In effect, the proposed plans and programs for the period could not be pursued saved for the on-going operations of some projects which had to be sustained. For its part, however, Management continued to coordinate and requested reconsideration with the GCG, the Office of the President and the support of the Bangsamoro Transition Committee, the MILF leadership and the GPH Panel and some Mindanao Congressmen and Senators in asserting the Agency’s position that SPDA’s inclusion first in the Framework Agreement on the Bangsamoro under the Annex on Revenue Generation and Wealth Sharing and eventually in the Comprehensive Agreement on the Bangsamoro (CAB) and the accompanying Annexes posed a violation of the signed AGREEMENT AND ITS INTENT. OPERATIONAL HIGHLIGHTS

For CY-2014, the Agency maintained the operation of the following projects: SPDA

Vitali Fishpond Project in Zamboanga City, Region IX; SPDA Koronadal Business

Center in Koronadal City, SOCKSARGEN; SPDA Pikit Ice Plant in Pikit, North

Cotabato and the SPDA Bonbon Agricultural Development Project in Bonbon, Butuan

City, Caraga Region.

Project operations in the areas of Cotabato and ARMM continued to operate despite

power disruptions during summer where the SPDA Korondal Business Center and SPDA

Pikit Ice Plant are situated. The total actual revenue of the Business Center was P

2,844,484.85 against the target revenue of P 3,830,635.00 in which it only gained 74.26%

income rate.

The Ice Plant facility in North Cotabato is still managed and operated by a private

partner. The project is presently under management contract with an annual guaranteed

income of P 350,000.00. A moratorium of one (1) month from the guaranteed income has

been granted management contractor during the partial continuing rehabilitation period of

the project facilities.

The Authority continued the conversion of usage of property of SPDA Integrated Solar

Salt and Fish Farm to an aquaculture production from a salt production considering the

unpredictable weather conditions in the region. However, proposed plans and activities of

the project were put in abeyance due to the SPDA abolition issue which was resolved

only with the notification letter from the Governance Commission on GOCC and the

President has directed to put on hold any action on the abolition of the SPDA for the

meantime as issues related to the Comprehensive Agreement on the Bangsamoro are

being resolved.

The SPDA Vitali Fishpond Project continued to pursue a Joint Venture Undertaking with

any private company in producing aqua products like bangus and prawns within the 67-

hectares production areas. A Memorandum of Agreement was forged between the

Department of Agriculture Bureau of Fisheries Region IX based in Zamboanga City and

SPDA for the former to utilize one of the ponds as a demonstration and training area for

aquaculture production. The Authority will enhance the operations and management of

the project to maximize the profitability and explore other potential aquaculture venture

in the vicinity for increase revenue.

For the year, The SPDA Bonbon Agricultural Development Project continued the mango

and rice production while scouting for prospective land developer under the Public

Private Partnership Program of the government for the redirection of the property usage

into a Housing Project. The project generated actual total revenue of P 25,183.00 from

the mango and rice production.

Operational details of the ongoing projects/activities are as follows:

SPDA VITALI FISHPOND PROJECT

Vitali, Zamboanga City

Region IX

Feeding of the remaining stocks of pangasius was intensified in preparation for market

disposal to SPDA’s subsidiary, Marawi Resort Hotel Inc. located in Marawi City. The

project managed to harvest a total of 547 kilos of pangasius/cream dory valued at P

54,700.00 at P 100.00 per kilo and delivered to Marawi Resort Hotel. A Purchase Order

of 7,500 kilos priced at P 80.00 per kilo has been served by MRHI but the storage

capacity of the resort cannot accommodate more than 500 kilos thus the staggered harvest

for CY-2014.

A Memorandum of Agreement was forged between the Department of Agriculture

Bureau of Fisheries Region IX based in Zamboanga City and SPDA for the former to

utilize one of the ponds as a demonstration and training area for aquaculture production

for the fishermen and interested individuals in Zamboanga City and neighboring areas.

