Report The CSAB appointed the Community

Investment Grant Committee and four Grant Review Subcommittees to provide advice to the Board regarding the 2008 Community Investment Operating Grant (CIOG) awards.

The four Grant Review Subcommittees were specific to each sector and consisted of two

subcommittees for social services (due to the large number of applicants in this sector. One subcommittee for recreation/amateur sports, and one subcommittee for multicultural.

The Grant Review Subcommittees reviewed all applications in a manner consistent with Bylaw 14157 and Policy C211F, Community Investment Grants to Organizations and Individuals. They were also reviewed in accordance with the 2008-2010 Program Priorities and Guidelines that were established by the CSAB and had been approved by City Council on July 3, 2007.

The CSAB endorsed the 2008 recommendations of the Grant Review Committee at its meeting on February 26, 2008.

Organizations that were not satisfied with their 2008 recommendation were given an opportunity to appeal to the CSAB. A total of fourteen organizations made submissions to appeal their 2008 grant recommendation.

The CSAB struck an Appeal Committee to review the appellants’ original applications and their appeal letters. The applications and appeal information were evaluated based on Bylaw 14157, Policy C211F and the appeal criteria prescribed in the 2008-2010 Program Priorities and Guidelines.

Of the fourteen appeals, two have been subsequently recommended for funding, for an amount totalling $15,161. The CSAB endorsed the recommendations of the Appeals Committee at its meeting of March 25, 2008.

Although the average dollar amount of grant awarded has slowly

increased over the past six years, the percentage of operating costs that are being covered by this grant has recently started to decrease due to the increasing number of new organizations applying to this grant program.

A summary of the recommendations for the awarding of the 2008 Community Investment Operating Grant is outlined in Attachment 1.

A further description of the review and appeal process is outlined in Attachment 2.

The specific Program Priorities and Guidelines used to review the applications are provided in Attachment 3.

Comparative summaries that represent the three sectors within the CIOG program are included in Attachment 4. These summaries demonstrate the increasing demand on the limited resources that are available in the CIOG program. In 2008, the grant amount awarded will cover an average of 7.6% of operating costs, as compared to 8.5% in 2007.

Policy Bylaw 14157 delegates the CSAB

the authority for reviewing applications from applicants providing Social Services, Recreation/Amateur Sport and Multicultural programs and services and forwarding funding recommendations for grant awards to Community Services Committee and City Council.

Policy C211F, Community Investment Grants to Organizations and Individuals as well as the Program Priorities and Guidelines

provides the basis to review the applications and form recommendations.

Focus Area CSAB report 2008CAAB03 focuses

on the strategic outcome area of Social and Cultural.

Of the three specific focus areas outlined under Social and Cultural; the major focus area in which the CSAB Report 2008CAAB03 can be aligned to is Vibrant Communities - Encouraging recreational, cultural, artistic and entertainment opportunities for all residents.

Budget/Financial ImplicationsThe 2008 CIOG recommendations of the Community Investment Grant Committee are in accordance with the criteria prescribed in Policy C211F and is within the 2008 approved Community Services Department budget.

Justification of RecommendationThe 2008 CIOG recommendations of the CSAB are in accordance with Bylaw 14157, Policy C211F and are within the 2008 approved budget. The Board’s consideration of the programs and services, financial position, community benefit and the merits of each application substantiate the recommended grants awards.

Community Investment Operating Grant – 2008 Overview.

THE 2008 REVIEW PROCESS

The Community Services Advisory Board (CSAB) undertook a review of the program priorities and guidelines and process used in the deliberation of Community Investment Operating Grant awards and put forward recommendations on the program priorities and guidelines to be used for the 2008 program. Once approved, these program priorities and guidelines were communicated to applicants through the application guide and workshops conducted for this year’s program.

All applicants were required to complete the same application form so all applications could be evaluated fairly and consistently.

The CSAB appointed a four-member Community Investment Grant Committee and each member chaired one of the Grant Review Subcommittees. The CSAB and Community Investment Grant Committee recruited and approved the selection of the eighteen volunteers from the community, for the four Grant Review Subcommittees. These four Grant Review Subcommittees conducted the review and evaluation of applications using the approved program priorities and guidelines. The Subcommittees were provided with an orientation to the program in December and conducted their review of applications from their respective sectors during the month of January. It is estimated that approximately 826 volunteer hours or more went into the review of this year’s grant applications.

The Community Investment Grant Committee met to review the ratings and ranking of the applicants as put forward by the Grant Review Subcommittees. The Community Investment Grant Committee then developed funding recommendations utilizing a formula approach that took into consideration the scores of the applicants, maximum eligible expenses, and the overall budget available for the program. This formula was applied across all applicants resulting in organizations with like scores and expenses receiving similar grant awards.

An integrated approach was used in the distribution of the recommended funds. The Board did not segregate funding based on a particular constituency given that a number of organizations provide services to all three sectors and that all were evaluated on the same program priorities and guidelines.

