Dear Member Exporters,
I am glad to inform you that as an export promotional measure, CHEMEXCIL had
participated in the 19th edition of Beauty World Middle East exhibition held from 27th – 29th
May 2014 at Dubai International Convention and Exhibition Centre, Dubai, UAE alongwith 25
member-exporters under its umbrella. The organiser of the said expo was Epoc Messe
Frankfurt GmbH, Dubai.
Beauty World Middle East was the largest international trade fair for beauty products, hair,
fragrances and wellbeing in the Middle East and one of the top 5 exhibitions worldwide. A
truly international event, Beauty world Middle East offered trade visitors the convenience of
meeting over 1,000+ companies face to face over three days, for serious business.
The 19th and largest ever edition of Beauty world Middle East enjoyed a strong response
from the regional industry, where thousands of buyers and traders made a beeline for the
latest products and innovations served up by 1,354 leading international beauty and
wellness majors from 52 countries. More than 28000 visitors attended this exhibition.
The exhibition continues to lead the way in showcasing the latest global trends that shape
the future of the regional beauty and wellbeing sector. The Middle East Cosmetic and
toiletries market is one of the largest and most profitable in the world.
The Council had deputed Ms. Amrita Sharma, Regulatory Officer and Ms. Jennifer Lawrence,
Section Officer to organize the Council’s participation in the above exhibition along with 25
participants. The list of parties who visited the Council’s stall and who had shown interest
in cosmetics and toiletries are also given in the report.

The United Arab Emirates, a federation of seven emirates was formed in 1971. Though
Abu Dhabi is the capital of the country, Dubai is known as the Commercial Capital. It enjoys
a desert climate, warm & sunny in winter, hot & humid during the summer.
The UAE shares its borders with the Kingdom of Saudi Arabia (KSA) and Oman and has a
land area of 83,600 sq. km, four-fifths of which is desert. The UAE has a population of
around 4.6 million of whom some 82% are expatriates. Expatriate workers are largely drawn
from South Asia, the Philippines as well as other Arab countries and Europe, the US and
Australia. The Emirati population is very youthful, with 20% aged below 14 years. The stable
political alliance of the seven emirates of the UAE has been the bedrock of the nation’s
growth. Distributed oil wealth has been key to its cohesion and prosperity.
UAE is the only state in the Arab World to have a working federal system that has stood the
test of time. The UAE’s foreign policy is derived from a set of guiding principles, amongst
which are a deep belief in the need for justice in international dealings between states,
including the necessity of adhering to the principle of non-interference in the internal affairs
of others & the pursuit. Emiratis are a tolerant, forward-looking people with a strong sense of
tradition. Great strides have been made in the social sector fields of education, health care
and general welfare of the people.
The governments of the UAE, especially Abu Dhabi and Dubai, have been particularly skillful
in blending a combination of oil and gas revenue with strong trading and services sectors to
produce amongst the world’s most impressive economic performances. The non-oil sector in
the UAE continues to show solid growth, fuelled by supportive government programmes.
Economic growth is driven by building and construction, retail, entertainment events,
tourism, air transport, manufacturing and port operations.
The UAE has a vibrant, free economy with a significant annual trade surplus. Successful
efforts have been made to diversify away from dependence on Oil & Gas exports and a solid
industrial base has been created together with a very strong services sector. The
establishment of Free Zones has been an important feature of the diversification Dubai has
always been a major transhipment port for the Middle East and North Africa as well as
European destinations. It has developed sophisticated logistics systems to facilitate cargo
transfer – by sea and air. Saudi Arabia is one of the major transhipment destinations for
Dubai cargos. For distribution to other GCC markets, the UAE FTZs provide distribution
hubs where products can be reassembled, repacked and labelled for specific markets.
UAE is the second largest trading nation the Arab World. FDI is the highest in the region at
around 19 billion US $. The Government has been very active in its efforts to improve
conditions to meet aspirations of international, regional & local investors Given its tax-free
environment, world-class infrastructure, low tariffs and 100% ownership for foreign investors
in selected zones, the UAE is the ideal location for setting up new business. A gateway for
investors to reach out to neighboring GCC and Middle East and North African (MENA)
markets as well as the South Asian subcontinent, it has evolved into a financial hub of the
region. Today, the UAE stands as a strong nation built on the foundations of security, hope
and economic strength, its modern outlook and progressive society bringing it into the front
ranks of the Arab World. Ably guided by its leaders, the country remains peaceful and
investor-friendly, its outlook bright, though challenging. People from across the world find it
an attractive place to live, work, do business and save money in, as diversification continues
to be the key component of its strategy to further develop its economy.
