Vice Chair DiMenna reported that the Windsor-Essex Catholic District School Board
convened a closed Committee of the Whole Board meeting on April 14, 2015
pursuant to the Education Act - Section 207, to consider specific personnel, real
property matters, labour relations matters, and other matters permitted or required to
be kept private and confidential under the Freedom of Information and Protection of
Privacy Act.
Moved by Trustee DiMenna and seconded by Trustee DiTomasso that the
recommendations and directions of the Committee of the Whole Board meeting
on April 14, 2015 be approved. Carried

Resolutions as information; and
That the Board, as per Board By-Law 4:03 upon delivery of the final
committee report, dissolve the Ad Hoc OCSTA Resolution Committee.

Trustees’ questions will be addressed via email and/or at the first Boundary Review

AMENDED MOTION: Moved by Trustee DiMenna and seconded by Trustee
Tope that the Board approve the establishment of a Boundary Review
Committee pursuant to the Board’s School Boundary Policy and Procedures
(A:22), in order to study the proposed recommendations of Senior
Administration and to hear from the affected stakeholders; and
That subject to public consultation, the Board approve in principle the proposed
boundary adjustment options for future students in the current
St. John de Brebeuf and Queen of Peace/St. Louis Catholic Elementary Schools
Boundaries. Carried

Moved by Trustee Valentinis and seconded by Trustee Tope that the action of
Administration in issuing a purchase order to Rose City Electric for auditorium
lighting upgrades at Holy Names Catholic Secondary School in the amount of
$109,000 plus HST as a charge to the approved School Renewal Budget Account
No. 063-72-580804-6-000 be confirmed and ratified. Carried

14. Remarks and Announcements:
a. Chairperson of the Board mentioned attending the Ontario Catholic School Trustees’
Association Annual General Meeting in Toronto this Friday and Saturday and
reminder trustees and senior administration to complete the Director’s Performance
Appraisal.
b. Director of Education Picard provided comments on recent activities supporting the
Board’s strategic priorities namely;
Catholic Faith Formation: Catholic Education Week begins May 3rd
. This year’s
theme is “Exploring Pathways to Joy”. The 2014 province-wide Mass initiative was
very successful and building on that success the many partners involved in preparing
the Catholic Education Week designated May 7th
as Ontario Catholic Student Youth
Day. Prior to the province-wide mass, students will receive a video message from
Bishop Fabbro. The date and time of Education Week School Masses, as well as one
activity taking place at each school will be posted on our Board’s website on April
29th
.
Employee Development and Student Achievement Initiatives: Throughout the
month of April and May, teachers and principals will gather to celebrate the positive
impact on student learning that is the result of the Collaborative Inquiry in
Mathematics. Through this very successful strategy, funded through the Ministry of
Education, we continue to increase mathematics proficiency of students, teachers and
principals; Through the System Implementation and Monitoring initiative,
Superintendents have spent time with principals gathering their observations and
feedback regarding the professional development opportunities they have facilitated
in literacy and numeracy learning throughout the course of the year. The learning
focus has continued to be specifically proportional and spatial reasoning identified by
the Ministry as key indicators of mathematics achievement. Our Principals continue
to be present at sessions to support the increase in mathematics proficiency at the
school level, building their capacity as instructional leaders; April 27th Principals and
Vice-Principals facilitated a full day of professional development entitled “Pedagogy
and Pathways”. Principals, Vice-Principals, Consultants, and Teachers presented
information on a new Ministry initiative -- Creating Pathways to Success, which
promotes engaging students in opportunities to discern and discuss their futures in
regard to career pathways and community engagement. Trustees you will find at your
places a list of the subject disciplines presented; and In May, Full Day Kindergarten
Teams will gather for a half day learning session focused on the use of technology to
support the collection and analysis of pedagogical documentation, a strategy which
will build the learning capacity of teachers, Early Childhood Educators and students.
Community Engagement and Partnerships: The Rotary Club of Windsor will
recognize volunteer student leaders in school and community activities. Each of the
29 secondary schools in Essex County has been invited to identify one recipient for
the 15th
Annual Awards Program. This annual program has been named in memory
of the late Dr. Claire R. MacLeod, past president and life member of the Rotary Club.
Will attend the Rotary Club meeting this Monday, May 4th
to recognize and
congratulate these outstanding student leaders; and The Southwestern Optimist
International Scholarship Oratorical final was held in Windsor on April 25th
. Of the
six finalists from across Southwestern Ontario, two are from Assumption High
School. Congratulations to grade 12 student Tejas Pandya who won the first place
prize, a $2500 scholarship; and grade 9 student Allison Nguyen who placed 3rd
.

