FUNDAMENTAL RULES

I. That the Sotiety shall be denominated the Madras Religious Tract and Book Society.

II. That its primary object shall be the circulation of religious tracts and books in English and the vernaculars of South India on the Bame principles as those of the Religious Tract Society in London.

III. That each subscriber of six rupees 01' upwards per annum. or if an Indian minister of three rupees or upwards, shall be considered a member of the Society.

IV. Any church ·contributing not less than six rupees per annum to the funds of the Society shall be entitled to appoint one of its members to represent that church at - the annual meeting of the Society. .

Vo Tha,t the business of the Society be conducted by a Committee, consisting' of all .Christian ministers . who are members of the Society and such laymen as are elected to serve on the Committee at the annual IDeeting, five of the members to constitute a quorum.

VI. That the year shall be closed on the thirtieth of September, and that there shall be a general meeting of the subscribers as early' in each finanCial year as may be con­venient, when the Committee, including the offic~-bearers, shall be chosen, and the accounts and report of the work of the year presented.

VII. The Committee shall hold office till the next general meeting of the subscribel's, and it shall have power to fill up vacancies that may occur between the general meetings.

1. The work of the Society shall be carried on by the Genera1 Committee with three Sub-Committees-a Finance Committee and two Publication Couuwttees, Tamil and Telugu-which shall report all their proceedings to the General Committee for confirmation. The Publication Com­mittees shal1 be the Literary Sub-Committees of the Decennial Conference Literature Committees for the Tamil and Telugu areas.

2. The Finance Committee shall consider all orders for printing, shall control the expenditure of all moneys, shall ex.amine all accounts and pass them for payment, and authorize the signing of all cheques by the General Secretary and one other member of the Finance Committee. It shall, as a rule, meet monthly on the third Thursday of the month in the Libra,ry of the Christian Literature Society. The Convener shall be the General Secretary.

3. The Editorial Secretary shall initiate any publication work in the interests of the Society, shall receive all manu­scripts and pass them on to the Conveners of the Telugu and Tamil Committees respectively, and shall present the reports of these Committees to the General Committee.

4. The General Committee shall meet ubually on the third Thursday of the month at 6 p.m., in the Library of the Christian Literature Society. Special me~ting8 may be convened by the General Secretary on his own initiative or on the requisition of any three members of the Committee. There shall be at least seven days' notice of a special meeting.

5. The work of the depot shall, for the present, be carried on by the Christian Literature Society.

6. The Depository shall be kept open every business day from 9.30 a.m. to 5.30 p.m., except on Saturdays, when it shall be closed at 2 p.m.

THE work of the Society has been carried on nmch as usual during the year. ~ othing particularly startling has been pub­lished or done, but we have maintained our position and accom­plished a considerable amount of work. \-Ve have abundant reason for gra.titude to Almighty God that there has been no depletion of the ranks of the Society during the year by death. rrhere have been certain removals which have meant a loss, but these are inevitable among such a changing people as the missionary community of this country.

Two events have occurred during the year which we are now reviewing, which are of considerable importance and significance. Most of the supporters of the Society will be aware that the building in the Memorial Hall Com­pound occupied by the Madras Religious Tract and Book Society and the Christian Literature Society has been owned jointly by the two Societies. In the course of the year arrange. ments were made for the Christian Literature Society to pur­chase the Tract Society's share of the building and the amount paid for it is now invested for the Tract Society which pays to the Christia.n Literature Society an amount annually as rent. The whole of the arrangements for this transaction were made by a Joint Committee consisting of an equal number of representatives from each Society with the Rev. Canon Sell, D.D., as Chairman. The Joint Committee drew up its recom. lllendations and they were submitted to the Committees of the two Societies almost simultaneously and were passed unani­mously in each case without a single alteration. This relieves

the Tract Society of the burden of maintenance of a building. Considerable repairs and alterations would have had to be made in the course of time, and for a Society with such limited in­come as the Tract Society has, it is undesirable to spend a great deal of money in this way. We feel sure therefore that the friends and supporters of this Society, will heartily endorse the change. The Society will not in any way be hindered in its work or injured by .the arrangement, for it is clearly laid down that so long as we desire to remain in the . building ·to carryon our work we have the right to. Q.o so.

Another change that has taken place during the year is the handing over of the only English publication the Society was running, save its Annual Report, to the Christian Literature Society. Progress had been in existence for thirty years on the 1st of JUly, uno, but for some time it had been evident that its circulation was diminishing, and it was obvious if that downward tendency was to be arrested, the paper would have to be altered in character and considerably improved. The Madras R. T. S. were unable to find the money necessary for this purpose and the Committee therefore readily consented to the proposal .for handing over the publication to the C.L.He on the understanding that if they cease to publish it, the periodical is to be handed back to the Tract Society. This will undoubt­edly result in the saving of money to the funds of the Tract Society.

