SUITABLE MITIGATION PLAN

FOREWORD
Pithampur is one of the major Industrial towns of state of Madhya Pradesh. It is located
on Latitude 23° 25’ North and Longitude 77° 35’ East, Pithampur is a town and a
Municipality in Dhar district. . The municipal area of the town is 81.53 Sq.km. It is also a
renowned Industrial Estate and a suburb of Indore – being at a distance of 22 KM from
Indore. The town is having water supply based on Sanjay Jalayshay. Municipal Council
Pithampur is augmented the existing water supply for capacity upto 38.15 MLD to fulfil
the requirement for the year 2047 @ 135 lpcd.
At present there are 1 number of Water treatment Plants of capacity 10.39 MLD and 4
nos. of useful OHTs with a cumulative capacity of 2930 KL are constructed in different
parts of the Municipal area. Distribution system of length 62799.00 m and diameter 110-
355mm comprising of HDPE PN 6/DI K-7 above 350 mm diameter is being laid under
ongoing UIDSSMT.
The water supply being made by the Municipal Council is being analyzed for
identification and auditing of losses in the operation and maintenance of water supply.
The audit is being carried out primarily on following account,
a) Losses in the Production and supply of water upto Storage reservoirs
b) Losses in the storage and distribution of water upto consumer end
c) Losses in the revenue of water supply
d) Losses due to non-operation of electromechanical installation at desired efficiency
resulting in excess power expenditure.
The above parameters are being analyzed primarily to reduce the losses so as to keep
them within permissible limits. This is also important for improvement of service
deliverability alongwith financial health of ULB. In the light of water supply being
executed under AMRUT this is an excellent opportunity to identify and take
appropriate measures for the reduction in losses as described above.
As far as possible the data related to the operation and maintenance of existing water
supply system has been taken from the Municipal Council. Any discrepancy may be
brought immediately to the notice. Also the report is prepared for the approval and
necessary action by the ULB and Govt. of Madhya Pradesh.

1.0 INTRODUCTION OF PROJECT AREA:-
Pithampur is located on Latitude 230 25’ North and Longitude 770 35’ East,
Pithampur is a town and a Municipality in Dhar district. The municipal area of the
town is 81.53 Sq.km. It is also a renowned Industrial Estate and a suburb of Indore
– being at a distance of 22 KM from Indore via Rau and 8 KM from Mhow, which
is another well-known town. The town has developed as a notable industrial hub
of Madhya Pradesh and its proximity to Indore ensures use of the airport located
there, soon to become an international one. Pithampur enjoys good connectivity
(see Fig. 1.1) being located on a major road connecting NH 59 (Indore‐Ahmadabad)
and NH 3 (Mumbai‐Agra), as shown. Further, Pithampur can also access NH 79
towards the North‐West. Presently there is no rail connection.
Geography
Pithampur has got an average elevation of about 550 meters above MSL.
Pithampur has a typical sub-tropical climate. Three distinct seasons are
observed, summer, monsoon and winter. Summers start in mid-March and
can be extremely hot in April and May. The time temperatures can touch 45
°C on more than one occasion. Average Summer Temperature may go as
high as 42-44.c (100.4 °F) but humidity is very low.
Winters are moderate and usually dry. Lower temperatures can go as low as
5°C-6°C on some nights. Usually the temperature ranges between 10°C-
27°C during winters.
Raines are due to South west monsoons. The typical monsoon season starts
from June 15th and continues till Mid-September, contributing 32-35 inches
of annual rains. 95% of rains occur during monsoon season.
Demographics
As of 2001India census, Pithampur had a population of 68,080. Males
constitute 58% of the population and females 42%. Pithampur has an
average literacy rate of 62%, higher than the national average of 59.5%: male
literacy is 73%, and female literacy is 47%. In Pithampur, 18% of the
population is under 6 years of age.
Industrial Connection
Pithampur is considered as a hub for the automobile manufacturing
industry. Some of the major companies that have industrial units in
Pithampur include L&T CASE Equipment, Eicher Motors, Mahindra 2
Wheelers, Caparo, Bajaj Tempo Ltd., Man Force Trucks, Indorama
Synthetics, Steel tubes of India, BridgestoneTyre Ltd. The construction of
Asia's largest auto testing track is also sanctioned by Govt. of India. Apart
from automobile industries, Pithampur is home to various other industries