Miscellaneous: Many of our grade 8 students will be experiencing Muskoka Woods
this week. Extra prayers for good weather, a good time and a safe return home;
Elementary Day of Champions on May 19th
at St. Thomas of Villanova Catholic
Secondary and Secondary Day of Champions on June 5th
at Cardinal Carter Catholic
Secondary School; St. Gabriel Catholic Elementary School and Corpus Christi
Middle School are hosting their 2nd
Mini WE Day on May 20th at the St. Clair
College Centre for the Arts; and Safety Patrol Leadership Movie Day on Friday,
May 1st. 1230 patrols will be participating.
Associate Director Geml provided trustees with an outline of the April 27th
Professional Day activities. The PD day was developed to enhance teacher
awareness in a variety of disciplines in order to better assist students when creating
their pathways.
c. Board Chaplain Brunet congratulated the newly ordained Auxiliary Bishop Joseph
Dabromski and commented on the recent ordination of four new priests.
15. Remarks/Questions by Trustees
Trustee Tope mentioned the blessing of St. Pius X Catholic Elementary school’s outdoor
learning environment which is scheduled for May 5th
at 9:15 a.m.
Trustee Mastromattei commented on his attendance at the Rotary Club – South Windsor
Chapter luncheon where three Catholic Central Secondary School English as a Second
Language (ELL) students were honoured for literacy, leadership and community service.
Trustee Costante congratulated Assumption College Catholic High School Students for
their accomplishments: Hockey Academic Jakob Novak; Student Entrepreneur Zaheem
Riberdy; Alessio Symons, attending FIRST Robotics Worlds Competition in St. Louis,
Missouri; United Way Volunteer Award winner “Youth Changes Lives” Christian
D’Agnillo; Tejas Pandya and Allison Nguyen Southwestern Optimist International
Scholarship Oratorical winners; and Assumption Jazz Band who won multiple awards at
the Festivals of Music Competition in Nashville, Tennessee.
Trustee Costante thanked administration for the letter to Transport Canada addressing
concerns regarding the possible Twinning of Ambassador Bridge.
Trustee Soulliere thanked Facilities Services for painting Our Lady of Annunciation
Catholic Elementary school; invited trustees to Annunciation’s Catholic Education Week
event on May 4th
Chalk Artist Bob Upgren; Attended the Ontario Secondary School
Dance Festival in Niagara Falls and congratulated the well respected and dignified
students from Holy Names, St. Thomas of Villanova, St. Anne and Cardinal Carter
Catholic Secondary Schools. Trustee Soulliere thanked teachers Maggy Sonoski,
Jasmine Lam, Courtney Sluman, Cathy Harris and Melissa Chiandussi who is on the
Festival’s Board of Directors.
Trustee DiMenna congratulated St. Anthony Catholic Elementary school teachers for
receiving the Ontario Elementary Catholic Teachers’ Association $9000 grant to
facilitate the implementation of technology in the classroom. The project selected was
the Learning Management System platform which benefits both teacher and student.

