JOINT IUTAM/ ITTC SYMPOSIUM ON THE DIRECTIONAL STABI-LITY AND CONTROL OF BODIES MOVING IN WATER, London (UK), April 17 to April 21, 1972.

Chairman: Prof. R. E. D. Bishop, University College London, UK. 80 participants from 12 countries (Australia, Bulgaria, Canada, Denmark,

France, Germany, Japan, Netherlands, Norway, Sweden, UK, USA).

Report: This symposium was jointly sponsored by IUTAM and the International

Towing Tank Conference (ITTC). The participants were drawn mainly from engineering and naval architecture and the meetings were enlivened by the excellent mixture of experience at sea and scientific expertise that was re-presented. The symposium unquestionably attracted most of the best-known workers in this field. There were 80 delegates present drawn from 12 countries; there were 34 U.K., 14 U.S., 6 Dutch, 5 French, 5 Japanese, 4 Danish, 4 German, 3 Swedish and 2 Australian participants, and 1 participant each from Bulgaria, Canada and Norway. Four Russian participants were expected but, although they contributed 3 papers, they were prevented from attending by difficulties over visas. The Symposium was honoured by the presence of the President of IUT AM, Prof. W. T. Koiter.

The generosity of a number of benefactors materially simplified planning and the Scientific and Local Organising Committees wish to record their thanks for this help:

The Superintendent of the Admiralty Experiment Works, Haslar, permitted a one-day visit to be made to his establishment and arranged for many model demonstrations of problems of interest to the delegates.

Shell gave a film show and reception for the delegates in Shell Centre and also made a gift of £ 200 towards the running costs of the Symposium.

The Institution of Mechanical Engineers, London, made considerable finan-cial concessions in producing excellent bound preprints very rapidly.

The Chairman and Committee of Lloyd's permitted the Symposium to use the magnificent facilities of the Captains' Room for a Dinner in Lloyd's.

These friendly gestures were deeply appreciated by the participants. The Symposium centred around 29 research papers, all of which provoked

discussion. They were presented in seven sessions:

Session 3 was held at the Admiralty Experiment Works and the remainder were held in the Department of Mechanical Engineering, University College London.

The proceedings of the Symposium will appear as a book, later in 1972, published by the Institution of Mechanical Engineers. There is no doubt that they will represent an authoritative and up to date account of the state of a subject whose importance is already very great and is still rapidly growing.

2. IUTAM SYMPOSIUM ON STABILITY OF STOCHASTIC DYNA-

MICAL SYSTEMS, University of Warwick, Coventry (UK), July 11 to July 14, 1972.

Chairman: Prof. J. A. Shercliff, University of Warwick, UK. 40 participants from 12 countries (Australia, Belgium, BRD, Canada,

Czechoslovakia, DDR, France, Japan, Rumania, Sweden, UK, USA). Report:

The Symposium was considered to be a success. The subject matter was sufficiently narrow to make all the proceedings of interest to most participants, and sufficiently unexplored and novel to generate many useful scientific ex-changes. A surprising number of participants had not met each other before. The absence of the USSR contributors was particularly to be regretted.

The Symposium revealed to what an extent the subject was still unexplored, with many unsolved problems and failures of communication between theore-ticians and practitioners. It is a subject area where misunderstanding of subtle but basic principles by the practitioners can lead to erroneous results and where assumptions made by the theoreticians can tend to be academically remote from practical problems. The Symposium contributed a great deal to bridging some of these gaps in understanding. Significantly, the discussions following the more "applied" papers were the most rewarding. Some of the papers, including some of the better ones, proved to be off the main theme. With a subject still so much in its infancy, it was not surprising that some of the work was also found to be defective. The number of thoroughly skilled experts in the field is remark-ably small at this stage.

Though some aspects (e.g. linear systems with white noise coefficients) were covered in some depth, the meeting revealed what a lot still needs to be done, for example, on:- stability of linear systems with wide band noise, estimations of probability that linearisation remains valid, relations between invariance theorems and results on invariant measures, etc. There is a great need for more detailed examples to be worked out, and for simulation studies to compare with the various theoretical results.

We are confident that the exchanges at the Symposium and the circulation of the Proceedings in due course will provide useful stimulus to this important area of study. J. A. Shercliff

The selection of 50 papers and short contributions out of some 100 manu-scripts submitted was the main task of the Scientific Committee consisting of the following members:

Special priority was given to research papers which fostered the under-standing of mechanisms of flow-induced vibrations. The Symposium was aimed at drawing together scientists and engineers, who approach flow-induced vibra-tions with different objectives and techniques in different areas of applications. Accordingly, invitations were extended to persons engaged in research as well as in design and having to deal with vibrating structures in a great variety of fields.

The local arrangements of the Symposium were in the hands of a Local Organizing Committee (Chairman: E. Naudascher, Secretary: A. Richter) . Financial support, apart from the allocations of IUTAM and IAHR, was provided by: the German Science Foundation (DFG); the Ministry of Cultural Affairs in Baden-Wiirttemberg; the Karlsruhe Alumni Association; the City of Karlsruhe; the Klein, Schanzlin & Becker Foundation; the Landesgewerbeamt Karlsruhe; and the Community Leader, US Army, Karlsruhe.

Preprints had been prepared and sent to all participants well in advance of the meeting. As a consequence, many prepared discussions were presented which helped to make the Technical Sessions a stimulating experience. (All con-tributions to the technical discussions will appear in a separate volume.) Additional opportunity for exchange of information was provided through a carefully planned supporting program including an Open House and Tours of the local Hydraulics and Fluid-Mechanics Laboratories. For many participants, one of the highpoints of the Symposium consisted in the Group Discussions "Research Priorities in Flow-Induced Vibrations" which were subdivided into the five workshops: New Theoretical and Experimental Approaches; Air and Water Craft; Buildings, Towers, and Bridges; Hydraulic Structures and Machinery; and Marine Structures. According to the reports from these work-shops during a Panel Discussion on the following morning, not only was there a concern expressed for special topics and problems that should get more attention in the future : the need was emphasized for more communication between experimental and theoretical research and design, for a more structured body of unifying understanding of the proliferating hetero-geneous information, for more cross-discipline cooperation and increased feedback from field ex-periences. It was felt that professional organizations including IUT AM should stimulate more workshops which differ from the usual gathering of narrow specialists by an emphasis on dialogue between the application- and research-minded engineer, and that they establish well-advertized awards and prizes for basic review articles and books, not so much written for the benefit of the fellow researcher as for the practicing and design engineer.

Most gratifying for the organizing staff was the predominant opinion that Symposia under joint sponsorships like the one reported here should be en-couraged more often. The Proceedings will be published by the Springer-Verlag, Berlin (editor: E. Naudascher). E. Naudascher

The Prof. W. KOlTER opened the meeting and greeted all members and tnv1ted observers welcome. A special welcome was extended to Prof. M. REINER, the "nestor" of the Assembly. Prof. KOlTER also thanked the hosts for the arrangements.

