I have the pleasure to present the Barcelona Institute of Economics (IEB) Report for 2019, the last year before the onset of COVID-19 as it will probably be known in the future. The year 2019 has been highly productive for the IEB in achieving our two main goals: promoting and disseminating research in applied economics, and contributing to the debate and decision-making process in economic policy.

A total of 46 papers submitted by IEB researchers to international journals included in the Journal Citation Reports were accepted for publication, 20 already published in 2019 and 26 in forthcoming issues. This is a central indicator of scientific achievement. Moreover, our researchers published papers in other academic journals as well as books and book chapters with well-known publishers. We also published 11 papers in our Working Paper series.

In 2019, 26 researchers mainly from other international institutions and eight IEB researchers gave a seminar at the IEB. There were five international visiting researchers at the IEB, while eight IEB researchers went on visiting programs abroad. We also had nine IWIP sessions, that is, internal work in progress seminars. Furthermore, we organized five different workshops during the year. Finally, I would like to highlight a very significant data as a research institution: there are 15 PhD students doing their theses with us!

These outputs give credence to our excellence as a research center and to our international vision and vocation, built on an enviable track record spanning almost two decades.

In addition to all these, the IEB has also been interested in stimulating broader public debates on relevant and compelling issues. As part of this mission, in 2019, the Institute organised six different conferences; published four IEB Reports (comprising the Report on Fiscal Federalism and Public Finances), two Info IEBs, a widely circulated newsletter ; and updated the Autonomous Community Financing Map. Finally, in order to reach a broader audience, we have bolstered our communication policy with a more regular presence in the media and in Twitter.

All these objectives can only be achieved thanks to partnerships with the academe, the public sector and the business community. In particular, I would like to pay tribute to the invaluable support of our trustees at the IEB Foundation (Abertis, la Caixa, Naturgy, Saba, the Barcelona City Hall, the University of Barcelona and the Autonomous University of Barcelona), as well as the other entities that regularly the support us, Agbar, the Barcelona Provincial Council and Instituto de Estudios Fiscales.

The Institute hosts the Chair of Energy Sustainability at the UB (funded by the Foundation for Energy and Environmental Sustainability, FUNSEAM) and the Chair on Urban Economics City of Barcelona at the UB (funded by the Barcelona City Hall).

To conclude, I would like to express my gratitude to all IEB researchers, PhD students and administrative staff for their daily contributions to our Institute. This annual report is a testament to their productive and dedicated labours.

2.3. Research

The IEB’s research is mainly organised in Research Programmes and Chairs:

• The IEB Research Programme in Tax Systems Analysis aims at promoting high quality research in the field of taxation, taking into account not only the traditional approach to optimal taxation, but also administrative issues and the decentralization or globalization context. The ultimate aim of the program is to generate socially useful knowledge in this field. Special emphasis is put on empirical research, and on the analysis of the Spanish Tax System.The programme is led by Dr Alejandro Esteller-Moré.

• The Chair of Energy Sustainability at the UB, which promotes research on the production, supply, and use of energy needed to maintain social welfare and development, placing special emphasis on economic, environmental, and social aspects. The research programme of the Chair has three main areas of interest: energy sustainability, competition and consumers, and energy firms. The Chair is held by Dr Maria Teresa Costa Campi.

• The Cities Research Programme has as its primary goal the study of the role of cities as engines of prosperity. The different lines of research currently being developed address such critical questions as the determinants of city growth and the social relations established in them, agglomeration economies as a key element for explaining the productivity of cities and their expectations of growth, the functioning of local labour markets and the design of public policies to give appropriate responses to the current problems cities face. The Programme receives also the support from the Chair on Urban Economics City of Barcelona at the UB.The programme is led by Dr Elisabet Viladecans-Marsal.

• The IEB Research Programme in Fiscal Federalism has as its primary goal the study of the public finances and the political economy of multi-level governments (i.e., supra-national, national, regional and local). Its research covers topics such as: the effects of decentralization on the quality of public services, the effects of taxes on the mobility of individuals and firms, the effects of intergovernmental transfers on subnational decisions and its impact on the local economy, the political economy of the territorial allocation of public spending and transfers, the determinants of government quality at the local level and its effects on development, the coordination of fiscal policies across levels of government, and the relation between the design of multi-level government and country stability.The programme is led by Dr Albert Solé-Ollé.

• The aim of the IEB Research Programme in Infrastructure and Transport is to promote research in this area from an economic viewpoint, in order to generate knowledge that is useful to society and is able to guide public policy. It focuses on the effects of infrastructure investments and transport policies on economic growth and the environment, and examines the impact of policies of regional distribution.The programme is led by Dr Anna Matas.

