OPENING OF REGULAR MEETING DISCLOSURE OF PECUNIARY INTEREST Councillor MacLeod noted a conflict with 7.1.2 and 7.2.1, By-Law 2015-33, Zoning Amendment for Mr. & Mrs. Loretto as she sold the subject property. Councillor Riopel noted a conflict the second item on page 17 of the Accounts. ADOPTION OF AGENDA Council examined the proposed agenda. Two items were added and it was Moved by: Paul Emile Duval Seconded by: Jacques Lacelle BE IT RESOLVED THAT Council approve the agenda of the regular meeting of May 13, 2015, as amended. CARRIED Director of Public Works, James McMahon, introduced a new employee in the Public Works Department, Benjamin Allen. Council welcomed Mr. Allen to the Township. PRESENTATION Sgt. Le conseiller Riopel a déclaré son conflit relativement au deuxième article sur la page 17 des comptes. ADOPTION DE L’ORDRE DU JOUR Le Conseil a examiné l’ordre du jour proposé. PRESENTATION (continuation) Municipal Policing Bureau, East Region and Detective Constable G.R. (Gilbert) Cadieux provided Council with some background information and an explanation of the OPP municipal policing cost-recovery bill methodology that was approved by Treasury Board/Management Board of Cabinet on August 13, 2014. D.C. Giroux gave a breakdown and explanation of the OPP Annual Billing Statement for Champlain Township for the period January 1 to December 31, 2015. The new costs will be phased in and it is anticipated that for Champlain Township this is expected to be over approximately two and half year period. Sgt Paul Legault gave an explanation of the base services per property and calls for service. Detachment Commander Brian McKillop was also present at the meeting and provided some clarifications. Gary Hoffman – Deloitte LLP Deloitte Hawkesbury principal Gary Hoffman presented a summary of the Municipality’s audited financial position. After some questions, it was Moved by: Jacques Lacelle Seconded by: Normand Riopel BE IT RESOLVED THAT the Consolidated Financial Statements 2014, as presented by Deloitte LLP, be received and filed. CARRIED DEPUTATION Mr. Ken Duff was present to inform Council of a new event that will be taking place in Vankleek Hill on July 18, 2015. The event is called Porchfest and is a series of mini-concerts that will take place between 2:00 and 5:00 p.m. on various porches throughout the core area of Vankleek Hill. Admission will be free and a schedule will be posted nearer the date. PRÉSENTATION (suite) Le sergent Paul Paul Legault, analyste contractuel au Bureau de protection municipale (région de l’Est) et le détective G.R. (Gilbert) Cadieux ont offert au Conseil des renseignements supplémentaires et une explication de la méthodologie de la facturation de la P.P.O. qu’a approuvée le Conseil du trésor/le Conseil de gestion du cabinet le 13 août 2014. Monsieur D.C. Giroux a expliqué la facturation annuelle qu’a remise la P.P.O. au canton de Champlain pour la période s’étendant du 1er janvier au 31 décembre 2015. Les nouveaux coûts seront facturés par étapes; on anticipe que cette transition nécessitera deux années et demie au canton de Champlain. Le sergent Paul Legault a expliqué les services de base par propriété et les appels pour ce service. Le commandant de détachement Brian McKillop assistait à la présentation et a fourni quelques éclaircissements. Gary Hoffman – Deloitte s.l.r. Gary Hoffman, dirigeant au bureau d’Hawkesbury, a résumé la situation financière du Canton. CARRIED Land severance application B-037-2015 (Lloyd Cross) – comments from Planner and Chief Building Official The Planner informed Council that the Counties had received a letter of concern regarding the commercial use of the property in question. The Planner outlined the conditions that she proposes for the severance, including one that would address the concern. This matter was tabled until the next meeting to allow the applicant time to provide some additional information. Resolution 2015-189 was not used. Part Lot Control application – for 10 & 14 Fraser Street (Gilbert & Céline Doth) and comments from Planner The Planner recommended granting the application for Part Lot Control for a semi-detached dwelling on Fraser Street. South Nation Conservation – Source Protection Plan Implementation The Planning report was provided for information purposes.
