PART 2: GENERAL OUTCOMES AND CONCLUSIONS

GENERAL OBSERVATIONS ON THE VALIDATED APPLICATION AND APPLYING INSTITUTION

Verification of data and applications; The panel estimated that compilation of the application for validation of the qualification “Welding” mainly had sufficient information, however this information must be more complete and the institution must present all the data and to attach all required evidence in a better form for easier identification.

Structure of qualification and modules; Documents and materials used for training; During the visit it has been found that this qualification is based on a modular structure which in general meets the demands of the labour market. For this qualification are mainly used materials drafted and reviewed by MLSW with the support from Lux Development. Social Educative Centre ”Don Bosko” has provided evidence for the developed qualification and for the learning package for training implementation, which was in satisfactory level and drafted with the assistance from external consultants and TC trainers from the field of welding.

Qualification of Welding in total includes ten Modules, for successful completion of these modules, in total 400 learning hours are foreseen. They are divided into three blocks: the first block has four modules whereas the second block has four modules (with the option two plus two) and the third block with two modules, the content of the modules is as follows: First module: Introduction to Welding – 16 hours. Second module: Safety at work while Welding – 12 hours. Third module: Tools, equipment and working materials for Welding – 36 hours. Fourth module: Economic calculation at Welding – 12 hours. Fifth module: Horizontal welding with electrical arc – HED – 36 hours. Sixth module: Vertical wall and ceiling welding with electrical arc – HED – 72 hours. Seventh module: Horizontal welding with electrical arc under protection of active gas – MAG – 36 hours. Eighth module: Vertical wall and ceiling welding with electrical arc under protection of active gas – MAG – 72 hours. Ninth module: Horizontal welding with electrical arc under protection of inert gases (TIG – WIG)t 36 hours. Tenth module: Vertical wall and ceiling welding with electrical arc under protection of inert gas (TIG – WIG)t 72 hours.

Evidence for assessment, certification, tests;

The criteria are not clear for admission of candidates, assessment test of previous knowledge of candidates, although candidates are admitted also admission test. For assessment of the candidates, compilation a test form is recommended for admission of candidates. Panel recommends that the procedures of admission and criteria must be clear by enabling everyone equal opportunities and transparent selection, whereas the practical work sample for each candidate is stored for a certain period of 6 months.

In this qualification not all candidates are interested in getting certified in all modules, a part of the candidates express their interest to be certified only in those modules which they need, but providing evidence on the previous knowledge test whether the candidates meet the conditions for the required module.

Candidate portfolio details and the training staff

During the visit the panel has been provided with a candidate portfolio which provides the details about tests, projects, and other relevant data for the progress of the candidate. Moreover Social Educative Centre ”Don Bosko” has presented evidence about candidate assessment before and following completion of the course. Social Educative Centre ”Don Bosko” has also presented the database for each candidate in electronic form. Based on the presented CV-s and the visit made by the panel, it has been estimated that the trainer is qualified on international level for provision of the course in the practical and theoretical part and in the methodology of teaching and assessment. As a panel in general we are of the opinion that Social Educative Centre ”Don Bosko” meets the required conditions for Accreditation in the field of welding. Panel has been provided with the requested documentation. And this documentation testifies that this training centre is serious and in a good way of development. The Centre possesses prepared and professionally trained staff, with sufficient infrastructure, workshop completed with necessary equipment and material for qualitative training in conformity with standards foreseen by NQA. Reasoning for WELDING: Panel has found for the field of WELDING that SEC “Don Bosko” has the staff – one qualified and trained abroad, and based on provided evidence and based on level describers of NQF, and based on current situation it is recommended the validation of Level III of NQF. Clarification: Based on NQF level describers for the level IV the following is foreseen: Potential roles at work / professional requirements: Qualified worker/ Supervisor - professional preparation of the highest level – leadership. What has not been included by one of the modules in “Learning Packages”. And available qualification currently (Type) is: Diploma of Matura for general or vocational subjects (B), (C), Diploma of vocational education (C). That means that if they don’t meet conditions it would be in contradiction to “National Qualifications Framework” as: candidates in the end are equipped with Certificates and not diplomas. Further on, they have only one single trainer, they lack the equipment for examination of welding connection tests as required by National and International Standards.

COMMENTS (IF ANY) ABOUT THE QUALITY OF INFORMATION/DOCUMENTS SUBMITTED WITH APPLICATION

Management and trainer of SEC “Don Bosko” showed full readiness for provision of all information and evidence they possess and as requested by the panel.

Information has been sufficient and suitable for the panel in order to come to the right conclusions.

MATTERS OF INTEREST (IF ANY) – INCLUDING JUSTIFICATION FOR EVERY CONDITION PROPOSED BY THE PANEL

1. Panel recommends that the Centre installs the required instruction for each machine into a visible place and to make it obligatory for each candidate to read it when using the machinery and equipment.

Panel has established that the qualification “Welder” provided by Social Educative Centre ”Don Bosko” is grounded on one unique occupational standard for this qualification.

To achieve the objectives of the training centre, panel has found that it has been confirmed by the provider that there is no lack of adequate space to fully develop in normal way the process of vocational education. So, the existing capacity of the training centre is fully sufficient for the number of candidates the centre has and for the existing number in the workshop.

