  • Bailouts for the auto industry: will they

    help matters or make them worse? In my

    opinion, though they will help, there are

    two areas of concern that should be

    addressed. One, the consumer should be

    given a real incentive to buy, in order to

    create demand; and two, protectionism

    which pits country against countryshould be avoided.

    I think that putting a significant amount of what is called

    bailout money in consumers pockets will generate the de-

    sired results faster than sending all the money directly to the

    automotive manufacturers. Of course, the auto companies

    need direct money now. However, if governments overlook

    the stimulus effect of money in the hands of consumers,

    their bailout disbursements will not yield the best returns.

    We have already seen good progress in Germany, where

    the government has given consumers an incentive of 2,500

    cash to apply toward the purchase of a new car if they scrap

    their existing nine-year-old or older vehicle. That idea is

    working. But in the United States, the first round of bailout

    money hasnt made a lot of difference because that money

    went directly to the automotive companies with no mecha-

    nism for creating much consumer demand. And now the

    companies are already saying they need more money than it

    was originally decided to give them.

    I read a report today about the sort of problems well see

    in Europe, such as the suggested terms of a French bailout

    causing tension with Germany. The last thing industry needs

    now is barriers to exports caused by countries hampering

    international business with programmes designed to protect

    home companies. The huge American stimulus plan is

    already creating antagonisms with many other countries

    over its buy American element.

    Lets hope that governments worldwide approach their

    bailout or stimulus plans with wisdom. Otherwise, they may

    in fact slow down the pace of recovery.