The Secretary-General, Prof. F. NlORDSON submitted the following report to the General Assembly on the activities of lUT AM since the last General Assembly in Liege on 27 August 1970. Mr. President, Dear Colleagues,

It is my solemn duty to open my report with a record of members of the General Assembly who have died since our last Congress in Stanford in 1968. May I ask you to stand in honor of our deceased colleagues:

Professor W. TOLLMIEN, former Director of the Max-Planck-Institut fiir Stromungsforschung in Gottingen and former member of the Congress Com-mittee, who died on 25 November 1968.

Professor G. A. CROCCO, a long-standing member of our General As-sembly and former member of the Congress Committee, who died in 1970.

Professor Henri VILLA T, Member of the French Academy of Sciences and

former President of the French National Committee of Mechanics, who died on 19 March 1972.

Sir Richard SOUTHWELL, Fellow of the Royal Society, former President of the Congress Committee and President of Congress in London in 1948, who died in December 1971.

Professor Stephan TIMOSHENKO long-standing member of the Congress Committee, who died on 29 May 1972.

Our sympathy and grateful thoughts for their devoted work for our com-mon cause go to their families and nations.

I) National Adhering Organizations Since our last meeting two years ago there has been some changes in the

representation of our national adhering organizations.

(1) Belgium Professor L. TISON has retired from his post as President of the National

Committee and has been replaced by Professor B. FRAIJS de VEUBEKE. Professors P. van EEPOEL and F. HAUS have asked to be relieved from their duties as representatives and have been replaced by Prof. B. FRAEIJS de VEUBEKE and Prof. P. JANSSENS. (2) Canada

The National Research Council of Canada has appointed the following representatives: Professors J. H. BLACKWELL, P. G. GLOCKNER, James F. KEFFER and F. P. J. RIMROTT of whom, of course, Prof. RIMROTT has already been a member of the General Assembly for many years.

(3) Denmark The Danish adhering organization was admitted last year in category II by

the General Assembly, and Prof. Frank ENGELUND was appointed a new representative. ( 4) Finland

The Finnish National Committee has appointed Prof. Matti RANTA as a representative in succession of Prof. S. E. STENIJ.

(5) Italy The Italian Association has announced that Prof. Carlo FERRARI has been

appointed a representative and succeeds Prof. Bruno FINZI.

(6) Poland The Polish National Committee has announced that in addition to Profes-

sors W . NOWACKI and W. OLSZAK, Prof. W. FISZDON has been ap-pointed a representative. (7) Portugal

Following the original plans after the admission of Portugal in the Union, a "Portugese National Committee on Theoretical and Applied Mechanics" has

been established, which has now replaced the National Laboratory of Civil Engineering as adhering organization of IUT AM.

The Spanish adhering organization has announced that Prof. Rafael CALVO has been replaced by Sr. Luis de AZCARRAGA y PEREZ CABALLERO. (9) U.K.

The Royal Society has appointed their representatives to the General Assembly; among these, Prof. P. R. OWEN succeeds Prof. D. KOCHEMANN. II) Affiliated Organizations (1) International Centre for Mechanical Sciences (CISM)

The Bureau has appointed Prof. H. GORTLER to be the representative of IUTAM in the scientific council of the Centre, which has appointed Prof. L. SOBRERO as the representative of the Centre at our General Assembly. III) Meetings of the Bureau ( 1) First Meeting.

The Bureau met in Copenhagen on 5 October 1971. A summary record of this meeting was mailed to all members of the General Assembly shortly after the meeting and this record will also appear in our next Annual Report. At this meeting the Bureau appointed a Study Group for the purpose of exploring the possibilities of making meetings of the General Assembly, particularly those that fall between the International Congresses, of more interest to the parti-cipants. A report from this Study Group will be discussed under Item 11. ( 2) Second Meeting.

The second meeting of the Bureau was held last Monday. It was mainly dedicated to the preparation of this General Assembly. IV) Symposia held since 011r last General Assembly.

The Bureau has appointed the following Scientific Committee for IUTAM: Dr. F. N. FRENKIEL (Chairman) Prof. A. FAVRE Prof. J. 0. HINZE Prof. M. LANDAHL Prof. E. PALM Prof. E. PASQUILL

and IUGG has appointed another six members: Profs. GRASHOFF, JUNGE, MUNN, OBOUHOV, PANOFSKYand PRIESLEY. The Scientific Committee is now in process of selecting participants. IUTAM and IUGG have each allocated $ 3000 to support the symposium and the organizers have received encouragement regarding additional assistance from the American Geophysical Union and the National Research Council.

During its recent meeting the Bureau has decided to increase the allocation from IUTAM to $ 4000 in the hope and expectation that IUGG increases its allocation accordingly. Furthermore, the T reasurer and the Secretary-General were empowered to make another $ 1000 available if urgently needed. (2) IUTAM Symposittm on Optimization in Stmctrtral Design, Warsaw, 21-25

August 1973. (Chairman: Prof. W. OLSZAK). The Bureau has appointed the following Scientific Committee:

who is also in charge of the local organization. The committee has already in-vited a number of scientists, and the organization is proceeding well.

The Bureau has allocated $ 4000 for the symposium. (3) JUT AM Symposium on the Photoelastic Effects and their Applications,

Bruxelles, 3-9 September 1973. (Chairman: Prof. J. KESTENS). The Bureau has appointed the following scientific committee:

The conference is designed to give the state of the arts in three different fields: methods of photo-elasticity, rheo-optics in physico-chemistry, and the interaction in a continuum between a material and an electromagnetic field. A number of other aspects will be considered in two or three general lectures. Some speakers have already been invited and have accepted, and the Bureau has the impression that the symposium is proceeding well. At its recent mee-ting the Bureau allocated $ 4000 for this symposium.

Plans for further symposia will be discussed today under item 12 of our agenda. VI) Publications of JUT AM

(9) Proceedings of the JUT AM Symposium on Unsteady Bottndary Layers, containing a review of the subject by J. T. STUART and all papers presented, published by the University Laval. (2 volumes containing 2000 pages):

It is my experience in the secretariat of IUT AM that the proceedmgs of our symposia are highly valued books. An indication of this is the continuous flow of requests for copies, which are transmitted to the publishers. There should be every reason, also in the future, to let the high quality of the con-tents of our proceedings be matched by a suitable bending.

VII) Representation in other organiza#om ( 1) Professor E. BECKER acted as our representative at the UNISIST In-

tergovernmental Conference 4-9 October 1971. Professor Becker has submitted a very thought-provoking report on this conference.

(2) The Vice-President, Prof. M. ROY acted as our representative on the Executive Committee of ICSU until September 1971. Since the meeting in Ottawa in September 1971 our President has taken over. He will report on the development in ICSU under item 4 of our agenda today. . .

(3) The Vice-President, Prof. M. ROY has acted as our representative m COSP AR and had kindly consented to continue in this office.