like food processing, chemical processing, Distilleries, manufacturing,
textile industries.
Dhar district constitutes the reference district of this study. The district is part of
Indore Division ‐ one of the ten in the state. It falls towards the Western part of the
state and has an area of 8153 sq. km. The district has seven Tehsils, namely
DharBadnawar, Dharampuri, Sardarpur, Manawar, Kukshi and Gandhwani. Thus
Dhar town is important for being both the Tehsil and the District headquarter. The
district population is 1,740,577 (2001 census), showing a growth rate of 27.29%
(1991 – 2001).
Expected Urban Growth in the Region
Pithampur lies on the convergence of the State level and national level industrial
policies – which is expected to give way to rapid urban expansion in the region.
Delhi – Mumbai Industrial Corridor (DMIC) DMIC aims to be a Model Industrial
Corridor on international standards emphasizing a manufacturing and service base
and creating a global hub. Dhar‐Pithampur‐Mhow are identified for Investment
Region 6 (See Fig. 1.5 and 1.6). Zone 6 is also one of the six nodes which have been
taken up for implementation in Phase I during 2008 – 2012. Among others, it offers
to provide rail connectivity, captive power generation plants, environmental
protection and dovetailed residential, commercial, institutional infrastructure to
ensure attractive investment climate.
Population Density
The town comprises 31 wards within its administrative boundary. A ward‐wise
comparison of population densities was done to understand the density variation
in the town.
Figures showed that the overall town density is 7.55 PPH.

2.0 Existing water supply scenario:-
Pithampur has got its identity due to industrial area developed by MP‐AKVN.
Before 1995 it was in the control of Special Area Development Authority (SADA)
and the water supply system was controlled by Pithampur Jal Praday Priyojana
Project under State PHE department. Later the water supply system was handed
over to AKVN. After the Nagar Palika was constituted in 1997‐98, the water
supply came from ground water source (wells and tube wells). Since this supply
is insufficient, the AKVN supplements it.Main source for surface water supply is
Sanjay Jalashay Dam (situated in Ward 8) and Tubewells.
Presently the water is being supplied in the Municipal Area by Sanjay Jalashay
Dam and Tubwells. The total installed capacity of the water supply system is
approximately 14.82 MLD from Sanjay Jalashay and 1.50 MLD from tube wells.

This distribution system is not considered in the proposed project as it is in worn
out condition.
A scheme is sanctioned and executed under UIDSSMT costing Rs. 2225.88
Lacs.The source of the scheme is Sanjay Jalashay and water shall be supplied @
70 lpcd to the town.
Following components are proposed under this UIDSSMT scheme:-

1. Intake structure along with raw water pump house at Sanjay Jalashay of 4 m
diameter and 10 m height.
2. Raw water pumping main from intake structure at Sanjay Jalashay to WTP
comprising of DI-K9 500 mm diameter and 200 meter length.
3. Water treatment plant of capacity 10.39 MLD.
4. Clear water pumping mains/ feeder mains from Existing and Proposed WTP
to different storage reservoirs of 21280 m length having diameter 250 mm to
500 mm of material HDPE/DI K7.
5. Following Overhead service reservoirs will be constructed in proposed
augmentation:-
a. Near Tarpura of capacity 1200 KL with 18 m staging.
b. Near Sagor Village of capacity 500 KL with 18 m staging.
c. Near Indorama of capacity 430 KL with 18 m staging.
d. Near Vikas Bhawan 800 KL (GSR).
6. Pumping machinery at Intake Well and WTP
a. At proposed intake well- 3nos Vertical turbine pumps of capacity 62 HP
each of 131lps and 25 m head.
b. At proposed WTP- 3nos Horizontal Centrifugal pumps of capacity 39
HP each of 124lps and 37 m head.
7. Electrical substation of 2 nos 105 KVA each at intake well and WTP

3.0 Population Forecasting
The population of the Pithampur city for the past two decades is as follows,

The design population for the next 30 years has been forecasted as per the guidelines
detailed out in CPHEEO manual on water supply & treatment taking into account
the growth of population of past decades as looking to factors governing the future
growth and development of the Pithampur city like industrial, commercial,
educational, social and administrative aspects, it is felt that the most suitable method
for population projection will be Incremental Increase method.
Thus the probable population of Pithampur in next 30 years has been estimated as
below,