• The Research Programme in Public Policy´s mission is to encourage research related to the design and implementation of public sector activities in order to meet social needs. The program revolves around these five themes: economics of education (integrates the previous Human Capital Program), health economics, innovation, labour market – immigration and security policies.The programme is led by Drs Daniel Montolio and Jose García-Quevedo.

3.3. Reports on Fiscal Federalism and Public Finance

IEB ReportThe IEB Report seeks to disseminate the views of researchers and academics on issues of social concern, in concise articles that emphasize being as informative as possible. Each study examines a current affairs issue by offering the opinions of leading national and international experts, as well as that of an IEB researcher. The report can be consulted in English, Spanish and Catalan on an open access basis at the Institute’s website, and its frequency of publication is linked to unfolding events in the world economy.

3.4. The Autonomous Community Financing MapThis infographic map shows how the current autonomous financing system has affected each autonomous community from its introduction in 2009 to 2016, the year for which latest published data are available. By monitoring the three steps taken by the system – taxes ceded prior to equalisation, application of the equalisation mechanism (guarantee fund for essential public services) and the application of three adjustment funds (global sufficiency, competitiveness and cooperation)- the map illustrates the changes in the resources per capita available to each community as different funds have been incorporated into the system. The Autonomous Community Financing Map is updated each year as data become available.

The tool is coordinated by IEB researchers, Drs. Núria Bosch and Maite Vilalta.

Our publications Info IEB and the IEB newsletter keep our members and the research community up to date with the Institute’s work and activities.

Info IEBInfo IEB is a communication tool that publicizes the studies carried out by IEB members for public and private entities, and to analyse subjects of general interest in which the IEB members are specialists. Each Info IEB is a summary of a project carried out by a researcher; as a result, it does not have a fixed publishing schedule, but is published whenever the Institute’s research production requires it. Info IEB appears on the IEB website.

Taxation and Mobility

Within decentralized countries, the tax burden of high-income individuals varies substantially across sub-national jurisdictions due to regional income taxes. Variation of tax rates within countries, where mobility costs might be low, means that taxes may matter when individuals determine where to legally declare their residence. Recent cases reported in the popular press document that “superstar” individuals move across countries to receive a reduced tax treatment. For example, actor Gérard Depardieu left France to avoid the so-called millionaire tax. In some cases, declaring a different residential location is done as a means of tax evasion: German tennis star Boris Becker was sentenced to two years of prison after the authorities found out that his main residence was still Munich, even though he claimed to live in low-tax Monte Carlo.

We focus on Spain, which decentralized autonomy concerning personal income taxes to the regional authorities. The regional variation provides tax-motivated reasons for individuals to relocate to low-tax regions or to falsely declare their region of residence.

Kleven et al. (2019) survey the existing literature on tax-induced mobility. Studies finding significant responses often focus on specific groups such as star scientists (Moretti & Wilson 2017; Akcigit et al. 2016), athletes (Kleven et al. 2013), or foreigners subject to preferential taxation (Kleven et al. 2014; Schmidheiny and Slotwinski 2018). Other studies looking at high-income taxpayers find smaller effects (Young and Varner 2011; Young et al. 2016).

The Spanish case

Through its process of fiscal decentralization, Spain has granted substantial autonomy to the Autonomous Communities (regions). From 2011 onwards, the regions have the ability to change tax brackets and the respective marginal tax rates on the regional portion of the personal income tax base. The central government taxes half of the personal income tax base and the regions tax the remaining half. Figure 1 shows the range of tax schedules across Autonomous Communities which emerged by 2014. The graph shows the marginal tax rates of each Autonomous Community relative to the tax rates set by the central government on the other half of the tax base. Relative to this standard, some

regions increased their taxes while others decreased their taxes. Most important, is the fact that the differential is particularly pronounced at the top of the income distribution. An individual in Catalonia with income of more than €175,000 has a marginal tax rate that is 2 percentage points more relative to if Catalonia had simply mimicked the central government tax rate. Madrid, on the other hand, set a tax rate 2.5 percentage points less than the central government rate. Thus, the differential between these two marginal tax rates is 4.5 percentage points. This tax differential may provide incentive for individuals to change residence.

A 0.75 percentage point differential in the average tax rate between Madrid and Catalonia increases the likelihood that a high-income person resides in Madrid by 2.25 percentage points.

The Anti-Immigrant Voting Puzzle

Why do anti-immigrant political parties have more success in areas that host fewer immigrants? Recent evidence from around the world suggests that often anti-immigrant political parties receive most of their electoral support from areas where low shares of immigrants live. For example, in the 2017 French Presidential elections, Emmanuel Macron received more electoral support in big cities, while Marine Le Pen, who pledged to stop immigration, scored better in the countryside, where normally fewer immigrants live. A similar evidence can be found in the rural areas of other countries (e.g. the success of Donald Trump in the U.S., the Brexit campaign in the UK, Vox in Spain), and it has been highlighted by the recent academic literature (e.g. the article by Dustamann et al., 2019, on the electoral consequences of refugee reception in Denmark).