The very hearty thanks of the Committee are due to those who have assisted in the work of the Society and have sent either church collections or subscriptions during the past year. The Rev. J. Lazarus, D.D., has continued his work as Editorial Secretary. The Rev. A. C. Clayton has again prepared a11 the Tamil handbills and done a good bit of other work for the Society. In Telugu we are under similar, obligations to the Rev. J. R. Bacon. Particularly to these gentlemen, therefore, our heartiest thanks are due. Our work of pUblication during the year is detailed in the appendices attached to this report, from which it will. be seen tha.t we have on the whole main­ta.ined our issues about to the sta.ndard of immediately pre­~eding years.

TAMIL The only new publication last year was a compilation of

Children's SongS, containinK both hymns and lyrics, to meet the need of children at Sunday school and other services. An edition of' 2,000 has sold out rapidly, proving the popularity of the venture. The royal 32mo Hymn Book has been re­printed; as it is used by all the non-Anglican churches, there is a. great demand for it. But there is still room for improve­ment both as to quality and quantity. It is hoped that an enlarged and revised edition may be issued in the near future. Other reprints have been Adavar Kummi, fourth edition, Smith's Daily Remembrancer (morning portion" third edition, and One hundred Texts, fourth edition. A century of verses on the life of Christ in a popular metre and with a popular .title, namely, Satguru Satakam, by the Rev. G. S. Vedanayagam of the C.S.M., Chulai, Madras, is now in the press.

It may be mentioned here that the Committee has been endeavouring to bring out a Tamil Hymn Book with Music, but as there are several obstacles to be overcome, more es­pecially in regard to matters relating to copyright, it will take time before such a luxury is placed within the reach of Indian churches. But this is certain that a publication like the one projected will greatly improve the singing of 'the people at public and private worship,

HANDBILLS AND TRACTS

The Christian Gardener's Song, Seval Kummi Lucky and UnluckY. Days, are all re-prints of popular tracts which sell vary largely.

Among new hanq.bills may be mentioned A Brahmin's Testimony, The Life of the True Guru, The Comet, The Supreme Scripture and The Servant who Forsook His Path. We issue one handbill a month, printing from 50,QOO up to ] 00,000 of-each. The circulation has gone up considerably during the last decade. Missionaries and others interested in the propa­gatio~of these little messengers obtain them from the depot p,t:eight annas per thousand a.nd distribute them largely

during open-air preaching, festivals, and other interesting occaSl.on8.

We shall be glad to hear of conversions or baptisms resulting from the perusal of these handbills .. The Rev.A. C~ Clayton, Tamil Literature Missionary, is in charge of .these pub~ lications. They a.re 'prepared prayerfully and are sent forth in thousands with many petitions that they I!lay be of use and that the reading of tpem will bring a blessing to many an earnest reader.

THE MESSENGER OF TRUTH

This popular monthly periodical has reached the twenty­fifth volume. It is gratifying that the Rev. Dr. Lazarus who started it in 1887 is still spared to continue editing it. The Messenger has a unique place among all Tamil readers, whether Christian or non-Christian, and orders for it are received from distant places, such as Penang, Natal and Mauritius. Dr. Lazarus thankfully acknowledges the cheerful help he received from Messrs. L. J. Stephen and D. Ross, both evangelists of the London Mission, Ma.dras. Original articles are always welcome. The price of the paper is only a pie per copy. A rupee will procure twelve copies monthly free of postage. Pastors would do well to subscribe for twelve or more c9pies for sale after their open-air servioes.

TELUGU

Beyond two tracts, the Story of a Yogi, and God's portion, the former for Hindus, and the latter for Christians, no new books' have been issued. But the following have been re­printed.paste Examined, second edition, Bymns"by 'Cham­berlain . and Lucas, third edition, and' the Union Hymn Book in English metres. .

HANDBILLS

In Telugu, only editions. of 5,000 to 30,000 are issued. But i~ is a pleasing fact that literature is .making great progress among the· Tehigupeople. The following . fresh handbills were issued during. the year; .. The Purpose .. of Life.

We trust that missionaries and others in the Telugu field will also favour us from time :to time with interesting incidents or other particulars connected with the reading of these handbills, for the ,preparation of which we are largely indebted to the Rev. J. R. Ba60il.

