Four Mile Run Valley Initiative (4MRV)Overview: 4MRV is a coordinated planning effort to shape the Four Mile Run Valley by
developing an Area Plan for the primarily industrially-zoned areas along Four Mile Run Drive and Shirlington Road and a Parks Master Plan for Jennie Dean Park, Shirlington Park and Shirlington Dog Park.
This area represents a combination of diverse uses not found elsewhere in the County: an environmental stream corridor, parks, cultural facilities, roads and bike trails, County facilities, and industrial and service-oriented businesses

25
Implementation of Affordable Housing Master PlanTwo-Family Dwelling Zoning StudyOverview• This study will respond to County Board and Planning Commission interest in
addressing non-conforming issues in one- and two-family dwelling zoning districts while also examining opportunities to preserve and possibly expand the supply of two-family dwellings. This type includes semi-detached and duplex arrangements, and considered a “missing middle” housing type. Clusters of this housing type are found throughout Arlington, primarily in areas zoned R2-7. Much of it, however, is nonconforming to zoning requirements (including lot width, lot area, setbacks, and/or parking), meaning owners have limited flexibility to renovate or add on to these buildings to accommodate changing family needs, thus limiting reinvestment and resulting in a shortage of missing middle housing.
• This study would occur concurrent with Phase II of HCD implementation, as the HCD Study will examine existing two-family dwellings in RA zones in HCD boundaries. Study of non-conforming issues in townhouse development may be considered as a future phase.

Housing Conservation District Phase II. Building on recommendations and overall policy guidance from the Housing Conservation District Policy Framework, and supplemented by additional economic and form-based modeling, pursue the development of more flexible zoning standards that could incentivize HCD property owners to complete context-appropriate renovation, addition, infill, and redevelopment projects not currently possible in exchange for dedicated affordable housing units. Explore a mix of administrative and use permit review processes to facilitate the creation of new affordable housing, tailoring the review process to account for the scale of proposed changes and potential impacts to historic buildings. Evaluate opportunities to integrate townhouse development into HCD development projects, and reassess the provisions of ZOA-2017-06 to determine whether the reclassification of townhouse development as a special exception site plan use in RA14-26, RA8-18, and RA6-15 zoning districts within HCD boundaries should be continued, repealed, or modified moving forward.

Two-Family Dwellings. This study will respond to County Board and Planning Commission interest in addressing non-conforming issues in one- and two-family dwelling zoning districts while also examining opportunities to preserve and possibly expand the supply of two-family dwellings.

New Detached Accessory Dwelling Units. In November 2017, the County Board adopted updated zoning standards for accessory dwelling units located in basements or existing accessory structures. Although staff had prepared setback recommendations that would apply to new construction of detached accessory dwelling units, the Board directed staff to return with additional setback options for those conditions. This targeted study will identify additional setback options for new, detached accessory dwelling units, with the goal of rounding off AHMP implementation as it relates to ADs.

Height and Placement in S-3A and P-S Districts. A 2016 amendment gave the County Board the flexibility to modify height, setback and onsite parking requirements for schools in the S-3A public zoning district, subject to use permit approval. The scope of that amendment initially included consideration of use permit flexibility for all public and civic uses permitted in the district, although that work was tabled to focus on pressing school construction needs. This study picks up on those earlier efforts and will consider use permit flexibility for onsite parking as well as the bulk and placement of main public buildings. The study will distinguish between main public buildings, accessory structures, and community amenities, and will consider whether different height and placement requirements may be applied to accessory structures and community amenities to maximize limited public land resources.

Public Zoning Districts. This study will comprehensively evaluate land use and zoning criteria for public zoning districts (S-3A, SD, P-S) to address issues pertaining to the delivery of essential public services and to respond to the outcomes of the Community Facilities Study. The goal of the study will be to determine whether and how the County can accommodate more intensive and co-located public uses through land use and zoning. Objectives will include: Clearly articulating the purpose of each public zoning district; Identifying whether any S-3A properties could support more intensive land uses owing
to their location and/or proximity to other uses (with or without re-planning/re-zoning); Reviewing uses currently allowed in each zoning district, and considering
adding/removing uses, as warranted; Reviewing use standards for existing uses (e.g. by-right vs. use permit), and considering
revising, as warranted;

Parking Modifications. In adopting the Residential Parking Study, the County Board directed the County Manager to explore two potential Zoning Ordinance amendments related to parking for residential site plan projects. • Explore the advisability of amendments to the Zoning Ordinance that would allow the
County Board to modify the minimum parking requirements in R-C zones through site plans. The Zoning Ordinance prohibits the County Board from modifying the minimum parking requirement for multiple-family units below one space per unit in the R-C or “Multiple-Family Dwelling and Commercial District.”