(4) Prof. F. K. G. ODQVIST has represented the Union in CODATA and has submitted a report based on available documents.

(5) Dr. F. N. FRENKIEL has represented the Union in SCOPE (Scientific Committee on Problems of the Environment) and participated in the Com-mittee meetings in Canberra 1971 and in London 1972.

(6) Professor L. SEDOV represented the Union at the XV General As-sembly of IUGG last year.

(7) Professor M. J. LIGHTHILL represented the Union at the XIV As-sembly of the International Astronomical Union.

(8) Professor K. WIEGHARDT represented the Union at the 5th session of the Joint Ad Hoc Group for the Study of External Forces Affecting Strips. He has reported on some interesting progress made on the prediction of wave refraction in areas of complex bottom topography.

(9) The President, Prof. W. KOlTER, and the Secretary-General, Prof. F. NIORDSON, participated in the Annual Meeting of IFToMM's Executive Council in January 1971. Agreements concerning exchange of information were reached and co-operation on future symposia was discussed.

( 10) Professor L. SOBRERO represented the Union at the second General Assembly of IFToMM last year.

(11) Professor F. HAUS represented the Union at the 22nd International Astronautical Congress in September 1971.

Mr. President, Before ending my report I should like to add a few more words. I have

soon served the Union my full four-year term as Secretary-General. The task of the Secretary isn't always easy and the burden would have been heavy if I hadn't had the guidance and the support of yourself, Mr. President, and of the Vice-President, the Treasurer, and the other members of the Bureau. You have always been willing to put your wisdom and your experience at my disposal. I believe that our friendly and constant cooperation has resulted in some progress and I know that I have derived great pleasure from it. I am also deeply indebted to all the members of the General Assembly for their readiness to cooperate, and for their comments, their suggestions and their response to my circular letters. I thank all of you very much.

The report of the S:ecretary-General was unanimously adopted.

Item 3 - Report of the Treasurer and discussion of annual dues. The Treasurer, Prof. H. GORTLER, submitted his report on receipts and

expenses. He pointed out that the margin appearing in the balance was a ne-cessary precaution in case the subvention from ICSU would be insufficient. He felt, that at the present time there was no necessity for a raise of anuual dues.

The report of the Treasurer was unanimously adopted. Item 4 - Report of the President on relations with ICSU.

The President, Prof. W. KOlTER reported that he himself had attended the 13th meeting of the ICSU Executive Committee in Ottawa, 29-30 September 1971 since Prof. M. ROY had been unable to do so. The most important item at this meeting was a discussion of the Report of the Ad Hoc Committee on Role and Structure of ICSU.

The general feeling was that the role of ICSU was well described by the Ad Hoc Committee.

However, the proposal of the Ad Hoc Committee for the constitution of the new Executive Committee in which the balance between National Members on one hand and the Scientific Unions on the other was changed in favor of the former, was given very little support. The 14th General Assembly of ICSU will be held in Helsinki 16-21 September 1972; Prof. W. KOlTER will again represent IUT AM. Item 5 - Report of the Secretary of the Congress Committee of IUTAM.

Professor E. BECKER summarized his reports on the activities of the Exe-cutive Committee of the Congress Committee and of the International Papers Committee of the 13th Congress. The written reports were available on request.

An important problem was the selection of papers to be presented at the Congress. Prof. BECKER mentioned that the principal criterion for selection was scientific quality judged from the abstract. The criteria of adequate natio-

nal representation and of topical balance of the programme were only secon-dary to the predominant concern for quality.

Prof. BECKER also summarized the decisions regarding the allocation of travel grants. 54 grants were allocated, varying between US S 50 and $ 300 per grant. A total amount of $ 6000 were allocated for this purpose.

Netherlands had renewed its invitation to hold the 14th Congress (1976) in Delft. This invitation had been gratefully accepted by the Congress Com-mittee*.

For the 15th Congress (1980) the Congress Committee had received invi-tations from Canada and D enmark and had recently been notified of two further invitations, namely from Poland and Israel.

The Congress Committee had furthermore discussed proposals for the elec-tion of new members. However, this matter needed further consideration and the Congress Committee did not feel it was ready yet to submit to the General Assembly any new proposals, with one exception. The Congress Committee re-commended the General Assembly to elect Prof. W. FISZDON a member of the Congress Committee. On the condition that this proposal was supported by the General Assembly, the Congress Committee had decided to elect Prof. FISZDON a member of the Executive Committee.

The General Assembly unanimously elected Prof. W. FISZDON a member of the Congress Committee.

Item 6 - Adhering organizations. (1) Chile

The Secretary-General gave the background of the application as follows: On 30 April 1970 the Executive Secretary of ICSU, Mr. BAKER, had a visit from a representative of the Embassy of Chile in Rome. H e explained that the newly established "Comision Nacional de Investigacion Cientifica y Tecnolo-gica" had been authorized by the President of Chile to join all 16 Unions of ICSU. This was to be considered as a formal application.

Further correspondence had resulted in a supporting letter from this Com-mission giving detailed information about scientific activity in Chile in the field of theoretical and applied mechanics. The Bureau had considered this informa-tion and had come to the conclusion that the scientific activity, as evident from the supporting letter, could not be considered sufficient for membership.

The supporting letter had been distributed to all members of the General Assembly.

The General Assembly hereupon declined the application.

(2) DDR A formal application dated 20 September 1971 for membership in category

III, including supporting material had been received from the German Aca-demy of Sciences at Berlin. Copies of the application with appendices had been distributed to all members of the General Assembly.

Upon the recommendation of the Bureau the General Assembly unanimously voted for accepting the German Academy of Sciences of Berlin in category III as an adhering organization of IUT AM.

(3) So11th Africa The Secretary-General reported that the National Research Institute for

Mathematical Sciences of the South African Council for Scientific and Indu-strial Research had notified the Secretariat that it intended to apply for mem-bership. Information had been forwarded.

The Secretary-General informed the General Assembly about his corres-pondence with the Int. Committee on Rheology. If a formal application for affiliation is received soon, the matter will be decided by postal ballot accord-ing to Art. V of our Statutes.

Prof. E. M. HORIO, chairman of the Int. Committee has invited IUTAM to designate a representative to attend the business meetings of the Committee in Lyon on 4 and 6 September 1972. The President, Prof. W. KOlTER thanked the two members of the Bureau who were now leaving, Prof. M. ROY and Prof. N . HOFF, for the services they had rendered over the years. He mentioned that the structure of IUT AM as it appears today was to a great extent the result of the work of M. ROY, who had been an officer of the Bureau for 16 years.

Prof. W. KOlTER also thanked Prof. G. BATCHELOR, who now wished to be relieved of his duties, for his long-standing service in the Congress Com-mittee.

Item 9 - Matters regarding Inter-Union Committees and Commissions. Dr. F. N. FRENKIEL reported on the activities of the Scientific Committee

on Problems of the Environment (SCOPE) , in which he had participated as a representative of IUTAM.