The activity is on-going and would benefit the local fisher folks in the area.

A supplemental budget of P 453,000.00 has been incurred to support budgetary

requirements for the rehabilitation of the dikes affected by Typhoon Ompong on October

9, 2014. This supplemental budget is subjected for ratification by the SPDA Board of

Directors.

The negotiation/talks with the interested private company engaged in agricultural crop

production and other commercial business to operate the fishponds was not pursued due

to the abolition order on SPDA.

SPDA KORONADAL BUSINESS CENTER

For the CY-2014, the project

continued rental of commercial

spaces of the commercial building 1,

of P 2.845million against the target

revenue of P 3.831million for an

attainment rate of 74.26%. Due to

aggressive marketing and promotion

strategies of the facilities have been

pursued and tie-ups with

government offices and private institution for the holding of special events and function

within the SPDA Business Center, the project fared better compared than of CY-2013

actual total revenue of P 2.554 million.

The hotel’s/business inns for the year generated P 1,395,355.00 income revenue against

the target revenue of P 971,280.00 with an attainment rate of 143.66% with a 3,164 total

number of clients checking in. The commercial building generated P 856,902.97 on

revenues or 40.77% attainment rate against the total revenue of P 2,101,755.00 of office

rentals for a total of 9 clients for the year. The second floor and one (1) door on the

The hotel continues to attract customers

during the summer period despite the

continuing power outages being

experience in Mindanao with no

exception to Koronadal City.

Government offices like the Department

of Agrarian Reform are some of the

patrons of the project. Moreover, the

Authority is also currently working out

the property acquisition of Lasedeco Lot

No. 991-A, Csd-12008906 containing an

area of 7,516 square meters at P

840.00/square meters as per evaluation

by the Privatization and Management

Office (PMO).

SPDA PIKIT ICE PLANT

For CY-2014, The rehabilitation of

some facilities of the ice plant, in

particular, the brine tanks and ice

cans was completed during the first

quarter of the year and dry run

operations on the effects and

efficiency of the changes made were

undertaken by the technicians

commissioned by the Office to

undertake the rehabilitation together

with the technical and operations

staff from SPDA and the

management contractor of the ice

plant. A satisfactory ice production turnout was realized after the repairs and replacement

of the ice cans. The private partner managed to remit the total amount of P 232 thousand

rendering a guaranteed income balance of P188 thousand for the year.

However, the continuing power outages experienced in Mindanao during the hot summer

periods caused the temporary shutdown of the operations which consequently hampered

the attainment of the target

output of the ice plant and it also

failed to serve the demand

requirements of the market.

Generating sets could offer a

solution but this would also

increase the production cost.

Slowly, however, with the

improving power supply

condition and the rehabilitation

work undertaken, the ice plant

has returned to its normal

operation and improvement in

the ice output was realized.

Implemented rehabilitation of some parts of the production area incurring a total amount

of P 1.629 million sourced out from the subsidy released by the National Government for

the purpose in CY-2009. This is part and partial of the continuing rehabilitation of the

projects facilities. The management contract has been granted a moratorium of one (1)

month from the guaranteed income during the rehabilitation period.

INTEGRATED SOLAR SALT AND FISHFARM PROJECT

Alubijid, Misamis Oriental

Region X

After the signing of the Memorandum of Agreement with the Mindanao State University

(MSU) Naawan, Misamis Oriental during the latter part of CY-2013, SPDA pursued

follow-up activities with MSU for the collaborative undertaking to enhance the technical

knowledge of SPDA staff on the aquaculture operation and the plan conversion of the salt

ponds to aquaculture in view of the unpredictable weather condition in the area whereby

more rainy weather was observed to be the climatic trend in the area. These proposed

activities and plans were placed in abeyance due to the SPDA abolition issue which was

resolved only with the notification letter from the Governance Commission on GOCC

dated June 16, 2014 that pursuant to a Memorandum from the Executive Secretary of the

office of the President dated 11 June 2014, the President has directed to put on hold any

action on the abolition of the SPDA for the meantime as issues related to the

Comprehensive Agreement on the Bangsamoro are being resolved.