4.0 Proposed Project
As per the proposed augmentation project, it is proposed to augment the capacity
of existing Pithampur water supply so as to suit the drinking water needs of the
probable population of Pithampur for next 30 years taking net supply rate as 135
lpcd. The population of Pithampur for next 30 years (upto 2047) i.e., taking 2 year as
execution period and 30 years as service period has been estimated as 239900 i,e.,
design population. Taking 135 lpcd as per capita demand, the net water requirement
shall be 32.39 MLD. After accounting for 15% Transmission and Treatment losses, the
raw water required shall be 38.15 MLD. Presently, the town is getting water from
Sanjay Jalayshay @ 70 lpcd. The total water availability of water from this source is 14.82
MLD. The live storage of the dam is not sufficient to fulfill the water demand of the town
@ 135 lpcd. So this scheme is proposed to augment the storage and other components of
the water supply system 38.15 MLD for designed population for next 30 years. The entire
municipal area is considered. The scheme shall incorporate the following components:-
(a) Intake well and Raw water pumping station
Construction of intake well having diameter of 8.00 meters and height of 40.00
meters for drawl of 23.35 MLD raw water from Narmada River.
Supply and installation of 3 nos. 499 KW pumps along with all necessary electrical
installation for drawl and pumping of 18.80 MLD raw water from Intake well to
pumping station 1 at ghat area having 50% standby capacity. The Pump capacity is
being worked out taking into consideration the Stage I requirement of water
quantity i.e., next 15 years requirement.

Narmada River is at a distance of 61190 m from Pithampur. The total static head
throughout the route is 465 m approx. So to minimize the losses, the pipelines are laid in
three parts and are linked through intermediate pumping stations. Three pumping
stations are proposed at Ghat area and Gadaghat area respectively. The characteristics of
the pumping stations are as follows:-

(c) Raw water Pumping main
(i) From Intake well at Khalghat to intermediate pumping station at Ghat area
Providing, laying & jointing 450 mm diameter DI K-9 pipe from Intake well at
Narmada River to proposed pumping station 1 at Ghat area having 25700.00 meters
length for conveying 23.35 MLD raw water up to the design period.
(ii) From Pumping station 1 at ghat area to intermediate pumping station 2 at
Gadaghat area

Providing, laying & jointing 450 mm diameter DI K-9 pipe from Proposed pumping
1 to proposed pumping station 2 at Gadaghat area having 6633.00 meters length for
conveying 23.35 MLD raw water up to the design period.
(iii) From Pumping station 2 at Gadaghat area to existing Water treatment plant
Providing, laying & jointing 450 mm diameter DI K-9 pipe from Proposed pumping
1 to proposed pumping station 2 at Gadaghat area having 28857.00 meters length for
conveying 23.35 MLD raw water up to the design period. The possibility of
gravity flow near Janapav area is checked and discarded because gravity head is
approximately 4.00 m which is not sufficient to overcome the frictional losses and
other minor head losses.
(d) Water treatment plant
Construction of treatment plant for 18.80 MLD capacity, having 5 nos. rapid sand
filters (8.50 m x 6.60 m x 3.00 m) & 1 no. Clarriflocculator of 18.80 MLD having 27.00
meters diameter and arrangement of chemical dosing. The proposed treatment plant
along with existing Treatment plant shall be sufficient for intermediate requirement.
(e) Clear Water Sump and Pump House Including Sub-Station
Construction of Clear water sump well and pump house having capacity for supplying
17.88 MLD clear water required up to the intermediate design year of 2032.
Supply and installation of 3 nos. 112 KW pumps (50 % stand by) having pumping head
of 80 meters and discharge of 114 lps along with motors of suitable capacity for
delivering 17.88 MLD clear water required for fulfilling stage I requirement. The work
shall include the construction of necessary substation also.
(f) Clear Water Pumping Main
Providing and laying 400 mm diameter DI K-9 pipe from Treatment plant to Junction 1
having length of 2511 meters for conveying of 22.17 MLD treated water required for
ultimate stage.
(g) Feeder Main
Providing, laying & jointing of Feeder network for feeding the existing & Proposed
OHTs.

Construction of 4 nos. OHTs with capacities 2000 KL at Jivanjyoti Colony, 1500 KL at
Tarpura, 1500 KL near Eicher Factory and 1500 KL at Akolia hills are being proposed.
Pithampur is already having 4 nos. of Over head Tanks and 1 no. GSR and have been
considered to be used in the proposed project.
(i) Distribution Network
Providing, laying & jointing 79035.00 m of Distribution network comprising of HDPE PN 6
pipe of 110 mm to 315 mm diameter and 350 mm diameter DI K7 for strengthening and
extension of Distribution system and to achieve universal coverage of Pithampur. The
details of length of pipe for each diameter shall be as below.