With regards to the ICSU Committee on the Teaching of Science, which IUT AM has not yet joined, several names were mentioned as possible represen-tatives of IUT AM.

Item 10 - Cooperation with other organizations. No Business.

Item 11 - Report of the Study Group on General Assemblies. The Bureau had received a "Report of the Study Group on Future General

Assemblies". However, there had not been time for the members of the Bureau to study this report and the Bureau was therefore not in the position to make any recommendations as yet.

The General Assembly resolved that the report should be made available to the members of the Assembly and authorized the Bureau to make the decisions regarding the practical arrangements of the next General Assembly in 1974.

Item 12- Discussion of and decisions regarding future IUTAM Symposia. In addition to the three symposia already decided for 1973 and described

above under Item 2 in the report of the Secretary-General two further propo-sals have been recommended by Study Groups appointed by IUT AM:

Also, in agreement with the suggestions made by the Study Group, the General Assembly decided that this symposium should be held in USSR in 1974, the exact date to be fixed as soon as possible in consultation with the host organization.

It was also decided to invite the International Committee on Rheology to cooperate.

The International Astronomical Union had invited IUT AM to cosponsor this symposium to be held i Warsaw, Poland, 5-8 September 1973. The General Assembly decided to accept the invitation.

With regards to the proposal "Stochastic Problems in Solid Mechanics" Sir M. J. LIGHTHILL suggested that the scope should also encompass fluids. The General Assembly requested the Bureau to appoint a Study Group for working out a detailed scope for this symposium, which should preferably take place in Poland in 1975.

The General Assembly further decided that a Study Group should be appointed to reconsider the proposal concerning the scope of a symposium on "Fundamental Aspects of Biomechanics", which should take place in Italy in 1975, in order to make it more limited and explicit.

The problem of selecting a further topic for a (fourth) IUTAM symposium in 1975 was discussed at the General Assembly.

It was decided to let the Bureau make the final choice, based upon the pre-ference indicated by members of the General Assembly through correspondence during the autumn of 1972. Consideration could then also be given to late proposals, and the members of the General Assembly were urged to submit any such new proposal to the Secretary-General not later than 30 September 1972.

Item 13 - Regional cooperation. Explanatory material had been distributed to members of the General As-

sembly before the meeting. The General Assembly decided to establish a Study Group to investigate the need, scope and organization of regional cooperation within the field of theoretical and applied mechanics, so that the coordination of these regional activities with IUTAM could be ensured. The following mem-bers were appointed to the Study Group:

Report on

the activities of the Congress Committee during 1972 The main activity of the Executive Committee (EC) of the Congress Com-

mittee during the first half of 1972 was connected with the coordination of the work of the International Papers Committee (IPC) that had been established by the EC and had been given the final responsibility of selecting papers sub-mitted for presentation at the 13th International Congress of Theoretical and Applied Mechanics (Moscow, 21-27 August 1972). The secretary of the EC collected the summaries and abstracts of all papers submitted, and distributed them among the five members of the IPC. The papers by authors from USA, USSR, UK, France and FR Germany were preselected by national committees, and only those papers that passed the preselection reached the IPC through the secretary of the EC. The secretary also collected the applications for travel grants to young scientists who wanted to attend the 13th Congress. The IPC took the final decision on the contributed papers and on the travel grants at a meeting from 5 May to 8 May 1972 in Darmstadt, Germany. Out of 339 papers submitted from "smaller" countries 69 papers were accepted, together with 159 papers, out of a total of about six times that number, submitted by authors from the five countries mentioned above. The limit of 228 papers had been established through a previous decision of the EC, in order to allow not less than 30 minutes for presentation and discussion of a paper without unduly increasing the number of parallel sessions at the 13th Congress.

On the morning of 20 August 1972 a meeting of the EC, and on the after-noon of the same day a meeting of the entire Congress Committee took place in Moscow. One of the results of these meetings is a change in the membership of the EC: Professors Batchelor, Hoff and Koiter left the EC, Professor Becker being the only member staying on the Committee (as secretary). Professors Boley, Fiszdon, Gi:irtler (as president) and Muskhelishvili became members of the EC. Because Professor Fiszdon was not yet a member of the Congress Com-mittee his nomination had to be confirmed by the General Assembly of IUTAM at its meeting on 24 August 1972.

At the two meetings mentioned it was also decided to limit the term of ser-vice for future members of the Congress Committee (tentatively to eight years), and to try to enlist younger colleagues as members. The present members of the Congress Committee are kindly requested to submit suggestions of possible new members to the secretary of the EC before the next meeting of the General Assembly in 1974.

The 13th International Congress of Theoretical and Applied Mechanics that was held at Moscow State University from 21 August to 26 August 1972 was the culmination of the Congress Committee's activities during the four years from September 1968 to August 1972.

During the last months of 1972 the secretary of the EC was busy with col-lecting and editing the manuscripts of the general and sectional lectures of the 13th Congress, which will be published in the proceedings of the congress by Springer-Verlag. Professor Mikhailov, Moscow, and the secretary of the EC are the editors of the volume. Professor Mikhailov secured the English transla-tion of all the manuscripts that were originally in Russian, so that all contribu-tions to the proceedings will be in English.

Report on

ICSU General Assembly

Helsinki 17-21 September 1972

The General Assembly was preceded by an extraordinary General As-semblee in which the new statutes were adopted. A revision of the statutes has been under discussion for a number of years. The need of a revision was pri-marily due to the fact that the former Executive Committee, consisting of re-presentatives of all unions and of 11 national organizations, was too large a body to handle the daily business of ICSU. It is true that in effect many matters were delegated to the Board of Officers, but this smaller body had to act on many occasions without proper authority. Various drafts for new statutes have been discussed in the past few years and rejected because they reduced the in-fluence of the scientific unions too much. The revision approved in the extra-ordinary General Assembly held at Helsinki establishes a new Executive Board, consisting af nine members which exercises the executive powers, as well as a General Committee, on which all 17 unions are represented as well as 11 national organizations, which larger body is responsible for all matters reflect-ing the scientific policy of ICSU. This compromise seems to do justice both to the demands of daily matters and to the need of a strong influence of the scien-tific unions on the general scientific policy of ICSU. It is also of some interest to note that the original proposal to appoint a presidentelect, who would suc-ceed the current president at the end of his term of office, was rejected. The new statutes provide for the election of a single vice-president who will hope-fully be elected president later but this appears nowhere in writing in the statutes. It would seem that the statutes adopted in Helsinki, if by no means ideal, adequately reflect the most essential views expressed on various occasions in IUTAM.