The Italian Case

In our article (Bordignon, Gamalerio, Slerca, Turati, 2019), we provide new evidence from Italy which helps explain this puzzle. Our analysis uses data from 1500 municipalities from the richest and biggest Italian Region, Lombardia. The dataset contains information on the electoral results at the 2013 national elections of the main Italian anti-immigrant party (Lega Nord). The baseline results of our analysis can be summarized in three graphs. First, Figures 1 and 2 provide descriptive evidence of the anti-immigrant voting puzzle for Lombardia’s municipalities: Lega Nord was more successful in rural areas where small share of immigrants live, while

its electoral support was lower in urban areas like Milano, Brescia, and Bergamo, which host higher shares of immigrants.

Second, Figure 3 shows the main result of our article. In this Figure, using search techniques applied in macroeconomics to find sudden changes in the relationship between two variables, we show that the relationship between the vote shares for Lega Nord and the share of immigrants at the municipal level follows a U-shaped curve. Also, Figure 3 shows that this relationship exhibits a tipping-like behavior when the share of immigrants passes the threshold of 3.35%. This evidence suggests that when the share of immigrants assumes low values, the electoral support for anti-immigrant parties increases suddenly and in a discontinuous way.

What Does Explain the Puzzle?

To explain this anti-immigrant voting puzzle, we use municipal-level data on income, employment status, level of education, age,

• 3rd Meeting on Transport Economics and Infrastructure(18/01/2019)

The aim of this meeting was to discuss recent research in the area of transport and infrastructure economics. The event was divided into four sessions featuring research related to public transport, railway services, airport management, accident, gas distribution markets and the regulation of parking systems. A total of 13 papers were presented by researchers from North American and European universities. The inaugural conference was led by the professor of the University of Antwerp, Bruno de Borger, with a presentation on the role of political economy in the process of decision-making related to the transport sector, more importantly those related to new investments. Professor Borger is in the editorial board of the Economics of Transportation, an academic journal which supports efforts in studying the role that political decision-making has in the final outcome of transportation policy. The meeting took place at the Faculty of Economics of University of Barcelona.

• VII International Academic Symposium: Smart Energy Systems from a New Energy Policy Approach(05/02/2019)

Consumers and producers, markets and networks, agents and system components are all elements facing major changes from the massive introduction of smart technologies that have been taking place over the last decade. The VII Symposium, organized by the Chair on Energy Sustainability, tried to shed light on the role played by digitalization today and in the future for the energy sector, its implications and challenges from a new energy policy approach. The two keynotes speakers were Christoph Böhringer (University of Oldenburg) and Juan Rosellon (CIDE & DIW Berlin). A total of 10 papers were presented in three sessions related to smart technologies transforming the energy market, flexibility from demand side, and energy policies. The event was held at the Barcelona Science Park of the University of Barcelona.

• III Workshop on Innovation and Firm Performance(21/03/2019)

The III Workshop on Innovation and Firm Performance, organized jointly with the University Rovira i Virgili, analysed the challenges, barriers and drivers of innovative firms from a micro perspective. Pol Antràs, Robert G. Ory Professor of Economics at Harvard University and editor of the Quarterly Journal of Economics, led the workshop, where 12 papers presented. The workshop took place in Reus (Spain), at the Faculty of Business and Economics of the University Rovira i Virgili.

• Workshop on Economics of Taxation & Social Expenditure(04-05/06/2019)

The latest edition of the Workshop on Economics of Taxation & Social Expenditure analysed the challenges facing the welfare state and potential solutions to issues such as expenditure management or obtaining resources to create and support public policy. The workshop included 43 participants sharing contributions from different research on varying issues such as taxes, mobility, tax harmonisation, and social spending in fields such as pensions, unemployment and health. The event featured the participation of two keynote speakers, University of Copenhagen Researcher Claus Thustrup Kreiner, who made a presentation on ‘Preference Heterogeneity, Wealth Inequality and Wealth Taxation’, and Stanford University Professor Mark Duggan, who gave the concluding remarks with his presentation entitled ‘The Impact of Disability Insurance on Labor Supply: Evidence for U.S. Military Veterans’. The workshop was held at the Faculty of Economics of University of Barcelona.

• Workshop on Political Economy(06-07/06/2019)

The Workshop on Political Economy featured research relevant to the challenges that the economic crisis has posed to political institutions and to public finances of developed countries. With 33 registered participants, the event was the venue for 15 research papers on populism, corruption, migration, election systems of public representatives and the interaction between public finances and government institutions, among other topics. The workshop highlighted the participation of two keynote guest speakers: Boston University Professor Raymond Fisman opened the program with a lecture entitled ‘Hidden Influence in U.S. Politics’; while Princeton University Professor Rocio Titiunik closed with a presentation of her research ‘Parties, Politicians and the Curse of Incumbency’. The workshop took place at the Faculty of Economics of University of Barcelona.

