Caleb has attended several trainings and has taken his Class B water test. Test results will take a couple weeks. March will be busy as things begin to ‘open up’ for cleaning up. P.W. intends to begin crack sealing as soon as possible. Requesting to amend Title V Public Works - Chapter 50 Section 50.20 changes highlighted as follows: § 50.20 METER INSTALLATION; REPAIR AND REPLACEMENT. (A) Every consumer shall have a remote meter readout water meter and transmitter installed. The cost of the installation and meter readout shall be borne by the consumer. The water meter and transmitter are property of the City of Pine River. (B) If any meter is damaged by negligence of the consumer, the cost of repairing or replacing the meter shall be borne by the consumer. Meters that are found to be defective will be replaced at no charge to the consumer. Requesting to amend City of Pine River sidewalk policy – Section E. property owner responsibility changes highlighted as follows: E. Property Owner Responsibility: 1. It shall be the duty of the property owner and/or occupant of any abutting sidewalk to use diligence so as to trim any vegetative growth, remove snow, compacted snow, ice, dirt, or

rubbish from such sidewalk to facilitate safe and clear pedestrian travel. (See City Ordinance #156) MELBY MOTIONED, DESANTO SECONDED TO APPROVE AMENDMENT AS STATED. ALL VOTED AYE. CARRIED.

Requesting approval to purchase new X-Mark lawn mower. Existing mower will be traded in. GREGORY MOTIONED, MELBY SECONDED TO APPROVE PURCHASE OF NEW MOWER. ALL VOTED AYE. CARRIED.

FIRE DEPT: Chief King reported:

Chief King reports 21 calls this past month.

Certified letters have been mailed out to 3 ’inactive’ members of the F.D. advising that they will be removed from the roster.

Three new firefighters are in process of testing/training and should be done around the first week of April. There are 3 applications as well that will be interviewed in the near future.

Discussion was had again regarding the inception of the Explorers program. Time has yet to allow for research, but it is still being actively pursued.

BUILDING INSPECTOR: Jon Stewart not present. HOUSING AUTHORITY: Sarah Anderson not present.

February minutes were submitted. CITY ENGINEER: Bryan Drown reported:

Updated council as to remaining work on wellhouse and misc. items.

Request council approval for pay request No. 9 Gridor Construction in the amount of $36,977.13. DESANTO MOTIONED, GREGORY SECONDED TO APPROVE PAY REQUEST NO. 9 TO GRIDOR CONSTRUCTION. ALL VOTED AYE. CARRIED.

Request council to approval the 2020 street project plans/specifications and authorize advertisement of said project for bid. MELBY MOTIONED, HANSEN SECONDED TO APPROVE 2020 STREET PLANS AND AUTHORIZE BID ADVERTISEMENT. ALL VOTED AYE. CARRIED.

MNDOT State project #1110-11RW has been presented for approval. Project date needs to be updated to 2021 in proposed paperwork. MELBY MOTIONED, DESANTO SECONDED ACCEPT MNDOT PURCHASE AGREEMENT. ALL VOTED AYE. CARRIED.

NEW BUSINESS: Beaudry Oil & Propane – is requesting a public hearing to rezone property PID # 94-231-3302 & 94-231-3303. Property is currently zoned Residential. Request is for Commercial zoning. Zoning specialist has reviewed said application and responded the following: Adjacent property to SE is zoned Commercial and there are existing propane tanks adjacent to the site. A rezone to Commercial does not appear to have any red flags. The use is most similar to “outside storage”. Outside storage requires a Conditional Use Permit per 5.6 3 of Zoning ordinance. Therefore the applicant should submit a C.U.P. application in addition to the Rezone application. MELBY MOTIONED, HANSEN SECONDED TO APPROVE REZONE & C.U.P. APPLICATIONS. ALL VOTED AYE. CARRIED.