One of the most important decisions of the ordinary General Assemblees was the approval of the proposal by the standing Finance Committee to increase the annual dues by 40 percent from 1974. Only two national organizations voted

against this proposal, and it may therefore be hoped that it will be put into effect. Much attention was given to several of the larger projects of ICSU. Par-ticularly impressive was the report on the present status of the Global Atmo-spheric Research Programme (GARP). One of the lectures during the meeting by R. W. Stewart gave an exciting review of results obtained sofar. Further lec-tures were given by J. J. Salomon on science policy and by I. Hustich on the future of the artie and sub-artie regions.

Several of the smaller meetings of the former Executive Committee and the new General Assemblee were held in the Hotel Intercontinental in Helsinki, but the full meetings of the General Assemblee were all held in the student center Diopoli of the University of Technology.

IV. T. Koiter

Report on CODATA

This report on the activities of ICSU, CODATA during 1972 is based upon the following documents:

CODATA, Memorandum 14th August 1972: Draft Minutes of the 7th General Assembly and the 16th Bureau Meeting, Le Creusot, France June-July 1972, with Annexes and Amendments so far. Only the following items (1) -(8) seem to me to be of special interest to IUTAM.

( 1) The Minutes of the 6th Annual Meeting of the General Assembly and the 14th Bureau Meeting of CODATA (Washington, D.C., July 1971, recorded in my 1972 CODATA Report) were approved after minor changes.

(2) In summarizing the Minutes of the 15th Bureau Meeting of CODATA, President Vodar commented upon the major possible change in the operation of COD AT A which concerns the frequency of the Bureau meetings etc. For fi-nancial reasons, in the future the Officers would meet twice a year, the Execu-tive Committee (Bureau) would meet only once a year, and the General As-sembly only every two years. It was proposed to present these ideas dearly in the minutes of this meeting in order to allow the Delegates and National Com-mittees to send their comments prior to the next Bureau meeting. At this meet-ing a more formal proposal would be prepared and distributed in March 1973 for final comments. No such proposal has been received so far.

(3) The broadened scope of the CODATA Constitution (see my CODATA Report 1972, item IV) was discussed. It had been unanimously carried by the 1971 General Assembly but was now criticized by several Delegates. Such wordings as "quality", "critical evaluation" and "systematic data" have to be more precisely interpreted, and a new version be prepared at the Bureau Meet-ing, January 1973, and distributed to the Delegates in March for final com-ments. No such version has however been received.

( 4) Further the President stressed that the Unions should be more involved in CODATA activities. Each Union should have at least one person, actively

interested in the data field as catalyst to stimulate interest. In my opinion, the present passive policy of IUTAM is quite adequate for the needs of IUTAM, Should on the other hand IUT AM Bureau change its mind on this point, I am quite willing to give up my present position as IUTAM Delegate of CODATA, to be replaced by someone more suited to act as "catalyst" for IUT AM.

(5) From the work of the CODATA Task Groups, worth mentioning here, I would like to draw attention to the new WFEOj CODATA Joint Working Group on Engineering Data, the result of the first meeting of which was presented at the conference at Le Creusot. No details from this meeting have however been received.

(6) A new Task Group on Transport Properties (referring to physical properties such as diffusion, but no further specified) is being planned as a result of a proposal from Professor S. T. Touloukian, Purdue Univ., USA, with the special view to consider interdisciplinary aspects. Five countries have re-ported interest. An annual budget of $ 2.400 is foreseen to meet the travel ex-penses for Task Group members.

(7) Regarding UNISIST (my 1972 Report, item V), it is reported and supported by ICSU that the need for implementation of UNISIST proposals, as stressed by UNESCO, is stressed regardless of the speed with which they are carried out.

'(8) The 8th COD AT A General Assembly will most likely be held on Sep-tember 10 and 11, 1973 in Stockholm, Sweden, subject to confirmation by the Royal Swedish Academy of Sciences. The Polish National Committee on COD AT A has offered to host the lOth G. A. in 1975.

Cette XVeme Assemblee s'est tenue a Madrid, sur l'aimable invitation du Conseil Superieur de la Recherche Scientifigue d'Espagne, du 12 au 23 mai.

Cette confrontation interdisciplinaire, associant les sciences physiques et les sciences biologiques, a connu un succes particulierement marque car elle a reuni 839 participants venus de 32 pays et tous specialistes de Recherche Spatiale.

Selon la tradition deja etablie de ce jeune Comite Scientifique de ICSU, I' Assemblee comportait trois symposiums specialises, copatronnes par plu-sieurs Unions internationales participantes, ainsi que les seances de travail et les seances publiques des Groupes de Travail et Panels specialises de COSP AR, enfin les reunions plenieres ou se fixent les recommandations et resolutions du Comite, ainsi que les prochaines etapes de son travail.

Depuis plusieurs annees, les echanges de vues et d'idees sur les resultats les plus recents de Ia recherche spatiale ont mis en evidence Ia necessite d 'ela-borer cette Dynamique generale en y incluant les principaux effets physiques -ionisation et rayonnements compris- et physico-chimiques dont l'espace proche de notre planete, jusqu'a 150 a 200 km d'altitude, pour fixer les idees, est le lieu, effets et phenomenes parmi lesquels les echanges d'energie entre le Solei! et Ia Terre - son atmosphere, ses oceans et son sol indus - jouent un role majeur. Vaste domaine de recherche, ou une premiere etape a ete fixee, con-sistant a etudier le mouvement general de cette atmosphere. Un comite special a ete forme a cet effet, qui associe !'Organisation Meteorologique Mondiale (W.M.O., agence de l'O.N.U.) et plusieurs Unions sous l'egide de UGGI, avec participation de COSPAR. L'etude en question, denomrnee GARP (Global Atmosphere Research Program) est deja engagee sur la voie d 'une premiere rea-lisation.

Ces problemes requierent Ia participation d'authentiques Mecaniciens, selon !'extension moderne de notre Science ala Dynamique des systemes les plus com-plexes, a proprietes physiques et chimiques evoluant en meme temps que leurs elements constitutifs se deplacent. Au debut du siecle, des Mecaniciens ont elabore les premiers elements de la Dynamique de !'atmosphere mais pour sa partie tres proche de Ia Terre et en visant surtout !'explication des variations meteorologiques usuelles et proches de nous. Ce probleme s'est enormement elargi en altitude jusqu'a la rarefaction presque totale, et s'est renouvele en-tierement par 1' intervention de phenomenes plus complexes et tres divers, !'ensemble requerant une conception nouvelle et suffisamment globale.

Le representant de IUT AM a COSP AR, qui a eu l'honneur de presider ce Comite de 1962 a 1972 a continuellement encourage Ia prise en consideration puis le developpement de ces etudes auxquelles il souhaite que les Mecaniciens de IUTAM, notamment des jeunes, s'interessent desormais activement.

Report on

International Commission of Acoustics

The Commission met on 3 and 4 May 1972 in Paris. It was agreed to in-crease activities on Environmental Acoustics and make it the main theme of the 8th Congress to be held at Imperial College, London from 23 til 31 July, 1974, with subheadings as follows : (i) propagation of sound; (ii) sources and abatement of noise in machines; (iii) acoustics of air flow; (iv) sound reinforcement systems; ( v) speech communication; (vi) building acoustics; (vii) psychobiology of sound; (viii) socio-acoustics.

