, published a report on the BioVill project in the target village of Kostojevici during the first citizen information day session on 28th February 2017. The coverage focused specifically the BioVill project engagement in Kostojevici and was broadcasted on 1st March 2017: https://www.youtube.com/watch?v=KgY6LkVm2Rc.

The following three reports were compiled (partly) in the context of the BioVill Joint Networking event, which took place on January 30 and 31, 2018 in Belgrade:

The Serbian Radio Television the Piblic Brodsacte Service on its 1st channel (RTS1) promoted the BioVill project during the collage type TV show "Ovo je Srbija" which is online every work day at 3pm. The broadcast reported on the BioVill target village Kostojevici and the implementation steps of the project: https://www.youtube.com/watch?v=KgGeIVZ9hFk&t=967s.

The Serbian Radio Television the Piblic Brodsacte Service on its 1st channel (RTS1) introduced the BioVill project in the prime-time news on 2nd February 2018 with a 2 minutes report on bioenergy and more specifically on the target village Kostojevici in the Municipality of Bajina Basta and its possible energy transition from fossil fuels to biomass in the heating system: http://www.rts.rs/page/tv/sr/story/20/rts-1/3026742/.html and http://www.rts.rs/page/stories/sr/story/125/drustvo/3026634/kostojevici-prvo-bioenergetsko-selo-u-srbiji.html.
