• The Government of Jordan decided in 2013 to make a new reformulation in the energy regulatory sector.

• A drafted law was submitted to the parliament to merge all the energy regulatory authorities into one regulatory authority.

• The Law No. (17) for the year 2014 has been issued to merge the Jordan Nuclear Regulatory Commission, the regulatory activities of the Natural Resources Authority and Electricity Regulatory Commission into Energy and Minerals Regulatory Commission (EMRC).

• EMRC is an autonomous Regulatory Authority reports directly to the Minister of Energy and Mineral Resources.

• The Government of Jordan prepared a drafted Law “Energy and Minerals Law” and intends to submit it to the Parliament for approval.

• By the new Law, EMRC is to be responsible for the roles and responsibilities of the three sectors i.e. Radiation & Nuclear, Mineral Resources, and Electricity regulation.

• The Jordanian Parliament approved the merging law and it was enforced after its issuance in the Official Gazette (April 2014).

• Energy and Minerals Law of the year 2014 (Expected issuance in Sep 2014).

• The current enforced law; Radiation Protection, and Nuclear Safety and Security Law no. (43) for the year 2007 was revised (number of Articles was added to accommodate nuclear power program) to serve as a chapter in the new Energy and Minerals Law.

• Regulate the energy and minerals sectors, including regulating and control of the uses of the nuclear energy and ionizing radiation.

• Ensure the provision of services in the energy and minerals sectors safe, stable, durable and performed in a high quality.

• Ensure that the operating projects in the energy and minerals sectors are fulfilling the requirements of protecting the environment and the public, and the safety requirements under the national legislation in force, including the requirements of radiation protection and nuclear safety and security.

• Working to protect the environment and human health and properties from the dangers of pollution and exposure to ionizing radiation in accordance with the provisions of the Energy and Minerals Law, and the regulations and instructions issued thereunder.

• JNRC prepared final drafts of all regulations needed to execute the provisions of the law.

• The regulation “Safe Use of Nuclear Energy” issued in April 2014.

• The regulation “Safe Use of Nuclear Energy” is covering: Authorization, Responsibility for safety, radioactive waste and spent fuel management, orphan radioactive sources and nuclear material, Safeguards, Physical Protection, Emergency Planning and Preparedness (on-site and off-site), inspection, enforcement, Administrative Sanctions , liability and Punishments.

• JNRC granted Construction Permit (CP) on August 15th, 2013. This construction permit was given as a result of a two years of authorization process of JRTR application, including:-

Receiving CP application: PSAR, EIA, QA program and other supplementary documents.

Conducting 1st, 2nd and 3rd and follow-up rounds of Request of Additional Information (RAIs) between EMRC’s technical team and applicant.

Missions with IAEA to get advices on some critical issues. Several meetings between EMRC and applicant and its contractors. Meetings with Korean regulator, TSO (AdSTM) for consultations. Conducting several Inspections and Witness activities. Missions with European Union experts to get third party independent opinion.