It was agreed that the 9th Congress will be held in Spain in 1977. Close relationships have been established between ICA and FASE (the

Federation of Acoustical Societies of Europe which recently came into being). An important ICA function is the Information and Coordination Service

which has recently been very active in various ways which include the circu-lation of "lists of events" and "lists of laboratories" in Acoustics.

There was a special ICA Symposium on Atmospheric Acoustics and Noise Propagation at the US National Bureau of Standards from 27 to 29 Septem-ber 1972.

The next meeting of the Commission itself is being held at the Royal Society, London on 21 and 22 May 1973.

The Group now believes that sufficient information on waves and winds is available in documents already submitted or in other papers such as the report of the ISSC Environmentals Condition Committee, prepared for the 5th ISSC (Intern. Ship Structure Conge.) in Hamburg, Sept. 1973. Therefore, it has been suggested that a working party should be established with the task of investigat-

ing the influence of the environment on ship stability particularly in causing capsizing. This work will no doubt identify new problems to be tackled by the existing group on external forces which will not meet again before 1975. II. Some special points.

In the report mentioned there is a compilation of frequencies of occurence of gales, storms, hurricanes, and tropical cyclones in general over the seas and data on gusts.

Wave refraction due to submarine topography has been further studied. Ship model studies under simulated conditions either in tanks or in coastal areas could yield information on useful design criteria for small ships in coastal waters. It is essential that such tests be conducted within the framework of random process theory and using concepts of spectral analysis including non-linear effects with special emphasis on rolling motion.

Although it is agreed that within a short interval, of the order of 3 or 4 wave cycles, the higher well-formed waves may be approximately represented by a regular wave train, from the point of view of the rolling of a ship there is no such approximate representation. This is because the roll of a ship at any instant is governed by the previous roll behaviour over an interval, which depends on the roll damping, of about 10 wave cycles. The only valid repre-sentation of waves is by a spectrum. For the statistic of wave groups of J. A. Ewing, J. Geophys. Res., 1973.

International Centre for Heat and Mass Transfer

Institutional Members: National Committee for Heat and Mass Transfer of the USSR Academy of Sciences; Society of Chemical Engineers, Japan ; Indian Na-tional Committee on Heat and Mass Transfer ; Israel Institute of Chemical En-gineers; and, Egyptian Society of Engineers have become Institutional Members of the ICHMT, in addition to the corresponding national professional institu-tions from: Australia; Canada; France; F. R. Germany; Italy; U.K.; Netherlands; U. S. A.; and Yugoslavia. Seminars: The Fifth International Seminar of the ICHMT was held on August 30 to September 6, in Trogir, Yugoslavia, on the topic "Recent Developments in Heat Exchangers", under the Chairmanship of Professor E. U. Schliinder, Karlsruhe. One hundred eighty-four participants from 25 countries attented the Seminar, at which 16 invited lectures and 48 papers were presented. The scien-tific program covered developments in heat exchanger construction and com-ponents; behavior under steady and unsteady regimes; heat transfer in two-phase flow exchangers, regenerators and recuperators; and advanced concepts in heat exchanger design.

Proceedings of the 1970 Seminar of the ICHMT on " Heat and MaSJ T ransfer in Rheologicalty Complex Fluid.!'' and of the 1971 Seminar on "H eat T ransfer in Liquid Metal.r" have also been published by Pergamon Press, Ltd.

Two issues of the Newsletter of the ICHMT appeared in 1972. T he N ews-letter is distributed through a network of correspondents from 28 countries.

The review report on " Modern Re.rearch Laboratories in Heat and Mass Transfer" has been prepared under the contract with UNESCO. The report was edited by Professor E. A. Brun, with the cooperation of Professors T. F. Irvine, Jr. and Z . Zaric. The report will be published by UNESCO in 1973 in French and English.

On the suggestion of the ICHMT, two new journals will appear by the end of 1973 under the sponsorship of the ICHMT: International Heat and Mass Tran.rfer Letters, published by Pergamon Press, and International H eat and Mass Transfer Citation Journal, published by Scripta Publishing Co.

Afin de contribuer plus efficacement au developpement de la science de la Mecanique, le Comite International des Congres de Mecanique Appliquee avait decide, lors de sa reunion a Paris en septembre 1946, de fonder une organisation permanente portant le nom d' «Union Internationale de Mecanique Theorique et Appliquee».

Cette Union a ete admise dans le Conseil International des Unions Scienti-fiques par decision du Comite Executif de ce Conseil en 1947.

Dans les reunions tenues a Londres en septembre 1948, il a ete decide que le Comite International continuera, en tant que corps independant de !'Union, a organiser, comme par le passe, les Congres Internationaux de Mecanique Appliquee et que ce Comite aura le Statut d'une organisation adherente a !'Union.

Lors des reunions de Munich en aout-septembre 1964, il a ete decide que le Comite International pour les Congres de Mecanique Appliquee serait dis-sous comme un organisme distinct et possedant le statut d'organisation adherant a !'Union, et qu'il serait remplace par un Comite permanent pour les Congres lnternationaux comme un organisme permanent et integre dans !'organisation de !'Union sous le nom de « Comite pour les Congres lnternationaux».l

I L'Union Internationale de Mecanique Theorique et Appliquee a pour buts:

a) De former un lien entre des personnes et des organisations nationales ou internationales s'occupant de recherches scientifiques (theoriques ou experi-mentales) dans le domaine de la mecanique ou des sciences connexes.

cernant !'Union, y compris la modification des statuts. Elle peut deleguer ce pouvoir pour des sujets specifies a des organes appropries.

La composition de 1' Assemblee Generale est reglee par 1' article IV.

II A2 a) L' Assemblee Generale etablit un Comite permanent des Congres qui

est responsable pour 1' organisation des Congres internationaux de mecanique theorique et appliquee a intervalles reguliers.

b) Le president de !'Union est aussi president du Comite des Congres. Les membres du Comite des Congres sont nommes par 1' Assemblee Generale en tant que personnalites scientifiques activement engagees dans la mecanique theorique et appliquee sant necessairement membres de 1' Assemblee Gene-rale.

c) Le Comite des Congres nomme un Secretaire, sans duree definie de fonction.

III Des organisations s'occupant d'etudes scientifiques dans le domaine de la

Des organisations internationales principalement actives dans des domaines scientifiques etroitement lies a ceux de l'Union peuvent etre admises par l' As-semblee Generate en qualite d'organisations affiliees a IUTAM.

Chaque organisation aff iliee est autorisee a deleguer a l' Assemblee Gene-rate un observateur, lequel est admis a prendre part sans voix deliberative aux reunions de l'Assemblee.