• Workshop: Corruption, Manipulation and Accountability (19/12/2019)

After several years of research, and different institutional reforms aimed at controlling corruption, we have learned that curbing corruption requires taking into account the role of a wide array of institutions. The aim of the workshop was to present and discuss papers which examine the role that a diverse set of socio-political institutions play in relation to political corruption. There were 8 papers presented at the workshop. Participants came from different universities and research institutions: Bocconi University, University of Pittsburg, University of Houston, Free University of Berlin, UC3M, UPF, UAB and UB. The size of the workshop was kept relatively small to allow an intense and constructive interaction among the participants.

4.4. Other events

• Conference on Health and Immigration(25/02/2019)

The Workshop on Immigration and Health that was held on 25 February 2019 in the Sala de Graus of the Faculty of Economics and Business, University of Barcelona aimed to raise awareness on research related to the evaluation of health policy that may be relevant for public administrations and their staff. In this regard, academic papers as well as working papers from public institutions related to the health sector were presented to enrich the exchange of research between the public sector and universities. Among the notable participants included Oriol Amorós, secretary of the Secretarua d’Igualtat, Migracions i Ciutadania of the Generalitat of Catalonia, who opened the event; Maria Luisa Vazquez, director of the Servei d’Estudis i Prospectives en Polítiques de Salut, Consorci de Salut i Social of Catalonia; and Carmen Cabezas, deputy director general of Promoció de la Salut, Secretaria de Salut Pública, Departament de Salut, who gave the closing remarks.

• Conference: Presentation of the Annual IEB Report 2019(05/03/2019)

The IEB presented the Annual IEB Report 2019 on Fiscal Federalism and Public Finance at the headquar ters of the Spanish Institute for Fiscal Studies in Madrid. The event tackled the theme of the last IEB Report, which analysed the phenomenon of tax evasion and the role of tax havens. The conference was par ticipated by the director general of the State Agency for Tax Administration, Jesús Gascón, who gave a lecture on “The Tax Agency in the face of globalization and fraud and international evasion”. On the par t of the IEB, researcher Alejandro Esteller Moré presented the last IEB Report, on tax havens, which paved the way for the round table of the conference which included the par ticipation of María José Garde, director general of Tributes, Diego Martínez-Abril, from Gómez-Acebo & Pombo, Susana Ruíz, Oxfam International, and Cristina-García-Herrera, the IEF.

• Conference: The Present and Future of Fiscal Havens(16/05/2019)

On 16 May, the IEB and SEBAP brough together tax experts at the SEBAP headquarters to discuss the impact of tax havens on the economy, how to regulate their activity, and what role they should play in the future.

IEB researcher Alejandro Esteller Moré presented the IEB Report entitled “The Present and Future of Tax Havens” which includes academic contributions that analyse both the evaded wealth on a global scale, as well as the results of the systems of analysis, transparency, and the reduction of its impact.

The director of the Tax Office of Catalonia, Eduard Vila, attended the workshop and gave a talk on “The Role of Tax Administration in the Presence of Tax Havens”. The event closed with a round table on ‘The Future of Tax Havens’, with the speakers Xavier Casanovas (Platform per a fiscalitat justa, ambiental i solidária), Josep Costa (inspector of the AEAT), and Joan Iglesias (Roca Junyent).

• Conference: European Priorities in the Digital Economy(03/07/2019)

In this event, Néstor Duch, from the Joint Research Centre (European Commission) and an IEB associate researcher, analysed three specific topics about the European priorities in the digital economy, in particular : 5G and other relevant technologies, the characteristics of data and its impact on the economy and the current regulatory framework and future lines. The three topics were, in turn, commented by Jaume Pujol (Cellnex), Sandra Jódar (Caixabank) and Albert Agustinoy (Cuatrecasas). The conference was held at the Headquarters of Cuatrecasas in Barcelona.

• Conference: Policies and Measures to Address Energy Poverty(04/11/2019)

The Chair of Energy Sustainability of the Barcelona Institute of Economics (IEB) presented the study, Energy Poverty in Spain: Approach from an Income Perspective in the seminar “Policies and Measures to Address Energy Poverty” that was held in Madrid on 4 November 2019. The seminar was organised together with the Naturgy Foundation. The study, led by María Teresa Costa-Campi, Professor of the University of Barcelona, and undertaken by Elisa Trujillo-Baute and Elisenda Jové-Llopis, members of the IEB, addresses energy poverty from the income side of households, based on an economic analysis of the relationships between energy poverty, energy consumption and aspects linked to household incomes.