PROPOSED DEVELOPMENT OF THE SPDA BONBON, BUTUAN CITY

PROPERTY FOR HOUSING

For CY-2014, the project managed to generate actual total revenue of P 25,183.00 from

the mango and rice production in the area. The Authority continues to scout for

prospective land developer under the Public Partnership Program of the government for

the redirection of the property usage into Housing Project while maintaining the mango

and rice production.

The activities leading to the development of the property into housing was held in

abeyance due to the abolition order on SPDA.

OTHER DEVELOPMENTS AND ACTIVITIES ACCOMPLISHED

SPDA PROPERTY MANAGEMENT AND DISPOSITION

SPDA PROPERTIES IN ZAMBOANGA CITY

One of the areas affected by the Zamboanga City crisis last September 9, 2013 brought about by

the MNLF attack which rendered the residents of Mariki and Rio Hondo homeless is the

property placed under the disposition of SPDA in the 1970s.

SPDA officers and staff ocular inspection and meeting with the National Housing Authority Region IX at the

Mariki and Rio Hondo properties under the disposition of SPDA which was affected by the Zamboanga crisis

( May27-29,2014)

The National Housing Authority both Central Office and Region IX has communicated with

SPDA for their plans of rehabilitating the area. The plans for the housing settlements shall be

executed by the DPWH. Dispositive actions on this property shall be finalized by Management.

In 1975, a project known as Sahaya Village was established in Mariki, then a sitio of Barangay Rio Hondo, Zamboanga

City, by the government through the Southern Philippines Development Authority (SPDA) pursuant to Presidential

Proclamation No. 1458 and letter of Instructions 481. Said project triggered the exodus of people from the

neighboring provinces into Mariki and due to its ideal geographical location and by virtue of the fact that Zamboanga

city is the center of commerce and host to prominent educational institutions, many opted to establish residency in

the area not only for economic reasons but foremost, the education of their children.

This reality propelled Mariki into a full pledge Barangay after satisfying all the basic requirements for the

establishment of the same, particularly in terms of population, income and geographical size. Such creation was

likewise in pursuance of PP 1458 AND LOI 481.

SPDA PROPERTY IN CABATANGAN AND PASOBOLONG,

ZAMBOANGA CITY

During the occasion of the ocular inspection and visit on the SPDA Mariki and Rio

Hondo properties, the group also conducted ocular inspection of its properties in

Cabatangan being utilized in the meantime as a military base and the Pasobolong

property. The Pasobolong property is a subject of negotiation for the road construction of

DPWH which will pass through the SPDA property. Likewise, the property is being

considered for possible relocation/resettlement site for the evacuees of the Zamboanga

crisis. A private developer sounded off interest on the Pasobolong property but due to the

abolition order, the SPDA officers advised them to make a formal proposal for it to be

addressed properly.

SPDA PROPERTY IN CATITIPAN, DAVAO CITY

Subject property has been subjected to the Community Land Acquisition Support

Program of the National Housing Authority. The informal settlers’ association, CAHOA

continues to coordinate and meet with the Agency for problems and updates on their

activities aside from remitting their payments for the property. For this year also the

assistance of the OGCC was sought by the Agency for some of the settlers who have not

paid their accounts despite negotiated agreements made. Likewise, some officers from

HUDCC Central Office also visited SPDA and a window of opportunity was presented

for the CAHOA to be able to access some funding from HUDCC for their survey costs.

SPDA DON CARLOS AND MARAMAG PROPERTIES

SPDA’S INCLUSION IN THE SIGNED ANNEX ON REVENUE GENERATION

AND WEALTH SHARING OF THE COMPREHENSIVE AGREEMENT ON THE

BANGSAMORO

Upon the invitation of the Bangsamoro Transition Committee’s Fiscal Autonomy

Committee chaired by Commissioner Jajurie, SPDA briefed the committee on January

8, 2014 in Davao City. Likewise, a possible mechanism for the Bangsamoro to gain

ownership and management of SPDA was presented. The issue on the abolition of

SPDA was also raised and discussed on this occasion and its implications on the

inclusion of SPDA in the signed Annex on Revenue Generation and Wealth Sharing

of the Framework Agreement on the Bangsamoro which was signed on July 13, 2013.