Student Trustee Dumlao also commented on Melissa Chiandussi as a teacher and role
model. Student Senate meeting held on April 23rd
for senate members from all four
Essex County boards. Students developed ideas and solutions to address issues in
upcoming years.
Student Trustees Gaspard and Dumlao commented on the following secondary school
activities:
F. J. Brennan - Spirit Week; Door decorating for Earth Day; and end of the year Pep
Rally.
St. Joseph’s – Mind/Body/Spirit week; Diversity week to include multicultural/LGBTQ
and Mental Health expos; Best Buddies Easter Egg Hunt; Student/Teacher Basketball
game; and Sculpture contests.
Holy Names – Dress Down day for local Cancer Assistance; Daffodil week to talk about
experiences with cancer; Teal, yellow and pink ribbons for $1to benefit Cancer
Foundation; Easter egg hunt and Easter grams.
Assumption – Easter egg hunt; Easter party for special education department; Chocolate
bunny eating competition; Dress Down day and River walk to support Muscular
Dystrophy Canada; and Play 1 production.
Cardinal Carter – Various Easter activities for Jk to grade 2 students; Cancer walk to
raise awareness; and Thanh Campbell, Vietnamese orphan will present to students.
St. Anne – Cake auction/class buyout; Art in the Courtyard; Spirit Week with a
multicultural theme; “Kiss a senior goodbye” – students buy Hershey kisses for a student
or teacher leaving including a note expressing how much they will be missed; Performed
musical Grease.
Catholic Central – Recognition assembly and Pep rally where school clubs broadcasted
videos; How many Cadbury eggs in the jar competition; Thank Campbell visiting the
school; and Comicon – students where comic related costumes.
St. Thomas of Villanova – Easter bunny Dress Up day – one Easter bunny from each
homeroom class scavenger hunt throughout the school; Easter bake sale hosted by Life
Skills student; Senior shirts created for grade 12 day; Performed musical Bring it on; and
Organizing road hockey tournament to raise money for ‘Students Helping Students’.

RECOMMENDATION:
That the Board provide final approval for the boundary adjustments for future English students in the current St. John de Brebeuf, Queen of Peace/St. Louis Catholic Elementary School boundary; and That the Board approve the Committee’s recommendation to grandfather students who currently reside in the boundary adjustment area and attend Queen of Peace and St. Louis Catholic Elementary schools, and St. Louis families who can provide proof of purchase of property within the boundary adjustment area by August 31, 2015; and
That the Board, as per Board By-Law 4:03 upon delivery of the final committee report, dissolve the Ad Hoc Special St. John de Brebeuf and Queen of Peace/St. Louis Boundary Review Committee.
SYNOPSIS: A request was brought forward to review busing eligibility as impacted by the boundary between St. John de Brebeuf and Queen of Peace and St. Louis schools. Senior Administration engaged stakeholders in a consultative process regarding potential boundary adjustment recommendations for students. This process will facilitate future enrolment projections for September 2015. BACKGROUND COMMENTS: At the April 28, 2015 Regular Board meeting, the Board approved: The establishment of a Boundary Review Committee pursuant to the Board’s School Boundary Policy and Procedures (A:22) required in order to study the proposed recommendations of Senior Administration and to hear from the affected stakeholders; and

That subject to public consultation, the Board approve in principle the proposed boundary adjustment options for future English students in the current St. John de Brebeuf and Queen of Peace/St. Louis Catholic Elementary school boundary. Consistent with Policy A:22, an Ad Hoc Special St. John de Brebeuf and Queen of Peace/St. Louis Boundary Review Committee was established to include the following members: Trustee Mary DiMenna, Trustee Lisa Soulliere and Superintendent Rosemary Lo Faso. On May 6, 2015 the Principal at the schools informed the school community via letter of a public consultation meeting on Wednesday, May 20, 2015. The consultation was scheduled to present the proposed boundary options as well as to hear from stakeholders who may be affected by the recommendations. At the May 20th meeting, a number of questions and concerns were raised by various community members. One of the concerns was a new subdivision, Sun Valley Estates, is currently being developed within the St. Louis boundary. Families were making decisions to move to the sub-division based on their children remaining at St. Louis. One student is registered to attend St. Louis for September 2015. The recommendation is to grandfather the one student and students of families who can provide proof of purchase of property within the designated boundary adjustment area before August 31, 2015. Therefore beginning September 2015, the amended boundary adjustments for future English students in the current St. John de Brebeuf and Queen of Peace/St. Louis boundary will take effect. As per the Windsor-Essex Catholic District School Board By-Law, Section 4:03 Special Committees/Ad Hoc Special Committees: A Special and Ad Hoc Special Committee shall be dissolved upon delivery of its final report to the Board. As all recommendations have been met, upon receiving final Board approval, the Ad Hoc Special St. John de Brebeuf and Queen of Peace/St. Louis Boundary Review Committee is dissolved. FINANCIAL IMPACT: The boundary change is projected to result in the need for one (1) additional bus to accommodate the adjustment in student destination at an estimated annual cost of $40,000.
