Tim Kremer, Executive Director ofNYSSBA presented a talk entitled "School Boards: Meeting Today's Challenges While Building for the Future."

His powerpoint (available on request) had three areas: challenges facing school boards in key areas (raising graduation rates, implementing ESSA, adapting to testing opt-outs); the good things happening in our schools (Next Generation Leaming Standards seem generally accepted by teachers, CTE is gaining interest, mental health instruction, the direct link between APPR and standardized testing results will likely end); and lessons learned for future planning (the digital revolution is reshaping how students learn and how teachers teach, the rate of change caused by technology is faster than school districts' ability to adapt).

The senator began by stating there is record aid for schools as constituents put a high priority on education. The aid reflects this importance. He ended the session by thanking attendees for this opportunity, stating he got some good ideas from us, and invited all to visit him any time.

Q: What non-budget items will be a priority? APPR. You cannot measure teacher effectiveness on student performance when there are so many other factors in a child's life affecting schooling. He would like to see parents, teachers and students involved in these discussions.

Q: ECASB is campaigning for 50% budget sharing from the state. Comment? The senator stated he would not subscribe to any threshold commitment.

Q: What is your view on charter school expansion? The senator explained that his very large district includes rural areas in Genesee County and the city of Rochester. While charter schools may not have a large impact on many of the local districts here, they could for poorer areas. Senator Ranzenhofer said he would never tell a parent that he will not provide an opportunity for their child to get a better education. Those in attendance at this forum provided various aspects of charter schools that the senator was not up to date on.

Q: Should districts have a dedicated reserve fund for their self-funded health plans? He is willing to sponsor a bill for that.

Q: Is there a way to cut costs for the 3020Aprocess? We should bring ideas to him because he supports making the process better.

This was a day-long event in Rochester. I found it beneficial. I will send out two of the presentations that were provided to me electronically as well for your review. There was a document from NYSSBA called, "A Blueprint for Better School Board Operating Procedures" which is not on their website. I would love to try and get a copy of this for each member, as it really dives into just about every topic a board member could be confronted with (Team Communication, Board Meetings, Team Development, Planning, and Personnel) - it's a great document that I wished my first year on the board I would have been presented with.

The changes have been reviewed and recommended by administration as well as legal counsel. All policies must have a First Reading and then a Second Reading and Adoption at a future board meeting. SUBJECT: HEAD INJURY (MTBI)/CONCUSSION MANAGEMENT

The Board recognizes that concussions and head injuries are the most commonly reported injuries in children and adolescents who participate in sports and recreational activities. The physical and mental well­being of District students is a primary concern. As such, the District supports the proper evaluation and management of head injuries.

A concussion is a mild traumatic brain injury (MTBI) that occurs when normal brain functioning is disrupted by a blow or jolt to the head or body that causes the head and brain to move rapidly back and forth. Recovery from concussion and its symptoms will vary. A voiding re-injury and over-exertion until fully recovered are the cornerstones of proper concussion management.

Concussion Management Team (CMT)

The District is authorized, at its discretion, to establish a Concussion Management Team (CMT). The CMT must include the District Nurse Practitioner (NP) and be overseen by the school physician and NP. The CMT will oversee and implement the District's head injury (MTBl)/concussion policy, including the requirement that all school coaches, physical education teachers, nurses, and certified athletic trainers who work with and/or provide instruction to pupils engaged in school-sponsored athletic activities complete training relating to MTBis. Furthermore, every CMT may establish and implement a program which provides information on MTBis to parents and persons in parental relation throughout each school year.

Staff Training/Course of Instruction

Each school coach, physical education teacher, school nurse, and certified athletic trainer who works with and/or provides instruction to students in school-sponsored athletic activities will complete a course of instruction every two years relating to recognizing the symptoms of concussion or MTBI and monitoring and seeking proper medical treatment for students who suffer from a head injury or MTBI.

Components of the training will include:

a) The definition ofMTBI;

b) Signs and symptoms ofMTBI;

c) How MTBis may occur;

d) Practices regarding prevention; and

e) Guidelines for the return to school and school activities for a student who has suffered an MTBI.

The course can be completed by means of instruction approved by the New York State Education Department (NYSED).

Information to Parents

The District will provide information on head injury/MTBI or/concussion to parents in any permission or consent form or similar document that may be required from a parent or person in parental relation for a student's participation in interscholastic sports.

The District will provide a link on its website to information from NSYED and/or Department of Health website.