MAJOR ITEMS EXPORTED BY INDIA TO UAE
The main items of exports from India includes mineral fuels, natural or cultured pearls,
cereals, gems and jewellery, manmade yarn, fabrics, metals, cotton yarn, marine products,
machinery and equipment, plastic and linoleum products, tea and meat and preparations.
Major items of imports from UAE include mineral fuels, mineral oils, natural or cultured
pearls, precious or semi-precious stones, metal ores & metal scrap, sulphur and unroasted
iron pyrites, electrical machinery and equipment and parts thereof, iron and steel etc.
MAJOR ITEMS IMPORTED BY INDIA FROM UAE
India’s major import items from UAE are: petroleum and petroleum products; precious
metals; stones, gems & jewellery; minerals; chemicals; wood & wood products UAE firmly
believes that free trade is a pre-requisite for strengthening the international trade system.
The country has relatively low border barriers to trade and has been a contracting party to
the WTO-sponsored General Agreement on Tariffs and Trade (GATT) since March 1994 and
the General Agreement on Trade in Services (GATS).
It has signed several Free Trade Agreement (FTAs), entering into negotiations and
agreements either individually or as part of the GCC. UAE has the 6th largest proven oil
reserves and the 5th largest proven natural gas reserves in the world. Moreover it is the
world’s 3rd largest exporter of crude oil.
The trade between the UAE and India has diversified and rapid economic growth of the
Indian economy has made it an attractive destination for investments. Indian companies,
which are entering Dubai and Northern Emirates in larger numbers, are finding Dubai an
important trans-shipment point and logistic hub for their goods. Over 80% of the trade
between India and UAE is routed through Dubai.
INDIA-UAE BILATERAL RELATIONS
The UAE’s economic, political and cultural links with India, which date back to more than a
century ago, are matured and multi-dimensional. Bilateral trade has been steadily growing
over the years and people-to-people contacts are constantly on the increase. Tourists from
both sides are visiting for leisure and pleasure, and more and more UAE nationals are
availing of healthcare and tourism facilities in India.
Close bonds between the Indian community and the nationals can be judged from the fact
that the Indian community is the largest expatriate community in the UAE, numbering about
1.5 million. Strong bonds of friendship between the UAE and India are poised to be further
diversified and strengthened in months and years to come.
HISTORICAL TIES THAT BIND THE TWO NATIONS AND NEW STRATEGIES FOR
STRENGTHENING THEIR CULTURAL AND TRADITIONAL BONDS
India-UAE relations are on the upswing. The two countries share bonds of cultural affinity
and have strong commercial and cultural linkages. Our expanding ties cover the full range of
economic, technical, social and cultural fields that are mutually beneficial for both peoples.
The relations between the two countries are not determined by trade and economic aspects
alone. Indians were present in the UAE long before oil was discovered and have played a
vital role in the development of the country. They have been active partners with their Emirati
hosts. UAE leaders have on several occasions acknowledged the contributions made by
Indians in different spheres.
DEVELOPMENTS IN THE FIELDS OF BUSINESS AND COMMERCE BETWEEN THE
TWO COUNTRIES
India and the UAE are making robust efforts to renew and strengthen the bilateral economic
and trade relations. The relationship between the two countries has evolved into a significant
partnership in the economic and commercial sphere, with UAE emerging as the second
largest market globally for Indian products. At the same time, Indians have emerged as
important investors in the UAE, and India as an important export destination for the UAE
manufactured goods.
A large portion of India’s exports to the UAE is transhipped from Dubai to other countries in
the region such as Pakistan, Afghanistan, Iran, Iraq, Saudi Arabia, Yemen and, of late, even
to East African countries. Thus, exports to the UAE have, in effect, opened up a huge
regional market for Indian products.
