Roles and Responsibilities of the Regulatory Authority

Energy and Mineral


• The Government of Jordan decided in 2013 to make a new reformulation in the energy regulatory sector.

• A drafted law was submitted to the parliament to merge all the energy regulatory authorities into one regulatory authority.

• The Law No. (17) for the year 2014 has been issued to merge the Jordan Nuclear Regulatory Commission, the regulatory activities of the Natural Resources Authority and Electricity Regulatory Commission into Energy and Minerals Regulatory Commission (EMRC).

EMRC Establishment (1)


• EMRC is an autonomous Regulatory Authority reports directly to the Minister of Energy and Mineral Resources.

• The Government of Jordan prepared a drafted Law “Energy and Minerals Law” and intends to submit it to the Parliament for approval.

• By the new Law, EMRC is to be responsible for the roles and responsibilities of the three sectors i.e. Radiation & Nuclear, Mineral Resources, and Electricity regulation.



• The Jordanian Parliament approved the merging law and it was enforced after its issuance in the Official Gazette (April 2014).

• Energy and Minerals Law of the year 2014 (Expected issuance in Sep 2014).

• The current enforced law; Radiation Protection, and Nuclear Safety and Security Law no. (43) for the year 2007 was revised (number of Articles was added to accommodate nuclear power program) to serve as a chapter in the new Energy and Minerals Law.



• Regulate the energy and minerals sectors, including regulating and control of the uses of the nuclear energy and ionizing radiation.

• Ensure the provision of services in the energy and minerals sectors safe, stable, durable and performed in a high quality.

• Ensure that the operating projects in the energy and minerals sectors are fulfilling the requirements of protecting the environment and the public, and the safety requirements under the national legislation in force, including the requirements of radiation protection and nuclear safety and security.

• Working to protect the environment and human health and properties from the dangers of pollution and exposure to ionizing radiation in accordance with the provisions of the Energy and Minerals Law, and the regulations and instructions issued thereunder.

EMRC Roles and Responsibilities


• JNRC prepared final drafts of all regulations needed to execute the provisions of the law.

• The regulation “Safe Use of Nuclear Energy” issued in April 2014.

• The regulation “Safe Use of Nuclear Energy” is covering: Authorization, Responsibility for safety, radioactive waste and spent fuel management, orphan radioactive sources and nuclear material, Safeguards, Physical Protection, Emergency Planning and Preparedness (on-site and off-site), inspection, enforcement, Administrative Sanctions , liability and Punishments.

Jordan Research and Training Reactor - JRTR

Jordan Research & Training Reactor (JRTR) is a 5 MW multipurpose research reactor located inside the campus of Jordan University of Science & Technology, utilization purposes, including: 1) Education and training. 2) Radioisotope production, to used in medical, healthy, agricultural and industrial sectors 3) Neutron beam applications. 4) Neutron Doping and Irradiations.


• Jordan JAEC Contracted KDC to Build a 5 MW RR in March 20 10.

• CP was Granted in Aug. 15th 2013.

• FSAR was officially submitted Dec. 2014. Now EMRC is working on OL

• Fuel Loading anticipated Oct. 2015.

JRTR Construction


• JNRC granted Construction Permit (CP) on August 15th, 2013. This construction permit was given as a result of a two years of authorization process of JRTR application, including:-

Receiving CP application: PSAR, EIA, QA program and other supplementary documents.

Conducting 1st, 2nd and 3rd and follow-up rounds of Request of Additional Information (RAIs) between EMRC’s technical team and applicant.

Missions with IAEA to get advices on some critical issues. Several meetings between EMRC and applicant and its contractors. Meetings with Korean regulator, TSO (AdSTM) for consultations. Conducting several Inspections and Witness activities. Missions with European Union experts to get third party independent opinion.

JRTR Licensing


Synchrotron Facility - SESAME


• One of the recommendations of the integrated strategy plan for the energy sector was to consider the nuclear power option for electricity generation and water desalination.

• Russian VVER technology was selected for two units, each a 1000 MW.

• First to go online 2023.

Jordan Nuclear Power Plant


• EMRC is currently working on its regulatory framework to accommodate NPPs.

• EMRC is working now on capacity building programs through the IAEA and other Bilateral options.

• EMRC Also, EMRC is currently working on changing the status of the kingdom to transfer from SQP to the Comprehensive Safe Guards Agreement .

• EMRC Recently received an IRRS mission from the IAEA, and put a comprehensive action plan to resolve all the recommendations.

International Context


• One of the main objectives is to protect the human health and properties from hazards of radiation , in accordance with the relevant rules.

• Ensure the availability of the radiation protection requirements for x-ray, radiotherapy or nuclear medicine departments, when designed or executing the design .

• Authorization: provision of permits and licenses for institutions and workers in the

field, in compliance with pertinent rules and regulations.

• Enforcement: controlling and monitoring the implementation of pertinent rules through inspection

Application of Radioactive Sources in Jordan (1)


1. Medical Field • Radiotherapy Centers: Cobalt units, Brachytherapy. • Nuclear Medicine Centers: 11 nuclear medicine centers in Jordan, using sealed sources.



• Multi-beam Teletherapy (gamma knife): One center • Blood Bank units: 4 blood irradiator units.(Cs-137,Co-60)



2. Industrial Field • Gamma Irradiator: One (1) gamma irradiator, used for Sterilization of medical instruments and food. • Nondestructive testing. • Waste Storage Facility - (JAEC)



Border monitoring is taking place at 9 points of entry to protect, control and monitor, in coordination with concerned national bodies at the border crossings (Customs Department, General Security, etc.) The objectives are to: Minimize any potential health hazards; Bring the nuclear and radioactive materials under appropriate control; Investigate, gather evidence and prosecute any offenders

Mobile Detection System – MDS


• JNRC has 3 main Environmental Monitoring Stations that determine the radiological dose rates in different areas in the Kingdom (air/ soil) in addition to the type of the radiation. In addition to 9 secondary Environmental Monitoring Stations that determine the dose rates. • Both types of Environmental Monitoring Stations are connected to JNRC Headquarters for follow up.

• Laboratory Unit consists of three main systems:

1. Gamma Spectroscopy System to determine the Gamma emitters and samples

2. Alpha Spectroscopy System to determine the activity concentration and alpha emitters

3. Beta Counting System to determine the activity concentration and beta emitters
