About this documentAbout this document

Purpose

The purpose of this document is to describe the impacts of the LR15.3.W release on

operational activities compared to the LR14.x release.

It intends to assist operational teams in preparing to receive the new LR15.3.W release by

clearly explaining the changes which affect operational activities due to the upgrade.

LR15.3.W is the common release for all Alcatel-Lucent W-CDMA customers. As such, a

common and single LR15.3.W load is delivered to address the needs of all markets.

This document is based on features planning in the LR15.3.W/LR15.3W Customer

Readiness version in accordance with the content of:

111581 - Dual Carrier : extension to 2 frequency bands

Dual Band-Dual Carrier HSDPA feature is the 3GPP release 9 extension of SB

DC-HSDPA feature to two frequency bands: it aggregates two downlink carriers from two

different frequency bands

This feature has the following impact:

• Configuration Management

This feature introduces following new BTS parameters:

– DualBandActivation (HsdpaConf object)

This parameter enables / disables activation of Dual Band HSDPA for the cell.

When this parameter is set to TRUE and threeCellActivation as FALSE , the Dual

Band Dual Cell HSDPA is Activated. When this parameter is set to TRUE with

threeCellActivation as TRUE means, Dual Band three Cell HSDPA is Activated.

– secServHsdschCellActDeactCheckInterval (Class 3-A2, HsdpaConf object) - This

defines the time interval, in seconds, for the scheduler at serving HS-DSCH cell to

check whether the conditions to (de)activate a secondary serving HSDSCH cell

for a 3C/DC/DB-DC HSDPA call are met.

– secServHsdschCellDeactLoadThreshold (Class 3-A2, HsdpaConf object) - This

parameter defines the threshold used by the scheduler at the serving HSDSCH cell

to decide whether a secondary serving HS-DSCH cell for a 3C/DC/DBDC call

shall be deactivated.

– secServHsdschCellActLoadThreshold (Class 3-A2, HsdpaConf object) - This

parameter defines the threshold used by the scheduler at the serving HSDSCH cell

to decide whether a secondary serving HS-DSCH cell for a 3C/DC/DBDC call

shall be activated.

– secServHsdschCellDeactSPIThreshold (Class 3-A2, HsdpaConf object) - This

used to identify two AntennaAccess (logical sectors) that would form one physical

sector. This parameter is needed for DB-DC & DB-3C configurations and this

parameter should point to another AntennaAccess instance.

This feature introduces following new RNC parameters:

– eMBRThreshold2cHsdpa (Class 3-A2, hsdpaRncConf object) - This parameter

defines an admission criterion for DC-HSDPA or DB-DC-HSDPA considering

RANAP extended-MBR or supported-MBR.

– isHsdpaDualBandActivated (Class 3-B, FddCell - This parameter activates /

deactivates the support of DB-HSDPA operation at cell level. When this parameter

is set to TRUE with isHsdpaThreeCellActivated as false means, Dual Band Dual

Cell HSDPA isactivatedd for the cell. When this parameter is set to TRUE with

isHsdpaThreeCellAllowed as TRUE means, Dual Band three Cell HSDPA is

activated for the cell.

This feature has the following impact:

• Configuration Management

The following new RNC parameters are added:

– isNodebCacAtRncAllowed (Class 3-A1 , RadioAccessService object) - Global

activation flag for running Node B Cac at RNC. If set to true, this implies that the

Node B CAC algorithm at RNC is applicable

– isSoftCongestionForMcAllowed (Class 3-A1 , RadioAccessService object) - This

parameter extends the Soft Congestion algorithm for multi carrier configurations

in UL and DL. If set to true this implies that any CAC failure for multi-carrier call

admission will be a trigger for Soft Congestion.

– isSystematicCsOverPsPreemptionAllowed (Class 3-A1 , RadioAccessService

object) - This parameter downgrades or pre-empts any PS calls for CS call

regardless of OLS priority of the PS call. If set to true, this implies that an

incoming CS call is able to preempt any active PS call independent of Preemption

feature activation.

– useMcAccessRestrictionForHsdpaCallAdmission (Class 3-A2 ,

RadioAccessService object) - This parameter enables/disables application of

multi-carrier access threshold for HSDPA call admission. If set to true, this

implies that access restriction is applied for HSDPA call admission

object) - This parameter indicates if CAC failure during RAB reconfiguration may

martphone object) - If uplink traffic is above this threshold per ols for a

pre-configured time, then a TTI reconfiguration to E-DCH classic TTI (2ms or

10ms) will be considered if E-DCH400 is used. It is only applicable only if

uplinkTrafficVolumeDetectionForE-DCH400 is set to True.

– lowUplinkTrafficThresholdForEdch400kbs (Class 3-A2 , EdchTrafficActivityS-

This feature has the following impact:

This feature is an evolution of the Automatic Carrier Switch-off (ACS) feature. In

addition to allow operators to automatically shut down a carrier at an STSR X+Y Node B

site, with this feature it will be possible to use shutdown carriers even for STSRX (X >=

2) Node B sites.

The aim of this feature is to autonomously shut down unused modems inside a Node B

upon shut down of one or several carriers. The target is to reduce Node B power

The geo-redundancy for the 9771 WCE RNC, brings disaster recovery mechanisms to the

RNC, enabling full service restoration in less than 2 minutes, when triggered.

Geo-redundancy utilizes the shadow mechanisms, extended to a second location to create

the geo-redundant reflection, a mirror image of the service providing 9771 WCE RNC.

This feature has the following impact:
