Nestled between the sprawling medical and retail complexes at 92nd Street and Shea Boulevard and the quiet residential setting around Cholla Street, R.J. Development, Olympia, Wash., plans to develop the $12M Amber Creek Memory Care. Situated on an undeveloped corner, 11250 N. 92nd St., Scottsdale, the site is the northern edge of the commercial and medical development near Shea Boulevard and Loop 101.

Whitneybell Perry Inc. has design responsibilities for the 54KSF single-level building; Koelsch Construction Inc. is the GC. Tempe business incubator MAC6 debuted its Park Lane Conscious Manufacturing Facility in Tempe October 24, and organizers are calling it the only manufacturing incubator in the country.

MAC6 also announced it was accepting applications for the second round of its incubation program at its original Tempe space about a mile away. The incubator also said it was seeking tenants for up to 21 desks for its new conscious workspace at the original incubator.

The new 38KSF manufacturing building is an industrial launch pad for early-stage Arizona-based manufacturing startups that embrace the tenets of Conscious Capitalism. Twelve startups are based out of the facility, including Endless Entertainment, which provided the party atmosphere with music, fog, stage and lights for the grand opening that brought out hundreds of people.

The incubator is a community partnership between MAC6, Arizona State University, the Arizona Commerce Authority and the Arizona chapter of Conscious Capitalism, an emerging form of capitalism that leverages positive social change into a long-term competitive advantage.

More than half of the manufacturing space is dedicated to early-stage businesses that grew out of the Arizona State University student incubation programs, including Endless Entertainment.

North American Development Group Propose Scottsdale Mixed Use Miniproject Combine creativity and a compact lot with a motivated developer and cutting edge architect, and the result is the Eldorado on First. The mixed retail and residential development will rise three stories above a 0.6 acre lot at 6901-6915 E. First St., Scottsdale.

Eldorado on First is proposed as a seven-unit luxury residential condominium with a 4.5KSF retail space on the ground level. The tri-level condo units, including the ground-level garage, are designed by Will Bruder Architects and to be developed by North American Development Group. The architectural character fits into a neighborhood that includes the Hotel Valley Ho, The Standard at Valley Ho (AZBEX, May 14) and a pair of mid-century modern apartment renovations.

Bruder’s effort aligns the building so that each unit has its own dual-mountain view: Camelback and

McDowell Mountain. The building is pedestrian-aligned with sustainable features incorporated into land use, architecture and downtown live-work environment.

To make the project fit into the resort, office and multifamily setting, NADG is requesting an alphabet soup of zone changes for the sliver of land. Currently, the 26KSF parcel is within both the Service Residential-Downtown (S-R/DO) and Multifamily Residential Downtown (R5/DO) zoning districts. The pending application seeks to clean the slate and move the property into the Downtown Multiple Use – Type 2 district with twin overlays, Planned Block Development and Downtown (DMU-2 PDB DO).

Arguably best known for its wine cafe concept Postino, Phoenix-based Upward Projects has given residents in the north Central Avenue neighborhood more than wine and bruschetta to whet their appetite. Their other concepts such as gastropub Windsor, old-school ice cream parlor Churn and pizza joint Federal Pizza create a cluster of

dining options along a once-forgotten stretch of Central Avenue that give more personality and buzz than a slew of fast-casual chains.

Nohe Garcia’s face lights up when he starts talking about his vision for Nogales, particularly the businesses his 215-acre development near Mariposa Road could bring to the city.

He is carving an industrial park out of the rolling hills northwest of the Mariposa Port of Entry in anticipation of the $200-million port expansion, slated for completion next year, and the increased cross-border flow of products from the growing assembly plant industry south of the border.

Garcia’s 215-acre spread, known as the La Loma Grande project, will be a hefty addition to the industrial area along Mariposa Road, adding large lots that could be used by manufacturers, border logistics companies, produce distributors, and customs officers, among others.

His is just one of several industrial projects being planned along the

corridor stretching north from the port of entry, according to city of Nogales building records.

Long-time Nogales customs house Suarez Brokerage is planning to build a 38K-square-foot office and warehouse facility on North Calle Cobre, just off of Mariposa Ranch Road. And a mile north of the La Loma Grande project, Maval Warehouse is expanding its operations to include a new 25K-square-foot warehouse on Industrial Park Drive, said owner Marco Valenzuela.

The expanded Mariposa Port of Entry promises to increase cross-border trade, making the decision to build a new warehouse a simple one, Valenzuela said. “Because of expanding business we are foreseeing that we will require more capacity,” he said.

Also in the works is a 90K-square foot produce warehouse on North Target Range Road, according to city building records. Other projects, such as a 100K-square-foot warehouse and a 5K-square-foot office complex, both on Freeport Drive, are still in the preliminary permitting phases.

In particular, the port should ease the crossing of products from the growing assembly plant industry in Sonoran cities such as Nogales and Guaymas, which could mean more products passing through Nogales in coming years, Garcia said.

By January, Garcia expects his project to be far enough along to show businesses the first round of properties, which he said would be seven acres each, although they could be expanded if the client so desired.

New U.S. Census Bureau data show that the great slowdown in migration caused by the recession is starting to give way.

In 2012, “domestic migration” was as high as it’s been in the past five years — nearly 16.9M people moved between counties, with long-distance interstate moves accounting for about 7M of those, up nearly 5 percent over 2010.

The 2012 figures may not represent an actual recovery, but it’s “at least a thawing” as conditions begin to improve again, he said.

New York state lost about 136K people in 2012. In Massachusetts, the net loss was about 16K people.

Many are Heading to ArizonaArizona had a larger net migration gain in 2012, adding 26K migrants from other states.

Migration gain in Arizona is more than twice as large as it was in 2011, it remains far below the peak of 132K net migrants in 2005.

That comes as no surprise to Jim Chang, Arizona’s state demographer, who said the state has been expecting to reclaim its status among the nation’s fastest-growing places.

“In 2009 and 2010, we probably lost some, but after that, we expected to be gaining population. Because of the economy, it was slow in-migration, but we expect that to accelerate as the economy gets better.

The Arizona Department of Administration estimates the state’s population for July 1, 2012, was 6,498,569.

Arizona economist Elliot Pollack said he’s seeing a growing influx, but nothing like it has been after previous recessions.

“It is happening here, but it’s like going from 1 mph to 5 mph when you’re used to going 60 mph,” he said.

Typically after recessions, Pollack said, Arizona’s population grows at 3 to 4 percent annually, but this time, it’s less than half that. “We are half of what is normal, this late in a recovery,” he said.

Two projects along East Butler Avenue, Flagstaff, have big development plans.

A proposed major expansion of the Little America resort complex in Flagstaff has received one of its first endorsements even as local residents raise concerns about water and traffic. The adjoining 270 acres held by Canyon del Rio Investors is planned for a golf course, multifamily community and industrial park.

Little America’s 537-Acre ExpansionCity of Flagstaff planning staff is recommending that the Flagstaff Regional Plan be amended to include the 537-acre proposal. The project will include a new golf course, 1,400 houses, a shopping center and a second hotel.

The staff report said the city lacks enough reclaimed wastewater to irrigate the golf course, which likely would need to wait to be built until the project generated more wastewater to be treated and recycled.

Owner, the Holding family, is proposing 48 acres of Regional Commercial to include an additional hotel with resort amenities such as a public golf course and clubhouse and a neighborhood commercial center at the current truck stop location, according to the report. Also proposed are 121 acres of high, medium and low-density residential — about 1,400 units — and about 198 acres of recreational facilities, including additions to the Flagstaff Urban Trail System, hiking and biking trails, and parks.

Canyon del Rio to Develop Old Master PlanCanyon del Rio Investors owns 270 acres to the east of Little America along the south side of Butler Avenue at Fourth Street, and there has been a development plan for the property on the city’s books since 1984. The plan was for a light industrial business park and housing.

The project sat dormant until 2002, then was stalled by the recession in 2008. Now, with the economy recovering, the developers are focusing on a variety of housing types totaling 1,400 units. Also planned along a Fourth Street extension south of Butler Avenue are retail stores and offices.

Flagstaff Ponders General Plan Changes for 900 Acres of Planned Communities

Last night’s open house unveiled the design of the Eloy Community

Line and Space, LLC, the architect for the project, presented the schematic design for the center after weeks of research, workshops, field trips and recommendations from the city and a community advisory board.

The city had a $500K HUD grant to fund acquisition of the theater and four surrounding parcels (AZBEX, August 27). Other deferred infrastructure projects are funded

ahead of money for the community center. The project will be a downtown catalyst and serve as a multipurpose center with space to support entertainment, social and educational gatherings.

With the completion of the schematic design and a model, the city now has a tangible plan which it can move closer to construction reality in coming budget years.

A $50K state grant has been made available to help build a new county courthouse in Kingman.

Mohave County Superior Court received a technical assistance grant from the State Justice Institute to create a floor plan for a new courthouse in Kingman. The plans would include only a courthouse to be built near the county jail and the administration building off Interstate 40 in Kingman, Superior Court Administrator Kip Anderson said.

The Superior Court plan would collect historic caseload, workload and court staff information to design space requirements and square footage needed for a new courthouse. Superior Court will work on the plan with the National Center for State Courts. NCSC will come up with a building plan for the approximately $20M courthouse by March 2014, Anderson said.

An assessment of the century-old Superior Courthouse in 2006 returned a verdict that the building was not secure enough to serve as a courthouse.

The quarter-cent sales tax paid for the sheriff’s office, built about 10 years ago, and the administration building, built seven years ago. It also funded the county jail built three years ago. The sheriff’s office building has been paid off and the administration building is scheduled to be paid off this fiscal year.

State Grant Pays $50K for Design Concept for New $20M Mohave County Courthouse

AZBEX Update: Mohave County officials say that the initial grant funds conceptual plans for the courtrooms, offices and associated public space. When this is completed, the county will be seeking an architect to design the courthouse, likely in two phases: conceptual plans and construction drawings. The county is planning for $200K for the conceptual plan in its Fiscal 2015 budget.

After a sluggish 2013, the construction industry could see a gradual uptick in total construction starts in 2014, according the McGraw-Hill Construction’s 2014 Dodge Construction Outlook. McGraw-Hill Construction forecasts that total construction starts could rise by 9 percent next year to $555B, led by a solid housing market and improved opportunities in commercial building. Non-building sectors, especially electrical utilities, could be drag on starts in the coming years.

McGraw-Hill Construction announced its forecast during its Outlook Executive Conference in Washington, D.C., Oct. 25.

The forecast banks on federal budget deliberations proceeding “in a more orderly manner,” which could enable the U.S. economy to grow by 2.5 percent to 3 percent in 2013. The government shutdown and concerns about potential default have been a drag on the economy this year. The U.S. economy is expected to grow by just 1.6 percent in 2013, down from 2.8 percent in 2012.

That retraction is underscored by recent construction activity. After 10 percent growth in construction starts in 2012, McGraw-Hill forecasts that the industry will see only a 5 percent increase in starts this year, reaching $508B.

As the construction industry has tried to recover following the recession, the residential sectors have led the way. Multi-family housing, particularly apartment units, began to tick up in 2010. The sector surged in 2012, rising 36 percent to $40.2B, but the pace has slowed. McGraw-Hill Construction estimates that multi-family residential starts will increase by 19 percent to $48B in 2013 and 11 percent to $53.1B.

In commercial building, the sector sees steady but modest improvement. After a 14 percent uptick in 2011 and a 12 percent rise in 2012, that pace of growth continues at 15 percent in 2013 to $62.4B and 17 percent to $72.7B.

More than two dozen people, including some living near Houghton and Sahuarita roads, attended the first of two open houses on the town’s proposal eventually to annex 60 square miles east.

While most of the proposed annexation area is empty State Trust land, there are existing developments east of Wilmot Road, notably the Corona de Tucson area around Houghton and Sahuarita roads.

While officials say they need drainage systems to deal with the huge Lee Moore Wash east of town, those attending the open house explained how it affects them day-to-day.

Town Public Works staffer Dave Pfordt explained that while the town might move forward with annexing the State Trust land, the area would not likely be developed for decades, pointing out that the 6,000 acres of pecan groves owned by Farmers Investment Co. is already within the town limits and conceptual planning is underway there.

Walkers, runners and cyclists on the popular Rillito River Park Trail encounter a rather vexing reality when they reach the trail’s passage at North Craycroft Road: a bridge to nowhere.

The expensive and finely crafted bridge — built as the gateway to a planned trail extension eastward along Tanque Verde Creek from Craycroft Road to Sabino Canyon Road — is now marked with a sign that says “End of Trail.”

It comes to an end there because the planned extension is on indefinite hold as a result of land access, funding and bureaucratic issues.

The cost of the bridge: about $200K.

“Right now, we don’t have anything planned as far as construction” of the trail extension in the immediate future, said Suzanne Shields, director of the Pima County Regional Flood Control District. The county is overseeing the Rillito Trail and other

segments of a loop of trails for non-motorized travel around Tucson.

The reason for the holdup, Shields said, is uncertainty about access for the trail over what is now private property and availability of funding.

The city of Tucson annexed land in the area in July 2012 owned by

developer Joe Cesare, who is building a mixed-use development in the area. Cesare’s parcel includes land needed for the trail extension.

City officials said the annexation agreement didn’t clarify the outlook for eventual trail access.

Cesare said he would provide access for the trail if the county goes ahead with construction of the extension.

John Spiker, civil engineering manager for the county Flood Control District, said the trail extension “is on hold until the (Cesare) development moves forward…Then we’ll move forward — if we have funding,” Spiker said.

It’s likely to be years rather than months until those pieces fall into place, he said.

Meanwhile, Shields said, the county is planning another trail extension in the area — along the Pantano Wash from Tanque Verde Road to Craycroft Road.

Pima County $200K Trail Bridge Leads to Nowhere

Highway 89 could reopen up to a year earlier—late 2014—than first projected the Arizona Department of Transportation told Page City Council October 23.

Extreme northern Arizona’s major north-south artery, blocked Feb. 20 by reactivation of an ancient landslide, will likely see the start of construction by late spring, two ADOT spokespersons told council.

Construction on the road along Echo Cliffs near the Big Cut could take six to 12 months, according to Amy Rosar and Julian Avita. The new estimate trims the original timeline by as much as a year.

Avita, ADOT’s public affairs manager, said all assessments on road work have been completed and that AECOM has been hired as design consultant. This past summer, ADOT paved the former Navajo Route 20 and renamed it Highway 89T to buy time for reopening 89.

Highway 89 likely will be finished before a roundabout is built on 89 in Page near the Walmart supercenter, an ensuing discussion indicated. In answer to questions about the long-delayed roundabout, Avita said officials are trying to “identify funding for it.”

A streamlined rezoning process that backers see as key to improving Flagstaff’s economic competitiveness is moving toward a final, contentious vote by the City Council next month.

“(Concept zoning) would send a message that Flagstaff is open for business,” Flagstaff Chamber of Commerce President Julie Pastrick told the council earlier this month.

A proposed amendment to the city Zoning Code would give property owners and developers the option to get approval for a zoning change without requiring a more specific and costly site plan review until a later time, and then usually without council oversight.

Councilmember Karla Brewster said Flagstaff is in competition with the “rest of the state for job creation.”

“Remember Flagstaff has a label, ‘not business friendly,’” Brewster said.

The current process for obtaining a zoning change requires a developer

to submit an application for site plan review and zone change approval concurrently.

A site plan is business-specific and requires a developer to submit details about a particular business

— for example, the architecture and size of the parking lot.

City Zoning Code Administrator Roger Eastman told the council that if there is any uncertainty as to whether

the zone change will be approved, this allows the property owner/developer to apply for a zone change without investing in the expensive and time-consuming process of providing the details needed for a site plan, until later if the zoning is approved.

The Scottsdale City Council has approved a $637K contract with Habitat for Humanity to begin construction of a two-building, low-income apartment complex at 7220 and 7224 E. Belleview Street in the southern part of the city.

The U.S. Department of Housing and Urban Development has asked Scottsdale to either repay $825K in federal grant money, the result of a failed project to revamp the properties, or show that the structures have been rebuilt and occupied as affordable housing.

The council previously approved $950K in budget transfers to help rebuild the apartments from the ground up. The current budget for design and construction is $890K.

Dan Worth, the city’s executive director of public works, said construction should begin immediately and the apartments should be ready for occupancy by March.

Mohave County doesn’t want the 50-year-old Arnold Plaza building on Oak Street, and apparently nobody else does either.

No one bid on the building [last week] when the Mohave County Board of Supervisors tried to auction it off at its meeting.

The bidding started at $65K for the 23K square foot commercial building located in the heart of downtown Kingman.

The building has been in mothballs since the county treasurer’s and assessor’s offices moved out in 2005. According to the appraiser’s report, it has several problems. It needs a new roof, ceilings, carpet, doors, windows, bathroom fixtures, heating/air conditioning units, lighting, a coat of paint inside and out, and contains an unknown amount of asbestos and possibly mold.

In 2011, the department estimated it would cost the county about $200K to replace the roof and nearly $2M to refurbish the building to make it usable. It would cost approximately $600K to level the building.

The Board decided to demolish the building, but the county ran into a series of problems with the demolition contract in 2012 and ended up throwing the contract out.

Taylor & Ross Associates appraised the property in September at around $65K.

When Hendrix’s two requests for bids from the audience failed to garner any response, the Board approved sending the issue back to staff for a second look at the county’s options for the building.

Weyerhaeuser Co. is considering selling off its portfolio of five home builder brands — one of which is Scottsdale-based Maracay Homes — and Taylor Morrison Home Corp. in

Scottsdale is among a few companies hoping to be the buyer, sources said in a Reuters article Monday.

Reuters said Taylor Morrison, which

went public in April, and Alberta, Canada-based Brookfield Residential Properties Inc. are among those prospective buyers. But the most serious negotiations have been with Irvine, Calif.-based Tri Pointe Homes Inc., which went public about four months before Taylor Morrison.

Reuters said the deal with Tri Point could close in as early as two weeks and for $2.7B — which is below the $3B-plus the Wall Street Journal said in August the division is valued.

Together, the five brands were the 18th largest U.S. home builder last year in terms of sales — 2,300. The group also controlled roughly 27,000 single-family lots as of June, the bulk of which, almost 65 percent, were in California, according to the WSJ.

1. Lincoln Property Co., Phoenix is planning 10 Lincoln on a 72-acre parcel located along the south side of Interstate 10 and between 79th to 83rd avenues. The project in partnership, with receiver Lehman Brothers Holdings Inc., is looking for

build-to-suit opportunities and will sell developed parcels to end users. A site plan for the business park from Butler Design Group in Phoenix shows five structures of 500KSF, 190KSF, 140KSF, 105KSF and 80KSF. Marketing is being handled through Jones Lang LaSalle.

2. American Realty Capital Properties Inc. is paying $11.2B to acquire Cole Real Estate Investments Inc. The move makes ARCP the largest owner of U.S. single-tenant buildings. The sale is the largest acquisition in U.S. REITs in more than two years. The purchase comes on the heels of a rejected attempt by ARCP to buy Cole before it went public. The buy gives the company 3.7K properties in 49 states and Puerto Rico. In Phoenix, most of Cole’s headquarters employees are expected to stay with the new company, although CEO Marc Nemer and Chairman Christopher Cole will step down from their posts. The deal closes in first quarter 2014. The purchase is $6.9B in the acquisition and an assumption of about $4.3B in debt.

3. NexCore Group LP, a national healthcare real estate firm and Heitman LLC, a real estate investment management firm, have acquired 672KSF of MOB in California and Arizona. Dignity Health properties comprise about a third of the portfolio, purchased for $490M ($729/SF). The Dignity portfolio is valued at $113.7M in 13 buildings—eight in California; five in Arizona. CBRE negotiated the deal for the seller.