STATE OF TOURISM BETWEEN THE TWO COUNTRIES
Tourism sector is one of the areas that has good potential for future growth, especially
medical tourism. Emiratis going to India are already utilising Indian health services, including
the ayurvedic establishments and spas. Another area with considerable scope for
cooperation in tourism is construction and maintenance of hotels. There is good scope for
UAE to invest in the over-all tourism sector in India, which would help pull tourists visiting the
UAE to India as well.
AIR LINKS BETWEEN TWO COUNTRIES
There are over 475 flights per week between various destinations in India and UAE, shared
by Emirates, Etihad, Air Arabia, Kingfisher, Jet Airways, Air India and Air India Express. Out
of this three UAE national airlines (Emirates, Etihad and Air Arabia) operate about 304 flights
per week which represents approximately 64% of total flights operated in this sector.
India and United Arab Emirates also have Air Services Agreement (ASA). The Agreement
allows both the countries to designate any number of airlines for operation of mutually
agreed services for which the respective country shall grant appropriate authorization and
permission.
DOING BUSINESS WITH U.A.E.
Dubai offers foreign companies a wide choice of business options, including:
Direct trade - selling directly to established dealers and distributors
Commercial agency arrangements - appointee must be a UAE national or
company; agreement to be registered with Ministry of Economy and Commerce
Branch or representative office - 100% foreign ownership permitted; local agent
(sponsor) must be appointed; Economic Development Department license required
Limited liability company - foreign ownership restricted to 49%; Economic
Development Department licence required
A company in of the many Free Zone’s in Dubai depending upon the nature of
business.
LICENSING
The basic requirement for all business activity in Dubai is one of the following three
categories of licences:
1. Commercial licenses covering all kinds of trading activity;
2. Professional licences covering professions, services, craftsmen and artisans;
3. Industrial licences for establishing industrial or manufacturing activity.
These licenses are issued by the Dubai Economic Development Department (with the
exception of licenses for hotels and other tourism-related businesses which are issued by
the Department of Tourism and Commerce Marketing.) Also, licences for some categories of
business require approval from certain ministries and other authorities: for example, banks
and financial institutions from the Central Bank of the UAE; insurance companies and related
agencies from the Ministry of Economy and Commerce; manufacturing from the Ministry of
Finance and Industry; and pharmaceutical and medical products from the Ministry of Health.
More detailed procedures apply to businesses engaged in oil or gas production and related
industries. In general, all commercial and industrial businesses in Dubai should be registered
with the Dubai Chamber of Commerce and Industry.
OWNERSHIP REQUIREMENTS
Fifty-one per cent participation by UAE nationals is the general requirement for all UAE
established companies except:
Where the law requires 100% local ownership
In the Jebel Ali and Airport Free Zones
In activities open to 100% AGCC ownership
Where wholly owned AGCC companies enter into partnership with UAE nationals
In respect of foreign companies registering branches or a representative office in
Dubai
In professional or artisan companies where 100% foreign ownership is permitted.
LEGAL STRUCTURES OF BUSINESS
Federal Law No. 8 of 1984, as amended by Federal Law No. 13 of 1988 – the Commercial
Companies Law - and its by-laws govern the operations of foreign business. In broad terms
the provisions of these regulations are as follows:
The Federal Law stipulates a total local equity of not less than 51% in any commercial
company and defines seven categories of business organisation which can be established in
the UAE. It sets out the requirements in terms of shareholders, directors, minimum capital
levels and incorporation procedures. It further lays down provisions governing conversion,
merger and dissolution of companies. The seven categories of business organisation
defined by the Law are:
General partnership company
Partnership-en-commendam
Joint venture company
Public shareholding company
Private shareholding company
Limited liability company
Share partnership company
PARTNERSHIPS
General partnership companies are limited to UAE nationals only. The Dubai government
does not presently encourage the establishment of partnership-encommendam and share
partnership companies.
JOINT VENTURE COMPANIES
A joint venture is a contractual agreement between a foreign party and a local party licensed
to engage in the desired activity. The local equity participation in the joint venture must be at
least 51%, but the profit and loss distribution can be prescribed.
There is no need to license the joint venture or publish the agreement. The foreign partner
deals with third parties under the name of the local partner who (unless the agreement is
publicised) bears all liability. In practice, joint ventures are seen as offering a suitable
structure for companies working together on specific projects.