THE MESSENGER OF TRUTH

The Rev. D. Anantam, B.A., of Bezwada continues to edit this useful periodic3!1 which enjoys an increasingly wide circulation. It has on'e interesting article and items ,of news in each issue. Both the Tamil and Telq.gu Messenger of Truth are illustra.ted. The pictures selected usually relate current events.

MANUSCRIPTS

In one way we are thankful that we are not now favoured with so many manuscripts for acceptance as, in former years. It is true that the discontinuance of honoraria accounts largely for this decrease. But where manuscripts of real merit are sent in and are accepted' for publicatiori the ~riters may be assured that the Committee will not fail to relllli'riera,te them. We do want to ~ncourage and raise -,up a body of gifted writers to enrich the Chri~tian literatU:r'e of South India.

PRINTING In printing the position is much the same as it ha~ been

for some time. There is an increase of matter and an increase in the number of copies printed, but a decreaSe in the total number of pages. Our aim ·has been to endeavour to keep up to the standard of past years, but at the' same time so to conserve and nurse our funds as not to run the 8aCiety jnto a position that would be financially ~mbarrassing. This we have been enabled to do. Of course much Inere printing could harVEl heen done. It is the·, easiest thing -in

the-· world .. to· send an order to a ·press for either new matter to be printed or old matter to be re-printed regardless of the Society's financial position, and likewise r.egardless of ·the n~~es8ity there often is for revision, but in all' our wotk we h~v~, striven to achieve the best possible result with the limited resources at our disposal . . ; The total number of copies printed since the. formation of the Society is 51,914,910.

FINANCE A word muat be said· concerning the Finance of the Society.

A statement ot Receipt~ and Expenditure is appended to this Report, ~nd it will be seen that we close the year with a; satisfactory balance in hand. It is, however, much larger than it would otherwise be because there is contained in it a grant for the half of the year succeeding the one covered by the Report Unfortunately, sUbscriptions are considerably down, ·possibly· -due to the fact that we started to collect them -much later than in previous years. We hope that a word ·to the wise will be sufficient and that our supporters will see that in this respect t.be Society does not suffer during the current year.

Weare greatly indebted to the London Religious Tract Society for their generous grant of stock to the value of £50 a.nd for a grant of paper to the value of £118-16-7. Our thanks are no less due to the American Tract Society for a hand80~e subscription to our funds of Rs 457-7-6. To our regular contributors .too our gratitude is due, and we ear~estly' ask them to accept this grateful recognition of their suppor~.

RESULTS Many years ago the Society published a little book known

as the Hea,·t Book. It 'was translated into many languages, among others into Tamil, and one of these Tamil copies found its. ',way into the hands of a man who had gone from South India to Ceylon for the purpose of carrying on certain trading operations. He was greatly taken with the book and read it through from cover to cover, but for ten years Narayanan, for that was his name, wa.s unable to-get.any other literature which told him the same great truths concerning the forgiveness of sins and the regenerated life. He read the book day by day in the most ea.rneat and paiqst~king fashion for he loved its

pages.1with a great tenderness. : After' the book . ha.d been in hia .poSsession for ten years, he w~s unfortunate enough to ba..ve. 1ps home b'~Irnt down; and though the house was in flames, Narayanan rushed .into it not heeding the flames, and rescued his little book from. destruction. He pla.ced it where he thought it was safe and' went off to look after his other pl;"Dperty ~andtofight the fire. When he returned, however, for his. precious .volume, he found it had been appropriated by sOine one else, arid his grief' knew no bounds. He did not kIl9W. where to get another book like it or whom he could ask to tell him more of the truth he had learnt from it. But its te9iching' had sunk so deeply into his mind that for another ~n yeats withoUt any assistance or advice he kept alight the tl~me of his Christianity which had· been kindled by the study of the. Heart Book. Then one day a missionary came near to his village and set··: up his . 'camp, indicating that he meant staying for a little while; and as the shadows of night fell, Narayanan, like another Nicodemus, stole out of the village to visit"the missionary's camp; and he told his story-the story Of hiB. hoarded treasure and its 10ss. The recital so ·moved the heart of the missionltry that he handed him a copy of the New Testanlent and other helpful literature. And in his con­versation with him he found that Narayanan had grasped the truths of the Ohristian faith to such an extent·that after a comparatively brief time of probation he was bapti~d into the name of Christ. Twenty years had been required for the work to be done, and for the results to be discovered. This' we a.re sure is only one case out of many where men, women, 8ind children, have had la.sting impressions made on their minds by the literature we issue from year to year, and ultima.tely have been brought by it into living contact· with the -Christ."
