Objectives and activitiesThe Charity was founded in 1991 to work towards the relief of poverty and mental or physical sicknessamongst people in Romania and in particular the children by all charitable means including the provision ofmedical assistance and education.
Plans for Next Year 2012-2013
To:
Undertake strategic review of 0 Nova Viata during the coming year in order to focus more clearly on thecurrent needs.
Strengthen the ONV Board of Trustees by recruiting new members and outline the responsibilties ofundertaking the role of a Trustee.
Develop Fund Raising strategies for 0 Noua Viata in Romania whilst initiaiting a Fund Raising campaign forONV in the UK.
Open an ONV office in Bucharest.
Research the possibilities of an amalgamation/partnership with other Charities working in Romania and in asimilar field of work as ONV.
Continue with the ongoing work on developing Life Plans for the disabled in the care of 0 Noua Vista.
Plan a program of refurbishment of some of the properties of 0 Nous Viata.
The plans set out in 2011-2012 to support the transition of young people from Casa de Copii to newaccomodation is still ongoing. Although one of the buildings is complete, the second building has not beenquite finished and the authorities do not wish to move them into the new accommodation until both buildingsare ready. However, all the furnishings and bedding etc has been secured and is now Siret.
The program of Palliative Care was researched but the expenditure outlay is such, that it is beyond thereaches of 0 Nova Viata. There is much legislation to be complied with and a great deal of red tapepreventing the Charity from embarking on this project. Palliative Care, however was provided for Save whoeventually died in the care of the Charity last November.
The RCA has now employed a transitional CEO and Fund Raiser to help in the hand over of its work toRomania.
The situation for 0 Noua Viata is similar to 2011 and financial support for its work is still difficult to obtain. Wehave not reached the stage where 0 Noua Viata can stand independently. However, it is hoped our new FundRaiser will help us through this dificult time.
The RCA charity will continue throughout 2012 to strive forward in supporting the work of 0 Noua Viata.
Achievements and performance
The Charity has remained on task and continues to be an advocate in Romania for young people withdisabilities.
More young people in the care of 0 Nova Viata have found employment. Two of those living in the care ofONV have entered into marriage and are living independent lives outside the care of the Charity.

Financial reviewIt is the policy of the Charity that unrestricted funds which have not been designated for a specific use shouldbe maintained at a level equivalent to between three and six month's expenditure. The Trustees considers thatreserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continuethe Charity's current activities while consideration is given to ways in which additional funds may be raised.This level of reserves has been maintained throughout the year.
The Trustees have the powers to invest as they see fit and they also have the power to appoint investmentmanagers. At the present time there are no investments held by or on behalf of the Chadity.

TO THE TRUSTEES OF THE ROMANIAN CHALLENGE APPEAL
We report on the accounts of the Charity for the year ended 30 June 2012, which are set out on pages 5 to 11.
Respective responsibilities of Trustees and examinerThe charity's Trustees are responsible for the preparation of the accounts. The charity's Trustees consider thatan audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that anindependent examination is needed.
It is our responsibility to:(i) examine the accounts under section 145 of the 2011 Act;(ii) to follow the procedures laid down in the general Directions given by the Charity Commission under
section 145(5)(b) of the 2011 Act; and(iii) to state whether particular matters have come to my attention.
Basis of independent examiner's reportOur examination was carried out in accordance with the general Directions given by the Charity Commission.An examination includes a review of the accounting records kept by the charity and a comparison of theaccounts presented with those records. It also includes consideration of any unusual items or disclosures inthe accounts, and seeking explanations from you as trustees concerning any such matters. The proceduresundertaken do not provide all the evidence that would be required in an audit and consequently no opinion isgiven as to whether the accounts present a 'true and fair view'and the report is limited to those matters set outin the statement below.
Independent examiner's statementIn connection with our examination, no matter has come to our attention:(a) which gives us reasonable cause to believe that in any material respect the requirements:
(i) to keep accounting records in accordance with section 130 of the 2011 Act; and(ii) to prepare accounts which accord with the accounting records and comply with the accounting
requirements of the 2011 Act;have not been met; or
(b) to which, in my opinion, attention should be drawn in order to enable a proper understanding of theaccounts to be reached.
