A Deputation from the Town of Midland waited on the Council in connection with

the guaranteeing of certain debentures of t.he Town.

R.R.Wilson, Clerk of Midland, addressed the uouncil, outlining the financial

I I ' !

situation of' the Town, He stated that with the co-operation of the County Council he was

satisfied the Town would meet all it's obligations.

G.S.Dudley, Solicitor for the Town, stated that Midland had spent a considerable ;I ·1 amount on improvements in the Town during the good years and these obligations had to be met.

If Midland could sell it's debentures it would be able to meet it's obligations, and requested

l1 the Council to :favourably consider the request. 11 ,,

Mayor Roebuck expressed the opinion that Midland would be in a position to varry

on if the Town could sell the debentures, which they were asking the County to guarantee.

Relief coming in from outside cost the Town considerable sums.

That the question of guaranteeing debentures :for the Town of Midland, which had

11 been presented by the deputation, be referred to the Finance Committee.

Councillor Jebb stated that the Reeve did not sign cheques in the Township ot

An order sheet was prepared and signed by the Reeve and the Clerk for the I . !!Payments made and the Treasurer issued his cheques accordingly.

! Mr. w.A.Boys, K.C. ,County Solic.itor, addressed the Council on the subJect of I . I uncollected taxes, a·tating that a Judgement o:r Justice McEvoy• s was to the· effect that where

!taxes were returned as unpaid, where there were chattels, which could have been distrained,

and the property afterwards sold f'or such arrears of' taxes, the sale coulA be set aside.

I his opinion ( Mr.Boye ) this would wark a hardship in many cases. IThere poor crops,poor I !prices, illness, or other causes made it impossible for an individual to pay his taxes when ' I jtdue.

!I i He suggested that the Council take into consideration the adv~ability of' re-

./ questing the Attorney General to have legislation enacted to have taxes remain as a lien on

the land, regardless :i.f distress had not been imposed.

j ·Councillor Jebb stated that at the present time there were one hundred and

·1 fifteen inmates in the House of RefUge, Beeton, and some Municipalities were endeavouring ·

If to send undesirables to the House~ and in one case a young child. He advised the Members

j/ to be very careful in the class of inmates they oommi tted to the House, as under the present

conditions, it would be filled beyond capacity.

The Honourable William Finlayson, Minister of Lands and Forests, addressed the

Council and stated that he liked to meet the Members in Council at least once a year,-and

I keep in contact with them. )I J/ . The duties of' Councils were governed by statute, and such statutes could be

I amended whEn deemed advisable to do so.

He stated that the question of the collection of taxes was under co·naideration

by the Legislative Committee of the Ontario Legislation and if the Council had any particular

amendments to make or any suggestions to make regarding this matter , to advise this

.lj Cmmnittee of any suggestions, and they would be considered, and an opportunity be given-for

He felt:.that with co-operation and all pullin,g together, Canada and it's

Provinces andMunicipalities would come through this depression, and already bright spots

could be seen by an improve·ment ·in prices in farm commodities, and in other. lines, and he

expected a gradual, through perhaps slow, improvement.

Mr. F. A.Laahley, the Agricultural Representative for South Simcoe, addressed I ~he Council and referred to the winnings or County Exhibitors at the Roya; Winter Fair.

Mr. Giffen, of Elmvale, again won the first prize f'or potatoes. and Mr. C"asin or .Alliston

Mr. Hamilton. Collingwood, again won many premiums f'or his exhibit~ or applies.

In the barley exhibit; three premiums came to Simcoe County, and Mr.Hestings

The Council went into Committee of the Whole to consider the question o:f the

arrears of the County Levy of the Tovmship of Tiny, and the Tovm of Penetanguishene with

Councillor Brandon in the chair •.

The Council of the Whole arose and reported that they would be in favour of e:x:-

1 tending the time for the payments of three County levies, but would urge on the Councils of

these Municipalities that every reasonable effort be made by them to collect their arrears of