Of the 204 applicants, one did not meet the grant eligibility requirements of Bylaw 14157 and therefore was not eligible for review, leaving the total number of applicants eligible for review at 203. These 203 organizations had eligible operating expenses of over $31.5 million, with grant requests exceeding $3.6 million. The approved City Council budget (funding recommendations and appeals) for this program in 2008 is $2,379,810.

Of the 203 eligible applicants, 168 were recommended for funding and 36 were not recommended for funding.

Of the thirty-six applicants that are not recommended for funding: thirteen have more than one year operating funds available, four have operating expenses exceeding $2 million, four do not provide direct programs and services to Edmontonians, three have a low percentage of Edmontonians involved with their program, and the remaining twelve were not recommended for funding for a variety of reasons. These included: jurisdiction of another order of government, low scores, incomplete applications, or programs and services that are not eligible for support under this grant program.

There were forty-eight new applicants that applied in 2008. Twenty-six of the new applicants were recommended for funding.

Organizations not satisfied with their 2008 Community Investment Operating grant recommendations are given limited opportunity to appeal to the Community Services Advisory Board in accordance with City Policy C211F.

Appellants must submit the following information in support of an appeal: the grounds of the appeal – e.g. what information they believed was not

taken into consideration during the deliberation of their grant application or error in assessment; and

the specific impact that a 2008 Community Investment Operating Grant recommendation would have on the ability of the organization to provide programs and services.

The Community Services Advisory Board struck an Appeal Committee to review the appellant’s original application and appeal letter.

A total of fourteen requests for appeal were submitted. Following the appeal process, two organizations were recommended for funding.

Community Investment Operating Grant – 2008-2010 Program Priorities & Guidelines

The purpose of the Community Investment Operating Grant Program is to provide limited operating assistance to not-for-profit organizations of Edmonton whose programs or services result in benefits to the citizens of Edmonton. Given the limited dollars available to distribute through this program, the Community Services Advisory Board (CSAB) has developed these “Program Priorities and Guidelines” to provide meaningful grant awards to those organizations meeting the greatest need for the citizens of Edmonton.

The Program Priorities and Guidelines are consistent with, and constitute an extension of, the Eligibility Criteria identified in Bylaw 14157 and Guidelines identified in City Policy C211F. Grant awards will be recommended based on the evaluation of how well the organization demonstrates the Program Priorities and Guidelines.

In 2007, the Program Priorities and Guidelines were reviewed and modifications were made as identified through the public consultation process. Changes were made to three of the priorities to help clarify the intent. At the May 22, 2007 meeting, the Community Services Advisory Board recommended the approval of the 2008-2010 Community Investment Operating Grant Program Priorities and Guidelines. City Council passed the recommendation at their July 3, 2007 meeting.

2008 Program Priorities

Priority will be given to those organizations that exemplify the following Program Priorities:

1. Organizations that are actively encouraging Edmontonians to be involved in their programs/services.Organizations are recognized for promoting, making aware, encouraging, and actively seeking out citizens to become involved or stay involved in their programs/services as participants and/or volunteers.

2. Organizations that are providing direct ongoing Social Services, Multicultural or Recreation/Amateur Sport community-based programs/services that benefit Edmontonians.These direct programs/services are identified as those that meet community needs and benefit participants. The organization must demonstrate its programs/services are guided by a planning process with some form of measured results and/or outcomes.

3. Organizations that are enriching and/or enhancing the lives of Edmontonians through their direct programs/services.The activities delivered through the direct programs/services provide the participants/volunteers the opportunity to develop, enhance or build on existing skills and acquire new skills and/or abilities.

4. Organizations that are addressing new and emerging issues in the community as relevant to their organization’s mandate, purpose or mission.The organization identifies new and emerging issues in the community as relevant to their organization’s mandate, purpose or mission. This may include responding to those trends and issues and adapting the direct programs/services accordingly to better meet the needs of the community.

5. Organizations that actively engage participants who often experience barriers to their ability to access programs and services. Barriers to participation may include: gender, ethnicity, culture, faith, age, literacy, language, abilities, income, and/or location. This may be accomplished through the provision of direct programs/services to populations that have experienced these types of participation barriers.

6. Organizations that are demonstrating initiative and success in generating diverse sources of revenue.Organizations are encouraged to have more than one source of funding whereas multiple sustainable funding sources support fiscal stability and longevity. Sources of funds may include: membership fees, fee for service, fundraising activities/events, corporate sponsorship, grants etc.

2008 Guidelines

The following Guidelines will be considered when evaluating Applicants for the 2008-2010 Community Investment Operating Grant Program:

Those Applicants that have more than one year of unrestricted operating cash reserve will not normally be considered for a Community Investment Operating Grant.

Those Applicants where a maximum grant award represents less than 1% of their operating budget will not normally be considered for a Community Investment Operating Grant.

Not-for-profit organizations with a provincial mandate, providing ongoing direct community-based programs/services for predominantly City of Edmonton residents may be considered for a Community Investment Operating Grant.