Identification of Head Injury (MTBl)/Concussion and Removal from Athletic Activities

Any student who has sustained, or is believed to have sustained a head injury shall be removed/from all athletic activities. Any student demonstrating signs, symptoms, or behaviors consistent with a concussion while participating in a class, extracurricular activity, or interscholastic athletic activity will be removed from the class, game, or activity and must be evaluated as soon as possible by an appropriate health care professional. This removal must occur based on display of symptoms regardless of whether the injury occurred inside or outside of school. If there is any doubt as to whether the student has sustained a concussion, it will be presumed that the student has been injured until proven otherwise. The District will notify the student's parents or guardians and recommend appropriate evaluation and monitoring.

The District may allow credentialed District staff to use validated neurocognitive computerized testing as a concussion assessment tool to obtain baseline and post-concussion performance data. These tools are not a replacement for a medical evaluation to diagnose and treat a concussion.

Return to School Activities and Athletics

The student will not return to physical activity (including athletics, physical education class, and recess) until he or she has been symptom-free for at least 24 hours, and has been evaluated and received written authorization from a licensed physician. In accordance with Commissioner's regulations, the District's Medical Director/School Physician will give final clearance on a return to activity for extra-class athletics. All authorizations will be kept on file in the student's permanent health record. The standards for return to athletic activity will also apply to injuries that occur outside of school. Students may exhibit concussion symptoms caused by injuries from outside activities and that these visible symptoms also indicate a removal from play. Any student who continues to have signs or symptoms upon return to activity must be removed from play and reevaluated by their health care provider.

The District return-to-play and return-to-learn protocols will be implemented and HIP AA releases requested to allow for collaboration and consultation with treating physician(s).

In accordance with NYSED guidelines, this policy will be reviewed periodically and updated in accordance with NYSED issued guidelines.

SUBJECT: EDUCATION OF STUDENTS IN FOSTER CARE

The District recognizes the importance of educational stability for students in foster care and will collaborate, as appropriate, with the State Education Department (SED) and the local Department of Social Services (LDSS) to ensure that students in foster care have the same opportunity to achieve at the high-levels as their peers. For purposes of this policy, LDSS also refers to the local Social Services District or the local child welfare agency.

Definitions

a) Child or youth in foster care ("student in foster care") means a child who is in the care and custody or custody and guardianship of a local Commissioner of Social Services or the Commissioner of the Office of Children and Family Services.

b) Feeder school means:

1. A preschool whose students are entitled to attend a specified elementary school or group of elementary schools upon completion of that preschool;

2. A school whose students are entitled to attend a specified elementary, middle, intermediate, or high school or group of specified elementary, middle, intermediate, or high schools upon completion of the tenninal grade of such school; or

c) Foster care means 24-hour substitute care for children placed away from their parents or guardians and for whom the state or tribal child welfare agency has placement and care responsibility. This includes, but is not limited to, placements in foster family homes, foster homes of relatives, group homes, emergency shelters, residential facilities, child care institutions, and pre-adoptive homes. A child is in foster care regardless of whether the foster care facility is licensed and payments are made by the state, tribal or local agency for the care of the child, whether adoption subsidy payments are being made prior to the finalization of an adoption, or whether there is federal matching of any payments that are made.

d) Preschool means a publicly funded prekindergarten program administered by SED or a local educational agency or a Head Start program administered by a local educational agency and/or services under the Individuals with Disabilities Education Act (IDEA) administered by a local educational agency.

e) Receiving school means a school that enrolls students from a specified or group of preschools, elementary schools, middle schools, intermediate schools, or high schools.

f) School district of origin means the school district within New York State in which the child or youth in foster care was attending a public school or preschool on a tuition-free basis or was entitled to attend at the time of placement into foster care when the Social Services District or the Office of Children and Family Services assumed care and custody or custody and guardianship of such child or youth, which is different from the school district of residence.

g) School district of residence means the public school district within New York State in which the foster care placement is located, which is different from the school district of origin.

h) School of origin means a public school that a child or youth attended at the time of placement into foster care, or the school in which the child or youth was last enrolled, including a preschool or a charter school. For a child or youth in foster care who completes the final grade level served by the school of origin, the term school of origin will include the designated receiving school at the next grade level for all feeder schools. Where the child is eligible to attend school in the school district of origin because the child was placed in foster care after such child is eligible to apply, register, or enroll in the public preschool or kindergarten or the child is living with a school-age sibling who attends school in the school district of origin, the school of origin will include any public school or preschool in which such child would have been entitled or eligible to attend based on such child's last residence before the circumstances arose which caused such child to be placed in foster care.

District Foster Care Liaison

The District will designate an appropriate staff person to act as the District's point of contact for students in foster care (i.e., the "Foster Care Liaison"). The Foster Care Liaison will not be the same staff person as the McKinney-Vento Liaison unless the McKinney-Vento Liaison has sufficient ability to carry out the responsibilities of both roles.

The Foster Care Liaison will work collaboratively with representatives from the LDSS.

The District will ensure that the name and contact information for the Foster Care Liaison are:

a) Submitted to SED;

b) Provided, in writing, to the point of contact for any LDSS known by the District to have students in its custody; and

c) Posted on the District website.

Designation of School District and School

The LOSS, in consultation with the appropriate local educational agency or agencies, will determine whether placement in the school district of origin or the school district of residence is in the best interest of a student in foster care. Provided that the District is an appropriate local educational agency, the District will work with the LDSS to make the best interest determination as quickly as possible in order to prevent educational discontinuity for the student. If the student has an Individualized Education Program (IEP), a Section 504 plan, or is an English language learner, relevant school staff may be consulted during the best interest determination process.

To the extent feasible and appropriate, the student should remain in his or her school of origin while the best interest determination is being made.

Subject to a best interest determination, a student in foster care is entitled to attend the school of origin or any school that children and youth who live in the attendance area in which the foster care placement is located are eligible to attend, including a preschool, for the duration of the student's placement in foster care and until the end of the school year in which he or she is no longer in foster care, and for one additional year if that year constitutes the student's terminal year in that building.

Responsibilities When Designated as the School District of Attendance

If the District is designated as the school district of attendance for a student in foster care, the District will immediately:

a) Enroll the student, even if the student is unable to produce records which are normally required for enrollment, such as previous academic records, records of immunization and/or other required health records, proof of residency or other documentation and/or even if the student has missed application or enrollment deadlines during any period of placement in foster care, if applicable;

b) Treat the student in foster care as a resident for all purposes; and

c) Make a written request to the school district where the student's records are located in order to obtain a copy of the student's records and coordinate the transmittal of these records in accordance with applicable laws and regulations.

Request for Records

Within five days of receipt of a request for school records from a new school, the District will forward, in a manner consistent with federal and state law, a complete copy of the records of the student in foster care, including, but not limited to: proof of age; academic records; evaluations; immunization records; and guardianship papers (if applicable).

Tuition Reimbursement

Except as otherwise provided in law or regulation, the cost of instruction of a student in foster care will be borne by the school district of origin. Where a district other than the school district of origin is designated as the school district of attendance, the cost of instruction will be borne by the school district of origin and the tuition paid to the designated school district of attendance will be computed in accordance with applicable laws and regulations.

Transportation Responsibilities

Any student in foster care who requires transportation in order to attend his or her school of origin, is entitled to receive that transportation.

As appropriate, the District will coordinate and collaborate with the LDSS to make an appropriate transportation plan that supports the student's school stability plan and is fair to the District's taxpayers, consistent with the District's obligations under federal and state law.

When the District is the designated school district of attendance, and the student requires transportation to attend his or her school of origin, the District will provide transportation to and from the student's foster care placement location and the school of origin. The costs for transportation may be aidable pursuant to applicable laws and regulations.

When the District is the school district of residence and the designated school district of attendance, and the student does not attend his or her school of origin, the District will provide transportation on the same basis as provided to resident students. The costs for transportation may be aidable pursuant to applicable laws and regulations.

When transporting students in foster care, the District may incur excess transportation costs, as defined by law. The District and the LDSS may enter into a written agreement relating to how excess transportation costs should be funded, consistent with applicable laws and regulations. Absent such an agreement, excess transportation costs incurred by the District will be shared equally between the LDSS responsible for the foster care costs of the student and the designated school district of attendance. The District and the LDSS will consider and utilize all allowable funding sources, including any available federal funds, to cover excess transportation costs.

Where a student in foster care has been placed in foster care in a contiguous state, and the District is the designated district of attendance, the District will collaborate with the LDSS to arrange for transportation.

Where the School of Origin is a Charter School

Where the school of origin is a charter school, the school district designated as the school district of attendance for a student in foster care will be deemed to be the school district of residence for the student for purposes of fiscal and programmatic responsibility and will be responsible for transportation of the student in foster care. If the designated school district of attendance is not the school district of origin, the designated school district of attendance may seek reimbursement from the school district of origin in accordance with applicable laws and regulations.

Dispute Resolution Process

To the extent feasible and appropriate, the District will ensure that a student in foster care remains in his or her school of origin while any dispute is being resolved in order to minimize disruptions and reduce the number of moves between schools.

Coordination with Other Agencies

The District will coordinate the provision of services described in this policy, as appropriate, with agencies or programs providing services to students in foster care.

The District will coordinate with other school districts on inter-district issues, such as transportation or transfer of school records.

The District will coordinate implementation of the above provision of services with the requirements of IDEA for students with disabilities.

Comparable Services

Each student in foster care will be provided services comparable to other students in the school of attendance, including: transportation services; educational services for which the student meets eligibility criteria; educational programs for students with disabilities; educational programs for English learners; programs in career and technical education; programs for gifted and talented students; and school nutrition programs.

Student Privacy

As appropriate, the District will collaborate with SED and/or the LDSS to determine what documentation related to a student in foster care should be shared among involved parties. In all cases, the District will comply with all statutory requirements to protect student privacy, including the Family Educational Rights and Privacy Act (FERP A) and any other applicable privacy requirements under federal , state, or local laws.

External Auditor Presentation

Information

Commissioner's regulations requires school districts to obtain an annual independent audit by an outside certified public accountant or accounting firm. The annual audit must be presented to the Board of Education at a public meeting. This auditor presentation satisfies the requirements of this law.

Approve Annual Audit

BOARD ACTION REQUESTED: Resolve to accept the Report of Examination of the District's financial statements prepared by Drescher & Malecki, LLP, independent auditors, for the fiscal school year beginning on July 1, 2017 and ending on June 30, 2018.

BACKGROUND INFORMATION: Commissioner's regulations requires school districts to obtain an annual independent audit by an outside certified public accountant or accounting firm. Upon acceptance of the audit by the Board of Education, the audit acceptance is submitted to the New York State Comptroller and the New York State Education Department.

Drescher & Malecki, LLP, met on May 22, 2018, with the District's Audit Committee to review the scope of the audit and discuss any concerns that the committee may have had with the financial operations of the district prior to commencing the audit. On October 1, 2018, Drescher & Malecki, LLP, met with the Audit Committee to review a draft of the audited financial statements and discuss their audit results with the Committee. Upon the conclusion of that meeting, the Audit Committee approved the audit thereby allowing it to be issued in its final form. Through their actions, the Williamsville Central School District Audit Committee fulfilled all of their responsibilities per the applicable New York State laws that are associated with the completion of the annual school district financial audit.

PERTINENT INFORMATION: The audit presents the District's financial information in compliance with government funds reporting requirements as defined by the Government Accounting Standards Board.

Stated below are descriptions of the various sections contained in the annual audit.

a) Management Discussion and Analysis - Summarizes the financial activities of the school district contained within the financial report.

b) District-wide Financial Statements - District financial information in a summarized form that represents all District financial funds in one statement.

c) Fund Financial Statements -Financial information for the school District's funds where they are presented in a manner that is meant to show how the District's finances would be stated if it were operated similar to a business. The fiduciary funds report provides information for all financial transactions where the school district has a responsibility that is the same as a trustee.

d) Extra Classroom Activity - A separate report which summarizes assets, liabilities, and fund balance for all extra classroom activity accounts. Also included are the receipts and disbursements by activity account.

e) Management Letter - A letter from the auditor commenting on financial areas that should be reviewed by the District for future actions.

The District's audit firm of Drescher & Malecki will present the financial audit to the Board of Education and the Public at the October 23, 2018 meeting. The auditor will respond to all questions concerning their work on the audit.

The District will issue a response to the auditor's management letter following the Board of Education's approval of the audit. This response will be provided to the Board of Education in November. The management letter response will also be submitted to the New York State Education Department and the New Yark State Comptroller's Office as required by law.

The District's fiscal year-end accounting process requires that budget transfers be completed in excess of $10,000. On May 22, 2018, the District asked the Board of Education for the authority to complete budget transfers in excess of $10,000 in order to facilitate the timely completion of the annual audit. The District stated in May that it would provide a report to the Board of Education on all budget transfers over the $10,000 amount. Attached to this agenda item is the budget transfer report.

. Approve Capital Project Change Order Authority and Receive Change Order Report

Resolve to authorize the Assistant Superintendent for Finance and Management Services to approve change orders up to $10,000.

BACKGROUND INFORMATION: The processing of change orders is a normal activity that is connected with capital projects. The Board of Education authorized the Assistant Superintendent for Finance and Management Service to approve change orders up to $35,000 during the summer of 2018. As part of this authorization the district stated to the Board of Education that it would receive a report that lists the change orders that were approved as a result of the authority. A report listing the change orders approved that were under the $35,000 amount is attached to this agenda item.

Change orders are issued after the award of contracts to contractors. The need for change orders is due to hidden conditions, architect/engineering design omissions, and owner' s requests. All change orders are sent to the New York State Education department for approval. This allows the district to receive state aid on the cost of the change order. Change orders must be consistent with the scope of the project as stated in the pertinent capital project proposition.

PERTINENT DAT A: Although school is now in session there continues to be a need to process change orders that are related to the remaining construction work of the project. The number and amount of change orders to be processed is significantly reduced due to the scope of the ongoing work. In order to facilitate the completion of the remaining project work it is requested that the change order authorization amount for the Assistant Superintendent for Finance and Management Services be established at a level up to $10,000 for change orders occurring after October 23 , 2018 . All change orders over the $10,000 level will be submitted to the Board of Education for review and approval.

ALTERNATIVES: Reduce the change order authority for the Assistant Superintendent for Finance and Management Service to an amount that is lower than $10,000. A reduced change order amount may extend the timeline for the completion of the project due to the additional processing time that is necessary to obtain Board of Education approval for the change orders. The major impact on extending the capital project timeline is that the district will also extend the filing date for the capital project final cost repo11s that are submitted to the New York State Education Department. This will delay the receipt of State Aid for the applicable capital projects.

BACKGROUND INFORMATION:

The District has previously shared information concerning the 2018 Capital Project - Music Space and Facility Improvements on October 17, 2017 and June 12, 2018. The information presented at this meeting is the culmination of one year of planning that focuses on improving the space used by the District's music program. The capital project began with a presentation of general information to music teachers on the music space improvements that would be considered in this capital project. This meeting was held in October 2017. Following the meeting presentation each high school and middle school were requested to assemble a music input team that was composed of two music teachers and the school principal. The District input team was composed of Dr. Marie Balen, Assistant Superintendent for Instruction, Mike Russo, Instructional Specialist for Fine and Performing Arts/Business and F ACS, Keith Langlotz, Director of Facilities and Thomas Maturski, Assistant Superintendent for Finance and Management Services. The District also contracted with Kideney Architects and Campus Construction Management to assist with design and construction planning for this new project.

The development of this project began with each school providing the District input team with specific information on what music space improvements they would like to see included for their school. This information was reviewed in a meeting with the District's architect and construction manager where there was open discussion to verify their understanding for the capital project requests from each school. Over the subsequent seven months of time there was constant communication between the school music input teams with the district music input team as well as with the architect and construction manager. This work resulted in many iterations of preliminary plans for each high school and middle school. The plans being presented at this meeting were approved by each school's music input team and they represent the best approximation on the floorplan of the new design for each school.

PERTINENT INFORMATION:

This meeting's presentation provides detailed information on the overall scope of the 2018 Capital Project -Music Space and Facilities Improvements. It addresses the increases in square footages for school building additions to South high, East high, and North high. Spaces usage for the additions is identified by the music programming areas of orchestra, band, and choral. Additionally, school building renovations are defined for each school. The presentation includes information on music program growth that supports the need for the expansion and renovation of these music spaces. The presentation also provides detailed information on the budget and the District's financing plan for this new project. The financial plan includes the use of capital reserve funds, budgetary allocations and debt financing. The funding plan will not result in a tax levy

Adoption of Resolution Calling a Special District Meeting for the Approval of the Bond Proposition

BOARD ACTION REQUESTED: Adopt the attached resolution authorizing the calling of a special district meeting on December 13, 2018, to authorize the expenditure of moneys for school purposes and the levy of taxes.

BACKGROUND INFORMATION: The Williamsville Central School District has a long history in utilizing capital projects to renovate our school buildings in support of our educational programs. School district capital projects are mostly funded through the issuance of debt. When a school district includes new debt as a funding mechanism for a capital project it must obtain community approval authorizing an increase in a future tax levy for the sole purpose of paying for the new debt.

PERTINENT INFORMATION: The 2018 Music Facility Improvement plan has an estimated total cost of $36,659,930 plus interest on $22,400,000 bonds of the school district to be issued. Funding for this project is from Capital Reserve fund - 2007 (not to exceed $17,110), Capital Reserve fund - 2014 (not to exceed $12,682,820), fiscal year budget- 2020-2021 - $560,000, fiscal year budget - 2021-2022 - $1,000,000 and authorization to issue principal ( debt) not to exceed $22,400,000 of which a tax will be issued for principal and interest as the same becomes due and payable.

(b) that the amount of not to exceed $17,110 available from the District's "Capital Reserve Fund-2007'' is hereby authorized to be expended to pay for a portion of the cost of the Project and further that the amount of not to exceed $12,682,820 available from the District's "Capital Reserve Fund-2014" is also hereby authorized to be expended to pay for a portion of the cost of the Project;

(c) that a tax is hereby voted in the aggregate amount of not to exceed $1,560,000 to be levied in the amounts of not to exceed $560,000 in the 2020-2021 fiscal year and not to exceed $1,000,000 in the 2021-2022 fiscal year to pay a portion of the cost of the Project; and

(d) that a further tax is hereby voted in the amount of not to exceed $22,400,000 to pay the balance of the cost of the Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $22,400,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

RESOLUTION OF THE WILLIAMSVILLE CENTRAL SCHOOL

DISTRICT, NEW YORK, ADOPTED OCTOBER 23, 2018,

CALLING A SPECIAL DISTRICT MEETING TO AUTHORIZE

THE EXPENDITURE OF MONEYS FOR SCHOOL PURPOSES

AND THE LEVY OF A TAX THEREFOR.

RESOLVED BY THE BOARD OF EDUCATION OF THE WILLIAMSVILLE

CENTRAL SCHOOL DISTRJCT, IN THE COUNTY OF ERJE, NEW YORK, AS FOLLOWS:

Section 1. A Special District Meeting of the qualified voters of the Williamsville

Central School District, in the County of Erie, New York (the "District"), shall be held within the

District, on Thursday, December 13, 2018, at 7:00 o'clock AM. (Prevailing Time) in the North

High School Gymnasium, 1595 Hopkins Road, Williamsville, New York, as provided in the

Notice calling said Special District Meeting hereinafter substantially prescribed. The voting at

such Special District Meeting shall be by voting machine or paper ballot, as provided by the

Education Law, and the polls shall remain open from 7:00 o'clock AM. to 9:00 o'clock P.M.

(Prevailing Time) on said day and as much longer as may be necessary to enable the voters, then

present, to cast their votes.

Section 2. The business to be acted upon at said Special District Meeting shall be

as stated in the Notice thereof, and the District Clerk is hereby authorized and directed to cause

the Notice of said Special District Meeting to be published in "The Amherst Bee" and "The

Buffalo News," two newspapers each having a general circulation within the District, such

publications to be at least made four (4) times within the seven (7) weeks next preceding such

Dissolution of Amherst Utility Cooperative

Authorize school district designee to participate in Amherst Utility Cooperative (AUC) termination vote

BACKGROUND INFORMATION: Pursuant to discussions at AUC Board Meetings, there is a consensus among its members that it is desirable to terminate the AUC in favor of the individual participating entities joining larger municipal energy procurement programs. The Williamsville Central School District will join the School and Municipal Energy Cooperative (SMEC). The benefit in joining a larger cooperative is that there will be lower administrative fees. The overall cost of energy will be similar to the AUC energy costs. The current administrative efforts that were the responsibility of the Town of Amherst in managing the AUC will be eliminated upon dissolution of this energy cooperative.

PERTINENT INFORMATION: On Tuesday, October 30th, at 1 la.m., the Amherst Utility Cooperative

will vote on a resolution to terminate this entity, effective July 1, 2019. As a participant in the AUC, the Williamsville Central School District has a responsibility to vote on this resolution. The District requests that the Board of Education designate the Assistant Superintendent for Finance and Management Services as the District's voting representative for this resolution.

After the AUC dissolution is approved, each AUC member will begin the process of joining a new energy­purchasing cooperative. The Williamsville Central School District will submit an application to join the School and Municipal Energy Cooperative ("SMEC"). The planned entry date to SMEC will be July 2, 2019.