PUBLIC AND PRIVATE SHAREHOLDING COMPANIES
The Law stipulates that companies engaging in banking, insurance, or financial activities
should be run as public shareholding companies. Foreign banks, insurance and financial
companies, however, can establish a presence in Dubai by opening a branch or
representative office. Shareholding companies are suitable primarily for large projects or
operations, since the minimum capital required is Dh. 10 million (US$ 2.725 million) for a
public company, and Dh. 2 million (US$ 0.545 million) for a private shareholding company.
The chairman and majority of directors must be UAE nationals and there is less flexibility of
profit distribution than is permissible in the case of limited liability companies.
LIMITED LIABILITY COMPANIES
A limited liability company can be formed by a minimum of two and a maximum of 50
persons whose liability is limited to their shares in the company's capital. Such companies
are recognised as offering a suitable structure for organisations interested in developing a
long term relationship in the local market.
In Dubai, the minimum capital is currently Dh. 300,000 (US$ 82,000), contributed in cash or
in kind. While foreign equity in the company may not exceed 49%, profit and loss distribution
can be prescribed. Responsibility for the management of a limited liability company can be
vested in the foreign or national partners or a third party.
BRANCHES AND REPRESENTATIVE OFFICES OF FOREIGN COMPANIES
The Commercial Companies Law covers the formation and regulation of branches and
representative offices of foreign companies in the UAE and stipulates that they may be
100% foreign owned, provided a local agent is appointed.
Only UAE nationals or companies 100% owned by UAE nationals may be appointed as local
agents (which should not be confused with the term commercial agent). Local agents - also
often referred to as sponsors - are not involved in the operations of the company but assist
in obtaining visas, labour cards, etc and are paid a lump sum and/or a percentage of profits
or turnover.
PROFESSIONAL FIRMS
In setting up a professional firm, 100% foreign ownership, sole proprietorships or civil
companies are permitted. Such firms may engage in professional or artisan activities but the
number of staff members that may be employed is limited. A UAE national must be
appointed as local service agent, but he has no direct involvement in the business and is
paid a lump sum and/or percentage of profits or turnover. The role of the local service agent
is to assist in obtaining licences, visas, labour cards, etc.

BRIEF REPORT OF THE 19TH BEAUTY WORLD MIDDLE EAST EXHIBITION 2014
The 19 th edition of Beauty World Middle East Exhibit ion 2014 was an
International exhibit ion which was related to beauty products, hair, fragrances and
wellbeing in the Middle East. This event took place at the Dubai International Convention
and Exhibition Centre, Dubai, UAE from 27th to 29th May, 2014. The organiser of the said
Exhibition was Epoc Messe Frankfurt GmbH, Dubai.
The 3-day exhibition and conference was inaugurated by His Excellency Sami Dhaen Al
Qamzi, Director-General of Dubai Department of Economic Development alongwith
government officials, beauty industry representatives, VIPs and organisers.
Beautyworld Middle East was the largest in its 19 year history, with the 2014 edition
having grown by 24 percent year-on-year in exhibition size and exhibitor numbers.
The international significance of this dedicated trade show was further underlined by 28
international pavilions taking part.
The profile of exhibits include Hair, Nails and Accessories, Cosmetics, Toiletries and Skin
care, Machinery, Packaging and Raw Materials, Professional Equipment and Spa,
Fragrance.
The visitor profile included Buyers / Dealers, Manufacturers, Retailers / Wholesalers,
Importers / Exporters, Distributors, Hotel / Spa Developers, Consultants / Trainers,
Cosmetologists, Trade Associations, Government Agencies and Media.
The exhibition provided an excellent opportunity to the manufacturers / exporters as well as
the buyers / importers, key decision makers to connect and interact with them in the
chemical and agrochemical sectors to expand business of both domestic as well as
nationalized market.
CHEMEXCIL’s India pavilion was spread in an area of 252 sq m with 25 companies
participating in it. CHEMEXCIL’s India pavilion was visited by Mr. Ashok Babu, Deputy
Consul General of the Consulate General of India in Dubai, UAE w h i c h was very fruitful.
Mr Babu gave a suggestion that the third-fourth generations of Indians who are staying in
UAE and wish to sell their products in their country India should be given an opportunity to
participate in shows similar to buyer-seller meets for selling their products in their own
country India.