The Committee elevated the issue to the BTC proper and the matter was also

presented to the GPH and MILF Panel level. SPDA officials had a follow-up meeting

with the BTC at their office in Cotabato City last March 3, 2014.

Meeting with SPDA officials headed by Administrator Tomawis with the Chairman

of the MILF Central Committee, Al Haj Murad Ebrahim, at Camp Darapanan, Sultan

Kudarat on January 13, 2014 was undertaken to discuss and gain insights from the

Chairman relative to the issue on SPDA’s abolition and its inclusion in the signed

Annex .

SPDA Properties and Assets Team with the leadership of SPDA Finance Manager

conducted ocular inspection and visitation on the SPDA properties in Don Carlos and

Maramag last November 11, 2014.

Meeting with some Mindanao Congressmen and Senator in March – Congresswoman

Bai Sandra Sema, Congressman Pangalian Balindong, Congressman Sacdalan and

Senator Guingona relative to the abolition of SPDA and the signed Annex of the

FAB.

The Agency through the Corporate Affairs Manager also visited the Bangsamoro

Development Agency (BDA) in Cotabato City sometime in March this year to look

into the possible entry points of SPDA and inquire on the Bansamoro Development

Plan being formulated. The BDA is also an implementing arm of the MILF programs

and projects in coordination with the World bank and JICA and the Mindanao Trust

Fund Program.

A letter from GCG dated June 16, 2014 informed the Agency that through a

Memorandum from the Executive Secretary of the Office of the President dated June

11, 2014, the abolition of SPDA is suspended pending resolution of the

Comprehensive Agreement on the Bangsamoro and the ensuing proposed Basic Law.

HOUSE BILL NO. 4994 states:

“ARTICLE XII SECTION 30. Southern Philippines Development Authority and

Al-Amanah Islamic Investment Bank. – Within six (6) months from the

establishment of the BTA, the Intergovernmental Fiscal Policy Board shall

determine the participation of the Bangsamoro in the ownership and

management of Al-Amanah Islamic Investment Bank of the Philippines and the

Southern Philippines Development Authority as provided in P.D. 690 as

amended by P.D. 1703 and the mode of transfer of ownership to the Bangsamoro

Government. ”

Annex on Wealth Sharin specifically states:

“II. OTHER SOURCES OF REVENUES

C. An intergovernmental mechanism shall be created to determined the

participation of the Bangsamoro in the ownership and management of the Al-

Amanah Islamic Bank Investment Bank of the Philippines and the Southern

Philippines Development Authority (SPDA)…”

FINANCIAL HIGHLIGHTS

SPDA BUDGETARY PROPOSAL FOR CY-2015 was submitted to DBM and

undergoes pre-technical budget hearing conducted on the first week of May and the

technical budget hearing proper on the third week of May. The DBM, however, had to

hold in abeyance their budget recommendations in view of the abolition memo from OP

per GCG’s recommendation. The budget was further put off following the letter of GCG

informing SPDA of the Technical Working Group (TWG) meeting on June 19, 2014.

Later, after the suspension of the abolition pending resolution of the Comprehensive

Agreement on the Bangsamoro and the Basic Law per memo from the Executive

Secretary of the Office of the President Dated June 11, 2014 and the letter of GCG dated

June 16, 2014, DBM in its letter dated June 23, 2014 recommended a budgetary ceiling

of P 42.030 Million for SPDA.