4. Bridge Investment Group Partners LLC, Murray, Utah, paid $38.4M ($67K/unit) for the 576-unit Aventerra at Dobson Ranch apartments, 1960 W. Keating Ave., Mesa. Summit Equity Investments, Los Angeles, was the seller. Hendricks-Berkadia brokered the deal for both parties.

5. Rivendell Properties LLC bought a commercial property, 7775 N. Casa Grande Hwy., Marana, for $9.7M. The seller was Palmer Capital with Vast Real Estate Solutions brokering the deal.

6. Taylor Morrison Homes may be flirting with buying Maracay Homes, but it’s closing on 120 acres in the Tierra Del Rio development in Peoria. Taylor paid $6.9M ($58K/acre) to RSF Partners to lock up the deal October 16. The subdivision was originally approved for 233 lots.

7. TerraWest Communities and Jen Arizona 12 LLC added to their increasing land bank by closing on 57 platted and engineered lots in Jacaranda Place for $3.9M ($68K/lot). The subdivision, near E. Riggs and S. Lindsay roads, Chandler, was just approved for a replat by the city of Chandler in August. Ashton Woods now has a deal with TerraWest and Jen Arizona to develop the subdivision “immediately,” with first sales expected in July, 2014.

8. A Savers store in Chandler has sold for $3.8M ($124/SF). Marcus & Millichap Real Estate Investment Services represented both sides in the sale of the 30KSF building. An unidentified LLC was the buyer.

9. First Solar, Tempe, sold 50 acres of land to the east of its 1MSF for-sale factory building. Bright International Corporation, Coolidge, paid $3.5M ($70K/acre) for the portion of the former solar factory site located to the east of Elliot Rd. and Signal Butte Rd., Mesa.

10. Chrisman Lock Chiang acquired an industrial building, 43 N. 48th Ave., Phoenix for $2.5M ($28/SF). Atkinson Land Holdings LLC was the seller. CBRE handled the deal for the seller and Commercial Properties Inc. worked for the buyer.

11. Phaedrus LLC sold a 10KSF MOB, 9789 N. 91st St., Scottsdale, for $2.1M ($207/SF). SH Property LLC, Holladay, Utah, acquired the Mountain View Office Suites in the deal. CBRE represented the seller; Pierpont Equity Group represented the buyer.

12. AV Homes is readying development of 86 homes in Mountain Trails at Cortessa, near the White Tank mountains in Peoria. Construction is underway with December, 2013 targeted for the first sales. No transaction amounts were reported.

13. Lincoln Property Company sold three buildings in Lincoln Sky Harbor with a combined 130KSF to LTJ Skyline/Grand Stable and Carriage. The buildings sit on 7.6 acres adjoining Phoenix Sky Harbor Airport. The price was not disclosed.

14. No dollars have been disclosed, but The Arizona Republic is reporting that Pulte Homes is in escrow to acquire the Ahwatukee Lakes Golf Club, 13431 S. 44th St., Phoenix. Pulte plans to complete its diligence and a redevelopment plan before meeting with homeowners in the subdivision. The golf course was closed in March by seller Wilson Gee.

15. Custom jewelry is now being made in 148KSF at Chandler Business Park. Origami Owl leased all of an 81KSF building, 500 N 54th St., near I-10 and Chandler Blvd. The company has inked a deal for 66KSF taking all of another building in the business park, 450 N. 54th St.

16. Injured Workers Pharmacy LLC has leased 11KSF at Phoenix Tech Center, 5029 E. Sunrise Dr. Cassidy Turley represented the tenant and Jones Lang LaSalle represented the landlord, Block Real Estate Services.

17. Paddock Pools is moving its headquarters to its 29KSF superstore at Loop 101 and Shea. The corporate relocation is caused by Paddock’s pending sale of its former corporate HQ to Meritage Homes and redevelopment of the 64th St. and Thomas Road location as a condo complex (AZBEX Exclusive, September 27).

18. Burger 21 has a Chandler location on the grill and now a deal has been cut for a second location next year in Tempe. Locations for the two restaurants have not yet been disclosed. The 3KSF fast casual restaurants are the brainchildren of the company behind Melting Pot.