L'organisation affiliee s'oblige a tenir le BUREAU de IUTAM (cf. section VII) informe de toutes ses activites importantes et des mesures de portee inter-nationale qu'elle adopte. L'organisation affiliee admet dans la composition de son conseil scientifique ou de l'organe qui en tient lieu un representant de !'Union Internationale designe par celle-ci.

En vue de coordonner les activites scientifiques internationales chaque organisation affiliee s'oblige, lorsqu'elle considere dans sons domaine !'organi-sation d'une telle reunion, a prendre en soigneuse consideration les projets et decisions deja formes en ce qui touche au meme domaine par l'Union Inter-nationale et ses autres organisations affiliees.

Les organisations affiliees ne versent aucune cotisation annuelle a !'Union Internationale.

IV L'Assemblee Generate de l'Union Internationale de Mecanique Theorique

et Appliquee est formee par: a) Les representants des organisations adherentes a !'Union. b) Les membres elus par l' Assemblee Generate de l'U nion, qui doivent etre

des personnes s'occupant effectivement de recherches scientifiques dans le domaine de Ia mecanique ou des sciences connexes.

c) Si 1' Assemblee Generale en decide ainsi, des representants de Commissions de !'Union. 2 Le nombre des membres elus de l' Assemblee Generate appartenant a une

meme nationalite ne devra pas, en general, depasser cinq. Des exceptions pour-root etre faites seulement par decision de 1' Assemblee General e.

La duree du mandat de chaque membre elu sera fixee par 1' Assemblee Gene-rate au moment de son election.

L' Assemblee Generate veillera a ce que soient representes de appro-price les pays dans lesquels soot effectuees des recherches importantes de meca-nique theorique ou appliquee, mais dans lesquels n'existe pas encore d'organi-sation nationale.

v Dans le cas ou il est necessaire d'effectuer un vote, chaque membre de l' As-

semblee Generale dispose d'une voix. Tout membre empeche d'assister a une reunion peut, par lettre adressee au Secretaire de !'Union, constituer comme son mandataire un autre membre de 1' Assemblee Generale.

Les decisions ordinaires et les elections soot faites a Ja majorite des votes exprimes. Pour toute modification des statuts, Ia majorite doit etre les ¥3 des voix.

Dans l'intervalle entre les reunions de l'Assemblee Generale, le vote peut avoir lieu par correspondance sur propositions faites par le Bureau (article VII); dans ce cas, une decision ne sera valable que si le nombre des personnes participant au vote est au moins les ¥3 du nombre total des membres de 1' As-semblee Generate.

VI Les reunions de l'Assemblee Generale auront lieu aux moments fixes par

le Bureau ou sur demande de dix membres au moins de 1' Assemblee General e.

VII Afin de maintenir son activite dans l'intervalle entre les reunions de l'As-

semblee Generate, celle-ci nomme un Bureau compose: d 'un president, du president sortant, vice-president, d'un secretaire, d'un tresorier, et de quatre autres membres de 1' Assemblee Generale. Les membres du Bureau soot elus pour une periode de quatre ans au maxi-

mum et sont reeligibles. Les membres nouvellement elus entrent en fonction le 1 er novembre qui suit 1' Assemblee Generale qui les a elus.

Le Bureau doit se reunir au moins une fois par an. Tout membre du Bu-reau peut, en prevenant par lettre le secretaire, se faire remplacer par un autre membre de l'Assemblee Generate, s'illui est impossible de prendre part a une reunion.

Le role du secretaire est d'assurer les liaisons permanentes pour tout sujet interessant !'Union, y compris les relations avec les organisations adherentes ou etrangeres a !'Union.

Le siege legal de !'Union est Ia residence du sew§taire. Le Bureau est autorise a nommer des tresoriers adjoints dans les pays ou

!'Union a un compte en banque. Les tresoriers ad joints doivent etre membres de l' Assemblee Generate, mais

ne soot pas necessairement membres du bureau.

la souscription annuelle a payer par cette organisation seront regles d'apres le bareme suivant sur proposition de l'organisation adherente et apres approbation de l'Assemblee Generale de !'Union.

En confirmation des opinions exprimees precedemment a I' Assemblee Gene-rale de septembre 1948 au moment ou les presents statuts ont ete adoptes:

1. L' Assemblee Generale estime que, dans les pays ou il existe plus d 'une organisation nationale active dans le champ de la mecanique theorique et ap-pliquee, un comite special de coordination doit etre forme. En general, il est convenu de reconnaitre seulement une organisation adherente dans chaque pays.

2. L' Assemblee Generale estime que sa composition devra etre graduelle-ment modifiee de far;on ace qu'elle comprenne principalement les representants des organisations adherentes a !'Union, la categorie des membres elus devant etre reservee pour des cas particuliers et exceptionnels. Dans ce but, elle donne avis de son intention de reduire le nombre des membres elus lorsque, en 1952, ils serront arrives au terme de leur mandat.

Regles de fonctionnement 1 du Comite des Congres de IUTAM (4 septembre 1964)

1. Le Comite des Congres se reunit au moins une fois lors de chaque Congres.

2. Le Comite des Congres peut instituer un Comite Executif charge d'entre-prendre toutes les actions necessaires de sa part pendant la periode qui s'ecoule entre deux Congres successifs, et de lui faire un rapport a sa prochaine reunion. Le Comite Executif comprendra le president et le secretaire du Comite des Congres et un ou plusieurs membres designes par le Comite des Congres.

3. L'organisation effective d'un Congres est confiee a un Comite local d'Organisation, elu par le pays ou !'organisation qui invite, et ce Comite est egalement responsable de la publication des Comptes Rendus du Congrh Le Comite d'Organisation fera son rapport au Comite des Congres soit au cours du Congres qu'il organise, soit avant, s'ille juge preferable.

Statutes of the International Union of Theoretical and Applied Mechanics

PREAMBLE In order to be more fully equipped to promote development of the science

of the International Committee for the Congresses of Applied Mechanics at its meeting at Paris in September 1946 decided to found a permanent organization, called "The Intern:ttional Union of Theoretical and Applied Mechanics' ·.

This Union has been admitted into the International Council of Scientific Unions by decision of the Executive Committee of this Council in 1947.

At the meetings at London in September 1948 is was decided that the International Committee would contit:ue to organize the Congresses of Applied Mechanics as an independent body as in the past, and that the International Committee would have the status of adhering organization of the Union.

At the meetings at Munich in August-September 1964 it Vias decided that the International Committee for the Congresses of Appl!ecl .Mechanics would be dissolved as an independent body with the status of an adhering organization of the Union, and that it would be replaced by a standing Committee for Inter-m.tional Congresses as an integral part of the organization of the Union. 1

I The objects of the International Union of Theoretical and Applied Me-

chanics are: a) To form a link between persons and national or international organizations

engaged in scientific work (theoretical or experimental) in mechanics or in related sciences;

b) To organize international of theoretical and applied mechanics through a standing Congress Committee, and to organize other international

meetings for subjects falling within the field of theoretical and applied mechanics 1;

c) To engage in other activities meant to promote development of mechanics, both theoretical and applied, as a branch of science.