Based on the unaudited consolidated financial report for CY-2014, the total revenues

generated from projects, other properties and assets totaled to P 6,372,157.37. The SPDA

Koronadal Business Center, Business Inn/Hotel, Function Hall Rooms/Catering

generated revenue for a total of P 2,976,221.85 for the year. Other project such as the

SPDA Vitali Fishpond, SPDA Agusan Valley Integrated and the Intergrated Feedmills

Corporation contributed a total of P 150,853.90 to the income. Rental income from SPDA

Makati Condominium and SPDA Zamboanga City Veterans Avenue Property contributed

a total of P 1,334,380.00 to the revenue. Other income/collection amounting to P 1.50

million was realized from the repayment of housing covered by the Community Land

Acquisition Support Program (CLASP) of the SPDA property in Catitipan, Davao City.

Total subsidy release from the National Government for CY-2014 is P 52.040 million

intended for the Maintenance and Other Operating Expenses of the Authority from which

it covers the Personal Services and MOOE items. Corporate funds generated from the

operations of the Authority have been utilized to partly supplement the budgetary

requirements. Total Current Operating Expenses (Personal and Maintenance and Other

Operating Expenses) is P 56,822,224.67 for the year. Net Surplus at the end of CY-2014

was P 1,589,932.70. (Refer to the Financial Statements for complete details.)

The abolition memo from GCG did not allow the Agency to implement some of its

proposed plans and activities for the period thus affecting the expected outcome for the

period.

Subsidy release from the National Government for CY-2014 was reduced to 52.040 million

compared to CY-2013 of P 59 million. Personal Service Expense decreased to 4.50% due to the

retirement of some employees, unfilled-up position and pending appointment of other employees.

The Maintenance and Other Operating Expenses (MOOE) for the year increased by 39.34% due

to local travelling expenses, office supplies, gasoline, oil and lubricants and repairs, maintenance

of office buildings and motor vehicles.

ORGANIZATIONAL HIGHLIGHTS

The Board of Directors of SPDA convened on January 15, 2014 in Davao City. The

Board headed by Chairman Daof resolved to request GCG for reconsideration of their

recommendation to abolish SPDA during this Board meeting. The request for

reconsideration was forwarded to GCG along with the Board Resolution.

With the retirement of Manager, Finance and Administrative Department, Mr. Mohamad

H. Gampong last January 1, 2014, the position was filled in with the designation of the

Budget Officer V, Ms. Merlinda G. Abante on concurrent capacity as Acting Manager of

the department;

Trainings, seminars and conferences attended for the period consisted of the following :

MITHI ICT Plan and Budget attended by Manager, Corporate Affairs; IT Officer;

Budget Officer V and OIC, Project Implementation and Development Div. on

January 24, 2014 at the DBM Complex in Manila;

On September 5, 2014, SPDA joins the celebration of the 114th Philippine Civil Service

Anniversary.

Committee on Approriation Plenary Session was held on September 22, 2014 in the

House of Representative.

During the weeklong celebration of the CSC Anniversary, SPDA held its own Sport fest in

Davao City. Basketball Game and Bowling tournament was played among the

employees. Also, SPDA selected employees participated in the “Takbo ko, Alay ko” Fun

Run held in SM City Davao.

September 24, 2013 was the Senate Committee on Finance Budget Hearing with Senator

Chiz Escudero.

Bangsamoro Basic Law Consultation held in Metro Manila and Mindanao was attended

by SPDA MLO Legal Officer and SPDA Manager CORPLAN respectively in the middle

part of November 2014.

November 22-23, 2014 was the SPDA Team Building and Family Day.

SPDA Officials and employees enjoys an overnight stay in Secdea Beach Resort, Garden

City of Samal during its team building and family day.

The Agency commemorated its Year-End Thanksgiving Activities and Ceremmonial

Turn-over of SPDA Board Chairman Saeed A. Daof last December 18, 2014 in Linmarr,

Davao City.

A Plaque of Recognition was given to the SPDA Board Chairman for its exemplary work

and contribution to the Agency. SPDA Officials and employees celebrate the Year-end

and Thanksgiving Activities with games and exchange gifts.