5.0 Water Auditing
The audit is being carried out in 3 parts namely,
a) Water Supply :
a. Losses in the Production and supply of water upto Storage reservoirs: The
present water production from all the sources is 14.82 MLD. This water is
being conveyed upto water treatment plant via raw water pumping main.
After Treatment the water is being pumped to various OHTs in the town via
Clear water feeder mains comprising of 250 mm – 500 mm 21280 m DI K-7
pipe. The pipe is in good condition and no leakages are being reported during
operation and maintenance of water supply. The storage capacity of 4 nos.
OHTs is 2930 KL. The water is supplied via filling of OHTs. There is no
measuring device in water supply system. The losses are being tabulated in
Table 1 which are approximately 30%.
Mitigation Measures in AMRUT
In order reduce the losses upto 15% for the treatment and transmission of
water it is proposed under AMRUT,
i. To provide Bulk Flow meters in the Rising and Feeder mains at the in-
flow and out- flow of Intake well, Water treatment plant and OHTs to
measure the flow of water.
ii. To provide PLC SCADA for monitoring the Flow and pressure of
water from Intake upto start of DMAs so as to immediately identify
any leakages in the system and making good the same as soon as
possible.
b. Losses in the distribution of water from OHTs upto consumer end: There is
no metering at the consumer end. The insufficient water availability along
with coverage of piped water supply system results in non-equitable water
supply with inadequate pressure. In order reduce the losses of Non-Revenue
Water (NRW) upto 15% in the distribution of water it is proposed under
AMRUT,
i. To augment the capacity of water supply system upto 38.15 MLD by
drawing 23.35 MLD from Narmada River (most sustainable source in
project vicinity) so as to supply water @ 135 lpcd to the present and
future population. Apart from the existing 69799 m distribution
network which is laid recently, it is proposed to provide piped water
supply to 100% of the Municipal area by providing and laying of 110
mm to 355 mm HDPE, PE 100 PN 6 & 350 mm DI K-7 class pipe

having total length of 79035 meters for distribution of water. The
proposed strengthening of network is being designed for equitable
water distribution @ 135 lpcd on minimum residual head of 7 m at 24 x
7 basis.
ii. Provide water connections to each households. The town is having
total number of households 23000 out of which 7402 nos.
households are already having water connections. 15598 nos. are
proposed in this scheme.Municipal Council intend to reduce the
number of Public Stand Post to the minimum (10-15) which shall also
me metered.
iii. In order to have accurate information of water supplied to the
domestic water meters AMR compatible shall be installed in all 20146
house service connections.
b) Losses in the revenue of water supply
Presently, there is no metering at the consumer end. The water is being supplied and
billed to the consumer on approximation and lumpsum basis. Water is being supplied
twice in a day, 1 hour each. However, there is no accurate information available on
account of quantity of water supplied. The quantity of water supplied has been
assessed @ 750 litres per connection of ½ inches for one hour.
The poor water supply distribution, inadequate information of quantity of water
supplied and unavailability of dedicated man-power results in poor efficiency of
revenue realization on account of water supply.
Mitigation Measures in AMRUT
Under AMRUT Municipal Council, Pithampur proposes,
i. To install AMR compatible domestic water meters in all the water connections.
The water tariff shall be as per the production cost of water. The production
cost of water at the time of commissioning of water supply system after the
works under AMRUT are completed is being wore out as Rs 8.60/KLL and
accordingly Domestic rate of Rs 8.33/KLL and Non- Domestic rate of Rs
13.34/KLL is being proposed to be levied.
ii. The operation and maintenance of water supply shall be done on contractual
basis which will facilitate the Municipal Council to have dedicated staff for
printing and delivering the Bills.
iii. The Smart Metering shall help in collection /realization of bills by sending
messages on registered mobile number and keeping record of Bill realization
and arrears.

c) Losses due to non-operation of electromechanical installation at desired efficiency
resulting in excess power expenditure.
Presently, Municipal Council is not keeping any record for the efficiency of motor and
pumps. The water produced and supplied is being measured on a lumpsum basis
and the consumption of power is being paid as per actual.
Mitigation Measures in AMRUT
i. With the provision of PLC-SCADA alongwith Bulk flow meters from Intake to
start of DMAs the exact information of water produced and supplied shall be
available. The actual power consumption alongwith the power consumption
as per the optimum efficiency of motor and pumps has been worked out (See
Table 2). Municipal Council shall take suitable measures for achieving the
optimum efficiency of existing motor and pumps by ensuring power supply
24 hours at desired frequency and voltage.
ii. Also the operation and maintenance of entire water supply is proposed to be
done by private operators who shall ensure running of motor and pumps at
desired optimum efficiency of 70 – 75% for raw water and 75% - 80% or clear
water pumping. The provisions of operation manual of CPHEEO shall be
followed for operating and maintaining the pumps and pump-houses.
