1 OPENING OF THE MEETING

The meeting will be opened by the Host Bureau of Standards and the EAC Secretariat in accordance with the procedures of the EAC.

2 ADOPTION OF AGENDA

The meeting will consider and adopt the proposed agenda. The agenda as proposed may be modified by the meeting.

3 DELIBERATIONS ON DRAFT EAST AFRICAN STANDARDS

3.1 Background

During the 14th meeting of the EASC held in Arusha-Tanzania from 13th to 14th May 2010, it was noted that the East, Central and Southern Africa Health Community Secretariat (ECSA) had been requested by national governments to promote food fortification as a means to addressing micronutrient deficiencies that were reportedly widespread in the region. The committee agreed to develop East African Standards for key staple foods as a means to support food fortification in the regions. It was also observed that ECSA was committed to support the standards work.

During the 15th EASC meeting held in Arusha-Tanzania from 2nd to 3rd June 2011, it was reported that through the support provided by ECSA, a working group consisting of Uganda, Kenya, and Zambia had been convened in April 18th – 18th, 2011 in Moshi, Tanzania and had drafted working drafts for fortified food standards namely: fortified wheat flour, maize flour,

edible oil and sugar basing on ECSA Food Fortification Guidelines1 and current East African standards or drafts standards as applicable. It was also noted that a draft revised standard was also produced for iodised salt.

The EASC agreed that the drafts standards be circulated to Partner States for national consultations which would be supported by ECSA. It was also noted that ECSA would support an EAS Technical Committee meeting to review comments from Partner States with objective of finalizing Draft Standards.

Between July 2011 and September 2011 ECSA supported national consultations in the EAC Partner States where national stakeholders reviewed the draft standards. The EAS technical Committee meeting will now review Partner State comments with a view to agreeing on final draft standards which will be further processed for approval in accordance with EAC procedures.

3.2 CD-U-38-2011 Fortified wheat flour – Specification

The draft standard was based on EAS 1:2011, Wheat flour—Specification and the ECSA food fortification guidelines. The draft was circulated by Uganda for Partner State consultations. The draft will now be considered for processing into final draft East African standards.

3.3 CD-U-39-2011 Fortified milled maize products- Specification

The draft standard was based on EAS 44:2011 and the ECSA food fortification guidelines. The draft was circulated by Uganda for Partner state consultations. The draft will now be considered for processing into final draft East African standards.

3.4 CD-U-40-2011 Fortified edible oil and fat – Specification

The draft standard was based on EAS 321:2002, the CODEX STAN 19: 1981 (Rev 1987, 1999. Amend 2009), Codex Standard for Edible Fats and Oils not Covered by Individual Standards and the ECSA food fortification guidelines. The draft was circulated by Uganda for Partner state consultations. The draft will now be considered for processing into final draft East African standards.

3.5 CD-U-41-2011 Fortified sugar – Specification

The draft standard was based on EAS 16:2009, Plantation (mill) white sugar— Specification; EAS 8:2011, Raw sugar— Specification; EAS 749:2011, Brown sugars —Specification and the ECSA food fortification guidelines. The draft standard was circulated by Uganda for Partner state consultations. The draft will now be considered for processing into final draft East African Standards.

3.6 DEAS 35-2011 Fortified salt - Specification

The draft standard was based on EAS 35:2000 and the ECSA food fortification guidelines. The draft was circulated by Uganda for Partner state consultations. The draft will now be considered for processing into final draft East African standards.

4 FUTURE PROGRAM OF WORK

The committee will review areas of work including any arising from Agenda Item 3 and the report of the 15th EASC meeting and agree on areas for future work.

5 ANY OTHER BUSINESS

The committee may discuss any other issues that may arise.