Reasons for this conclusion: This qualification which is held in Social Educative Centre ”Don Bosko” is based on the labour market analysis and also based in different surveys and it is found that this qualification is necessary and increases the opportunities for employment and promotion at the workplace. This is grounded by the statistical data and according to estimation over 50% of the certified get employed. It is well coordinated as a training. It has an updated curricula which meets the national occupational standards as approved by KAAP. It has the completed learning package divided into modules. It has suitable environment for training (laboratory with all necessary equipment for training with sufficient lighting and ventilation for conducting theoretical hours).

Reasons for this conclusion: The aim of this qualification is meeting the labour market demands, and it has the support from groups of interest; i.e. Advisory Board where relevant stakeholders are represented for vocational education and training. Taking into consideration the features of the occupation, the preferred candidates are of ages older than 16 years old, young male and female having completed the secondary education and persons who have any occupation but their occupation is not sought in the labour market, by avoiding national, gender and disability discrimination. Following conclusion of this course the candidates can be promoted at their job, increase the opportunities for employment but they also have possibility for movement into other qualifications for mechanical processing.

Reasons for this conclusion: Advisory Board operates within the Social Educative Centre ”Don Bosko” it consists of representatives of key sectors for development of the respective qualification. Another form of cooperation is also the direct contact with representatives of private sector. Provider has very good cooperation with MLSW, MEST, vocational schools, VTC-s of MLSW, MEST, candidates have the possibility except the practical work in the laboratory of the centre, to also carry out the theoretical part. It also has cooperation with donors.

Reasons for this conclusion: The content of this qualification is modular and very clearly specified. There are 10 modules determined by the curricula, divided into three groups and all of the block modules are mandatory and discussed in the learning package. The curricula determines the duration of every module (in learning hours and credits). Panel has been provided with evidence. Based on collected information from the candidates, it is seen that assessment is correct, practical, flexible and objective. In the assessment the quality coordinator is also engaged thus making the assessment methods to be reliable and valid. (Evidence includes tests, photos of final products and information collected from the candidates). The panel recommends to continuously review the assessment instruments and to adjust them as a unique approach, where possible to refresh the tests. Reasons for this conclusion: Description of qualifications includes assessment criteria which during the assessment procedure of the candidates ensure achievement of targeted objectives in the curricula. Evidence is the curricula, learning package, candidate portfolio etc. During the interviews with the staff and training coordinator, it has been mentioned that the minimum level of points for passing exists for the qualification expressed in percentage - 70% practice and theory.

Reasons for this conclusion: As part of techniques and quality control Social Educative Centre ”Don Bosko” carries out quality monitoring of training development through participation in intervals in training and by interviewing candidates. Following completion of the training, the candidates are able to complete the training evaluation form. SEC “Don Bosko” has a quality coordinator assigned for quality assurance who is responsible for drafting the Self-assessment and quality assurance Report.. In SEC “Don Bosko” regular monthly reports are drafted by the trainer, regular meetings of the staff are held, 6 monthly staff assessment, performance monitoring and assessment by authorised persons from VTD-MLSW (quality assurance experts, auditors) etc. In the Self-assessment Report SEC “Don Bosko” has drafted and indentified the deficiencies which need to be corrected within a certain period. Analysing the tests for module evaluation and realisation of tasks in practice, we have come to conclusion that it mainly has a system and quality assurance in the process, but some deficiencies have been identified related to assessment instruments which MLSW is trying to avoid by making unique tests, but needing to enhance them in the future..

Reasons for this conclusion: Candidate certificates are recorded in protocol and are archived, and this institution has a system of data storage. Within the VTC candidate portfolios are archived where all evidence and their achievement is included. As evidence for verification of achievement is also used the final product completed in practice (evidence: candidate portfolios) Assessment form is expressed in points and percentage. These data are not converted into marks. Data recording on achievement of candidates is done in standard forms of assessment in the cases of formative and summative testing. All data related to assessment process are verified by internal assessment and verification. The training centre has taken care of drafting a database where all data are recorded for the candidates and their achievements including also the Certification process. This data also contain the level of obtained qualification. Largely this centre takes care of preserving the confidentiality of assessment for individual candidates.

Analysing this provided evidence and the final product completed in practice, the procedures have satisfactory been completed. Practical assessment on creating a final product is satisfactory, it is based on results which are compared to standards. But there is still room for improvement. Reasons for this conclusion: This profile is created based on labour market analysis. Curricula update is conducted based on external professional experts and the instructors (trainers) of VTC, KEK. Another evidence is also employment of these persons reaching up to 70 %. Qualification for “Welder”, refers to the field of welding which are currently demanded in Kosovar market. Welder can be employed in private production and maintenance companies, or may be self employed as “Welder” in this sector of service provision. With further qualifications and following a considerable work experience he can create his own business for welders and to employ others. The occupation of welder belongs to the group of occupations which deal with making steel constructions, repairing energy equipment, maintenance of various equipment etc. there is a close cooperation with various segments of SEC “Don Bosko” including KEK, VTC etc.

There is a large number of candidates interested in this program following completion of their high secondary education in the profile of welder, because possibilities for finding a job increase.

There is a lot of cooperation the centre has for development of this qualification. Initially as basis were taken highly sophisticated models from Albania and Italy, the cooperation exists also with the Ministry of Labour and Social Welfare, Lux –Development and with experts from Albania engaged by Lux-Development for Curricula development. Where Lux-Development has organised the labour market research and the qualification of welder has been considered as a training of special importance. This institution also has cooperation with VTC-Prishtina, VTC-Gjakova, VTC Prizren, VTC - Mitrovica, etc. (VTC - Vocational Training Centres)