II The active organ of the International Union of Theoretical and Applied

Mechanics is its General Assembly. The General Assembly has power to decide all questions affecting the

Union, including alteration of the statutes. On a specified question it may delegate this power to appropriate bodies.

The composition of the General Assembly is regulated in Article IV.

a) The General Assembly establishes a standing Congress Committee which is responsible for the organization of international congresses of theoretical and applied mechanics at regular intervals.

b) The president of the Union shall also serve as president of the Congress Committee. The members of the Congress Committee are appointed by the General Assembly as scientists active in theoretical and applied mechanics who need not be members of the General Assembly.

c) The Congress Committee appoints a secretary, without stated terms of office.

d) The rules of procedure of the Congress Committee shall be approved by the General Assembly.

III Organizations occupied in scientific work in theoretical or applied mechanics

(or national unions of such organizations) can be admitted by the General Assembly as adhering organizations of the International Union.

Each adhering organization shall have representatives in the General Assembly of the International Union, and pay an annual subscription to the Union in accordance with Article IX.

International organizations mainly occupied in scientific work in fields closely related to that of the Union can be admitted by the General Assembly as affiliated organizations of the International Union.

Each affiliated organization has the right to appoint an observer, who is invited to take part in the General Assembly without voting rights.

The affiliated organization is obliged to keep the Bureau (section VII) of the International Union informed about all important activities of and organi-zational measures taken by it. The affiliated organization will incorporate a representative appointed by the Bureau of the International Union in its scien-tific council or the corresponding organ.

In organizing international scientific meetings of its own the affiliated organization is obliged to consider carefully all measures already taken by the International Union and its other affiliated organizations in order to coordinate such international scientific activities.

Affiliated organizations pay no annual dues to the International Union.

IV The General Assembly of the International Union of Theoretical and Ap-

plied Mechanics is composed of: a) Representatives of the organizations adhering to the Union; b) Members elected by the General Assembly of the Union, who shall be

persons actually engaged in scientific work in mechanics or in related soences;

c) If so decided by the General Assembly, representatives of Committees. 2 The number of elected members of the General Assembly of the same

nationality in general should not exceed five. Exceptions can be made only by decision of the General Assembly. The term of each elected member shall be determinated by the General Assembly at the time of this election.

The General Assembly shall provide for adequate representation of countries where important research is carried out in theoretical or applied mechanics, but where a national organization does not yet exist.

v When voting is necessary every member of the General Assembly shall

dispose of one vote. Any member who may be unable to attend a meeting may by a letter to the secretary constitute another member of the General Assembly as his proxy.

For ordinary decisions and for elections a simple majority of the votes brought forward is required. For an alteration of the statutes the majority required is 7'3 of the votes brought forward.

Between meetings of the General Assembly voting may be carried out by correspondence upon proposals made by the Bureau (section VII); in this case decisions will be valid only provided the number of persons taking part in the vote is not less than ¥3 of the total membership of the General Assembly.

VI Meetings of the General Assembly will take place at times decided by the

Bureau or on request of at least 10 members of the General Assembly.

VII In order to carry out work between the meetings of the General Assembly,

the latter appoints a Bureau, consisting of: A president, The retiring president, who shall serve as vice-president, A secretary, A treasurer, And four other members of the General Assembly. The members of the Bureau will be elected for a period of at most 4 years

and will be eligible for re-election. Newly elected members of the Bureau enter into office on the date of November 1st, following the General Assembly at which they have been elected.

The Bureau will meet at least every year. A member of the Bureau who is prevented from attending a meeting may by a letter to the secretary designate another member of the General Assembly to replace him.

The function of the secretary will be to act as a permanent center for matters affecting the Union, including relations with adhering or outside organizations.

The legal domicile of the Union shall be the place where the secretary lives. The Bureau is authorized to appoint assistant-treasurers in those countries

where the Union has a bank account. The assistant-treasurers must be members of the General Assembly but need

not to be members of the Bureau.

Vlll T he financial means of the Union are formed by:

a) the annual subscriptions of the adhering organizations; b) gifts and grants.

The Union shall maintain a roll of benefactors on which shall be inscribed annually the names of those persons or institutions wh ich have accorded gifts, legacies or other subventions to the Union.

T he Bureau of the U nion shall draf t a budget for each coming year, and shall administrate the finances. The Bureau shall submit an annual financial report to the members of the General Assembly.

IX The number of representatives of an adhering organization and the amount

of the annual subscription to be paid by that organization will be regulated according to one of the following categories, as proposed by the adhering organization and after approval of the General Assembly of the Union:

Resolution of the General Assembly at Pallanza (June 27, 1950)

In confirmation of the views already expressed at the General Assembly of September 1948 when the present statutes were framed:

1. The General Assembly expects that in those countries where more than one national organization is active in theoretical and applied mechanics, a national coordinating committee will be formed. In general it is expected to recognize only one adhering body in each country;

2. The General Assembly believes that a gradual transition should be made in its composition, so that ultimately it will consist mainly of representat ives of organizations adhering to the Union with the category of elected members reserved for exceptional and unusual cases. To this end it gives notices of its intention to reduce the number of elected members when the terms of the present elected members expire in 1952.

Rules of procedure 1 for the Congress Committee of IUTAM (September 4, 1964)

1. The Congress Committee meets at least once at every Congress.

2. The Congres Committee may appoint an Executive Committee to take all necessary actions on its behalf in the period between two successive Con-g resses, and to report to it at its next meeting. The Executive Committee will consist of the president, the secretary and one or more members appointed by the Congress Committee.

3. The actual organization of a Congress is delegated to a local Organizing Committee, elected by the host-country or host-organization, which is also responsible for publication of its Proceedings. The Organizing Committee will report to the Congress Committee either during or, if it sees fit, before the Congress which it organizes.

4. The Organizing Committee will obtain the approval of the Congress Committee (normally through the Executive Committee) with regard to all matters affecting the general policy of the Congress Committee, in particular with regard to:

4.1 the scope of the Congress; 4.2 the screening of papers for the Congress; 4.3 the selection of general lectures for the Congress ; 4.4 the appointment of chairmen of sessions of the Congress.

The Organizing Committee will levy a fee not exceeding $ 1 on behalf of the International Union of Theoretical and Applied Mechanics, for ad-ministrative expenses, from all Congress members, in addition to the fee re-quired for the Congress itself. Until September 4, 1964 the organization of the International Congresses for Applied Mechanics was supervised by the "International Committee for the Congresses of Applied Mechanics" and for each Congress separately entrust-ed to a local Organizing Committee also the publication of the Pro-ceedings. Consequently, there is no central point from which can be ordered, and for each volume, application must be made to the pubhshers who took care of that particular volume.

Since September 4, 1964 the same task will be fulfilled by the Standing Congress Committee of JUT AM, and local Organizing Committees to be established.
